Give your familythe opportunityto develop a rela-tionship with an

international high school stu-dent from one of 90 coun-tries by opening your home toa foreign exchange student.An AFS volunteer will sharestudent profiles that matchyour interests and lifestyle sothat both your family and theexchange student can get themost out of the interculturalexperience.

All types of families areencouraged to host. Familiescan have small or teenagechildren at home, be emptynesters with adult children,couples with no children,single adults or single parents.The only requirement of aHost Family is that they treatthe exchange student with thesame care and respect of anyother member of the family,and that you give them theopportunity to fullyparticipate in your family’sdaily lives. The exchangestudent needs his or her ownbed; however, sharing a roomwith a sibling of the samegender who is close in age isokay.

Year-program studentsstay for 11 months and arrivein mid-August. Semesterstudents stay for 6 monthsand arrive in either mid-August or mid-January. Ifyour family can’t commit tohosting for a full year orsemester, you can become awelcome family and host a

Replacementfamilies are also always needed;these are families that agree tohost a student for the remainderof the program, after thestudent had been in a differentsemester or year family.Currently, nine Fort Bendfamilies are participating in the program; onefamily lives in Sienna Plantation.

You may host up to two students at a time,however, there is no financial assistance forhost families. AFS students arrive with theirown spending money for social and schoolactivities, clothes, etc. As a host family, you willnot need to provide spending money or anallowance. Additionally, students come withsecondary medical insurance so that in an

emergency, the student can betreated as soon as possible. Youwill be entitled to a taxdeduction for each month thatyour AFS student stays in yourhome.

Although AFS will workwith Ridge Point High School(or the school your son ordaughter attends) to ensureexchange students are incompliance with each school’s

policies and procedures, your family needs tofill out the same school paperwork as youwould for your own child. You and yourexchange student will meet with a counselor todetermine the classes your student will take.AFS Volunteers can offer suggestions andassistance if needed.

As a girl, Dr. Moore, a nativeHoustonian, saw the relative absenceof female dentists. At age 12, she se-lected dentistry as a career path andnever deviated from her goal. For thefirst eight years of practice, Dr. Mooreexclusively worked with very youngchildren. For the past 15 years, she hasworked with people of all ages.

Dr. Powell, who entered the fieldof dentistry because of his desire tohelp others, has always been a general

practitioner.“We have lots of families who

come together to see us,” says Dr.Moore. “The mom and girls will seeme while the boys and husband seeMarty. It doesn’t matter to us whosees whom – we’ll do whatever makesour clients most comfortable.”

Doctors Powell and Moore sug-gest that in between regular dental vis-its, at a minimum, you should brushyour teeth at least twice a day to pre-vent cavities and gum disease. Youshould also eat nutritious foods thatare low in carbohydrates and sugar,and drink plenty of water.

After consuming an acidic foodor drink like orange juice, wait atleast 30 minutes before brushing.Brushing too soon can damage

tooth enamel weakened by the acids. If you knowyou are going to consume something acidic, brushyour teeth first. The American Dental Associationalso recommends using an antimicrobial mouthrinse plus daily flossing.

Zero to 12 MonthsIt’s best not to put a bottle in bed with your baby. If forsome reason you feel you must, use only plain water inthe bottle. Any liquid except water, even milk and juice,can cause cavities.

First BirthdayGood oral hygiene can never start too young. Include atrip to the dentist as part of the celebration of yourchild’s first birthday.

The Toddler YearsUntil the age of about two or three, twice a day, brushyour child’s teeth using water and a soft bristled tooth-brush. At about 2 or 3, a pea-sized amount of fluori-dated toothpaste can be added to the brush. Carefullysupervise your toddler’s brushing tomake sure he or shespits out, not swallows, the excess toothpaste. Start reg-ular dentist visits.

Pre-School YearsBe prepared for children at this age to resist brushing. Toencourage them, make brushing fun by using an electrictoothbrush or institute a simple reward system. Createa chart where your child earns gold stars in exchange fora great job of brushing. Start regular dental visits.

Adolescence through Adult YearsBrush at least twice a day with fluoride toothpaste, es-pecially after eating breakfast and before bedtime. Flossevery day. See the dentist twice a year. Let each familymember alternate turns at selecting the family outinglinked to each dental visit.

GeriatricsThe oral health of older Americans is in a state of decay.The National Report Card assigns failing or near failinggrades to each state in all categories impacting on oralhealth, access to care, and quality of care for America’sseniors. Bi-annul dental visits are highly recommended.Make your new family tradition of going to the dentistensemble a multi-generational outing. Invite grandmaand grandpa to come along.

QIrecently read an article about how bad sodium isfor you. I started checking the nutritioninformation on the foods in the pantry and realize

sodium is in everything. I also read about the benefits oftaking a potassium supplement to counteract the effectsof the sodium. Do you recommend taking potassium?Does the potassium absorb the sodium? Is it safe for thekids, too?

