SIBRT Research Activities
Luis Ricardo Gutiérrez EMBARQ Latin America Strategic Director
SIBRT General Secretary
8 countries – 19 Latin American cities
20 million passengers daily
700 km of exclusive lanes
30.000 transport units
The Latin-American Association of Integrated Systems and BRT (SIBRT) works for the development and quality improvement of urban transit.
SIBRT is a Benchmarking Association
Public Transit Agencies committed with improvement
A capacity building process based on collaboration
Learning from other’s experiences and mistakes
High Quality Urban Transit for All
Relevant Issues for Urban Public Transport Understanding
in Latin America
Need to eliminate competition with conventional buses and extend better quality to the whole city
Create an Integrated Transport System (allows agencies to manage the quality and policies in whole city)

Transmilenio’s Model (Mexico, Colombia, Ecuador, Peru,…)
Build BRT Corridors/Network (trunk-feeded high capacity system in parallel to conventional buses)
In process, difficult…
Low Investments, Insuficient Transit Priority, ↑Congestion, ↑ Fare, ↓Speed, ↓ Passengers
Optimize with BRT corridors, BRS corridors and “dream” about metros networks

Brazilian’s Model (Brasil, Chile)
Create Integrated Transport System (some BRT, most bus corridors)
Increase speed, reliability and efficiency (in process…)
Modal, fare, institutional and management integration in Metropolitan Areas (Consórcio Regional de Transportes de Madrid - CRTM)
Target: Integration y Optimization No estoy seguro que es esto que queremos decir, o se queremos usar un ejemplo…
In the next 10-15 years, 242 Latin American Cities with more than 250 thousands inhabitants (around 370 millions total), will demand:
US$ 27 billion in public investment in infrastructure, in order to implement 5,400 kilometers of BRT additional corridors.
US$ 70 billion in private investment for the transit fleet renewal.
Closing the Investment Gap
Main Challenges of Modernization
Modern enterprises: PPP and strong organizational cooperation
Public policy:
Vision about urban development and mobility
Political willingness and leadership
Broad alliances with citizen participation (avoid “partisanism”)
Holistic and coherent laws and regulations
Financing that guarantee citywide high quality services
Human capital and technical capabilities development .
Metropolitan authorities and consistent institutional framework to facilitate decision making
Integration and modernization issues are in the core of the SIBRT understanding and researching

I Workshop SIBRT on
Quality of Service and
User Satisfaction
Very special general conclusions about improving quality:
There are common Technical Issues that can be improved by adopting quality management, marketing, planning and control best practices to be learned as result of collaboration in SIBRT.
Operational Quality of Service is defined in contracts, monitored by indicators and subject to penalties (in the best cases). Frequently these contractual mechanisms are not suficient to improve quality (e.g. penalties are limited to an maximum percentage of the income, exceeded by most operators). Therefore improving quality requires formal mechanisms of collaboration between agency and operators.
Improving Overall Quality (infrastructure, operation, quality of service, integration, fare, etc) requires a well trained and informed team (technicals, consultants and decision makers) and favorable institutional and political scenarios to bring together the public and private stakeholders.
I Workshop SIBRT on
Quality of Service and
User Satisfaction
Summarizing:
The most important issues to improve quality and accelerate modernization are political and institutional
Requires very well trained/informed professionals and decision makers. Favorable institutional scenarios could make financial and other issues trivial!
