1 INTRODUCTION

This report outlines the processes and findings of the community engagement undertaken to inform the update of the Shire Corporate Business Plan 2019-2022.

1.1 Aim

Gain input from community members, Council, staff and partners to determine the content of the updated 2019 Corporate Business Plan.

1.2 Objectives

Present the main Draft Corporate Business Plan to stakeholders and community.

Test and confirm draft priorities, projects and actions.

Generate ideas and suggestions for content, actions and partnerships.

2 METHODOLOGY

The following methodologies were used during the community engagement process to gain input from Council, staff, community members, stakeholders and partners in the Shire of Wyndham East Kimberley.

Engagement methods selected for the refinement of the draft Corporate Business Plan were based on IAP2 Australasia:

2.1 Local public notice

A media request was raised to invite community comment on the draft Corporate Business Plan on the 24/05/19 to cover the four week period of 29/05/2019 – 26/06/2019. The request was for advertisements in the Kimberley Echo, Wyndham Bastion News Letter, Shire Facebook page, Shire Community Contact Email List and Shire electronic newsletter.

A second media request was made for local public notice of Open House exhibitions to be held in Kununurra and Wyndham. The request was for advertisements in the Kimberley Echo, Wyndham Bastion News Letter, Shire Facebook page, Shire Community Contact Email List and Shire electronic newsletter.

2.2 Community Perception Survey

The Shire undertook a community perceptions survey in March 2019. The feedback report findings were referenced and considered in the development of the draft Corporate Business Plan.

2.3 Shire Have Your Say

An online consultation page was established on the Shire’s dedicated engagement hub called Have Your Say to gather community thoughts and ideas https://www.swek.wa.gov.au/consultations/general/draft-corporate-business-plan.

2.4 Open House exhibitions

Shire held an open house drop in exhibition of the draft Corporate Business Plan in Kununurra and Wyndham.

The exhibitions were held in the Kununurra Library on Thursday 13 June and Wyndham Council Offices on Friday 14 June.

The exhibitions were staffed between 12pm and 3pm to assist with participation and to answer questions.

The actions from the Draft Plan were presented and the public were invited to participate in a sticky dot exercise to indicate their like/dislike of individual actions in the draft plan and to provide additional comment on project and actions

The exhibitions were then left in place for public viewing and to add further comments until the close of the consultation period.

2.5 Market Stall at the Kununurra Markets

The CBP Community Engagement Team attended the Kununurra Markets between 7.30am and 12pm.

The Shire had a stall providing a summary of significant projects highlighted in the Corporate & Business Plan over the next four years.

Councillors were also invited to attend the stall and talk with the electorate about future improvement projects. Councillor Petherick attended the stall for two hours and assisted with community enquiries.

The community were encouraged to provide comment using a simple feedback form which asked:

How can we make the Shire of Wyndham East Kimberley a better place to live?

Do you have an idea that would help our community and make our Shire an even better place to live?

The CBP Community Engagement Team also took the opportunity to raise community awareness of other services offered by the Shire including Mosquito management and awareness and community safety.

The Shire market stall included the Shire’s ‘Fight the Bite’ program and handed out information about the hazards of mosquitos and free repellent.

The Stall also gave away road safety bin stickers to the community to raise awareness of other road users.

The market stall was well attended by the community and a number of visitors. The process captured fifteen comments from the public linked to the Corporate Business Plan as well as positive feedback from visitors.

2.6 Social media

The Shire promoted and raised awareness on the review of the Corporate Business Plan through Social media platforms including Facebook.

3 FINDINGS

3.1 Priorities

Responses to the 2019 community perceptions survey provided 5 high priority areas the community would like to see the Shire address. These were:

1. Safety and security greater action to address graffiti, vandalism and anti-social behaviour.

2. Services and facilities for youth to help alleviate concerns with boredom and anti-social behaviour.

3. Economic development including attracting investment, supporting local business, improving airport services, growing tourism and improving the overall appearance of town centres.

4. Improved infrastructure including road surfaces, drainage, lighting and streetscapes, and more connectivity of footpaths, cycleways and trails.

5. Value for money from Shire rates ratepayers requesting rate reductions or limits to rate increases.

3.2 Existing Actions

The community provided comment on 70 of the 85 existing actions contained in the Draft Corporate Business Plan. The comments received from the community are listed in Appendix A.

Responses and feedback on existing actions were grouped into three categories:

Like/Priority – Actions that the respondent like or feels is a priority.

Needs Refinement – Actions that the respondent feel are addressing the right area but need to be refined or changed to address priority issues.

Dislike/not a priority – Actions that the respondent disagrees with or feels is not a priority and so should not be a focus of the Shire.

3.3 New ideas and Suggestions

There were 21 community ideas and suggestions put forward. These have been captured and presented in Appendix B.

3.4 Process review and future Improvements

The engagement process received limited feedback from stakeholder agencies operating within Kununurra. It was felt that to better engage with the stakeholder agencies an individual consultation could be undertaken as part of the 2020 Corporate Business Plan community engagement.