ASodium is an essential mineral that plays a major role inmaintaining fluid balance and acts at the cellular levelin the nerves and muscles to maintain normal function.

Our diet should consist of about 1.5 grams of sodium per day,but most diets far exceed this requirement—largely due to thehigh levels of salt in packaged and processed foods.

Physicians generally recommend restricting sodium intakefor patients known to have high blood pressure. Patients witha history of heart failure, kidney disease, or liver disease areadvised to keep an even tighter watch on sodium intake tomaintain fluid balance.

Potassium is anotheressential mineral critical tonormal body function. Whilemaintaining an adequatepotassium intake through dietis good, supplementationwith potassium tablets isgenerally restricted to thosewho medically require it.Some individuals, includingthose with kidney disease, arerecommended to stay on apotassium-restricted diet.Please consult your physicianbefore taking any potassiumor vitamin supplementation.

In general, children should maintain a well-balanced diet asprescribed by their pediatricians. Potassium supplementationis not advised unless under the strict guidance of a pediatrician.

QWhen should I become concerned that my childis not making the correct sounds?

AEvery child develops sounds at different ages. There aresome sounds that typically emerge earlier than othersand some that typically emerge later than others.

However, in some cases, it is appropriate to work on a soundthat may not be mastered until a later age if it is making thechild unintelligible. For many speech-language pathologists, theaverage age of mastering all or almost all of the sounds in theEnglish language are by the age of 6. By 2 ½ to 3 years of age,children are approximately 75% intelligible.

QOne of the girlson my daughter’scheer squad tore

her ACL. It sounded prettyserious. How concernedshould I be about mydaughter? What precau-tions should we take tomake sure that doesn’thappen to her?

AShe tore her AnteriorCruciate Ligament(ACL). This ligament

is responsible for stabilizingthe knee during twisting and

pivoting movements. Most active individuals who would like toreturn to their sport and compete at pre-injury levels willundergo reconstruction. However, many of these injuries canbe avoided with proper training. Studies have shown that ACLinjuries can be reduced significantly by incorporatingplylometric training and teaching sports specific landingstrategies. "Plyometrics" is a type of exercise training designedto produce fast, powerful movements, and improve thefunctions of the nervous system, generally for the purpose ofcreating a quick response or reaction time improvingperformance in sports. Landing strategies basically teach theindividual how to land appropriately after a jump (how toposition their legs, bending their knees, etc). Among themany pieces of paperyou signedwhen you purchasedyour home in Sienna Plantation,nestled somewhere between the

developer disclaimers about land uses, deedrestrictions, maps, illustrations and themaintenance of streets, utilities, woodedlots, lakes and other water areas is astatement that Sienna Plantation is locatedin the extraterritorial jurisdiction of the Cityof Missouri City, Texas and is expected tobe annexed into its city limits at a future dateor dates.The state of Texas designates certain

areas as an extraterritorial jurisdiction of amunicipality to promote and protect thegeneral health, safety, and welfare ofpersons residing in and adjacent to themunicipality. Section 42.021 of the codedefines the extraterritorial jurisdiction of amunicipality as the unincorporated area thatis contiguous to the corporate boundariesof themunicipality and that is locatedwithina specified boundary based on the numberof inhabitants.On February 19, 1996, city ordinance

O-96-05 authorized the Sienna PlantationJointDevelopmentAgreement between theCity of Missouri City, developers andowners of certain property within SiennaPlantation. Subsequently, as additional landwas incorporated into the development, theagreement was amended.Under this agreement, Missouri City

annexed the 590-acre commercial areas atthe entrance to Sienna Plantation while theresidential development remained in thecity’s extraterritorial jurisdiction (ETJ). Theagreement provided that two conditions bemet before annexation by Missouri Citycould occur: (1) at least 90% of thedevelopable area be developed; and (2) thedeveloper be reimbursed by the municipalutility district (MUD) to the maximumextent permitted by state regulations or theCity would assume the financial obligation.Currently, municipal utility district

(MUD) number two and municipal utilitydistrict number three are more than 90%developed and annexation eligible.MUD No. 2 encompasses approx-

imately 1,056 acres and is comprised of thefollowing neighborhoods: CommandersPoint, EaglesWatch, Lantern Square, SabinePoint, Steep Bank East, Steep Bank West,Phase One of Stone Ledge, the Arbor, theBoulevard, the Cove, the Crossing, theEstates at Steep Bank, the Fairways, theGardens, the Landing, Phase One of theLegends, the Overlook, the Retreat, theVillas, the Vineyards, and Vieux Carre. Thetax rate for MUDNo. 2 is: $0.71.MUD No. 3 is about 1,229 acres and

consists of the following neighborhoods:Acorn Bend, Belvedere Woods, CampfireCove, Carriage Park, Central Park, DeerRun, EssexManor, Five Oaks, Grey Hawk,Hawks Nest, Heritage Trail, HiddenHollow, Kennet Hill, Magnolia Gate,Memorial Forest, Mill Creek, Oak Park,Painters Bend, Poets Corner, PointChartrain, Redstone Manor, Secret Forest,Spice Ridge, St. Charles Place, Steele Creek,Stone Ledge, Phase Two of Talons Walk,the Aviary, the Bridges, Phase Two ofLegends, the Lodge, the Pointe, and the

