EventPurposeThiseventwassetupasinvitationonlyinordertomanagethenumberofpeoplethatcouldfitintothevenueandalsotoensurethatwehadagoodmixofpeoplerepresentingallthedifferentinterestsandaspectsofouruplands.Intotaltherewere 46 people, including farmers and landowners (Dartmoor, Exmoor andBodmin), public bodies, representative bodies, environmental NGOs, nationalparksocieties,watercompanies,commonsandbusiness1.The event was hosted at the South West NFU regional office. It was anopportunitytobuildontheprevious3workshopsheldbytheUplandsAllianceandtodevelopacommonnationaluplandposition.ItwillalsoenabletheSWtofurtherexplorehowtheuplandscanworktogether.andwhattheyneedtofocusonoverthecomingmonthsandyears.TheKeynotespeakersforthedaywere:DieterHelm,ProfessorinEconomicsatthe University of Oxford and Independent Chair of the Government’s NaturalCapital Committee and Julia Aglionby, Chair of the Uplands Alliance, andExecutiveDirectoroftheFoundationforCommonLand.

WelcomeandKeynoteSpeakersInhisintroductiontothedaythechair,NigelStone,outgoingChiefExecutiveofExmoorNationalParkAuthorityunderlinedall thework thathasalreadybeendoneonouruplandsandhowtheSouthWestisalreadypushingforward.

OverviewoftheUplandsAllianceandtheprocessfordevelopinglocalandnationaluplandspolicy.JuliaAglionby-ChairoftheUplandsAlliance,andExecutiveDirectoroftheFoundationforCommonLandJulia Aglionby noted that all the good things the uplands do and can do. Sheunderlinedthebattletheuplandshasincompetingagainsteducationandhealthforfundingandtheneedtomakeitclearwhatweareofferingandifthisisgoodvalue for money. The members of the Upland Alliance are a coalition of thewilling. They work on a basis of organisations putting money in. this jointapproachisaboutlisteningandchallengingeachotherandspeaktruthtopower.Juliafinishedbysayingweneedaperspectiveofworkingtogethertopersuadeotherstosupportwhatweseeasavisionfortheuplands.JuliaAglionbystatedthattheoutputfromtheeventwouldbetheproductionofashortsummaryandfullreportoftheevent.JuliawillbemeetingwithDefraanddeputydirectorstoadvisethemontheoutputsofall theevents.Thiswillstartthediscussionwiththedecisionmakers.

"HowcantheNaturalCapitalApproachinformthedevelopmentoffuturegovernmentsupportfortheSouth-westUplands?”ProfessorDieterHelm-ProfessorinEconomicsattheUniversityofOxfordandIndependentChairoftheGovernment’sNaturalCapitalCommittee.InhisspeechDieterHelmnotedthatitwasexcellenttoseethejoiningupofthedifferent interestsacross thecommongood.Heemphasisedhewasexpressinghis own personal thoughts, not those of the Natural Capital Committee. Thepresentationwas in twoparts.The firstpartDieterdescribedasbeing “bleak”.The second part addressed what we could do with our subsidies and publicmoney.TheslidesareavailableontheUplandsAlliancewebsite.DieterreinforcedtheneedforrealismaboutwhatBrexitmeans.Hebelievedthatmost farmers voted for Brexit and in doing so voted for an end to CAP andthereforevoted foranewBritishagriculturepolicy.Henotedthat ineconomicterms farmers contribute 0.7%of GDP and in his viewwere insignificant. Theclaimforfarmerstoreceivesupportsitsnexttotheclaimsforwaitingtimesinhospitals and therefore is a big ask. Pillar 1 is dead and pillar 2 will bereconstituted andDieterdidnotbelieve in the futurewewill receive£3b intoBritishAgriculture;maybe£1billion,maybeless.

Dieter stated that in his view there is no part of British agriculture that iscompetitiveonaworldtradebasis.TheeconomicbasisofBritishfarmingwillbefundamentallyunderminedbyoperatinginaglobalmarket.Hefeltthatfarmersshould not worry about subsidies but instead should worry about the tariffs.Uplandfarminginthiscontextisextremelyvulnerableandisnotcompetitive.The first step for the uplands is to create a balance sheet of assets and thinkabout how we value them. They are part of the production process. Naturalcapital is everything that nature gives us for free.Non-renewables that naturegivesusonce.Hestatedthatrenewablenaturalcapitaldeliversforeverprovidedyoudon’tabuseit.Theseareassetsinperpetuity.If you undertake enhancements you add to the Natural Capital stock and thebenefits that comeare theenormouspublic goods.He focusedonbiodiversity,carbon,health,education,tourismandcommodities.OnthetopicofsupportmechanismsDieterlookedatdirectsubsidies,leviesandsupportpaymentsfromtourists,serviceindustriesandusers.OnthequestionofsubsidyallocationDieterwas interested inwhodecides this? InhisviewtherewasnocaseforlargecerealfarmersinHuntingdonshiretoreceivesupport.Dieternoted theConservativeGovernment’s policy objective of “being the firstgenerationtoleavethenaturalenvironmentofEnglandinabetterstatethanthatinwhichwefoundit”.ItisintheBrexitpaper.Hestatedthatifwecandoallthistheprizewouldbeenormous.Dieterexplainedtheneedtothinkaboutwhattheuplandsshouldlooklikein25yearstimein2040?InhisconclusionDieterurgedpeopletothinkhardabouttheenvironmentinabrutalandeconomicway.WhenweengageineconomicaccountingyouwillseeitisagoodinvestmentforUKplc.Thereisastrongcasetomakeanditneedstobemadeandouruplandscouldbeinevenbettershapeifwefollowthesefoursteps:1. system based on paying for outputs whilst we work out outcomesschemes.

