However, the city was competing to be one of the only cities in the south in the USA to host a major league soccer team and in order to win the bid they would need a soccer-specific stadium. The area of the new home for the major league team the “LIONS” will be 2 to 3 blocks from Magic located in the neighborhood of Parramore-Holden. The purpose of the proposed action will generated much needed tax revenues to the city of Orlando when in the last decade the economy has suffered in Orlando due to the recession. Second Orlando is a tourist industry so is equipped to add many visitors to the city or to increase visitor turn out, the hotel industry is more than ready to receive the increase of visitors. Orlando is a known tourist destination for the three major theme parks that reside in Orlando including Walt Disney World, Universal, and Sea World. The stadium alone is predicted to bring $1.2 billion in new spending to Orlando over the next 30 years and approximately $11 million a year in tax revenues. (City of Orlando, 2014)

Historical Overview of Affected Community:

The New Major League Soccer stadium is located on land used for an African-American community church for the past several decades, as well as a warehouse business. It is also located next to the new Magic basketball arena, Amway Center. The stadium has hosted many sports teams from, major league soccer, concerts, and other events. It will be using the property of Faith and Deliverance Temple, a warehouse business North Brook Properties, and vacant land. In the process of planning the city offered to buy the properties. All of the properties have been bought except two one of which is the Faith and Deliverance Temple. The church was offered $1.5 million and they counter offered requesting $35 million. In response the City of Orlando took the two properties to court to sue for Eminent Domain a law that allows the city to acquire land if it is for public use or for the government by force. As of the end of January 2014 a judge ruled in favor of the city to force the owners of the property to hand over the property to the city. However the city says they are still in negotiations for the sales price they now can proceed with starting demolition. The church is in protest of the forced sale of the property and will be dislocated due to not having funds to build/buy elsewhere until a settlement is reached. The church is family owned and is predominantly African-American. This is located in an African-American and poorer neighborhood. The Holden-Parramore area is considered a historical district. However it is not maintained as it has been an area of people in poverty. This project is just one to begin gentrification in the area.

The SIA Project

The social impact assessment for the new stadium for the Lions that looks at many different factors to uncover the social impacts that might occur due to the project. It helps to uncover any problems that may exist for the different project proponents. This study looked at 28 different variables and has noted 4 that are of the most concern to the project proponent’s. They will be listed below with their data and with a mitigation plan and monitoring plan.

The 4 variables of the most significance to this project are Livable Wages, Public Safety, Networks “poverty prevention,” and Inequity. Below will be the specifications that are important for each of the variables.

Stage of Project:

The project just entered the Construction/Implementation stage. The city of Orlando approved the project in October of 2013. In the process two properties were taken by Eminent Domain action forcing the sale of two properties. One of which has not come to an agreement. That is Faith and Deliverance Temple, a predominantly Africa-America church that has been there for decades and is family owned. The project estimates that the job will create 800 to 1000 temporary construction jobs in Orlando and will help revive business in the area. (Fluker, 2013)

There are many homes located on the outside of this property that is a poorer neighborhood with minorities. There are several businesses surrounding the property as well that are at risk of being affected due to the new stadium needs and the influx of traffic caused by the new stadium. However, it will help to bring in revenue to the area and could bolster wealth in the area and as a result of the eminent domain law to force the people out displacing them, they will be effected if the city takes that route to pursue more land surrounding the property.

Assessing the Presence of Living /Family Wage Levels

The project will create 800 to 1000 construction jobs of which less than 40% will go to the people of Parramore. The Medium family wage in Orlando is $42418, the Poverty level is $18239, the average wage $13.09per hour for annual wage just above the poverty line at $27,220 per year. The project is slated to last from 10 months to 15 months. They say the stadium will create 250 jobs. Of which are not detailed. Looking at Chicago Fire another MLS stadium that I can compare too has a list of staff on its website including professional positions of 25 people, including doctors, managers, coaches, that leaves the support staff such as janitors, ticketing, sales, food vendors, security, of which will be mostly part time and seasonal. Those jobs likely will not provide a living wage. So the estimate is that the stadium will bring frivolous income to part time workers and only about a year salary for construction workers and about 25 to 100 people at most will benefit from a livable salary long term.

