QUARTERLY NEWSLETTER Z habtog Lyonpo attended the “Seventh Regional 3R Forum in Asia and the Pacific“, under the theme “Advancing 3R and Resource Efficiency for the 2030 Agenda for Sustainable Development” from 2 November to 4 November, 2016, in Adelaide, South Australia. e opening of the Forum was graced by H.E. Jay Weatherill, Premier of South Australia. e highlight of the Forum was focus on waste management and the role of circular economy in achiev- ing the sustainable development goals (SDGs). Circular economy is a new thinking, a mind shift in the economy and the way resources are used to have the maximum value and where the process is designed for re-manufacture, re-use or recycle. It is a concept where resources are used as long as it is possible to extract the maximum value from them whilst in use, then recover and regenerate with zero waste. It is gaining momentum in the traditional linear economy where things are made, used, and disposed after use as wastes. Zhabtog Lyonpo attended the “Seventh Regional 3R Forum

in Asia and the Pacific“, under the theme “Advancing 3R and Resource Efficiency for the 2030 Agenda for Sustainable Development” from 2 November to 4 November, 2016, in Adelaide, South Australia. The opening of the Forum was graced by H.E. Jay Weatherill, Premier of South Australia.

The highlight of the Forum was

The first draft development plan of Khaling Town was presented

to the public and relevant stake-holders on November 23rd, 2016, in Khaling. The meeting was chaired by Dasho Dzongdag.

WAW! 2016Hon’ble Zhabtog Lyonpo attended the World Assembly for Wom-en (WAW) 2016 from 11th-15th December 2016 in Tokyo, Japan. The forum aspires to create an envioronment where women can fully demonstrate their abilitites.In the sideline of the forum, on 13 December, 2016, Hon’ble Ly-onpo met with Mr. Fuji, Parliamentary Vice Minister for Ministry of Land, Infrastructure and Transportation, Government of Ja-pan. Hon’ble Lyonpo discussed with Vice Minister for support of the proposal to construct highway tunnel in Bhutan by Govern-ment of Japan to commemorate thirty (30) years of friendship.

The Department of Engineering Services Division (DES) signed

Memorandum of Understanding with Central Public Works Depart-ment (CPWD), India on 23 Decem-ber, 2016, in Thimphu in the presence of Hon’ble Zhabtog Lyonpo.

MoWHS and CPWD have sim-ilar core mandates of providing and overseeing quality infrastructure de-velopment. In the early 60s CPWD assisted establishment of Bhutan’s first technical agency—Public Works Department. The construction in-dustry in Bhutan largely follows all necessary Indian Standards from planning and design to construc-tions. Due to rapid global changes in environment and growing home demands, CPWD has made major advancement in all related technical fields.

The common objectives identified for mutual interest under MoU are:1. Training of Engineers using the

facilities available with the CPWD Training Institute, Ghaziabad and will include foundation course for entry level engineering and architectural officers, short term training for specific engineering/ architectural domains

2. Development of benchmarking documents like plinth area rates, specifications, schedule of rates, analysis of rates, etc.

3. Achieving better sustainability in the construction sector under conditions prevalent in Bhutan.

4. Mutual exchange of experience and expertise through the mech-anism of short term deputation.

and Rashung will not be included in the LAP but detailed Development Control Regulations will be prepared for these areas too. 

The main objective of the plan are to develop Khaling as a disabled and an elderly friendly town and to enhance the cultural landscape by preserving the  existing farmlands in Dawzor and Rashung.

Some important issues discussed in the meeting were as follows:

The Gewog was given the re-sponsibility to identify a landfill site closer to the town and accordingly a site has been identified in Kholdung.

The existing school gate of Jigme Sherubling Central School, Block A would be moved further up to allow vehicular access to those residents who currently have to go through the school gate. 

Some of the plan proposals are to connect Rashung, Dawzor, the area below the town and area below the School (Block A) with roads.

Provide Town Hall, Fuel Station, Fire Services, Police Services , Bus Stops, Weekly Market, Sewerage Treatment Plant   and recreational

areas.

