Shri T.R. Thomas has taken over as Chief Controller of Explosives Shri T.R.Thomas an officer from 1979 batch has taken over as Chief Controller of Explosives consequent on the superannuation of ShriP.B.Yedlawho retired on 31/03/2011. Born on 04/11/1954 at a remote Village Kadukutty in Trichur Distt. of KeralaState he got schooling from Kadukutty and Vynthala Village Govt. Schools. A meritorious student all over, he passed his M.Sc. in Chemistry with First Division from St.Thomas College, Thrissur under the Calicut University in 1977. Shri T.R.Thomas stood first in the order of merit in the examination conducted by UPSCin 1977 in his batch. He joined the Organisation in August 1979 as Dy. Controller of Explosives at Chennai. From 1979 to 1985, he worked in Chennai. He was on deputation (for one year) to SPGwhere he imparted training to the Police Officers to identify explosives, IEDs, bombs and service ammunition. He served to the Prime Minister Security Organisation, Special Protection Group, SPG for one year, wherein he undertook VIP security jobs independently and trained junior officer in VIP security. He was posted at Ernakulam from 1988 to 1992. Hewas transferred to Mumbai in 1992 till 1998. In 1995, he got promoted to the post of Controller of Explosives. From 1998 to 2002, he was posted at Baroda as Head of Office. He headed the Committee of Ship Breaking appointed by the Govt. of Gujarat to formulate the guidelines for the ship breaking. In March 2002 he was promoted as Dy.Chief Controller of Explosives. From 2002 till 2006 he was posted at Mumbai where he has taken over the work of Computerisation of the Organisation. He was assigned the job of coordination for Software Development Programme with the NIC. He was the team leader of various modules of computer automation. He was responsible to make the % Jt. Chief Controller of Explosives, West Circle, Mumbai a modern office which was reengineered as computerized organisation of Govt. of India. He took lot of interest to train the officers and staff with the new generation working system (computerization) and trained them with the computerized programmes. In 2006, he was transferred to Headquarters, Nagpur and looking at his knowledge, capability and interest, he was made the system administrator of the Organisation. He has played a very crucial role in the development of the Software modules of the Organisation's Automation Program. He was promoted asJt. Chief Controller of Explosivesin May 2007. capacities in the Organisation. He has undertaken varioustrainings including training at LBS National Institute ofAdministration, Mussori and of Fire & ExplosionInvestigation at University of Leeds. He has visited Brazil,Malaysia and Sweden on his official capacity. Hehasavisionof transforming the Organisation to a very modern andeffective Organistion of Govt. of India. He believes insustained, systematic and cordial work atmosphere,transparent and straightforward functioning and leadershipfor services.

He is happily married with Mrs. Omana and blessedwith three boys. His eldest son is an liT Madras Graduatewith MS from Houstan, USA and is married & presentlyemployed in Texas,USA.

Mr. T.R.Thomas has tenure of more than 3 years asaChief Controller of Explosives.

Refresher Programme for Dy. Chief Controller andController of Explosives at Nagpur

A refresher programme for Dy.CCEsand CEswasorganized at Nagpur from 28th Martch 2011 to 30th March,2011. The programme was inaugurated by Shri P.B.Yedla,CCE. Shri T.R.Thomas,Jt.CCEhas emphasized the need forrefresher courses & shared his experiences of accidentinvestigation and exhibit cases, handling and destruction ofexplosives. Shri P.c.Srivastava,Jt.CCEhasdelivered a lectureon pipelines and pressure vessels-general concept.

Shri Sanjoy Sen, Dy. CCE,Shri S.K.Shukla, Dy.CCE,Shri D.K. Gupta, CE also spoke on the occasion. Shri S.Sargunaraman has made an excellent presentation onfireworks manufacturing factories and licensing. ShriKailash Kumar, Jt. CCEhas delivered a talk on RTIAct, 2005and all related issues. Shri. R.C.Kaul, Dy.CCE,Dr.S. Kamal,Dy. CCE,Shri. G.M. Reddy, Dy. CCEwere the faculties fromoutstations.

Nineteen Officers from all over India haveparticipated in the Refresher programme. The programmewas highly appreciated bythe participating officers.

Two days Workshop on RTIAct, 2005

Two days workshop on RTIAct, 2005 was conducted inthe Headquarters on 18th and 19th February, 2011. All theCPIOsof various Circle and Sub-circle offices have attendedthe workshop.

Mr. T.R.Thomas,Jt. Chief Controller of Explosives haswelcomed all the participants and put forth the objectivesof the Workshop. The keynote address was delivered byShri P.B.Yedla,Chief Controller of Explosives.

Shri Kailash Kumar, Dy. Chief Controller of Explosiveshas explained various salient features of the RTIAct, 2005including the duties of CPIOs, Exemption, Penalties &appeals and disclosable /not disclosable information.

The various important CIC'sdecision and Action Planfor implementation was dealt with by Shri D.K. Gupta,Controller of Explosives.

