The program will be accomplished by (1) yearly dissemination of brochures containing educational information on emergency preparedness, nuclear power, and radiation, and how to contact CP&L more information; (2) establishment of an emergency preparedness speakers bureau to allow qualified plant personnel to address civic, religious, social, and occupational organizations in the plant vicinity; and (3) preparation of news material for TV, radio, and the press and the general public. The applicant is working with both state and local governments to ensure that all public education efforts will be consistent and complementary.

(July 2016)3.5 Emergency Plana. “Emergency plan” means the document(s) that the licensee prepared and maintains that identifies and describesits methods for maintaining emergency preparedness and responding to emergencies. An emergency plan includes the plan that the NRC originally approved and all subsequent changes that the licensee made with and without prior NRC review and approval under 10 CFR 50.54(q). See 10 CFR 50.54(q)(1)(ii) for additional information.

b. This definition highlights that “emergency plan” includes the documents that describes the programmaticmethods that the licensee uses to maintain emergency preparedness and to respond to emergencies. These methods, or program elements, are the implementation aspects of the planning standards in 10 CFR 50.47(b) and the requirements in Appendix E to 10 CFR Part 50 and generally correspond to the evaluation criteria of NUREG-0654 or approved alternatives that supply specific acceptable methods for complying with the planning standards in10 CFR 50.47(b) and the requirements in Appendix E to 10 CFR Part 50. Such programmatic documents are subject to the 10 CFR 50.54(q) change process. Non-programmatic documents, such as training rosters, equipment and maintenance test reports, lesson plans, and other documents that “document the performance” of the program elements, as opposed to those that “establish” the program elements, are not included.

c. Ordinarily, sub-tier documents such as emergency plan implementing procedures (EPIPs) are not considered tobe part of an emergency plan for the purpose of evaluating proposed changes. If a licensee relocates a programmatic description from the emergency plan to a sub-tier document, that programmatic description continues to be subject to the 10 CFR 50.54(q) change process. For example, licensees have relocated the details of emergency classification schemes from the emergency plan to an EPIP or to large wall charts maintained in the control room. Because the EPIP or wall chart is now the means to demonstrate compliance with the planning standards in 10 CFR 50.47(b)(4), these sub-tier documents are subject to 10 CFR 50.54(q). Repeating, asopposed to relocating, program element descriptions in sub-tier documents do not necessarily make the sub-tier documents subject to the 10 CFR 50.54(q) change process. However, the descriptions in the various documents must remain consistent.

d. As a simple test, a licensee can consider what programmatic document(s), in addition to its emergency plan, itwould supply during an inspection to demonstrate that its emergency plan meets the regulatory requirements, as informed by the evaluation criteria in NUREG-0654 or by approved alternatives. These documents would likely be subject to the 10 CFR 50.54(q) change process.

e. This definition also highlights the need to consider the NRC-approved plan and the subsequent changes inreviewing against 10 CFR 50.54(q) to ensure that a series of incremental changes (each determined not to reduce the effectiveness of the plan) do not reduce the effectiveness of the plan when compared to the NRC-approved plan.

The differences in implementing revisions and the current revisions of the Emergency Plans have been reviewed and they have been determined to meet the regulatory requirements required during the course of revisions. Each revision has been evaluated in the regulatory process has met the approval of the NRC during the inspection process.

Part Ill. Description of How the Proposed Change Complies with Regulation and Commitments.If the emergency plan, modified as proposed, no longer complies with planning standards in 10 CFR 50.47(b) and the requirements in Appendix E to 10 CFR Part 50, then ensure the change is rejected, modified, or processed as an exemption request under 10 CFR 50.12, Specific Exemptions, rather than under 10 CFR 50.54(q):10 CFR 50.47(b)(7)—Emergency Public Information The regulation at 10 CFR 50.47(b)(7) states the following:

“Information is made available to the public on a periodic basis on how they will be notified and what their initial actions should be in an emergency (e.g., listening to a local broadcast station and remaining indoors), the principal points of contact with the news media for dissemination of information during an emergency (including the physical location or locations) are established in advance, and procedures for coordinated dissemination of information to the public are established.”

