1. FOUR DECADES OF THOUGHT AND ANALYSIS ON SOCIAL POLICIES

Since its founding in 1972, the SiiS Documentation and Research Centre of the Eguia-Careaga Foundation has played an essential role in the development of social policies in the Basque Country. From its documentation centre and in line with Anglo-Saxon think tanks or ideas laboratories, SiiS has helped to shape social welfare policies, improve social services organization and the practice of social care professionals.

The work carried out by SiiS over these four decades has evolved along four basic lines:

• Knowledge management. A think tank, observatory and ideas laboratory, SIIS stimulates reflection and analysis and discussion of social policies and services, making recommendations and proposals for improvement. From its inception, the founders of SiiS have gone for management of knowledge in the realm of social policies, the dissemination of scientific literature on these issues and for an evidence-based practice in social intervention.

• Innovation and international vocation. A key characteristic of SiiS over these years has been its international vocation, focusing on the analysis of the most interesting practices, experiences and trends developed in neighboring countries with more advanced Welfare States. The work of SiiS has also been characterized by innovation of research methods and of documentation services. In the last 40 years, documentation centers, social services and society as a whole have undergone substantial changes. SiiS has adapted to these changes by incorporating new technologies to its documentary work —computerization of databases, digitization of documents, access to the list of titles via the Internet, use of social networks, development of open access tools— and through the application of innovative technologies in the field of social research. SiiS staff has also strived for the best answer to the needs of its users —be they public or private entities or individuals— with a permanent concern for improving the documentation selection, retrieval and dissemination systems.

• Public/private partnership. Emerging from the disability movement that emerged in the 70s in Gipuzkoa, SiiS has collaborated with all Basque administrations in the development of social services. From this point of view, it is a good example of public / private partnership whereby an organization which is part of civil society works closely and permanently with the Administration in order to improve public welfare policies.

• Rigor and commitment. Throughout these 40 years, SIIS has contributed to improved decision-making and professional practice in the area of social policy, disseminating and introducing issues —such as employment and educational integration of people with disabilities, services for carers, individualization of care, the pursuit of quality in service provision, or the principles of normalization

and community care— that, obvious as they may seem nowadays, needed to be explained, discussed and accepted at that time. It has accomplished this in its own and rigorous style, avoiding extreme positions and respecting the various decisions that, from a technical or political stance, have been taken in the planning and management of social services.

2. ORGANIZATION AND FINANCING

The SiiS Documentation and Research Center depends on the Eguia Careaga Foundation, founded by José Ignacio Eguia Careaga in 1978. Nineteen people make up the SiiS teams in San Sebastian and Madrid, including specialists in documentation, sociology, law, journalism, anthropology and social work.

In 2012 the Centre’s budget was 1.3 million euros. Funding for SiiS services comes from the Eguia Carega Foundation itself and from public administrations, through annual collaboration agreements. The institutions stably funding SiiS services are:

3. DOCUMENTATION CENTRE

One of the basic functions of SiiS, and its original raison d’être, has been to serve as documentation centre and library specializing in the field of social policies and services. Currently, SIIS documentation center is one of the most important library collections on social policies and services in Europe. Most of the people who use it come from the Basque Country, but the Centre also receives documentation requests from individuals and entities from other Spanish regions and foreign countries, mainly European and Latin American.

Today, the library stock of the SiiS consists of almost 210,000 bibliographic references, with some documents dating back to the 40s and 50s of the last century. Around 90% of documents that enter the database each year are in electronic format, allowing greater immediacy both in document retrieval and delivery to interested persons. For its management, SiiS has built its own thesaurus, specifically designed for the matters covered by the Center. Every year SiiS users consult or use more than 15,000 different documents.

In addition to its own center, SiiS manages two other specialized documentation centers: one on disability issues, and another one on substance abuse.

• Spanish Centre for Documentation on Disabilities (CEDD). Since 1978 SiiS manages, in collaboration with the Royal Trust for Disability, the Spanish Centre for Documentation on Disability (CEDD). Located in the headquarters of the Royal Trust, the aim of CEDD is to facilitate access to documentation and scientific evidence on disability issues, including regional, national and international literature. To this end, the Spanish Centre for Documentation on Disabilities has one of the most important documentary collections in Europe, with more than 50,000 documents specifically dedicated to disabilities, a collection that is enriched every year with the incorporation of about 2,000 new records. All documents contained in the database are available to users (officers of institutions, technicians, professionals, families, users, researchers, journalists, etc.) who may request the documents, either in person or via fax, telephone or e-mail.