Hon’ble Zhabtog Lyonpo attended the 109th National Day celebration in Trashitse Middle Secondary School in Wamrong, Trashigang.In the sideline, Hon’ble Lyonpo in-augurated the Radhi and Phongme Gewog Center roads and then vis-ited Sakteng Gewog Center road construction. Lyonpo also visited several construction sites inspecting the progress and quality of works.Lyonpo also met with road con-tractors and shared wisdom on the collective effort for the betterment of the society.

JICA chief representative Koji Yamada and Gross National Hap-

piness Commission representative Rinchen Wangdi signed the grant aid agreement for the reconstruction of the bridges project between the two governments yesterday.

The project will construct bridg-es at Telegangchu in Trongsa, and Beteni, Samkhara and Passang in Sarpang.

With the construction of the bridges, trucks carrying heavy ma-chinery for hydro-power construc-

tions could ply on the Trongsa-Sar-pang national highway.

The bridge construction projects will help to transfer technology and knowledge to local construction companies and engineers.

The project proposal was discussed and submitted to the government of Japan during the ninth bilateral an-nual consultation in 2014.

Since 2007, the Japanese govern-ment has supported the construction of 22 bridges. Three of them are un-der construction on the East-West Highway.

Japan to assist reconstruction of three bridges

The Department of Engineering Services (DES) signed a Min-

utes of Meeting (MoM) with the Japan International Cooperation Agency ( JICA) to disseminate Jap-anese technologies for small-scale

sewerage systems with energy saving technology on December 12.The project will be implemented to-gether with the Mokan-Joka System Company Limited (MJS).

The JICA survey team will

support and conduct the survey in cooperation with local counterparts to provide an appropriate sewerage system by introducing an improved “fixed biofilm process” type system as a model and prove its functional performance. The facility is expected to contribute to the improvement of sewerage systems in the country and address environmental issues.

The survey aims to demonstrate how efficient and effective Japanese technologies are in improving specif-ic development challenges.

The Hejo area in Thimphu is se-lected as a model area for construc-tion of a small-scale sewerage system where the improved system will be introduced, in order to improve the water quality in small streams.

Once complete, the facility will be handed over to the thromde for effective operation and maintenance. The survey will be completed within 18 months.

The 16th National Consultative Committee for Hu-man Settlement was held on 29 December, 2016.

The meeting was chaired by Hon’ble Zhabtog Lyonpo and was attended by some 27 participants.

Presentations on following six plans were made by officials from Department of Human Settlement and endorsed by the committee.1. Kanglung Regional Hub2. Nganglam Regional Hub3. Paro Valley Development Plan4. Autsho Development Plan5. Punakha Urban Development Plan6. Wangdue Urban Development Plan

Dzongkhags were asked to prioritize the LAPs to be developed based on pressure and national demand. Investment plans were asked to be made based on lagth-rams received by the landowners.

The ministry had its first picnic on 24 December, 2016 at Samujab which is about 40 minutes drive from Thimphu.It was attended by most of the staffs from the ministry.The day started with Zheythub through delicious Lunch and ended with Tashilabey with hope to share similar joy in the coming new year.

3rd general staff meeting30 December, 2016

3rd General Staff Meeting of the ministry was held on 30 December, 2016. The meeting was chaired by

Hon’ble Zhabtog Lyonpo and was attended by the direc-tors and the majority of officials of the departments and the secretariat.

The chief Administrative Officer welcomed everyone in the meeting and presented on the works undertaken and to be undertaken by the Administration and Finance Division.

Then, Human Resource Division presented on the number of staffs who were promoted, retired/resigned/superannuated and who availed trainings, etc. in the last three and half years of the 11th Five Year Plan. PPD then presented key successes the ministry achieved in the last three and half years.

After the presentations were over hon’ble Lyonpo in her concluding remarks commended on the successes the ministry has achieved thus far. The fact that there are no negative observations reported or alleged is testament of the ministry’s success.

In addition, Lyonpo took time to remind that with the imposition of the supreme court writ on the Thromde declaration, one should not construe the efforts put in by the ministry as unlawful and wasted.

Lyonpo informed that good progress has been made in widening and double-laning of the Northern East West Highway which will bring positive socio-economic benefits. Similar progress has also been achieved in the blacktopping of the gewog center roads which are es-sential for effective decentralization of the Local Gov-ernments.

Hon’ble Lyonpo reminded on the risks of divisive politics that may hinder the development of the country but civil servants should serve the TSAWASUM with unwavering dedication and sincerity.