Hourly support job wages retrieved from looking at Andy Frain salary reports from employees online. Andy Frain is the leading support service provider for Amway Center for Magic that will likely be the closest estimate for wages.

The latest estimate for unemployment in Parramore was issued by the city in the Neighborhood Comprehensive Plan published on January 2014 states that the area has a population of 3,450 people, unemployment is at 43.3% as of 2012 of the population in the labor force is 1, 999 the report states, “Unemployment data from 2012 ACS 5-year estimates. Census tracts do not include all of Holden/Parramore.” (Neighborhood Comprehensive Plan, 2014)

Unemployed people in Parramore is 1485 people out of 3,450.

According to the Industry diversity there are 5.7% people working in construction in the Parramore area. Using this data to calculate how many jobs are likely to go to persons in Parramore.

SIA 24 Public Health and Safety

Assessing for public health and safety there are two crucial issues. The noise level during construction and after the project finishes and the issue of crime. Parramore has been listed as one of the most dangerous neighborhoods inside of USA. Which it has an extremely high rate of violent crime that is an issue and is likely to continue unless the city of Orlando and the Orlando Police increase the level of programs targeted at Parramore citizens. According to the Orlando Sentinel Parramore made the top 25 most dangerous neighborhoods in the United States. (Orlando Sentinel, 2010)

Comment: Those affected by the project in the two areas of influence first and secondary in the Parramore are for the most part minorities’ disproportionately they are living below the poverty line. It is likely they will suffer some disruption to their networks as the cost of living rises in the area. However that may take a few decades.

SIA 12 Enhanced Economic Inequalities

92.6% of Parramore is minority, 75% are African Americans (Neighborhood Comprehensive Plan, 2014)

There is no information on file that I can locate that shows the labor force skills profile for the unemployed for Orlando or for the Parramore area. However they do have a low high school graduation rate less than 50% and high criminal record rate due to it being one of the most dangerous neighborhoods in the nation.

Even looking at the skills of the individuals in the area will not prove successful in matching with jobs unless they can have skills needed for jobs. The city has started a program called Blueprint to help with these social problems in this area, to help repeat offenders find work, to improve high school graduation rates, to help the unemployed find jobs and improve skills, and to target juvenile crime. The city states it helped get 1900 people jobs doing construction of the Amway center. http://westorlandonews.com/city-of-orlando-blueprint-employment-office/ and those who worked on that project are priority to be selected over others.

Community Mitigation /Enhancement PlanSIA 11- Living Wages Avoiding the problem.

What the community can do?1. The community can get involved in the project process.2. Try to get the city to give details on jobs created and its wages. 3. Try to get the city to see they need livable wages not none livable wages.

What can the Proponents do?1. They can give detailed description on the jobs created, the wage index, and whom will

likely benefit from those jobs.2. As well as addressing the livable wage issue as this jobs created here are temporary or

part time jobs. 3. They could work together with area Magic, at the Amway Center to work on a deal

where they hire staff who can work at both places and the staff get a livable wage and work in the same field and area. As well as the workers that are hired for construction should be hired as priority over others to work on other city construction projects or for projects being approve in the area. This way the workers keep employment longer with less gaps.

SIA 24- Public Safety Reducing /avoiding the Problem

Community:1. The community needs a community watch program, anti-gang program, and the

citizens need to drive the change. 2. They need to be involved when the city decides it’s time to police the area further.