• Basque Centre for Documentation on Substance Abuse (CDD). Since 1992 SiiS manages, within the framework of the Basque Observatory of Drug

Addictions, the Basque Centre for Documentation on Substance Use (CDD), which is one of the most important specialized collections on drugs and substance use in our geographical area.

4. SIIS WEB PORTAL

Since its inception in 2001, thanks to the permanent incorporation of improvements in the design of its content, the SiiS website is probably one of the richest information sources on social policy and social services in the Autonomous Community of the Basque Country (ACBC) and throughout the Spanish State. With about 50,000 unique different users throughout the year and structured according to different thematic areas (disability, aging, addiction, exclusion, children, gender, voluntary work and social policies), the SIIS web portal provides access to most of the services and products of the Centre and allows its users to be constantly informed of developments in the field of social intervention.

The SiiS website offers the following services:

• Bibliographical database. The SiiS portal gives online access to the document database. It allows to make all kinds of bibliographic searches and to download thousands of full-text documents related to social services, ageing, poverty, disability, family policies, substance use and integrated health and social care. The database allows users to search on the basis of various parameters (author, subject, title, keywords, etc.) and gives access to the original source —if it is available on the Internet free of charge— for viewing and downloading. For paper documents, there is a loan and photocopying service available.

• Legislative database. The SiiS website disseminates the main pieces of legislation on social services that are passed in the Basque Country and Spain, allowing access to the full text thereof. From the SiiS website users can also access a database that compiles all regional and State legislation on social services from the beginning of the 90s, and that currently includes around 25,000 legislative texts.

• Editorial releases. With an almost daily updating, the SiiS website collects the main editorial releases in the various thematic areas covered by the Center. For each of these publications a brief summary in provided along with access to the original source in the Internet, so that it can be downloaded.

• Newspaper library. Each day, the SiiS website incorporates a selection of the main news about social services and social policies published by the print media of the Basque Country and the Spanish State. Also, from the SiiS website users can access the news database, which includes more than 35,000 news releases related to social services and policies published in the press since 2004. About 3,000 new press releases are added to the database each year.

• Personalized searches and alert services. Through the service of personalized searches, users may request that SiiS staff perform a personalized documentary search on their topic of interest. Searches may be one-time or, if deemed appropriate, personalized alert services may be established, in order to periodically send to interested persons or institutions, the documents that may have been incorporated to the library on specific issues or with certain characteristics over that time. Furthermore, where it is deemed necessary, the search can be extended other document databases that specialize in the field of health or social sciences.

• Electronic News Bulletins. Since 2003, the SiiS develops and distributes free of charge via e-mail a collection of fortnightly electronic monographic bulletins that focus on the following areas: Seniors, Gender and Family, Social Exclusion, Children and Youth, Disability, Social Policy, Volunteering and Addictions (daily). News bulletins consist of an alert service that informs users of the new publications incorporated to the documentation center on their respective areas of interest. Each newsletter includes a section of press releases, forthcoming events, links to electronic books and documents, as well as a selection of normative and legislative initiatives specific to each area, with access to the full text of referenced news, documents and pieces of legislation.

• Thematic bibliographies. The thematic bibliographies constitute a selection of outstanding documents on hot issues or topics of special interest. When the document can be found online the link is provided and in other cases the user may request the document to SiiS.

• Agenda. The Agenda collects and disseminates forthcoming national and international events and seminars on issues of interest related to social services and social action.

• Multimedia. The Multimedia section provides access to a selection of audiovisual materials of special interest in each of the specific areas of social intervention.

• Social networking profiles. Aware of the new dissemination potential of social networks, the SiiS has opened two separate channels in Facebook and Twitter. Both profiles, with an ever growing number of users, allow a quick dissemination of information and documents, after selection at the Centre.

In 2012 the number of different unique users of the SiiS website has been about 50,000, with a significant increase in the number of users over the last three years. In 2012, the average number of users was about five thousand a month, with a growth of nearly 100% since 2010.

Users of the website are predominantly social services professionals and researches, but also people who are affected by different social problems, their families, students of social sciences and politicians responsible for social services management.

Spanish is the predominant language (89%) among the users who visit the website of SiiS.

In terms of thematic areas, Substance Use is the most consulted thematic area (25%), followed by the areas of Disabilities, Gender and Family, and Children and Youth, with 13% of visits each.

