Social Housing Finance Corporation
SHFC is a government financing window that is a subsidiary of the National Home Mortgage Corporation (NHMFC) that administers the Community Mortgage Program (CMP)

• CMP provides "community loans" to the poor and homeless to secure tenure, fund site development and housing construction
• The CMP advocates the "Community Driven approach" wherein communities organize themselves to mobilize political , social and financial resources to build/develop their communities
The ISF Housing Program
• In line with P-Noy’s 10 point covenant to the urban poor to create inclusive communities/cities where citizens can participate in economic and social development.
• Complements the DPWH Flood Mgt. Master Plan which will impact all ISF Families living in the waterways
The ISF Housing Program
• Adopts the concept of preemptive relocation or climate change adaptation for Disaster Risk Management
Creates an alternative housing program from “People’s proposals" that provides communities living in danger areas on-site, in-city or near city housing options that are safe, decent and affordable
SHFC High Density Housing Project
Executive Order No. 272 mandates Social Housing Finance Corporation to be one of the lead agencies to undertake social housing programs that will cater ISFs living along the major waterways in the National Capital Region under the Peoples’ Proposal Scheme

Type of Building: 2-5 Storey Building
Loan Ceiling: PhP 400,000
Interest: 4.5% per annum
Loan Term:
30 Years
Graduated amortization for the first 10 years with 10% annual increase
Fixed amortization on the 11th year
One month grace period before payment of initial amortization from time of occupancy

High Density Housing Guidelines
On Loan Windows A. Land acquisition & site development. (Section 6)
• The existing CMP guidelines will be adopted for land acquisition & site development
• Subdivision Plan and Building permit
B. Building Construction (Section 7) • Complies with building standards • SHFC will review the capacity/credential of the
contractor and require a Performance Bond • Retention fee: 10% of the contract price
Note: Co-Ownership on the land & building will be explored to facilitate the acquisition of the land and construction of the building as well as to explore the possibility of entering into a public rental scheme if families are unable to amortize (Section 8)
