Introduction

Shipboard Training Course – Chemical Tankers The Maritime and Coastguard Agency (MCA) has agreed with the Merchant Navy Training Board (MNTB) that the specifications described in this document will satisfy the “experience appropriate to their duties on the type of tanker on which they serve” as referenced in STCW Regulation V/1 paragraph 2.1. When this programme is combined with a MCA approved “Specialised Tanker Training Course (Chemical)”, based on the MNTB guidelines, it will be accepted for the issue of a Tanker Endorsement - Chemical. This endorsement is required by all masters, chief engineer officers, chief mates, second engineer officers and any person with immediate responsibility for loading, discharging and care in transit or handling of cargo serving on Chemical tankers. The purpose of this shipboard training programme is to provide appropriate practical training, and knowledge of the safe carriage of Chemical products with emphasis being placed on practical hands on experience. To gain the reduction in the sea service requirement from 3 months to 28 days the trainee must:

• serve in a supernumerary capacity during the period of training: and • the programme of training must be undertaken on a nominated

training vessel. The programme of training must be under the supervision of experienced personnel, and the trainee’s progress is to be closely monitored using the checklist, which is to form part of the programme. This programme must be followed by the persons under training, not necessarily in order laid out, but each item must be checked and countersigned by the Master as having been completed. Trainees will take part in and receive full instruction in not less than one loading and one discharge operation if already holding a UK Tanker Endorsement – Liquefied Gas and/or Chemical (Vegetable Oil) and/or Oil or not less than three loading and three discharge operations if this is the trainees first UK Tanker Endorsement. Masters are reminded that the training items must in no way affect the safe running or the sea worthiness of the vessel. On satisfactory completion of the programme, the trainee will be issued with a training completion certificate. In addition to this certificate, the completed training record book must be submitted to the MCA along with documentation showing compliance with the other requirements, shown in the following lists before a Tanker Endorsement –Chemical will be issued. The requirements to be issued with a Tanker Endorsement - Chemical are as follows:-

Page 4: Shipboard Training for Tanker Endorsements Chemical … of Final... · for . Tanker Endorsements . Chemical Tankers. ... Trainees will take part in and receive full instruction in

• Already hold a MCA issued Tanker Endorsement for the carriage of either Liquefied Gas, (Vegetable Oil) or Oil; and

• Completion of a MCA approved Specialised Tanker Training Course – Chemical; and

• Completion of this Shipboard Training Programme inclusive of:

o a minimum of 28 days sea service on an Chemical tanker in the capacity of a supernumerary and on a nominated training vessel: and

o one discharge operation: and o one loading operation

or

• Completion of a MCA approved Tanker Familiarisation Course or three

months service on an Oil, Gas or Chemical Tanker: and • Completion of a MCA approved Specialised Tanker Training Course –

Chemical: and • Completion of this Shipboard Training Programme inclusive of:

o a minimum of 28 days sea service on an Chemical tanker in the

capacity of a supernumerary and on a nominated training vessel: and

o three discharge operations: and o three loading operation

or

• Completion of a MCA approved Tanker Familiarisation Course or three months service on an Oil, Gas or Chemical Tanker: and

• Completion of a MCA approved Specialised Tanker Training Course – Chemical: and

• Completion of a minimum of 3 months sea service on an Chemical tanker.

The tanker must carry Chemical products/substance described in chapter 17 of International Bulk Chemical (IBC) Code during the training period but may also be on a ballast passage between cargoes for part of the time. Voyages on vessels carrying exclusively vegetable and animal, oils and fats will not be counted as sea service towards UK Chemical Tanker Endorsement ,