5. OTHER WEB PORTALS MANAGED BY SIIS

In addition to its own website, SiiS manages other Internet portals, also oriented to knowledge management in the field of social policies:

• Drogomedia. Drogomedia.com is a drug website sponsored by the Drugs Addictions Authority of the Basque Government which is directed at both the media and professionals working in the field of drugs addictions, and families and young people. This website contains extensive information on drugs, both generic (information on substances, glossary, dictionary, calendar, resources, links, research) and specifically for professionals (best practice tools, support materials, documental news) which is constantly updated. Worth a special mention is the news section that is updated first thing in the morning every day (www.drogomedia.com).

• Cedd.net. CEDD website provides online access to the main services and products of the Spanish Centre for Documentation on Disabilities and is one of the leading Spanish documentary portals specialized in disabilities. From it, users can make very specific documentary and legislative searches as well as having access to all publications and news releases and to forthcoming events (www.cedd.net).

• Social Observatory of Gipuzkoa. Within the framework of the agreement with the Department of Social Policy of the Gipuzkoa Chartered Provincial Council, this observatory provides information on the Gipuzkoan network of social services through the behagi.net website. At present, the Observatory consists of four data modules through which statistical information is provided on basic social indicators, public spending on social services, resources and activities carried out by the Department of Social Policy of the Gipuzkoa Chartered Provincial Council and monographic reports of the Observatory (www.behagi.net).

• Social Observatory of Araba. The Social Observatory of Araba was created as a tool for disseminating information on the activity of the Social Services in that province. Through this website, Araba Chartered Provincial Council aims to provide to professionals and to the general public a tool to retrieve the key figures on the activity of social services in the province of Araba, to make comparisons between different constituencies and / or municipalities, to assess the adequacy of available resources to the present needs of the province, to evaluate the adequacy

of services in reference to a series of standards of good practice, and to track the evolution of the service network (www.arabakobehatokia.net).

• Ikuspegiak Social Services Observatory. In collaboration with the University of the Basque Country and the Department for Employment and Social Affairs of the Basque Government, SiiS collaborates in the maintenance and management of Ikuspegiak, a network of Social Affairs Observatories. Within the framework of this network, SiiS manages the documentary databases of the Observatory of Social Services, the Observatory for Family Affairs, and the Observatory for Children and Adolescents, and disseminates fortnightly electronic news bulletins including information on new incorporations to the documentation center, it disseminates publications and events promoted by the Basque Government (www.gizartelan.ejgv.euskadi.net/r45-observar/eu).

6. PERIODICALS

Over the years, SiiS has assumed the task of editing and publishing different magazines and newsletters, with the intention of disseminating the information received at the Centre and contribute to the debate on social policies. During 2012, SiiS has been responsible for publishing and editing two periodicals in collaboration with the Basque Government’s Central Publications Service and with the funding of the Authority for Social Services:

• Zerbitzuan. Zerbitzuan is a journal that specializes in social services and social policy, which is edited by SiiS in collaboration with the Department of Employment and Social Affairs of the Basque Government twice a year. Published for the first time in 1986 with the aim of responding to the need —felt by professionals, researchers and users of social services alike— for information sharing and for having a space for discussion and debate, Zerbitzuan is already a classic journal in the field of social sciences. The Basque Government’s Central Publications Service is responsible for the publishing, printing and distribution of the journal, which has a total of 1,064 subscribers. In addition, access can be obtained to its full contents through the www.zerbitzuan.net website.

• Gizarteratuz. Gizarteratuz is a documentary bulletin on social services and social Intervention edited by SiiS since January 2010 in collaboration with the Department of Employment and Social Affairs of the Basque Government. It is intended to provide professionals of the sector with all the information, research and documentation generated in the area of social services. It is, in this sense, a product oriented to a selective dissemination of information that allows professionals to stay permanently informed about the developments and discussions taking place around social services. Currently, the magazine has 1,047 subscribers and can be accessed through the SIIS website (www.siis.net/es/boletin-gizarteratuz.php).

7. PLANNING AND RESEARCH

One of the main functions of SiiS is to carry out research on social services policies and on the needs of the people who receive these services. Since its inception, SiiS has developed hundreds of research reports in the fields of dependency, ageing, disability and carers’ needs, as well as in the fields of poverty, social exclusion, substance use, child welfare, policies for supporting families or the administration, organization and management of social services and integrated health and social care policies.

In general, research conducted by SiiS focuses on the following areas:

• Evaluation of services through the development and adaptation of methodologies successfully implemented in other countries;

• Development of best practice manuals and implementation of quality improvement guidelines;

• Epidemiological research and research population needs;• Development of international comparative research.

