SEWER INSTALLATION

ALL SANITARY SEWERS SHALL BE CONSTRUCTED IN ACCORDANCE
WITH THESE SPECIFICATIONS, THE CITY OF ELLENSBURG STANDARDPLANS, AND THE STANDARD SPECIFICATIONS FOR MUNICIPAL
CONSTRUCTION AND AS STAKED BY THE ENGINEER.
The following is an outline the City of Ellensburg requires for sewer construction.
The Contractor will furnish and operate all tools and equipment needed to complete theproject, including safety, dewatering, pipe installation, pipe cleaning and testing.
Pipe laying
1. Bedding shall provide uniform support along the entire barrel without load
concentration at joint collars or bells. Blocking will not be allowed to adjust pipeto grade.
2. Sewer pipe will be laid to a true line and grade at the invert of the pipe. The sewerpipe shall be laid up grade from the point of connection on the existing sewer. The
pipe shall be laid with the bell forward or upgrade. The forward end of the bell
shall be kept tightly closed with an approved temporary plug.3. Ground water is strictly prohibited from entering a sanitary sewer. Sediment must
be removed from ground water before it is allowed to enter a Storm drain. Obtain
City approval prior to discharge into a Storm drain.
Joints
1. Joints shall be clean of dirt and other foreign material. Any gaskets that are
disturbed or rolled shall be removed, replaced, and relubricated before joining the
pipe sections.
2. The Contractor shall use a factory-fabricated adapter coupling as approved by theEngineer to join dissimilar pipe.
Service line connections
Taps into existing sewer mains shall be performed by the City. The contractor is
responsible for exposing the main, providing shoring, backfill and surface restoration.
Protection of existing sewer facilities
1. All existing live sewers shall be kept in service at all times. The Contractor shall
make provisions for handling and disposing of sewage flow. The Contractor shallrepair damage to existing sewers. The City must inspect all repair work.
2. Whenever possible, the contractor shall plug the downstream end of the sewer
prior to construction. Any debris of water in the new line shall be cleaned by the
contractor prior to removal of the plug.
Backfilling sewer trenches
1. Backfilling in the vicinity of catch basins, manholes, or other appurtenances willnot be permitted until the cement in the masonry has thoroughly hardened.

2. Backfill above the pipe shall be accomplished in such a manner that the pipe will
not be shifted out of position or damaged. Compaction shall be as indicated in theplans and specifications.
Cleaning and testing
1.
The contractor will be responsible for cleaning the new line prior to testing andinspection. All work involving cleaning and testing of sewer lines shall be
accomplished within fifteen working days after backfilling. The Contractor shall
test sewer lines by low air pressure, or as approved by the City, in the presence ofa City inspector.
2. The City will perform television inspection on mains.
3. If any sewer installation fails to meet the requirements of the test method used,the Contractor will determine the source of the leakage or defect and perform the
repair.

Television inspection
1. Television inspection will be required of new sewer mains. Costs incurred in
making the initial inspection will be included in the permit from the City.
2. The Contractor will bear all costs incurred in correcting any deficiencies foundduring the television test, including the cost of any additional television inspection
that may be required to verify the correction of the deficiency.
The City of Ellensburg sewer crews will TV the sewer mains once the contractor has
completed the following items:
1. The new line has passed the pressure test and there are no repairs or changes
needed.
2. The line is clean of ALL debris and has no leaks in the pipe or manholes.3. The TV crew requires firm, smooth, unyielding access to all manholes (preferably
crushed rock).
4. All other utilities in the vicinity of the sewer main need to be in before any testing cantake place.
This reduces the risk of disturbances to the new line.
Call the sewer department 72 hoursin advance of needing the test or schedule through your
inspector. The pipe will need a minimal amount of water ran through it to allow the camera
to check for bellies and sags. The maximum belly allowed in the pipe is .
It is strongly advised that completion and acceptance of all tests occur in a timely fashion to
allow ample time for the rocking and paving of the roads.

Plugging an abandoned sewer pipe
All holes created in an abandoned sewer main shall be sealed with a disposable plug andcemented in to provide a leak proof seal.

SEPTIC TANK ABANDONMENT POLICY
The City of Ellensburg Sewer Department has the following policyregarding abandoning septic tanks within the City of Ellensburg.
1.
All septic tanks that are abandoned must be inspected or verified by the SewerDepartment. The abandonment inspection or verification is required with orwithout side sewer connection of the property to the City Sewer system. The
Sewer Permit for inspection must be obtained from the Public Works
Department.
2. The lid of the septic tank shall be removed or destroyed. The septic tank mustbe pumped out and filled with clean fill. Call the City Sewer Department at
962-7277 to schedule the inspection of abandoned septic tank. This may be
done at the same time as inspection of a new side sewer connection to a City
sewer main.
3. The contractor shall provide the Sewer Department a copy of the bill from aseptic tank pumping company as proof of that the tank has been pumped out.
The copy of the bill shall be provided within 2 weeks of the septic system
abandonment.