Two emergency planning functions have been defined for this planning standard: (1) Emergency preparedness information is made available to the public on a periodic basis within the plume

exposure pathway emergency planning zone (EPZ). (2) Coordinated dissemination of public information during emergencies is established. (applicable)

1.0 PURPOSE

1. This procedure implements Sections 2.4 and 3.6 of the Emergency Plan PLP-201.

2. It specifies the actions taken by Emergency Response Organization (ERO) personnel who report to the Joint Information Center (JIC).

2.0 INITIATING CONDITIONS

1. An Alert or higher classification has been declared.

2. A decision has been made to activate the JIC.

3.0 GENERAL

1. The Administrative and Logistics Manager (ALM) in the Emergency Operations Facility (EOF) in coordination with the JIC Administrative Coordinator is responsible for arranging relief schedules for the JIC Staff. [5.3.4 Recommendation 7]

a. The activation time for minimum staffing positions in the JIC is 120 minutes from the time the notification was initiated. [5.3.3 Recommendation 3a]

2. If a subordinate position with an augmentation time requirement is not filled, the supervisory position may fulfill the responsibilities provided they are trained to perform the activities. [5.3.3 Recommendation 3c]

3. The Joint Information Center is an Emergency Response Facility for the Harris Plant. It is staffed by Duke Energy, the State of North Carolina, Chatham, Harnett, Lee and Wake Counties, Nuclear Regulatory Commission (NRC) and the Federal Emergency Management Agency (FEMA).

4. The Company Spokesperson serves as the facilitator during news media briefings with Duke Energy, the State, Counties, NRC and FEMA.

5. Once the JIC is activated, the primary point of contact for standard information requests shall be between the JIC Technical Specialist and the Emergency Communicator-Corp Comm/JIC.

6. If not designated, use the Emergency Phone List (EPL-001) for all contact numbers.

7. If accessing the JIC and there has been a loss of the card reader, then:

a. Contact the Distribution Control Center (DCC) Supervisor desk (919-508-5430). The DCC is located inside the Raleigh CSC and is a 24 / 7 / 365 staffed operation.

b. Notify the DCC that you need access to setup the JIC.

c. The Timber Drive vehicle gate has a manual override mechanism, which is located inside at the gate mechanical box, inside the CSC perimeter fencing. The DCC can access the panel to open the gate.

d. The DCC personnel can then escort you into the building to setup the JIC.

3.1. Logkeeping

1. Individual logs and facility logs are legal records of activities that occurred during an emergency. It is vital that they are as complete as possible.

2. Each ERO position, with a specific attachment to direct their activities, shall initiate a manual OR electronic log of significant emergency response activities.

3. For convenience, position notebooks are available for those ERO positions required to maintain logs.

4. Individuals responsible for maintaining logs and data sheets are responsible for signing and dating the portions of the records that cover their ERO assignments.

3.1 Logkeeping (continued)

5. All log entries (manual or electronic) shall be legible, accurate, appropriately complete, retrievable, and understandable. Details need to be included in order to provide enough information that future reviews of the entries can be used to recreate accurate timelines and descriptions of events and actions.

a. All time entries will use military time (using the 24-hour clock).

b. Use of acronyms should be minimized.

c. To make manual log corrections, place a single line through the incorrect entry, initial and date the line-through and clearly enter the correct information near the lined-through data or attach additional pages as needed.

d. To make electronic log corrections, make a new log entry that states this entry is a correction to the original entry (date and time) and then enter the corrected narrative information.

e. Scraps of paper, napkins, etc are NOT appropriate for the final version of logs. Final versions of logs should be maintained current.

