Outstanding IssuesOutstanding Issues1. Existing and Future definitions: Request to simplify our wording to

match neighbouring regions SPC stands by our definition – intent ismatch neighbouring regions. SPC stands by our definition intent is the same but provides more detail / less ambiguous.

2. Implementation around LUP-1: Hard to enforce because it requires knowledge of specific operations SPC aware of limitation but feelsknowledge of specific operations. SPC aware of limitation, but feels it provides a “screening tool”. Approach was supported by planners on PPWG.

3. Timing for Conformity: Request for municipality’s timelines for conformity to be worded the same as the province’s timelines. The SPC believes that all RMP should be completed within 5 years and d t t i i RMO fl ibilit t l t RMP b d

RECOMMENDATION:  That  the  Severn  Sound  Source  Protection  Authority Members endorse  the  Proposed  Source  Protection  Plan,  Explanatory Document  and  comments.    Severn  Sound  Source  Protection Authority Members also  recommend  that our endorsement be communicated  to Mayor  Virginia  Hackson,  Chair  of  the  Lakes Simcoe  and  Couchiching  /  Black  River  Source  Protection Authority, as part of the package for submission to the Minister of Environment. 

  Purpose of Staff Report  The  purpose  of  this  Staff  Report  is  to  obtain  the  Severn  Sound  Source  Protection Authority Members endorsement of the Proposed Source Protection Plan and Explanatory document for submission to the Minister of the Environment.   Background   During  the  preparation  of  the  Source  Protection  Plan  and  Explanatory Document,  Provincial Legislation required two rounds of public consultation. The first round took place from March 26 to June 15, 2012; hundreds of comments were received.  These comments were mainly from municipalities  in  the  Source  Protection  Region  as  well  as  other  implementing  bodies  and members of the public.   A compilation of comments were reviewed and appropriate changes made  in  July 2012 by  the Source Protection Committee and  the Source Protection Policy and Planning  Working  Group.  The  documents  were  then  approved  by  the  Source  Protection Committee for a second round of formal public consultation during the period from August 27, 2012 to October 5, 2012.      With  regards  to  Ministry  Regulations,  no  changes  can  be  made  to  the  Proposed  Source Protection Plan or Explanatory Document as a result of comments received during the second

round of public consultations, however, the Severn Sound Source Protection Authority is to be provided with a summary of comments received, any outstanding stakeholder concerns and the Source  Protection Committee’s  comments.  The  Severn  Sound  Source  Protection Authority  is also  given  the  option  of  providing  its  own  response  that will  form  part  of  the  submission package sent to the province on October 22.   On this date, Lynn Dollin, Chair of the Source Protection Committee, presented a summary of comments, outstanding stakeholder concerns and the Source Protection Committee’s response to the comments.  The Severn Sound Source Protection Authority  is being asked to endorse the Proposed Source Protection Plan or Explanatory Document for submission to the Minister of Environment.   The draft cover  letter  from Mayor Virginia Hackson, Chair of  the Lakes Simcoe and Couchiching / Black  River  Source  Protection Authority  is  provided  for  the  Severn  Sound  Source  Protection Authority  Members  information.    The  draft  cover  letter  from  the  Severn  Sound  Source Protection Authority is attached for your review and approval.  Summary & Recommendations  That  this  Staff  Report  No.  09‐12‐SSSPA  regarding  the  submission  of  the  Proposed  Source Protection  Plan,  Explanatory  Document,  comments  received,  outstanding  stakeholder concerns, Source Protection Committee’s comments in response and the Severn Sound Source Protection Authority’s comments as agreed to during the presentation given by Lynn Dollin this date  to  the Minister  of  the  Environment,  be  received  for  information;  and  FURTHER  THAT Severn Sound Source Protection Authority Members endorse the Proposed Source Protection Plan and Explanatory Document for submission to the Minister of the Environment and that the draft cover  letter from SSSPA be approved for submission to Mayor Virginia Hackson, Chair of the Lakes Simcoe and Couchiching / Black River Source Protection Authority.  Prepared by:  Keith Sherman, Executive Director, Severn Sound Environmental Association.   __________________________________ Keith Sherman Executive Director Severn Sound Environmental Association
