Introduction
Shipboard Training Course Oil Tankers The Maritime and Coastguard Agency (MCA) has agreed with the Merchant Navy Training Board (MNTB) that the specifications described in this document will satisfy the experience appropriate to their duties on the type of tanker on which they serve as referenced in STCW Regulation V/1 paragraph 2.1. When this programme is combined with a MCA approved Specialised Tanker Training Course (Oil), based on the MNTB guidelines, it will be accepted for the issue of a Tanker Endorsement - Oil. This endorsement is required by all masters, chief engineer officers, chief mates, second engineer officers and any person with immediate responsibility for loading, discharging and care in transit or handling of cargo serving on oil tankers. The purpose of this shipboard training programme is to provide appropriate practical training, and knowledge of the safe carriage of Oil products with emphasis being placed on practical hands on experience. To gain the reduction in the sea service requirement from 3 months to 28 days the trainee must:
serve in a supernumerary capacity during the period of training: and the programme of training must be undertaken on a nominated
training vessel. The tanker must carry oil products during the training period but may be on a ballast passage between cargoes for part of the period. Oil mean petroleum in any form including crude oil and refined products. The programme of training must be under the supervision of experienced personnel, and the trainees progress is to be closely monitored using the checklist, which is to form part of the programme. This programme must be followed by the persons under training, not necessarily in order laid out, but each item must be checked and countersigned by the Master as having been completed. Trainees will take part in and receive full instruction in not less than one loading and one discharge operation if already holding a UK Tanker Endorsement Liquefied Gas and or Vegetable Oil and/or Chemical or not less than three loading and three discharge operations if this is the trainees first UK Tanker Endorsement. Masters are reminded that the training items must in no way affect the safe running or the sea worthiness of the vessel. On satisfactory completion of the programme, the trainee will be issued with a training completion certificate. In addition to this certificate, the completed training record book must be submitted to the MCA along with documentation showing compliance with the other requirements, shown in the following lists before a Tanker Endorsement Oil will be issued.
