For the first time in history, more than 50% of the world’s population lives in an urban area. By 2050, 70% of the world’s population will be living in towns and cities.

Health concepts 1. In 1947, the World Health Organization (WHO) adopted

a broad definition of health as “a state of complete

physical, mental and social well-being and not

merely the absence of disease or infirmity”.

2. Health is a fundamental human right and the goal of

health for all an important aim.

social, financial, environmental and health problems.

Healthy City Planning in Taiwan

Bureau of Health Promotion started :

Healthy community in 1999,

Safe community in 2002,

Healthy city in 2003

• Community level “settings” has been promoted by BHP

before the promotion of healthy city.

• The development trajectory of healthy settings in Taiwan

since 1999 is a kind of leveling up from smaller to bigger

spatial unit.

A healthy city should possess the

following 1. hygienic and safe living environment, including quality housing;

2. stable and sustainable ecosystem;

3. healthy, friendly and mutually supportive community;

4. high degree of participation and control by the public over decisions

affecting their lives, health and well-being;

5. basic requirements of food, water, shelter, safety, income, work

and welfare for all citizens;

6. wide variety of sources of experience, resources, interaction and

communication;

7. connectedness with cultural heritage and biodiversity;

8. a diverse, thriving and innovative economy;

9. good public health services providing appropriate health care for all;

Background/objective:

Healthy city program in New Taipei city advocated in 2007,

promotion process was took a reference based on WHO

guideline.

32 international and domestic Indicators were developed

and various action plans has implemented.

The objective of this study to assess effectiveness of healthy

city program on social security and public safety in New

Taipei city.

Methods

Indicators of social security and public safety : incidence of

criminal events, theft and violence crime, mortality of injuries

and fire in New Taipei city and Taiwan were obtained

National statistical report from 1998 to 2014.

Significant Findings

Significant improvements on social security

domain were 41%, 73% and 79% for incidence of

criminal events, theft and violence crime from

2007 to 2013 compared to 25%, 53% and 50% from

2007 to 2010, respectively.

Significant declination of public safety domain

were 5.8% and 9% for mortality of injuries and fire

from 2007 to 2013 compared to 10% and 49% from

Conclusions

New Taipei city has directed effectively governance

and sufficient integration of resources to implement

various action plan to focus on social security and

public safety.

HC Movement in Taiwan started from both national

government and local authority initiatives

“Community construction” experience previously,

have contributed to the healthy city planning

1. A mixing approach – Top-down and

bottom up approaches.

2. A pragmatic approach using empirical-

based intervention program and PDCA