Sanctuary. The tax rate for MUD No. 3 is$0.75.Each district is governed by its own

Board of Directors. Residents and thegeneral public are encouraged to attenddistrict meetings and stay informed ondistrict developments. MUD No. 2 hasmonthly meetings on the 3rd Monday ofeachmonth at 12:00pm.MUDNo. 3meetsthe 4th Wednesday of each month at 4:00pm. Both districts hold meetings at theoffices of Southwest Water Companylocated at 12535 Reed Road in Sugar Land.The development agreement between

Johnson Development Company and thecity of Missouri City also obligatesMissouriCity to build a second fire station for theSienna community currently served by theCity of Missouri City’s Fire StationNo. 4 atthe entrance of Sienna Plantation. The newstation is planned east of Sienna Parkway,south of Waters Lake Boulevard. SiennaPlantation MUD No. 1 would secure theland, pay for construction and a fire truckunder the agreement.Additionally, county officials are

considering the establishment of a FortBend County Sheriff ’s Office substation atthe new fire station. The Missouri City

contractual obligations of the MUD must be carefully reviewedand taken into consideration before the City moves forward withan annexation plan.Should the City Council approve moving forward with

annexation, state law requires two public hearings be held.Noticesof those meetings will be published and posted on the MissouriCity website: www.missouricitytx.gov. After the public hearings,the City of Missouri City would institute annexation proceedingscommencing with the first reading of the ordinance by CityCouncil. The annexation ordinance is considered on the secondand final reading at a subsequent meeting of City Council.Once annexed, residents of the annexed district enjoy all rights

and privileges of every otherMissouri City resident, including theright to vote in Missouri City elections.TheMayor and City Council forMissouri City are responsible

for policy functions under provisions of the "HomeRule Charter"of the City of Missouri City adopted in 1974. Themayor and twocouncil members are elected at-large every two years in even-numbered years while four district council membersare elected every two years in odd-numbered years. TheMayor is entitled to vote on all issues and has no powerto veto Council action.Since its inception, Sienna Plantation has figured

prominently in the growth of Missouri City. Effort isalways taken to ensure the community’s success. In2005, the state Legislature formed a municipalmanagement district for development of a lifestylecenter in Sienna Plantation similar to the WoodlandsTown Center.When the Sienna Plantation-based lifestyle center

comes to fruition, it will attract high-end shopping,national retailers and entertainment to the area. Inaddition to a more robust economic climate, forwardmovement of the project is linked to the proposedextension of the Fort Bend Parkway into SiennaPlantation. The toll road extension is necessary toprovide needed access to the center. To fund thelifestyle center, the city of Missouri City created a taxincrement investment zone and signed a 30-yearagreementwith Sienna Plantation Levee ImprovementDistrict, Fort Bend County and Houston CommunityCollege.As long as the MUD debt service is more than the

income from associated property taxes, it’s unlikely thatthe City will exercise its right to annex. On numerousoccasions, Missouri City mayor, Allen Owen, hasstressed that the annexed area must be able to supportits own utility debt.Like the rest of the nation, however, Sienna

Plantation has felt the downturn in the housingmarket.

In 2006, housing starts in Sienna werehovering around 800. At the low point, salesdeclined into the 200s. Currently, newhousing starts average between 400 and 500.

As housing sales declined from peaklevels, foreclosures in Sienna Plantationincreased. According to Fort Bend Countypublic records and Blockshopper.com, in2010, there were 160 foreclosures in theGreater Sugarland/Missouri City area, 55 ofthem in Sienna Plantation, representing a12.2% foreclosure rate. Thought-leaderspredict the 2011 foreclosure rate across thecountry will surpass 2010’s record-breakinglevel but, fortunately, will mark the peak.Mid-February records, however, showforeclosure rates in Sienna Plantation havefallen to 11.99%.

Slowed new home sales and acceleratedforeclosure rates coupled with depressedincreases in existing property values serve toreduce the property tax revenue necessaryfor a smooth transition from the municipalutility district to the City of Missouri City.

Commercial development in and aroundSiena Plantation has also slowed. Revenue ofmany existing business is falling short of

projections. Christus Health has ownedabout 36 acres in the front of thedevelopment for several years. Though theycontinue to look for opportunities fordevelopment, no immediate plans are inplace. Yet, new businesses continue to openwith strong sales and community supportand Sienna Plantation home sales are off toa much brisker pace than last year.

Though municipal utility districts twoand three are annexation eligible, it’s unclearwhether now is the appropriate time to moveforward with annexation plans. The CityCouncil of Missouri City has asked City staffto review all annexation-relevant informationand report back to them early summer.