6. Logs should include such information as:

a. Major events and subsequent actions taken (e.g., change in emergency classification, fission product barrier status, discovery of an unplanned radiological release, etc.).

b. Decisions made by the JIC ERO staff members.

c. Inter-facility and intra-facility briefings and times the briefings were conducted.

8. Electronic narrative logs are maintained using an electronic log program, (for example, WebEOC® on the LAN).

a. Log into the electronic log keeping program for record keeping.

(1) IF the electronic log keeping program is not available, THEN manual (paper) logs need to be kept.

(2) During short duration LAN outages (e.g., automatic weekly system backups, etc.), it is acceptable to maintain the narrative log entries on a “rough” manual log and update WebEOC® when the LAN has been returned to service.

b. All entries into WebEOC® should be:

(1) Considered for entry into the JIC Facility Log.

(2) Significant information should be posted to the JIC Facility log AND the ERO Significant Events log.

(3) Key events should be posted to the JIC Facility log, the ERO Significant Events log, AND the Key Events log.

c. Electronic log entries are automatically time stamped at the time the log window is opened. Since this time may differ from the actual time of the action or event, ERO personnel MUST ensure that the time is corrected to the actual time of occurrence.

d. Electronic log entries are automatically stamped with the ERO position that is making the log entry. However, there is no direct tie back to the individual actually making the entry, therefore; an entry needs to be made stating the name and time an individual accepted the position.

a. 8/5/2004 0800 –Shift Manager notified the Technical Support Center Plant Operations Director that reactor coolant system leakage has increased to approximately 115 gpm and is leaking somewhere inside the containment vessel.

b. 11/5/2007 1530 – A Site Area Emergency was declared by the Site Emergency Coordinator due to exceeding Hot Conditions Emergency Action Level Matrix FS1.1, Loss or Potential Loss of two barriers (Table F-1); Reactor Coolant System Loss #2 and Fuel Cladding Loss #2.

10. Examples of Unacceptable Log Entries:

a. 8/5 0800 – SS notified the POD that a coolant system leak has started.

b. 11/5/2007 1530 – A Site Area Emergency was declared due to Reactor Coolant System Loss and Fuel Cladding Loss.

11. Position Turnover

a. Logs are to be reviewed and compiled for turnover at the end of each shift.

b. This review is to detect unusual or abnormal trends or readings that require investigation or remedial action and to check on the completeness and accuracy of the records.

c. The person relieving you will initiate and maintain a new log and review any previously prepared logs to allow for continuity of the position.

(2) Check the log for completeness, then in the comments section of the last page used in the log, print and sign your name

(3) Upon termination of the emergency or drill/exercise, provide all completed logs to Emergency Preparedness.

b. For electronic narrative logs

(1) Check the log for completeness

Minimum Setup for JIC Operations

NOTE: Maintain safety when setting up the JIC. Gloves are located in the JIC storage closet and Velcro cable cover is found in various boxes to eliminate trip hazards.

NOTE: Minimum equipment is marked with bright colored tape.

1. Pull out all carts from the JIC storage closets.

2. Locate the JIC Setup Board or Attachment 11 of this procedure.

NOTE: It is important to set up the tables in accordance with the JIC Setup Board or Attachment 11 of this procedure to allow the JIC to be expanded as necessary after minimum setup is complete.

3. Arrange tables, chairs, and the JIC Director and Technical Specialist computer carts in

accordance with the JIC Setup Board or Attachment 11 of this procedure.

4. Set up the JIC Director workstation.

a. Locate “Table C” Box from Roll Around Cart #1.

b. Connect Phone Interface Line (labeled JIC-1) to the wall outlet located on the other side of the room divider (also labeled JIC-1).

c. Plug in extension cord and surge protector.

d. Plug in JIC Director computer.

e. Plug the JIC Director Phone into the Phone Interface Line in the connection with the same phone number.

(1) If desired, hook up the JIC Director Headset.

(a) The phone handset hooks up with the headset.

