The 29th Meeting of the University Council of Sher-e-Kashmir University of Agricultural Sciences & Technology of Kashmir (SKUAST-K) was held on

1. Item No. 29(01) UC: Calling the House to order and Opening Remarks of the Chair

Chancellor welcomed the participants to the 29th Meeting of the University Council of SKUAST-Kashmir.

1.1 Progress Reporting:

Dr. Nazeer Ahmed, Vice-Chancellor SKUAST-K, thanked Chancellor, and Pro-Chancellor for having shown their trust and confidence by appointing him as Vice-Chancellor, SKUAST-K.

Chancellor and Pro-Chancellor, at the request of the Vice-Chancellor, released the following Policy Research Publications of the University:

Vice-Chancellor (VC) made a detailed Power-Point presentation, highlighting the various initiatives taken by the University since the last meeting of the Council and the major achievements made in the field of research, academics, extension infrastructure development and the future programmes of the University. The discussions/deliberations held on the Vice-Chancellor‟s presentation and the decisions taken thereon are recorded below:

1.1.1 Chancellor stressed the need for grant of adequate financial autonomy to the Universities to free their teaching and research activities from prolonged bureaucratic delays. Pro-Chancellor strongly endorsed the Chancellor‟s view. Financial Advisor (Universities) stated that Faculty-Student Ratio in the State Farm Universities is perhaps the highest in the country and suggested rationalization of available sanctioned teaching and research faculty within different faculties, divisions, departments etc. Chancellor urged the VCs to review the existing deployment of teaching staff for optimum utilization of available assets.

1.1.2 Chancellor emphasized that the Farm Universities should play a key role in developing entrepreneurship in the State by imparting vocational and skill-oriented trainings not only in the field of scientific storage, dehydration, processing, packaging, handling and value addition of the fruits/vegetables, meat and poultry products but also in dairy farming, apiary etc. in the State.

1.1.3 Chancellor expressed concern over the continuous decline in both the quantity and quality of production of saffron in the State. Pro-Chancellor suggested that the Universities should lay Demonstration Plots and extend scientific saffron production in other/new districts, beyond the traditional areas.

1.1.4 Chancellor advised the VCs to undertake urgent surveys and prepare soil fertility maps of areas within their respective jurisdictions. Commissioner/Secretary, Agriculture Production Department, apprised the Council about the Centrally Sponsored Scheme for issuance of Soil Health Cards to the farmers for improving overall productivity in the State. He suggested giving boost to organic farming in the State and promote it as a State Brand.

1.1.5 Chancellor stressed the importance of promoting production of off-season and high value vegetables in the State. He further emphasized that Ladakh, being a disease-free area, can be used for multiplication of high yielding hybrid varieties of vegetables. Pro-Chancellor, while advising diversification in vegetable production, asked for a report from the University based on a survey of the actual quantity of different vegetables produced and exported from the State.

1.1.6 Chancellor advised the VC to ensure completion of auditorium and

hospital in the main campus of the University by the end of March, 2016. He also desired immediate finalization of Annual Report of the University for 2015-16.

1.1.7 Pro-Chancellor advised the Farm Universities to work towards

ensuring food security in the State. VC apprised the council about the University‟s activities in meeting the challenge of over growing demand of food in the coming times like Hybrid Quality Seed production, replacement of regular seeds with High Yielding Varieties, Double Cropping System, Rejuvenation of Senile Orchards, High Density Cropping System etc.

1.1.8 Pro-Chancellor urged both the VCs to extend their activities beyond

the campuses and strengthen efforts to connect university scientists

and students to the actual farmers in the field. He stressed on meaningful and result-oriented dissemination of technologies to make them reach the end users for which Universities have to gear up their extension activities in the mission-mode in all their mandated areas. He observed that the Universities cannot be mere spectators. The research break-through, whatever has been achieved so far, needs to be delivered and demonstrated to the farmers, who are the real practitioners. He further stressed the Farm Universities to be frontrunners in making agriculture more productive and remunerative.

1.1.9 Pro-Chancellor stressed advancement of animal husbandry and

emphasized expansion of scope and potential of poultry and dairy farming in the State. He asked both the Universities to come up with concrete proposals, two from each university, regarding setting up of pilot projects on dairy and poultry farming on scientific lines for encouraging and guiding rural youth for setting such farming ventures.

1.1.10 Pro-Chancellor enquired about the present status of the work being

done by the Research Centre for Residue and Quality Analysis at SKUAST-K. While responding to the query, VC requested release of additional funds of Rs. 98.00 lacs for acquiring high precision equipments for conduct of tests in the laboratory and its subsequent accreditation by the concerned agency. Chancellor and Pro-Chancellor, while further interacting on the issue directed Secretary, Agriculture Production Department, to ensure stringent action against the sale of spurious fertilizers, insecticides and pesticides in the State.