POLICY AND PROCEDURE
Pretreatment of Wastewater
1.0 PURPOSE
1.1 This procedure establishes the rules for discharge of water or wastes into the City ofEllensburg sewer system.
2.0
ORGANIZATIONS AFFECTED
2.1 City of Ellensburg Sewer Division
3.0 DEFINITIONS
3.1 BOD Biochemical Oxygen Demand means the quantity of oxygen utilized in the
biochemical oxidation of organic matter under standard laboratory procedure in fivedays at twenty degrees centigrade, expressed in parts per million by weight.
3.2 Composite Sample - A combination of individual samples of water or wastewater
taken at selected intervals, generally 8 samples collected over a 24 hour period, tominimize the effect of the variability of the individual sample.
3.3 Grab Sample - A single sample of wastewater taken at neither set time nor flow.
3.4 Owner - The title holder or proprietor of property.
3.5 pH - The logarithm of the reciprocal of the weight of hydrogen ions in grams per liter
of solution.
3.6 Suspended Solids - The solids that either float or are in suspension in water, sewage
or other liquids, and which are removable by laboratory filtering.
4.0 POLICY
4.1 Pretreatment facilities shall comply with the applicable requirements and regulations
of local, federal and state, Chapter 173-240 and Section 173.216.110 of the
Washington Administrative Code (WAC), Revised Code of Washington (RCW)
90.48.010,and the Uniform Plumbing Code as now or as they may be amended, andwith the accepted plan of operations and maintenance procedures.
4.2 The requirement for any and all such pretreatment devices and equipment exterior tothe building shall be determined by and shall be subject to the approval of the
Director of Public Works; devices and equipment interior to the structure shall be
determined by and subject to approval by the Building Department and the Director
of Public works..
4.3 Review of plans by the director of Public works shall in no way relieve the dischargerfrom the responsibility of modifying its facility or process as necessary to produce an
acceptable effluent under the provisions of this ordinance.
4.4 All Pretreatment devises, including grease interceptors and traps, sedimentationchambers, chemical or biological plants and other devices to remove pollutants prior
to discharge to the sanitary sewer must be located as to be readily accessible for

cleaning, sampling, and inspection. Dischargers must maintain pretreatment devicesin a manner that will always prevent fat waste, oil grease, flammable wastes, sand or
other harmful ingredients from being carried into the sewer system. The owner shall
be responsible for the proper removal and disposal of wastes captured and shall
maintain records of the dates and means of disposal, which shall be available forreview by the director or representative. Collected materials shall not be disposed of
in sanitary, industrial or storm sewers. Failure to provide or maintain pretreatment
devises such as grease, oil and sand traps in accordance with the provisions of this
section shall be a violation and subject to the sections Municipal Code 9.94
4.5 All costs associated with installing, maintaining, and testing of any and all requiredpretreatment facilities are the sole responsibility of the owner.
4.6 No statement contained in this policy and procedure shall be construed as preventing
an agreement between the city and any industrial concern whereby an industrial waste
of unusual strength or character may be accepted by the city for treatment, subject topayment therefore, by the industrial concern provided that the following criteria are
met:
4.5.1 The city has the physical capacity for treatment; and (Currently and in the
future)4.5.2 The industrial waste is compatible with the biological treatment process as
determined by the city.
4.7 Separators shall notbe required for private living quarters or dwelling units.
5.0 PROCEDURES
All measurements, and analyses of the characteristics of wastewater, to which reference is
made in this policy and procedure shall be determined in accordance with the latest edition of"Standard Methods of the Examination of Water and Wastewater" published by the
American Public Health Association, and shall be determined from an approved samplinglocation provided by the owner.
6.0
GREASE INTERCEPTORS
Grease, oil and sand interceptors shall be provided in commercial and or retail food
preparation operations, regardless of size when, in the opinion of the Director of PublicWorks, they are necessary for proper handling of liquid wastes containing floatable or
emulsified grease, fats or oil in amounts exceeding those specified in section 9.25.310.F).
This shall include Dischargers who operate restaurants, cafes, lunch counters, cafeterias, bars
or clubs: or hotel, hospital, sanitarium, factory or school kitchens: or other establishment that
serve or prepare food where grease may be introduced into the sewer system shall havegrease interceptor (grease traps) to prevent the discharge of fat waste, oil or grease. Take out
food establishments or other establishments that prepare food but do not cook in oil orgrease, and who serve only in disposable containers, may be exempted from this requirement,
provided their discharges do not violate section 9.25.310-(F) general discharge prohibitions
of this chapter.
All wastes discharged into the food processing sewer will be adequately screened by a twenty
mesh or finer screen before discharge. An additional screen, with openings no larger than one

quarter square inch shall be installed in a fixed position so all materials must pass throughsaid screen immediately before entrance into the sewer.
Commercial garbage disposals or grinders are not recommended. Enzymes, bio additives
chemical degreasers and hot water flushes are prohibited from entering the grease interceptoror trap.
Size and design of the grease interceptor shall conform to the Uniform Plumbing Code
Standards most recently adopted by the City and be subject to approval by the Director ofPublic Works in conjunction with the Building Department.
