PUBLIC SERVICE IMPROVEMENT
CONFERENCE 2011
Derek FeeleyDirector General & CEO NHSScotland
Sir Peter HousdenPermanent Secretary Scottish Government
The Danger of Here-and-Now
• A common language and practice of improvement because - it works- to help us deliver outcomes in complex settings- to empower our communities & our staff.
An Affirmative Culture
• …in which people offer constructive praise and challenge proportionately & openly
• …as a component of emotional intelligence – they are able to overcome personal reticence and hierarchical barriers to this
• …it is the done thing to be ambitious and to celebrate the areas where we plan to improve: i.e. we don’t sound like press releases
The Challenges
• Improvement in Scotland cannot become a new orthodoxy: it has to sponsor innovation and creativity.
• And make us more ready to admit mistakes.• Improvement and Assets: is more less? How
do we create the right environment on trust and risk?
Next?
• Derek and Jason will write to you…• Big learning points for you?• How best to follow up?• How you’d like to be involved?• Outcomes and an asset-based approach imply
a different kind of professionalism in Scotland – empowering, cross-cutting and skilled. The challenge is for us.