1.1.11 Pro-Chancellor, while stressing reduction of post-harvest losses and promotion of food preservation and food processing industries in the state, wished to see apple juice of Kashmir in every nook and corner of India. He also emphasized out-of-the-box ideas and innovative approaches for increasing easy accessibility of orchardists to the fruit market and mandies for enhanced economic gains.

1.1.12 Pro-Chancellor asked the University to work towards self-sustaining

model for long term survival and appreciated the University‟s initiatives to establish a Centre of Excellence in Horticulture and NABARD Chair and asked VC to speed up the process. He advised VC to suitably review the academic programmes of the University to provide the students increased opportunities for spending more time on practical oriented field work.

1.1.13 Chancellor and Pro-Chancellor emphasized the need for the University to reassess the extension strategies for transfer of latest technologies and varieties produced by it, over a period of time, and advised adoption of villages and putting up demonstrations for popularization and adoption of technologies. Pro-Chancellor further emphasized the need to work in close coordination with the development departments and farmers on the field.

1.1.14 Winter vacations, being availed by the employees of SKUAST-K also came under discussion. Chancellor and Pro-Chancellor advised doing away with this practice as it has adverse effect on many of the mandatory activities of the University. Taking cognizance of the suggestion, the Council decided to put on hold the operation of Winter Vacations Rules of SKUAST-K, with immediate effect.

1.1.15 Commenting on the high yielding varieties of seeds developed/ released by the University, Pro-Chancellor and Minister for Horticulture were of the view that the Farm Universities should establish Demonstration Plots of High Yielding varieties (HYV) of paddy in different Blocks in each district to enable farmers to realize the higher performance and yield potential of these varieties, and enable quicker adoption. He asked the Universities to explore the best areas suitable for seed production and provide profitable concepts for shifting towards commercially viable horticultural crops to the farmers on fast track basis. He further desired the preparation of Joint Agenda by the University, Department of Agriculture and Divisional and District Administrations for area specific improvement in crop productivity.

1.1.16 Minister for Science & Technology and Animal Husbandry underlined the need for making poultry farming more remunerative and cost effective. In this regard, Pro-Chancellor asked VC to prepare a DPR for Poultry and Dairy farming and production of poultry and fish feed by the University and submit it to the Agriculture Production Department.

1.1.17 VC explained the significance of High Density Apple Plantation and its impact on the State‟s economy. Chancellor and Pro-Chancellor appreciated this concept and advised speeding up the process of procurement of the best materials from Europe, after taking all related safeguards, and also asked to undertake the assessment of the actual benefits of „High Density Fruit Farming System in Kashmir Valley‟ by carrying out concurrent evaluation, along with the State Horticulture Department. VC assured all technical support in this regard to the Department.

1.1.18 VC informed that the land identified for establishment of High Altitude Maize Research Station at Sagam (Kokernag), in lieu of the University land handed over to the Golf Course at Pahalgam, is yet to be transferred and handed over to the University. In this context, he also suggested an alternate site at Ganeshpora Horticulture Farm, Anantnag. Pro-Chancellor advised Chief Secretary to urgently sort out this matter.

1.1.19 VC informed the Council that transfer of land for the establishment of KVKs in the districts of Bandipora, Budgam, Kupwara and Shopian are sub-judice on different pretexts in different courts, delaying their establishment and execution of their mandated activities. He requested making available alternate land either from State Agriculture or Horticulture Farms on the Chattisgarh Pattern, for the purpose. Chancellor and Pro-Chancellor agreed to the proposal of transfer of Government Agriculture/Horticulture Farms, in the

respective districts, for establishment of these KVKs on priority and directed Secretary, Agriculture Production Department to take immediate necessary action in this regard.VC also informed the progress on establishment of two new KVKs at Zanskar and Gurez which are under active consideration of ICAR.

1.1.20 VC, while explaining the importance of MBAs in Horticulture sector, proposed the establishment of Master‟s programme in Horticulture Business Management. Chancellor and Pro-Chancellor agreed and advised him to urgently forward a proposal on Agri-Horti Business Management, rather than Horticultural Business Management.

1.1.21 VC informed that the University has developed a module for instituting a certificate Course in Landscape Gardening from Spring Session 2016 for which funds to the tune of about Rs.90.00 lacs will be required for infrastructure and other facilities for which a separate proposal shall be submitted to Agriculture Production Department, for funding.

1.1.22 VC apprised the Council about the acute shortage of operational expenses and requested for liberal funding to the University for demand-driven research. He pleaded for increase in research contingency grant under Non-plan and one time financial support for newly established Faculty of Forestry at Benihama, Ganderbal, and upgradation of Mountain Research Centre for Field Crops, Khudwani and Dryland (Karewa) Agriculture Research Station, Budgam.

1.1.23 VC proposed to immediately hold the long pending 6th convocation of the University which could be held at Nund Reshi Convention Hall at Shalimar Campus of the University having a seating capacity of 620. He requested Chancellor and Pro-Chancellor for giving convenient date and time for the purpose. He further informed that one month preparation period would be required for the University for making necessary arrangements in this behalf.

