Roll Call – Quorum present Secretary Report – Diana Martin - Motion to accept minutes of April, 2013 meeting as presented to the members via e-mail and printed in the Newswatch Newsletter. Motion made by Henry Grace and Seconded by Annette Mire. Motion carried. Treasurer’s Report – Henry Grace – Presented compiled financial statement from William Mercer, CPA for year 2012. Financial statements and data collection form have been submitted to the Louisiana Auditor’s office as required. There were no finding or questioned costs for the year ended December 31, 2012, which were required to be reported under Government Auditing Standards. General Treasurer’s report reviewed for the first six months of 2013 and found to be in order. Motion to accept report by Chester Welch, seconded by Fred Godwin. Motion carried. Old Business – Security Report – Tom Hirschey – Reviewed complied security report of first 6 months of 2013. Arrests are ahead of all last year. Continue to have 140 hours of patrol per month. Discussion ensued on increasing the number of patrols. We now pay $26.25 per hour which is lower than other businesses

SECPID Patrol Report June2013

We will look at this again at budget time but will keep the same number of patrols until that time. Motion to accept report by Tom Hirschey and seconded by Annette Mire. Motion carried. Installation of Security Cameras – Report of Committee – Commissioner Mire presented the findings and recommendation of the Security Camera Committee. The committee met for presentations on Monday, July 15th at the Jones Creek Library. Four vendors submitted responses to the Request For Proposals (RFP). Two accepted the invitation to present, two declined. Board members were present for the presentations and were given the opportunity to ask questions. The Committee recommends the acceptance of the proposal from La Tech. They met the closest terms of the RFP including being able to monitor offsite. They have vast experience with license plate reading with law enforcement agencies. A discussion ensued with each member giving their comments on the presentations. A call for a roll call vote was taken. The vote for La Tech was unanimous. Ed Campanella noted that any agreement or contract must be approved by the Board attorney before work can begin. A written contract will be requested. After attorney approval, it is the Boards pleasure that the first camera be installed at the Antioch location and be up and running before any installation is started at the Shenandoah Avenue location in order to work out any problems. The Board requested a meeting at the LaTech offices July 30th at 6:00 to tour their offices and answer any questions concerning the installation. Diana Martin was asked to arrange this meeting.

Fred Godwin wanted to enter into to the record that the failure of the last company to install the camera was not the fault of the Committee that chose them. The Board agreed. Insurance and Risk management – Commissioner Godwin – The draft policy on USE OF ELECTRONIC SECURITY CAMERAS has been written and will be resent out to the members of the Board for their review. It has not been approved. New Business – 1. A “Night Out Against Crime” event will be held August 10th from 12:00 to 4:00 sponsored jointly by the SECPID and the Shenandoah Homeowners Association. This event is nationally held during the week of August 4th to the 11th. Chili and hotdogs will be served at the BREC Park. Chester Welch will cook the Chili. A motion was made by Henry Grace and seconded by Chester Welch for Tom Hirschey to talk to BREC about securing the building in case of rain. Motion passed. The event is scheduled to take place on the Park grounds. Motion made by Ed Campanella and seconded for Security to be

Secretary’s Report – Diana Martin - Move to accept minutes as printed in the Newswatch Newsletter. With no corrections, motion to approve was made by Chester Welch and seconded by Tom Hirschey. Motion carried. Treasurer’s Report – Mike Bass – Invoices and letters were sent to homeowners about dues. Membership increased to 303 by the end of June. So far we are on budget but cost of civic dues is expected to go up. Graphic Services put together the mailing together. Most comments from the membership were positive. Security Report – Tom Hirschey – There were 34 shifts patrolled this month with 105 traffic stops. 72 Citations were issued, 33 warnings were issued and there were no narcotic arrests. The complete report is printed in the Newswatch Newsletter in its entirety. During 2012, 34 arrests were made. For the first 6 months on 2013, 36 arrests have been made. The increase in the sheriff’s deputy presence and the number of patrols seems to be having a positive effect. Architectural Report – A complaint was received about a large shed on General Forest. The

Meeting called to order at 7:00 P.M. by Chester Welch, Vice President. Quorum was present. Vice President’s Report – Chester Welch – Flags were put out in the neighborhood. The neighborhood looked great and most neighbors kept the flags out from Flag Day until July 4th. We did seem to be short a few hundred flags. Not sure why. Chester decorated the entrance area on Shenandoah Ave with large flags. Sleeves were created for these flags that can be left in the ground and used for other holidays. When the flags were retrieved, 2 were missing. We received many positive comments about the flags from homeowners.

complainant will be asked to come to the next meeting. The homeowner living next to the bridge on Chadsford and Kennesaw has requested help with leveling the servitude causing a dip in his driveway. Chester will look into this. Homeowner on Halls Ferry requests approval to build a pergola in his back yard. This is not attached to the house nor does it violate servitude requirements. No approval is required.

Resident on Chadsford wants to go from an 8’ fence in the back corner near the canal on the side of her yard to a 4’ toward the front due to traffic problems. Approved by the Board. Beautification Report – Kevin McNicoll –The yard of the month for August is 5335 Hagerstown. Congratulations! Old Business – Tom is still monitoring to see when the school zone signs will change on Chadsford for the new school year.

MINUTES … from page 7 New Business – National Night Out Against Crime will be held August 10th from 12:00 to 4:00 p.m. at the BREC Park. Chili will be served by Chester. SHA will have a booth and handouts will be given. Residents are encouraged to come out and meet their neighbors. A committee was formed to look at ideas to address the new front entrance due to the road construction. The committee members are Paul Berinard, Tom Hirschey, and Kevin McNicoll. Some food for thought –

1. Cut through traffic may increase due to Tiger Bend construction. Would like to have several traffic counters on several streets.

2. Rent a traffic speed device for 4 to 5 weeks to use on different streets for a count data collection.

The next Crime Prevention and Improvement District meeting will be July 16th at the Jones Creek Library at 6:30 p.m. Meeting adjourned at 8:30 p.m. Respectfully submitted, Diana Martin, Secretary

SECPID MEETING ,,, on site. Motion passed. The Sheriff’s office will have things to hand out and give out information. The Crime District will pay for the event and the SHA will coordinate it. 2. Chester Welch discussed the bridge on Chadsford and the fact that children walk across the bridge in the dark. He has talked with Joel Boe’s office and found there were funds available but was unsure how to get the funds. He is continuing to pursue this. He wants to buy a solar powered light system to have in place before school starts. Funding needed is $9500. Later this could be moved to the City Parish and they could reimburse. A motion was made by Annette Mire and seconded by Tom Hirschey to allocate $9500 for this item. Motion to adjourn at 8:20 p.m. Respectfully submitted, Diana Martin, Secretary