Shri T.R.Thomas,Jt. Chief Controller of Explosives andNIChasgiven guidelines on GIGWcompliance website. Thevarious doubts raised by the participants were cleared byShriT.R.Thomas and Shri KailashKumar.

The participants have wholeheartedly participated inthe Workshop. The various casehistories were dealt with inthe Workshop.

All the CPIOs have expressed their happiness andthanked the Organisation for conducting such aWorkshop.

33rd SEMINAR ON INDUSTRIALGASESHELDAT KUALA LUMPUR ON 19THTO 21STJANAURY2011

The 33rd Seminar on Industrial Gasesorganized by AllIndia Industrial GasesManufacturers Association (AIIGMA)on 19th to 21st January 2011 was held in Hotel SunwayResort, KualaLumpur, Malaysia.

His Excellency Dato' S.K.Devamany, Dy Minister in theOffice of the Prime Minister, Government of Malaysiainaugurated the Seminar along with M. B N Reddy,Dy.HighCommissioner, Indian Embassy who was the Guest ofHonour. Mr. T RThomas, Jt. Chief Controller of Explosives,PESO,Mr. D K Gupta, Controller of Explosives, PESOand

Senior Officials from Malaysian Industrial DevelopmentAuthority (MIDA), Malaysia also graced the occasion withtheir august presence.

The Seminar was a stupendous success withparticipation of over 270 delegates from major gasmanufacturers from different parts of India and all over theWorld.

The Theme of the Seminar "Challenges andOpportunities for Gas Industry" is very appropriate in thepresent scenario amidst signing of Free Trade Agreementbetween India and Malaysia and the ASEAN.

A meeting of all Circle Headswas held on 31/03/2011 in

the office of Chief Controller of Explosives, Nagpur under

the Chairmanship of Shri P.B.Yedla,Chief Controller of

Explosives.

welcomed all the Jt. Chief Controller of Explosives and Dy.

Chief Controller of Explosives.

Shri S.Dhoke of National Informatics Centre hasgiven a

presentation on On-line Working Module and monitoring of

work of Circle and Sub-circle offices. Each Jt. Chief

Controller of Explosives of the Circle Office have presented

their Circle performance in the last quarter and also given

the action plan for the first quarter. The matter regarding

financial approval, future plans, upgradation of the offices

and shifting of offices for the new financial year was

discussed in depth. Various important decisions were also

GasCylinders Sectional Committee, ME 16 and its othersub-committees Meetings

The meeting of GasCylinders Sectional Committee ME-16, Gas Cylinders Valves and Fittings sub-committee 16.1,Low Pressure Gas Cylinders Sectional Sub-committee ME-16.2 & Dissolved Acetylene Cylinders, Generators,Acetylene Pipelines and High Pressure Gas Cylinders Sub-committee MED:16.3 of BISwere held from 9th February to11th February 2011 at Kumarakom, Kotayyam, Kerala. ShriP.B.Yedla, Chief Controller of Explosives asChairman of theME:16 committee extended hearty welcome to all theparticipants. Heexpressed his happiness over the presenceof large number of members which shows the interest beingtaken by the members in the work of this committee. Heexpressed his satisfaction over the work carried out afterthe last meeting. He pointed out that important standardssuch as IS3224 & IS5903 hasbeen taken for revision. Healsomentioned that we are in the process of the adoption of ISOstandards on "Compatibility of cylinder and valve materialwith gas contents" ISO11114 Part 2 and Part 4 has alreadycompleted wide circulation.

Further he mentioned that in the era of globalization, itis very much necessary to actively participate in ISOstandard formulation work sothat the standards finalized byISOare in line with the requirements of our country and canbe adopted as Indian standards. He requested the membersto examine the ISOdocuments critically as and when theyreceive the same and sent their comments so that India'sview point could be informed to ISOin time. He requestedthe members to actively participate in the deliberationsduring the meeting so that the decision could be taken on allthe issues.

The issues of bio-gas, anti-theft device (ATD) and LPGcomposite cylinders were also discussed during themeetings.

Shri T.R.Thomas, Jt. Chief Controller of Explosives,ShriC.R.Surendranathan, Dy. Chief Controller of Explosives &Shri D.K.Gupta, Controller of Explosives also attended andparticipated in the meetings. About 40 deletes comprisingof cylinders, valves, regulators, acetylene generatorsmanufacturers, PSU oil companies, OEMs, AIIGMA, gasindustry, LERCand other technical organizations activelyparticipated in the deliberations.

Farewell to Shri P.B.Yedla, Chief Controller of Explosives

All the Officers and Staff Members of the % ChiefController of Explosives bid farewell to Shri P.B.Yedla, CCEwho superannuated on 31/03/2011. Rich tributes werepaid to him by officers and staff members. All the CircleHeads expressed their high gratitude for his valuable

guidance and leadership to the Organisation. Theprogramme was compered by Shri D.K.Gupta, Controller ofExplosives(headquarters).