1.1.24 The Council recorded appreciation of Dr.Tej Partap, former VC, for

his outstanding contribution in the development of the University

during his tenure.

2.1 VC informed the Council that no comments had been received from any Member on the Minutes of 28th Meeting of the University Council held on April 15, 2015, after its circulation. The Council adopted the following Resolution:

“Resolved that the Minutes of 28th Meeting of the University Council issued vide No.AU/Adm/UC-28/2015/3467-83 dated 29.05.2015 are hereby confirmed.”

3. Item No. 29(03) UC Action taken report on the decisions of 28th meeting of University Council

The Council noted the Action Taken Report on the decisions of the 28 th meeting with the of the following observations:

3.1 Regarding skill oriented trainings {Item No.UC 28(01)}, Chancellor desired that these trainings be made more practical and be also conducted in far-flung areas of the State.

3.2 Regarding rationalization of faculty positions for Division of Medicinal and Aromatic Plants {Sub-Item 7.2 under Item No. UC 28(07)}, VC apprised the Council that no faculty positions relating to Medicinal and Aromatic Plants were available in the Division of Floriculture and Landscape Architecture which could be shifted to the Faculty of Forestry He further apprised that the University is in the process of rationalization of teaching and non-teaching positions, through which a faculty position in the Division of Medicinal and Aromatic Plants would be made available to the Faculty of Forestry.

3.3 Regarding Revised Career Advancement Scheme (CAS) proposed for Teachers {Item No:UC28(S-1)}, Dr. N.S. Rathore, Deputy Director General (Education), ICAR, suggested for prescribing minimum of 50% marks in interview by the concerned faculty member for getting promotion under CAS and advised incorporation of his provision in the draft scheme. The stressed that clearance from the ICAR is a required before the Scheme is considered for accord of approval for its adoption/implementation in both the farm universities.

3.4 Regarding adoption of nomenclature of the post of Students Welfare Officer as Dean, Students Welfare {Item No:UC28(S-2)}, VC apprised the Council about the clearance/concurrence conveyed, in this regard, by Financial Adviser (Universities) vide No:FA/SKUAST/Adopt/nomenclature/swo/ 2015/130 dated 10.12.2015 (Annexure-I). VC further stated that since the concurrence provides redesignation/change of the nomenclature of the proposed post as Dean, Students Welfare, it is required to be at par with other Deans of the Subject Matter Faculties in so far as other relevant parameters and the requirements of the post, so designated, are concerned. Chancellor directed that Financial Advisor (Universities) should urgently examine the proposal on merit as reflected at Annexure-II.

3.5 Regarding Assistant Manager (Milk Processing Plant) {Item No. UC 28(S-3)}, the

Council was apprised about the concurrence of Financial Adviser (Universities) conveyed vide No:FA/SKUAST/ redesignation/ Field Asstt/2015 dated 10.12.2015 (Annexure-II) regarding creation of one post of Assistant Manager Milk Processing Plant, in the revised Pay Band of Rs.9300-34800 which Grade Pay of Rs.4200 by corresponding reduction of one post of Field-cum-Laboratory Assistant carrying revised Pay Band of Rs.5200-20200 with Grade Pay of Rs.1900. The Council approved amendment in the Statutes, as reflected at Annexure-III.

3.6 Vice-Chancellor informed the Council that Rs.3.00 crore, out of the Plan allocation of FY 2010-11 is still in Civil Deposit with the Government which need to be released to the University. Chief Secretary (holding charge of the Planning & Development Department) assured timely release/transfer of the said amount to the University.

Agenda Item No: UC 29 (04): To consider recommendations of Academic Council and Board of Management regarding addition/amendment to schedule-I to Chapter-II (Appointment of Officers and Teachers of University) of SKUAST-K Statutes

The Council considered and agreed to the recommendations of the Board of Management made at its 59th meeting regarding addition/amendment to the Schedule-I Chapter-II (Appointment of Officers and Teachers of University) of SKUAST-K Statutes as follows:

The Council considered and ratified the mutual transfer of services of Dr. Subhash Chander, Assistant Professor/Junior Scientist (PBG) of SKUAST-Kashmir and Dr. Sajad Majeed Zargar, Junior Scientist (Biotechnology) of SKUAST-Jammu already ordered vide University Order No. 405 (Est.) of 2015 dated 12.05.2015 of SKUAST-K.

Thereafter, the following resolution was adopted:

Resolved that the decision regarding mutual transfer of Dr.Subhash Chander, Assistant Professor/Junior Scientist (PBG) of SKUAST-Kashmir and Dr. Sajad Majeed Zargar, Junior Scientist (Biotechnology) of SKUAST-Jammu is hereby

ratified.

It was further resolved that the trend of mutual transfers between the Universities should neither be made a routine affair nor encouraged and should be agreed to only under extreme circumstances and that too within faculty, on case to case basis,

with full justifications on merit.”

The meeting ended with a vote of thanks to the Chair and members of the Council.