AnnexC-SouthWestUplandsNetwork–DraftPositionstatement[31March2017]The South West Upland Network2 is a mix of statutory bodies, trade bodies,academics, NGOs, scheme deliverers, and farmers that have come together toprovideunifiedactionfortheuplandareasofSouthWestEnglandencompassingthe two National Parks of Exmoor, Dartmoor; and Bodmin Moor, an Area ofOutstandingNaturalBeauty.Ouraspirationsarethat:

1. ThesignificantandimpressivearrayofpublicgoodsandbenefitsthattheSouthWestUplandsprovideshouldbeconservedandenhanced

2. Thereshouldbemechanismsthatrewarddeliveryofnaturalcapitalandecosystemservices

3. Thereshouldbelocallyadaptablesolutionsthatmeetnationalstandardsbutaretailoredtothelocalcircumstances.

4. Thereisrecognitionoftheessentialrolesustainablefarmingsystemsplayinthefuturedeliveryandmaintenanceofthesepublicgoodsandbenefits.

Along with the other English Upland, the South West Uplands share manycharacteristicswhile remaining diverse and distinctive. This diversitymust becelebratedandrecognisedwithinallfuturelandmanagementschemes.

Theintrinsicvalueoftheuplandsistheresultofnaturalprocessesoverlaidwithmillenniaof extensive livestock farmingpracticeswhichhaveworkedwith thegrainofnature.Withoutpoliciesandactions thatenablenaturalprocessesandrewardsensitivemanagementwewillnothavethisrichnaturalcapitalandthevital ecosystem services that contribute so much to regional and nationaleconomyandwellbeing.Theseassetsareavitalpartofourtourismindustry,andwidereconomicandsocialfabricandincludebutarenotlimitedto:

• LandscapecharactercelebratedbyNationalParkandAreaofOutstandingNaturalBeautydesignation

• Provisionofpublicaccesstoover73,800hectaresoftreasuredlandscapesfamousforboththeirwildnessandtranquillityandenjoyedbymorethan4millionvisitorsayear

• Prioritybiodiversityhabitatsandspeciesincluding12,500haofblanketbog34,000hectaresofinternationallyimportantmoorland

• 10%oftheEngland’sScheduledMonumentsandprehistoriclandscapesgoingbacktotheBronzeAge

• Protecting90%ofthedrinkingwaterto1.6millionresidentsand8millionannualvisitorstotheregion

• Peatsoilsthatstoreinexcessof9.2milliontonnesofCO2equivalent.The organisations represented in the South West Uplands Network share apassion for these distinctive and special places and have come together in

partnership so that – “The environment, economy and culture of our SouthWestUplandscontinuetothriveandplayakeyroleinsustainingtheregionandenablingittobemoreresilientandprosperous”.

Inparticular,wewishtoseemuchneededongoinginvestmentintheSouthWestUplandsbasedonthefollowingprinciples:1. Livestockfarmingandfoodproductionisattheheartofuplandagricultural

systemsandneedstobesustainedtocontinuetodeliverandenhancethemultiplebenefitsouruplandsprovide

2. Themarginalnatureofuplandfarmingwhichworkswiththegrainofnaturejustifiesadditionalmeasurestorewardgoodmanagementthatresultsinthedeliveryofpublicbenefitsandenhancementofnatural,socialandculturalcapital

3. Anynewschememustbestraightforwardtounderstandandledbyfarmersandenvironmentalorganisationsworkingtogether,withlocalaswellasnationalaccountability

4. Thereshouldbeafocusonoutcomesratherthanprescriptionandprocess,andrewardsshouldbebasedonevidence(impartialscience),clearobjectivesandstraightforwardindicatorsformonitoringsuccess

5. Developmentofanewareaandfeaturebasedscheme,integratedacrosshabitatsandlanduseswhichhelpssustainalandscaperichinnaturalbeauty,wildlifeandculturalheritagesothat:

a. ThetreasuredlandscapesofExmoor,DartmoorandBodminMoorandthedistinctivehistoricandculturalfeaturestheycontainaremaintainedingoodcondition

b. Themostimportanthabitats–moorland,heathlandsandgrasslands;scrub,trees,hedgerows,woodlandsandwetlands–areconservedandenhanced

c. Thedistinctivediversityofplantandanimalspeciesareprotectedandthefuturesecuredforthemostvulnerableandrarespecies

d. Waterquality,storageandprovisionismaintainedandimprovede. Carbonstoresinpeat,soilsandwoodlandsareaffectivelymanagedf. Opportunitiesforpublicaccess,enjoymentandinspirationare

increasedandanincreasingcontributionmadetopeoples’healthandwellbeing.