Furthermore, over recent years, SiiS has collaborated with various public and private institutions in service planning, through the development of strategic plans in the areas of social services, gerontology, family policies or care for people with disabilities.

Worthy of mention in this work stream are the development of the first two Inter-Institutional Plans against Social Exclusion in the Basque Country, the first two Family Plans or the First Strategic Plan for Social Services in the Basque Country.

Throughout 2012 SiiS has conducted the following reports and research projects:

• Child poverty in Euskadi. Social Services Authority, Basque Government. After describing the main risk factors associated with child poverty and the main EU policies regarding this problem, this report analyzes the extent of child poverty in Euskadi, its consequences on Basque children’s living conditions and the impact of public policies on the prevention or eradication of this phenomenon. The report combines quantitative and qualitative perspectives and is one of the few works in the Basque Country that analyzes the issue of child poverty in depth and in a monographic manner.

• The situation of Social Services in the Basque Country (III Report of the Basque Board for Social Services). Social Services Authority, Basque Government.This report is part of a series of annual reports of the Basque Board for Social Services to the Basque Parliament regarding the situation of social services in the

Basque Country. The report analyzes the network of services from the point of view of number of users, availability, staff or public expenditure, and also includes feedback from industry professionals.

• Study on homeless persons in San Sebastián, Bilbao and Vitoria-Gasteiz. Social Services Authority, Basque Government (under way).In the fall of 2012, the municipalities of San Sebastian, Bilbao and Vitoria-Gasteiz, with the support of various social organizations, conducted a count of people sleeping rough in each of these cities, as well as of the number of people using resources for people experiencing homelessness. Within the framework of the agreement with the Social Services Authority of the Basque Government, SiiS has elaborated a report based on data collected during the count-night, which quantifies the homeless population detected in each city, describes its main characteristics and needs and, at the same time, maps the network of available resources.

• Policies in support of families in Europe and in the Basque Country. Family and Community Policy Authority, Basque Government.This report analyzes and compares the system of benefits for families in the Basque Country, and public spending on family policies, with those of other EU countries and other autonomous communities in Spain.

• Survey on poverty and social exclusion in Gipuzkoa. Gipuzkoa Chartered Provincial Council.At the request of the Gipuzkoa Chartered Provincial Council, the SiiS has launched a survey on poverty and social exclusion in the province of Gipuzkoa. This survey provides data on the main indicators on poverty and social exclusion in Gipuzkoa and is designed to serve as a tool of continuous monitoring of poverty and social exclusion in the province.

• Survey on Addictions in the Basque Country – Euskadi and Drugs 2012. Drugs Addictions Authority, Basque Government.This report contains the main findings of the survey Euskadi and Drugs: it analyzes trends in the use of different substances and in the public’s perception of the drug problem, as well as public opinion regarding government policies for the prevention of drug use and related problems. The study analyzes in detail the relationship between several factors —age, sex, socioeconomic status— and substance use. It also offers, for the first time in 2012, information on gambling and the problematic use of the internet.

• Initial evaluation of the Basque Plan for Active Inclusion (2011-2016). Planning and Innovation in Employment Authority, Basque Government (forthcoming).SiiS carries out the initial evaluation and reorganization of the Basque Plan for Active Inclusion 2011-2016.

• Study on economic activity, qualification and employment generation in the socio-sanitary field. Basque Foundation for Socio-sanitary Innovation – Etorbizi (forthcoming).Through the analysis of various statistical sources, published scientific literature, and the opinions of fifty professionals and experts, this study aims to: identify, quantify and characterize the direct and indirect employment generated by the social care sector in Euskadi; assess the impact that the full development of the employment potential of the sector would have on society as a whole; identify the changes that a developed model of integrated health and social care would require in terms of professional profiles, training needs, redefinition of job profiles and development of new professional roles; identify the current obstacles for making the most of the employment growth potential of the social care sector; and, finally, identifying good practice, both national and international, regarding the generation of quality employment in the social care sector and the definition of new professional roles required by an integrated model of care.

• Cost/effectiveness study of Etxean Ondo project. Matia Gerontology Institute (forthcoming).SiiS collaborates with the Matia Gerontology Institute in the cost-effectiveness evaluation of the Etxean Ondo project, which is piloting person centered residential services and home care for older people. The study gives continuity to the systematic review of cost-effectiveness studies regarding community interventions and person-centered care conducted by SiiS for Matia Foundation in 2011.