Monitoring and Tracking of Explosives

A Consultant Evaluation Committee has been constituted byDIPP,Ministry of Commerce and Industry for evaluating theproposal submitted by National Institute of SmartGovernance (NISG),Hyderabad.

The Committee consisted offollowing members:

3. Shri P.C.Srivastava,Jt.CCE,Nagpur.

NISGhas been selected on nomination basis by the Ministryto carry out a study and suggest a solution for effectivemonitoring and tracking of explosives manufactured in ourcountry and transported to every corner of the country. Thecommittee had five meetings in last two months betweenFebruary, 2011 to April 2011 and were attended by Shri P.c.Srivastava, Jt.CCE (HQ) and Dr S.Kamal, Dy.CCE, NC,Faridabad.

Meetings/Seminars/Lectures/Workshops

1. Shri P.B.Yedla, CCEhas made a visit to the Reliance andEssar Oil Refineries and inspected Gas Cylindermanufacturing units at Gandhidham from 15th to 18th

March, 2011.

2. Shri P.B. Yedla, CCE has visited the High ExplosivesFactory at Gomia on 20/01/2011.

3. Shri T.R.ThomasJt.CCE(HQ) and Shri D.K.GuptaCE(HQ)visited the office of Jt.CCEMumbai on 17/01/2011 andenquired about the matters pertaining to Chlorineleakage at Hazibunder Mumbai Port Trust and status ofcasepertainingtoscrapped ammunitions.

4. Shri P.C.Srivastava,Jt.CCE (HQ) along with Shri R.A.Gujar, CEattended a meeting with BISon 04/02/2011 atMumbai on various issues related to Flameproofequipment/fittings manufacture, Certification andMarks Licence with Flameproof Manufacturers of theCountry. This was necessitated due to transition ofexisting Indian Standards to harmonize InternationalStandards on various types of Safety Protections beingused in our country.

5. Shri P.C.Srivastava,Jt.CCE(HQ) and Shri V.B. Minj, CEattended 17th International Aviation Conferenceorganized by M/s. IOCLat Goa on 24th and 25th February,2011. During the Conference more than 18 Paperswerepresented from various stake holders includingstatutory authorities. Shri P.C.Srivastava, Jt.CCEpresented a Paper on Statutory Requirement underPetroleum Rules, 2002 related to Aviation Industries on

24/02/2011. Papers from Director General CivilAviation and Airport Authority of India were alsopresented in the above Conference.

6. Shri S.c. Maiti, Jt.CCE, Mumbai delivered lecture on28/01/11 to all the Departmental Heads of M/s. HPClRefinery, Mahul, Mumbai. The lecture was regardingimplementation of MSHIC Rules, 1989, HazardousWaste Management Rules, 2008 and other safetyparameters arising out of Petroleum Rules 2002, GasCylinder Rules2004 & SMPVRules,1981.

7. Shri S.c. Maiti, Jt.CCE.,Mumbai conducted ameeting on10.03.2011with the senior officials of GAil at Barodaregarding the impurities in the CNGcylinders at variousstations in the State of Gujarat. The senior officials wereadvised to block the loop holes so asto ensure that thecontent of Water, Carbon-di-oxide, Sulphide etc., shallnot exceed the specified limit in the CNG.

8. Shri R.K.Maindola, DyCCE,Mumbai attended a meetingconducted by Conservator of PortJNPT,NhavaShevaon21/01/2011 regarding feasibility of bunkeringfacilities at JNPT. GM, IOCL and representatives ofBPCl, HPCl attended the meeting. Oil Companiesrepresentatives were advised to submit a completeproposal for further direction.

9. Sh. R.K.Maindola, Dy.CCE,Mumbai attended the safetyweek as a Chief Guest organized by M/s. Century RayonLtd. at Kalyanon 02/03/2011 and delivered the key noteaddress on handling & use of Chlorine cylinders.Director, National Safety Council and approximately 80participants from various factories in Maharashtraattended the workshop.

Accident Involving explosion of eNG cascade cylinder

In the backdrop of incident involving explosion ofCNGcascadecylinder within the CNGdispensing premises ofM/s. Andhra Pradesh State Road Transport Corporation atVidhyadharpuram Depot, Vijayawada, Krishna, AndhraPradesh, a meeting was held at PESO,Nagpur on 11th March2011 with the CNGsuppliers, CNGcylinder manufacturers,PSUoil companies and regulatory bodies to discuss variousissues pertaining to CNG supply, compression anddistribution/dispensing in general and presence of largeamount of acidic water mixed oil in the CNGcascades.

After discussions on the issuesconcerning purity ofCNG and the system being employed for removal ofimpurities including moisture while filling CNG into CNGcascades at mother and daughter CNG stations, themembers unanimously were of the opinion that a detailedstudy on various safety aspects starting from supply of CNGto the compression and dispensing of the CNGis required tobe carried out. Accordingly, a decision has been taken toform aTaskForceCommittee for addressing such issues.The

said committee comprises of various stakeholders asmembers and Chief Controller of ExplosivesasChairman.
