1. Preliminaries 1.1. Background
This project involves the construction of a boat harbour consisting of inner and outer harbour basins located behind an existing beach dune system in what is currently a degraded swamp, and an access channel across the beach. Included in the boat harbour project are:
• inner and outer harbour basins; • boardwalk/promenade surrounding the inner and outer harbours; • regional boat launching ramp located in the outer harbour; • 470m long rock breakwater on the northern side of the access channel; • 282m long rock groyne on the southern side of the access channel; • dune construction and beach nourishment; • land platform works for hotel, shopping centre, residential development, marina support facilities
and dry boat storage surrounding the boat harbour; • a staged 300 berth floating marina in the inner harbour; • vessel fuelling facilities and sewage pump out facilities in the outer harbour; and • a boat lift and hardstand area for vessel maintenance.
The works are to be conducted over multiple stages. Coastwide Civil have won the contract to conduct Stage 2 works. The main components of Stage 2 works are:
Excavation of the remainder of the Boatharbour which was not excavated in Stage 1
Surcharging (and removal) of the P2B Surcharge Area and any incomplete portions of the P3 Surcharge Area
Removal of the surcharge material from Surcharge P1A, P1B and P2A
Construct edge treatment for the Boatharbour
Install boardwalk piles
Construct boat ramp in the Outer Harbour 1.2. Introduction
This document provides a summary of monthly environmental performance on site. It includes the following:
Section 2 outlines monitoring requirements as per the conditions of the Environmental Protection Licence (EPL), the Site Environmental Management Plan (SEMP) and the Construction Environmental Management Plan (CEMP);
Sections 3 to 5 detail the results of environmental monitoring undertaken on site; and
Results of any lab testing are included as Appendix B. A copy of rainfall monitoring results for the month is attached as Appendix C.

2.6. Acid Sulphate Soils
Monitoring Requirements As nominated in EPL 12426 Section 4, O5.11-5.14: “Any acid sulphate soils disturbed during the project must be managed in accordance with the document titled “ACID SULPHATE SOIL MANUAL, ASSMAC 1998”. From the time when the acid sulphate soil is exposed to the atmosphere: a) the licensee must complete a log of odour observations. These observations must continue for a duration of 20 consecutive days and be used to assess compliance with the odour condition/s of this licence and to assess the risks of odours impacting residential areas under worst-case wind conditions. b) the licensee has 30 days to submit the log of odour observations to the EPA together with an assessment of actual and potential odour impacts on the nearest residential areas.

Comments on Results
The 5 NTU trigger value was exceeded on a number of occasions at MP8, MP9, MP12 and MP20. o Rough, large swell was observed in the ocean on 29/02/16. This was the cause of the
elevation in turbidity at MP8 and MP9. MP12 and MP20 were not open to the ocean at the time, however it is likely there was some interaction between the points at high tide. There were no other notable elevations in turbidity and MP8 and MP9.
o The majority of turbidity elevations were minor and are attributed to stormwater flows through the site clean water system following rainfall.
o Turbidity was elevated at MP12 and MP20 on 02/02/16 following 20mm rainfall and 8mm the previous day. This was attributable to intense rainfall causing increased stormwater flows through site. This did not have any impact on turbidity measured on the near shore points MP8 and MP9. Turbidity remained elevated but decreased gradually over the next few days.
o Turbidity was again elevated at MP12 and MP20 on 22/02/16 following 25.5mm rainfall. This was attributable to intense rainfall causing increased stormwater flows through site. This did not have any impact on turbidity measured on the near shore points MP8 and MP9. Turbidity remained elevated but decreased gradually over the next few days.
o Turbidity at MP12 was often higher than in previous months, particularly following rainfall. There has been no discharge from site into this channel during this month, nor have testable volumes of water been observed flowing at the inbound monitoring point MP11 in this channel. The most likely source of turbidity is works upstream from site at the Warrigal Care retirement village site, and construction of Harbour Boulevarde. It is possible that low volume flows over time have caused this elevation, while being too low to sample at the upstream point. Another consideration is that flow rate in this channel can decrease quickly over time, and may have already slowed to a trickle by the time a daily sample is taken, if rainfall occurs overnight or outside of working hours.

Comments on Results
Northern channel opening (MP12): o Mechanically opened 22/02/16 and closed naturally the next day

Turbidity was elevated slightly at MP12, MP20 and MP21 on 02/02/16, and decreased over the following days. This was due to rainfall and the subsequent stormwater flows through site.
Turbidity was elevated at MP20 in the days following 22/02/16, as discussed in Section 3.1. After 22/02/16, there were no collectable volumes of water flowing at MP21 towards MP20, and no water flowing out from MP20 to the ocean. Turbidity was retained at this location and settled over time.
This month, there were otherwise no significant elevations of turbidity at inbound and outbound streams. Some samples at MP21 exhibited unusual spikes in turbidity through the month. This is attributed to flows picking up sediment from within the channel, and difficulty in collecting representative samples during low flow periods. Comments on Results
At MP17, weekly LAeq exceeded the trigger value on 05/02/16, 12/02/16, 25/02/16.
At MP18, weekly LAeq did not exceed the trigger value.
At MP19, weekly LAeq did not exceed the trigger value.
Consultation with the community about the project has been ongoing. A community newsletter is being distributed monthly, explaining current works on site. The newsletter contains contact information to allow any residents to communicate concerns about noise levels.
No complaints have been received in this month about noise levels.
Site noise was audible at MP19 for the first time this month. This is due to works on the Harbour Boulevarde project. This project is adjacent to the boatharbour site and is closer to the measurement location.