Proponents: 1. The city of Orlando Policy need to create programs that effectively address crime in

the area.2. Having increased police on the ground at all times, on bicycles.3. A zero tolerance policy for crime in the zone. Zero tolerance was the most single most

important tactic to lowering crime in New York City for small petty crimes and in effect it lowered more serious crimes. The same can be done in the Parramore area as crime and the perception of public safety will be the number one deterrent to visitors to the area. Policy need to be active working with homeless and second offenders as well to help them get into programs that can help make positive changes in their lives. The Lions team should defiantly take a proactive stance on this as this will ultimately affect business. When visitors visit the stadium and see the area crime prone and run down they likely will not be return guest of perceived safety problems. They should be active participants with the city of Orlando and the Orlando Police programs that help area citizens fight crime, and help locals get into programs needed.

They will need to build a positive relationship with area citizens as well.

SIA 23- Social Networks to reduce the Problem

What the community can do?1. The community can address this problem of (poverty) by having community meetings

that invite residence to come partake in programs, and lectures that can help them make better choices that can help make their lives better.

2. They community should come together and try to improve this number by helping the people of the area find programs that help improve employment skills, educational programs that help children of those escape poverty, small business information for minorities, and work programs that can help to improve the yearly incomes of the people.

The Proponent’s? 1. They can help facilitate programs that help the community members address this problem. 2. By offering help from the City of Orlando, the Orlando Police, and by the team the “Lions”. All of which will need to help facilitate a culture of improvement and helping citizens work towards the goal of improving their conditions.

SIA 12- Inequity reducing the problem

What the community can do? 1. The community can participate in programs to help them find skills, education, and

employment. The proponent’s? 1. The proponents can try to be more proactive in helping the local unemployed citizens of Parramore find employment at the stadium and in jobs that will cater to an increase of business due to the stadium. The city already has the program Blueprint that is supposed to help the Parramore people with these tasks. However, they do not produce a report on how many people they actually helped and in what ways. 2. The Program should have to show how many lives they helped impact in showing how their programs are helping the Parramore people on a quarterly bases that is visible online. The program report should include the homeless in the area, unemployment numbers, how many got a job including how many long term unemployed and second offenders as they are a critical element in the area, how many small business of minorities they assisted, what fields of employment they people went into and what programs where administered and how many people they reached.

Conclusion

Based on the findings of the SIA report is that the four variables are the most significant and should be warranted for all project proponents. These are the most significant factors affecting the project proponent’s as a whole both the project proponent’s and the other proponent’s involved. This information can be used to offset the negative impacts that are taking place and might take place in the future. It is very significant to the project proponent’s as they will likely suffer from revenue loss due to area perceptions of crime and public safety. The area proponent’s will suffer from continued poverty, not having sustainable living wages, unemployment, low high school graduation rates, crime activity, and lack of opportunity. It is inevitable that these issues take precedence and need to be address and proper facilitation of programs like Blue Print and proactive management need to drive the programs for the area proponent’s in order to make positive impacts to see the are turn around. The city or Orlando with participation from partners in the project need to invest in the community to help fight these problems as well as having a follow up plan for monitoring progress of their programs to insure progress is being made. The likelihood the area will develop further rest on the notion of public perception if the area is safe then people will more likely be more willing to settle in the area however if things continue in the way they have in the past few decades they will continue to see a decline. Below included in this report is another variable that is used to suggest funding as a source to eliminate this problem.

SIA 27- Avoid or Reduce the Problem?

What the proponents can do? For SIA 27 there is a significant increase in tax revenues and profits generated due to the project being completed and utilized. All of which is a significant amount of money more than what the area previously generated which was not much to at least $11,000,000 per year on the most conservative scale. Profits to the Lions and to the city in form of taxes should help benefit the people of Parramore and money should be reserved only for them. At least it should be contracted that 2% ($220,000) of taxes be spent on programs to help the people of Parramore and gentrification to bring the area up to standards with other areas downtown. And the Lions generating all that cash during the season could match that amount to invest in programs and in bringing the area up to standard. It only will benefit the project and area in the long run to invest in that area.