(b) The headset is hooked up to the side of the phone.

f. Plug in internet hub power source.

g. Run a LAN cable from the wall on the other side of the room divider (jack labeled “LAN”) to the HUB (any connection will work). Then, run a different LAN cable from the HUB to the JIC Director computer.

5. Set up the Technical Specialist workstation.

a. Locate “Table E” Box from Roll Around Cart #1.

b. Connect Phone Interface Line (labeled JIC-6) to the wall outlet labeled JIC-6.

c. Plug in extension cord and surge protector.

d. Plug in Technical Specialist computer.

e. Plug the Technical Specialist Phone into the Phone Interface Line in the connection with the same phone number.

6. This completes the minimum equipment setup for JIC operations. Set up remainder of JIC equipment in accordance with the remainder of this attachment as time allows, or as

needed.

JIC Command Room Set-Up Customer Service Center Telecommunications Setup

1. Set-up the JIC Command Room (CSC Auditorium, left and right side) per the Attachment 11,

sheet 1 of 2.

a. Obtain the Public Information Coordinator’s laptop from the JIC equipment storage area and place it at the appropriate work station per the illustration.

b. Obtain any other necessary tables and chairs to complete the room setup per the illustration. Use the designated folding tables located in the JIC equipment storage area where needed.

c. Remove and set-up the telephone sets, cables, line cords, power extensions per the illustration. Work with the responding State and County personnel to assist in their setup, if needed.

2. Connect telephones to the cords and wall jacks.

a. The wall plates, located in various locations throughout the room, are labeled to correspond with the letter on the table per the illustrations. All jacks in the wall plates which are used for JIC equipment are RED.

b. Telephone extension cables stored in the bins are keyed to match the wall plate label. Connect the extension cables to the wall cables and secure the connection with the Velcro strip from the bin.

c. Each telephone is labeled with a table letter, and extension number. Connect the telephones from the storage bin to the appropriate jack on the extension cable.

d. The connector jacks on the service end of the extension cables are also labeled with the extension number which corresponds to the telephone call number. Ensure that the extension number on the telephone matches that of the connector jack.

3. Setup the WiFi for State and County personnel and communicate guest passwords.

4. Test equipment to verify operability and report any equipment or set-up problems to the

Administrative Coordinator.

1. Set-up the JIC Command Room (CSC Auditorium, left and right side) per this attachment and Attachment 11, sheet 1 of 2.

2. Obtain radio/cassette recorders from the JIC equipment storage area and place in position. Tune to radio stations that should participate in the Emergency Alert System (EAS) messages (refer to the Harris Plant Safety Information brochure for station listings).

3. Obtain supplies (bins, status boards, sign-in boards, easels, procedures, etc.) for the JIC Command Room from the JIC equipment storage area.

a. Each bin for the JIC Command Room is labeled with the corresponding table letter per the illustration.

b. Remove and set-up the position table nameplates, and other materials for each of the JIC positions as applicable (this includes the federal, state and county positions).

c. Place administrative supplies and desk organizers on all tables (this includes Federal, State and county).

d. Two fax machines (incoming and outgoing) will be located and operated in the JIC equipment storage area. Verify operability.

e. Two copy machines will be located and operated in the JIC equipment storage area. Verify operability.

f. Other CSC copiers and printers are available throughout the facility if needed. See the startup checklist for details.

4. Obtain (2) stanchions from JIC equipment storage room and place in designated areas per the label located on each stanchion.

5. Roll out the (2) large roll-around white eraser boards (Joint Message and Status Board) and place in their designated areas. Setup the Harris Joint Information Center sign-in board in the designated area.

6. Setup the letter trays for distribution of various documents throughout the facility.

7. Set out the positional adhesive labels and sign-in logs for personnel.

8. Setup the stackable letter trays on Table H for distribution of documents to and from the various agencies and positions.

9. Provide the Company Spokesperson the wireless microphone used for facility briefs. The microphone is located in the audio/visual rack located in the front of Auditorium Right room.
