Part 1

Approximately 60 minutes ago an individual entered Taylor County High School (school) armed with a pump action shotgun and two hand guns and began shooting.

Law enforcement quickly responded and cornered the shooter in one of the school’s bathrooms. As law enforcement officers negotiated with the gunman a single shot was heard coming from the bathroom. Believing the shooter had taken his own life law enforcement conducted a forced entry into the bathroom.

Upon entering the bathroom the lifeless body of a teenager was found on the floor.

Day 1 Monday 2:14PM

As law enforcement officers continue to sweep the school they begin to evacuate students, teachers, staff and administrators from the school’s buildings.

Describe in detail the process for moving students, teachers, staff and administrators away from the school campus to an area of safety.

Part 2

Avoid the school parking lot. Out the front door. down the road and to the school stadium. Students are contained there. Law enforcement set up Security around the route and the stadium. Establish a place where each school gathers prior to transport to the reunification site. Law enforcement will clear the entire school. TCHS - stadium TCES - fenced soccer area Perry Primary - TTI- Forest Capital Hall Special needs kids to be considered - transport, support equipment Is there a plan in place to notify bus drivers to immediately get to the bus shed

Part 2 Once the location has been cleared by law enforcement. Funnel everyone to the bus loop in order to move them to secure location. In this situation the location will be First Baptist Church.

Law enforcement will make sure there is no active shooter still on campus. All students need to report to a safe classroom. Once all is clear, Evacuate the building to your safe zone. As directed by law enforcement. Contact bus garage and make sure we have busses. Busses will load at the normal pick up area. Each class will exit as directed.

Within minutes of the shooting, news of the event begins to spread throughout the community via television and radio as well as Twitter, Facebook and other Social Media networks.

Worried family members of students, teachers and administrators are calling and arriving at the school demanding information about family members as well as what is happening.

Briefly explain how the school / school district will handle the surge of incoming phone calls.

Part 2

Every secretary will have a message that has been typed and formed to share with each person on the phone, social media. We will share and coordinate an ed connect call and to all parents. The message should state where the safe zone is and the procedures to pick up children. There is a teacher who is responsible for placing this message on school website.

Part 3 Briefly explain how the school / school district will handle the worried family members as they arrive at the school.

Part 4 Parents will be told to go straight to First Baptist Church, which is the safe zone. Law enforcement will be required to be in front of school to help with the message

District admin will activate Blackboard Connect to notify parents of the incident and where to go to reunite with your child/family member - message to include: do not go to the school site - go to the reunification site. Will reach 50% of parents. Facebook and Twitter accounts will include the same information focusing on DO NOT GO TO THE SCHOOL - GO TO THE SECURE REUNIFICATION SITE - radio station as well ALL SCHOOLS ARE ON LOCKDOWN. DO NOT GO TO ANY SCHOOL TO PICK UP YOUR CHILD. THEY WILL NOT BE RELEASED TO YOU AT THIS TIME. We need to develop a pre-written script that has blanks for insertion of the school name and reunification site location. Superintendent will serve as communications office to coordinate this with district admin serving as backups. Michael Thompson - Director of Student Services Jan Walker Dan Anderson etc. Need a script for all schools that are not involved so we are giving the same message. This is the process for dismissal. The buses will be arriving late. etc. Will need a modified bus schedule.

Part 4 Law enforcement will maintain security at each school site and refer parents to the reunification site. If a school was not involved and is no longer on lock down

Local law enforcement will have primary responsibility to notify with support from school dean, administrator and risk manager. Risk manager is working to make sure school district does the correct thing. Mitigate losses to district. Coordinate donations. Have correct contact information for parents so they can reach out to provide the support as intended. Risk manager would request support from insurers who can assist with paying hospital bills. What will it take to mitigate loss from law suits. Identification of victims has to be verified. One school staff member will be designated in this role. Most often this will be the dean, someone who knows the majority of the students and staff on site. Could have all of the parents gathered/called to one location. Make notification there with grief counselors already there to assist. We need to identify who our grief counselors are and who we call. We need to send out a request to parents for updated contact info, addresses. etc. at least quarterly.

During the gunman’s rampage it is estimated that he fired 30 to 40 rounds.

Crime scene investigators have indicated that they are ready to turn access to the school back over to school administrators.

Before the school is used will the school / school district conduct an assessment to determine the level of damage to the buildings?

Part 4 Dan Anderson- Admin of Operations and Facilities will access the damage and hire people to come in and access the damage. They will estimate repair time and that will guide the school as to when they can open again.

It is mid-day as the school / school district continues to work through the challenges associated with last Monday’s shooting. The stress level is way down and the news coverage of the incident has greatly diminished.

However, the school / school district will need to remain steadfast in dealing with current and new challenges as it continues working through its recovery from the shooting.

Based on current information and the school / school district’s EOP develop a prioritized check list known as an Incident Action Plan (IAP) that focuses on activities associated with RETURNING TO NORMAL OPERATIONS.

In preparing the IAP list the objectives; identify all resources that will be needed to accomplish each listed objective; and list the expected timeline to complete each identified objective.

(Example: Objective: Up-date the community on the school / school district’s recovery from the incident. / Required Resources: Mass Notification System. / Timeline: 3 Hours.)

Part 2

1. Access the facilities- Maintenance and local contractors- 5 Days 2. Orientation or Gathering of School Students to meet and become comfortable with their surroundings. 3. Counseling program and Schedule set up 4. Prepare Staff for the start up of school again. 5. Have monitors available to make sure staff is ready for the start up.