• Review of cost / effectiveness studies concerning drugs addictions prevention programs. National Drugs Strategy (forthcoming).The purpose of this study, funded by the National Drugs Strategy, is a systematic review of economic evaluations on drug abuse prevention, with particular attention to alcohol, cannabis and cocaine consumption. To this end, we have identified around two hundred economic evaluations of drug prevention programs and analyzed the conclusions that can be obtained in in terms of their cost-effectiveness, analyzing the results as a whole and from the point of view of the components of each program.

8. LEGAL AND TECHNICAL ADVICE FOR PREPARATION OF REGULATORY TEXTS

SiiS Documentation and Research Centre collaborates with various public administrations by developing technical drafts of pieces of legislation and regulations on Social Services and Social Inclusion. In this process SiiS actively participates in:

• Drawing up basic technical documents.• Advising in technical interagency discussions.• Drawing up technical regulatory drafts.

• Drawing up legal reports.

Within this work stream, over the years SiiS has been instrumental to the development of the regulatory scheme governing Basque social services, actively participating in the preparation of current Acts with regard to family, social services or income security, and in the regulations developing them.

Throughout 2012, SiiS has collaborated in the development of technical regulatory drafts and in the technical interagency discussion for the following legal provisions, some of which are already in place and others under development or discussion at present and during the year 2013:

• Technical Draft of the Decree on Services and Facilities Portfolio (Social Services Authority, Basque Government), 2010-2012.

• Technical Draft of the Decree regulating Inclusion Agreements (Training and Innovation in Employment Authority, Basque Government), 2012.

• Technical Draft of the Referral Protocol between Lanbide and Basic Social Services (Training and Innovation in employment Authority, Basque Government), 2012.

• Technical Draft of Decree regulating Home Care Services (Social Services Authority, Employment and Social Affairs Subcommittee), 2012.

• Technical Draft of the Decree regulating Early Intervention Services (Social Services Authority, Employment and Social Affairs Subcommittee), 2012.

• Technical Draft of the Decree regulating Occupational and Day Centers for persons with disabilities (Social Services Authority, Basque Government), 2012-2013.

9. PROCESSES FOR IMPROVEMENT OF THE QUALITY OF ATTENTION TO USERS OF SOCIAL SERVICES

In the 1990s, SiiS pioneered the introduction, in the field of social services, of service evaluation processes and continuous improvement of service quality. Its career began, in collaboration with the Charter Institute for Social Welfare of the Araba Chartered Provincial Council that has remained, over the years, the Administration with which

it has collaborated more frequently in this area. Initially it launched innovative evaluation methods applicable to residential services for the elderly and for children in care. Subsequently, based on the knowledge and experience gained in this field, SiiS has developed its own method for the continuous improvement of the quality of care. Known as Kalitatea Zainduz, the method has been implemented in various residential homes in the provinces of Araba and Gipuzkoa.

Currently, SiiS is leading a process of participatory training and quality improvement process in the field of services for disabilities, sponsored by the Charter Institute for Social Welfare of the Araba Chartered Provincial Council. The process, called “Project for a Better Life” entails the development by the SiiS of a manual and best practice guide that are then subjected to a process of input and discussion with experts, professionals, users of social care and their relatives. Based on these discussions, modifications are made to initial drafts. The final documents are thus transformed into good practice materials arising from the professional experience of those directly involved in care services. As part of this process, the following good practice materials have been elaborated (they can be accessed from Araba Chartered Provincial Council website, www.alava.net, and the SiiS website, www.siis.net):

• “A Better Life” manual. How we conceive residential care. Basic guidelines for good quality care for persons with disabilities (2008).

10. INTERNATIONAL SEMINAR ON SOCIAL SERVICES, CRISIS AND SOLUTIONS

At the initiative of the Eguia Careaga Foundation and in collaboration with the Department of Employment and Social Affairs of the Basque Government, the International Seminar on Social Services, Crisis and Solutions was held in 2012, dealing with the economic sustainability of the welfare state. During the seminar, which was attended by over 200 people, the following issues were addressed:

• The capacity of social services systems, and public services in general, to provide publicly funded services in the new economic context.

• New priorities of the Welfare State in the face of new social risks and the reorientation of social services towards the paradigm of the Social Investment State.

• The economic and social sustainability of social services, and financing mechanisms to be implemented.

• Cost-effectiveness, the scope for rationalization of expenditure, and indicators of quality in the provision of services.

The seminar counted with the participation of representatives of various Basque public institutions, officers from different nonprofit institutions operating in the Basque Country and researchers from the Basque Country, Catalonia, France, Denmark and the UK.
