CRC Energy Efficiency Scheme
Qualification;
• 6000 MWh of electricity delivered through settled half hour
meters between 01 April 2012 – 31 March 2013
• Exclude supplies to CCA and EU ETS facilities and dynamic pseudo
supplies
• Public bodies to register/assess qualification on the basis of their
legal structure on 31 March 2013 (same as phase 1).

Fuels;
• Electricity delivered through meter profiles 3-8 and 00 only
• Gas used for heating purposes, delivered through meters that
measured more than 73,200kWh during the compliance year

• Electricity Generating Credits to be removed from the scheme
• New emissions factor for self supplied electricity

• Energy supplied to state funded schools in England will also be
excluded

• Responsible for the supply you request to be delivered
• The payment requirement is to be removed from the supply
criteria
• A supply can only be classed as unconsumed if it is metered
• The landlord tenant rule is to stay the same, except for
construction leases of 30 years or more

Organisational Rules:
• SGUs going, replaced by Participant Equivalents (PE)
• Disaggregation will be available for all undertakings (except top
parent) – individually or as a group
• Disaggregation can take place at any time
• Designated change staying largely as it is

• 2 sales each year
• Surrender of allowances deadline moved to end of October

• Data retention requirements to be reduced to 6 years after the

Transition Period;
For current compliance year 2012/13:
• Only report on 2 fuels:
- Electricity delivered through meter profiles 3-8 and 00
- Gas used for heating purposes, delivered through meters that
measured more than 73,200kWh during the compliance year
• 2% de minimis on gas applies
• Electricity Generating Credits cannot be claimed where the input
fuel should have been reported in years 1 and 2
• Surrender date for allowances will be end of October