The use of the Kununurra Library as the engagement venue for Kununurra improved participation in 2019 compared to the use of Kununurra Leisure Centre in 2018.

Running the engagement sessions as an open house and allowing people to drop in at any time also received positive feedback. People said that they were not able to attend a public meeting with presentations with an unknown finish time. People with limited time were able to drop in and provide as much or as little feedback as they wanted without having to sit through speeches.

The close proximity to the School provided an opportunity for parents to provide input while picking up children from the school.

Some feedback from community members based in Wyndham commented about a perceived lack of implementation of actions and suggestions over previous years. This was cited as a reason why some longer term members of the community may not be willing to participate in Shire led engagement activities. Future years could include updates on progress of actions to date to assist in explaining the status of implementation.

The Shire completed a Community Scorecard survey in March 2019 and the results are published on the Shire website. The next survey is planned for 2021. Part of this plan includes a strategy to more effectively communicate internally, and externally with the community, to increase transparency and inform the public of current and upcoming projects. It will also encourage the community to get involved and communicate their issues or ideas back to the Shire.

The amount budgeted for place making plans will be used for the development of appropriate plans and any implementation that can be provided within this budget. Once implemented, ongoing maintenance will be required to be incorporated into the Shire's Asset Management Plan. The Shire is preparing a tree planting plan to guide planting of additional shade trees in town centre areas. Trees to be planted will be required to be of a reasonable size when planted, with adequate guards, to ensure they will become established. A component of the place making plans includes identifying pedestrian lighting upgrades and ideas to promote and encourage extended commercial/retail activity in the town centre to increase night time activity and eyes on the street This along with CCTV is aimed at improving community safety and crime prevention. Another component is to incorporate elements of culture and heritage into the streetscape, through murals, street/public art, functional street furniture etc to enhance the sense of place, identity and ownership, which hopefully inspire protection and care of the assets.

WYN Sub - Needs Refinement - Wyndham Port has had two plans in the last 20 years. We do not heed any more plans to sit in a drawer and nothing happens. Implement some of the ideas already suggested.

The preparation of an integrated plan for the Wyndham Port area will involve reviewing the previous plans and undertaking community consultation to confirm the community support, any new feedback and current priorities in relation to the recommendations of those plans. This will then form the basis of a refined up-to-date plan and will identify ideas that can be implemented as a priority.

The Shire can contribute by providing good infrastructure in both towns, but operational activities such as the KVC should not be subsidised any longer. The airlines will be the first ones to demand extra runway length when they have the passenger loadings to justify it. Doing it before then only means extra expenditure on maintenance for no extra income.

The Shire of Wyndham East Kimberley is currently finalising plans for the Design and Construction phase for the extension and widening of the East Kimberley Regional Airport. Once this phase is completed funding agreements will be sought to enable this vital project to commence to provide wide ranging benefits to the community and increase the vitality of the region. Wyndham Airport is currently undergoing a $90,000.00 upgrade to the essential Runway Lighting Systems and a $140,000.00 demolition and upgrade to buildings. Funding is being sought for the complete re-fencing of the Wyndham Airport. Further lighting upgrades are forecast for the 2020/21 financial year to further enhance safety at Wyndham Airport.Argyle Mine Airport is a private airport providing its own fly in fly out transfers. The Shire of Wyndham East Kimberley is working with Airlines on more services to the EKRA. Airlines do not ask airports to extend their runways, they simply add more flights if there is an identifiable need. It is up to Airports to provide the facilities to accommodate more flights and larger aircraft that benefit the region. It needs to be recognised that the EKRA is self funded and managed accordingly, and does not draw from ratepayers funds to operate. Infrastructure Gary Wright

The Wyndham sprinkler system is operated, maintained and repaired on a daily basis by the Wyndham Operations Team.

Reticulation upgrades have commenced in Wyndham, with a UHF radio controlled automated system installed to allow the Wyndham system to operate autonomously, freeing up town maintenance officer time to undertake more proactive maintenance works.

Enquiries are being made into existing bores with DWER, and discussions with bore owners are taking place to ascertain whether MOU's can be drafted to allow the Shire to utilise existing infrastructure rather than installing new. Infrastructure Mark Knight

All Drone operators should make themselves aware of the laws regarding the flying of Drones in Airspace surrounding Airports. CASA sets the rules and regulations surrounding the use of Drones in restricted airspace.The CASA website provides the Can I Fly There App which is a user friendly system which identifies the areas where Drone Operators are not permitted to use their Drones and where they are permitted to use their Drones. The CASA website also provides a community reporting site where concerned community members can anonymously report the unsafe use of Drones.The Shire of Wyndham East Kimberley Manager Airports is also available to provide advise on the use of Drones in restricted Airspace. It is good to have some vision, but leave spending money on visions for philanthropists, the Shire should be spending the ratepayers money on things that are needed by the existing people. We are not Perth City but a Shire with two small towns and a large pastoral area so should be acting and spending appropriately.If you are going to consult the community about these plans, then please listen to what is said, don't come back in two years time and re-invent the wheel with another "consultation".
