NSW Network Acceptance
• Acceptance of rolling stock by ASA is only applicable for the RailCorp Network.
• Rolling stock acceptance on the ARTC Network is managed by ARTC .
• Rolling stock acceptance on the Country Regional Network (CRN) is managed by John Holland.
• Some operation may require acceptance on all 3 Networks in NSW and potentially other Networks across Australia.
• However, ASA and CRN/JHG have a mutual collaboration of rolling stock acceptance (with relevant local operating conditions).

TOC Manual
The ASA Train Operating Conditions (TOC) manual is the current controlling document for vehicle accepted onto the RailCorp Network. The current version is the December 2015 reprint and is found on the ASA website in 3 parts: • TS TOC 1 : 2015 – General Instructions • TS TOC 2 : 2015 – Division Pages • TS TOC 3 : 2015 – Track Diagrams • Accepted vehicles are published in the General
Instructions section, sections 10, 11, and 12. • The TOC Manual is updated 3 times per year
(April, August, and December) and TOC Waivers are utilised for interim vehicle acceptance between reprints.

TREG – The Future TREG – Train Registration. Part of a larger system for monitoring train condition of rolling stock on the RailCorp Network (WIMS) and currently contains basic vehicle acceptance capabilities.
The following details are currently being investigated: for – • Owners/operators submit vehicle applications online together with all supporting
documentation and select which Network to run on • Request is forwarded automatically to the relevant Network Manager or Owner. • Network Manager reviews and accepts vehicle • Vehicle is then published online (section 10, 11, and 12 of the TOC Manual will
be held in an online database). Publishing will be immediate upon Network acceptance
• This system is being developed with multiple Networks in mind as a National Database. Vehicle acceptance across different Networks will be clearly visible together with any local operating conditions
• Control of vehicle codes is maintained on a National scale • Vehicle approval process is recorded and filed for future reference • Different viewing/access privileges depending on operator, owner, maintainer,
Network owner

The question: What hazards need to be covered off on the new process
Examples:
• ASA does not approve the vehicle – rejects the recommendation
• The vehicle is accepted and then found to be incompatible
• Shortage of skilled Signalling resources to perform this work
• Commercial issues influencing the technical outcome

Planning Pathway
• Consider the value of cross acceptance - Shortened test program - Testing only types and configurations not
included in the original safety case
• Comprehensive test path

Analysis for Cross Acceptance
• Comparable railway
• Common specification requirements
• Auditable results
• Reputable performance
• Gap analysis → shortened test program
• Potential conflict given the philosophical differences in train testing versus signal testing

Planning
• Aims of testing
• Types of tests to be conducted - Degraded modes of operation
• What track circuits are to be tested - Selection of a test site
• Possession planning
• Network access
• Test equipment to use → test schematics

Execution
• Worksite protection arrangements in place
• Connection of test equipment
• Booking out of order Sig equipment - Trainstop suppression - Clipping of points
• Conduct the necessary tests
• Disconnect test equipment
• Restore and certify the signalling equipment

Evaluation
• Determine results against the pass / fail criteria
• Ensure that the results are valid
• Look for any non-conformances
• Manage the non-conformances
• Peer review → gateway to approval

Management of Non-Conformances
• Identify the cause
• Identify the boundaries of the event - Magnitude – worst case needs to be considered - What frequencies are being generated - What is the duration of the non conformance - How often does it occur
• Consider how this impacts on the track circuit equipment - Demonstration by theoretical & bench tests
• Develop safety case

Approval
• Test reports submitted, peer reviewed with recommendation / approval
- Interim approvals / briefing notes - Per track circuit class / route
- Route clearance – restricted approval - Must detail versions of traction control and related
software.
• ASA reviews test reports and if in agreement signs off on the TOC waiver

Modifications to T HR SC 0006 ST
• Provide a matrix of tests vs. vehicle types
• Listing of all track circuit configurations
• Listing of installed track circuit types per line
• Publishing maximum permitted track circuit occupied voltages
• Some high level requirements for test sites - Near a traction supply substation - Tangent track - Easy access
• Guidelines for cross acceptance?

Accountabilities
• ASA’s primary role is to obtain the assurance of the vehicle’s compatibility
• The Test agency’s role is to determine that compliance

In Conclusion
• Take onboard today’s inputs / considerations
• Compile a new Standard - Subjected to ASA’s normal production process - Risk assessed - Level 2 – circulated to industry for comment
• New entry on the AEO matrix - AEO assessment
