• The ESC has 20+ years of experience in providing enterprise systems and applications, data centers, accounting, HR/payroll, custom programming, and training services.
• The DOT ERP implementation is based on the Oracle Federal Financials, and several other integrated products. System is called Delphi.
• DOT is the first cabinet agency to implement all of its agencies on a modern, COTS-based financial management system on a single production instance.

Questions and AnswersQuestion 1:Assuming that the ESC will enter into a subcontract with the teaming partner contractor to support them in marketing and delivering financial management implementation services to Federal agencies, will the ESC pay the teaming partner for such marketing services?
Answer 1:No. The teaming partner, as with ESC, receives reimbursement based solely on being selected by an agency for its implementation effort.

Question 3:Referring to Section 13 (Exclusivity) of the “Draft” Teaming Agreement, is it correct that contractor employees who are not involved with and are “firewalled off” from ESC efforts are free to participate in the contractor firm’s efforts to pursue business that ESC may also be pursuing?
Answer 3:Yes. The “Draft” Teaming Agreement (Attachment 2) has since been amended to delete reference to “Exclusivity.”

Is the selected contractor eliminated from consideration for any other future work within DOT, FAA, ESC due to conflict of interest reasons? If a selected partner already has contractual work or established plans with another federal entity in the FM LOB area, what restrictions are imposed by this Teaming agreement?

Answer 4:The policy of DOT/FAA is to avoid contracting with contractors who have unacceptable Organizational Conflicts of Interest (OCIs). It is not the intention of DOT/FAA to foreclose a vendor from a competitive acquisition due to a perceived OCI. The Contracting Officer will evaluate each potential OCI scenario based upon the applicable facts and circumstances. In certain instances, a mitigation plan may resolve some potential or perceived OCIs
