ENGINEERS JOINT COUNCIL
ENGINEERS JOINT COUNCIL (founded in 1941 andincorporated in 1958) is an organization of engineer-ing societies, with the following objectives:
(a) To advance the art and science of engineering.
(b) To strengthen the engineering community.
(c) To advance the general welfare of mankind.
To achieve these objectives the Council shall:
(a) Promote cooperation among the variousbranches and institutions of the engineeringcommunity.
(b) Foster the interaction of the engineering corn-munity with other segments of our culture.
(c) Contribute to the fOrmulation of public poli-idles reipecting national and internationalaffairs.
(d) Initiate and conduct studies and research.
(e) Promote the dissemination of knowledge andinformation by means of meetings and publi-cations.

PROFESSIONAL INCOME OF ENGINEERS
INTRODUCTION
This survey is the seventh of a series designed togive basic salary information for engineering gradu-ates in the United States. Engineering graduates inindustry, government, and education are represented.Salaries are analyzed on the basis of years of experi-ence, defined as the number of years since the bacca-laureate degree.
As in the 1964 survey, respondents were asked tosubmit a separate breakout of information for super-visory engineering graduates in addition to the in-formation on all engineering graduates (supervisoryand non-supervisory combined) requested in previ-ous surveys. This preserves the historical consistencyof the survey and also makes possible new data onsupervisory and non-supervisory engineering gradu-ates.
It should be noted that salaries include cost of livingallowance and bonus, but not payment for overtimework. All information was requested as of September1966.
As published in the earlier studies, graphic andtabular presentations show upper and lower decileand quartile salaries and the median salary by yearssince the baccalaureate degree. Also shown are thetotal number earning $40,000 and more, and numberearning less than $6,000. No petcentiles were calcu-lated for groups of fewer than five engineers.
HIGHLIGHTS OF THE SURVEY
The purpose of this report is to show the presentlevel of engineering salaries and, in addition, to indi-cate their trend over tile past thirteen years.
It is recognized that the samples in this and in pre-vious surveys are not exactly comparable because ofchanges in the participating groups. However, thesize of the total sample and the consistency with whichmany companies and agencies have participatedthroughout the survey series leads us to believe thatchanges in the composition of the survey group havenot materially altered reported medians.
A variety of methods may be used to obtain a sin-gle salary figure for each survey year by which com-parisons of salary levels may be made. One roughmethod of making this comparison is to use the ad-justed median salary. The adjustment is an attemptto compensate for differences in median years of ex-perience when comparing all surveys in the series.All survey medians are brought to the ten-year ex-perience point by adding or subtracting the approxi-mate yearly increase at that point. For example, themedian salaries in 1966 show an increase of about$270 per year for each added year of experience atabout the ten-year point. Since the median years ofexperience for the 1966 survey is 12.4 years, $650
(2.4 years x $270) was subtracted from the actualmedian of $12,500 to give the adjusted median, $11,-850. In the 1962 and 1964 surveys $300 was used;for all previous surveys $250 was used as the yearlyadjustment at the ten-year experience point.

All percentages are compounded.
With the adjustment required, the total increasein the survey median over the thirteen year period hasbeen about 83.7%. This may be compared with anincrease of 21.0% in the consumer price index andone of 58.8% in the average weekly wages of produc-tion workers.
The chart on page 11 presents the plot of medianearnings in relation to years of experience for the en-tire group of graduates covered in the seven surveys.The average annual increases are shown in the tablebelow this chart, together with the general economicsindices cited. The dotted lines connecting the variouscurves represent increases which would have beenreceived by individuals (represented by the median)as they accumulated experience (see table below).

The median years of experience for supervisors is18.2 years compared with 9.8 years for the non-supervisors and the median salaries are $15,650 and$12,550 respectively. Median salaries begin to sep-arate to a marked degree at about six 3lears of experi-ence (see charts on page 13). At ten years of experi-ence the difference in the median salaries is only $1,-850 but at 25 years of experience the supervisor'smedian is about $3,750 above the non-supervises.The wider salary range for supervisors is indicatedby the separation of the decile and the median curves.
COVERAGE AND RESPONSE
In all, 1,145 organizations responded (includingeducational institutions) covering 189,127 engineer-
ing graduates. The following tables give additionalinformation on coverage and response:

HOW THE SURVEY WAS CONDUCTED
Industry and GovernmentData for salaries in industry and government were
reported by employers via two questionnaires (A andB) designed to obtain information on earnings of allemployed engineering graduates, classified by the yearin which the baccalaureate degree was awarded (seeQuestionnaire Form, pages 66 and 67). The formsallowed for tabulation of engineers by highest earneddegree. All salary information, however, was reportedin relation to the year of baccalaureate degree as ameasure of experience.
Questionnaire A included salary information on allengineering graduates, both supervisory and non-sup-ervisory. Questionnaire B gave a breakout of engi-neering graduates in supervisory positions. The super-visory group included those engineering graduateswhose supervisory or managerial functions were ofprimary importance. It was recognized that the spe-cific definition of this group would be based upon rec-ords available in responding organizations and there-fore subject to some variation.
Questionnaires were mailed during September to alist of about 1,600 employers in industry and govern-ment. One follow-up mailing to non-respondents wasmade in October. Replies were accepted until earlyDecember.
The Engineering Manpower Commission's 1966survey constitutes one of the largest salary surveysamples of engineers in the United States from thepoint of view of engineers covered.
Census figures indicate the United States has a pop-ulation of approximately 1,000,000 engineers (1966).Of this group, about 45% are non-degree holders,which reduces the U. S. supply of degree-holding en-gineers to roughly 550,000. On this basis, the samplerepresents almost 35% of the degree-holding engi-neers.
Again, we report only limited participation by sev-eral industries. As a result, curves for some industriesare plotted only for supervisors and non-supervisorscombined. For others, only data tables are given be-cause the entries are insufficient to make the decilesand quartiles significant.
Survey participants were urged to submit salary in-formation based on baccalaureate year. A few organ-izations, however, were able to supply these data onlyon the basis of age. The inclusion of these datausingage 22 as the year of baccalaureatedoes not causeany significant distortion except at the 0 years of ex-perience point in some curves.
Where respondents could not supply separate dataon supervisors, the return could only be used in thecombined ( all graduates) section of the industrial orgovernmental category. As a result, the total of super-visors and non-supervisors is usually less than the all-graduate group.
Returns were edited for completeness and consist-ency. Corrections were made, where necessary, inconsultation with the reporting organizations. Returnswere eliminated where incomplete, inconsistent, orotherwise doubtful data could not be verified.
Questionnaires were grouped by principal productor service activity. Twenty-two industrial activitiesand three levels of government activity were analyzedseparately. Industrial categories are the same as inthe 1964 report with the addition of Business Ma-chines and Household Equipment. The former Elec-trical Machinery and Electronics category has beendivided, and the Mineral group has been split intoCeramic Products, Metals (Basic), and Mining.Transportation Equipment has absorbed Motor Vehi-cles, while Transportation Services includes the oldRailroads group. The Unclassified category has beeneliminated, as has the All Government grouping.
Sub-totals are now given for All Manufacturing andAll Non-Manufacturing instead of All Industry. Theseshould be helpful for groups which do not fit com-fortably into any of the more specific categories.
Education
With the cooperation of the American Society forEngineering Education, the data for those engagedin engineering education were collected directly fromindividuals. This method was used in order to obtainadditional information on income from other pro-fessional activities, academic rank; age, etc. (seeQuestionnaire Form, page 68) for a separate andmore detailed analysis, "Salaries and Income of En-

gineering Teachers-1966," made possible througha grant from the National Science Foundation.
The report will be available through the Engineer-ing Manpower Commission at a postage and handlingcharge of 350 per copy.
Questionnaires were sent to deans of all engineer-ing colleges in the United States for distribution amongthe engineering faculties. More than 9,000 usableforms were received for purposes of the full report.
Basic salary includes all salaries reportedly paidby colleges, without adjustment for differing lengthsof the payment year unless the respondent was em-ployed part-time in which case he was omitted fromthis report. Supplemental professional income in-cludes teaching income (other than basic teachingsalary), research, engineering summer employment,consulting services, technical books, patent royalties,extension and experiment station work, etc.
HISTORY OF THE SURVEY
Throughout its history, Engineers Joint Councilhas conducted studies related to the economic statusof engineers. In 1949 EJC published "The Engineer-ing Profession in Transition. ' Studies were made onstarting salaries of engineering graduates by fields ofemployment in 1949 and 1950.
A specialized study made by EJC on behalf of theDepartment of Defense was published by the Bureauof Labor Statistics in 1952 under the title, "Employ-ment, Education, and Income of Engineers 1949-50A Survey of Engineering Society Members of FullProfessional Grade."
Realizing the lack of comprehensive data on en-gineering income, EJC decided in 1953 to undertakea series of studies in this area. The first report of theseries "Professional Income of Engineers" was com-pleted by EJC in 1953, the second in 1956. Initially,the interval between surveys was three years. How-ever, responding to requests for more frequent updat-ing of information, it was decided that surveys shouldbe conducted biennially. In 1957 the EJC surveyactivities were assigned to the Engineering ManpowerCommission. EMC has conducted and published thesalary surveys since 1958.
DEFINITIONS
In the interest of uniformity of understanding, thefollowing definitions are provided:
(1) SalaryBase salary paid by employers, in-cluding cost of living allowance, if any. Bonusis included if considered part of salary, butnot payments for overtime work.
(2) Supplemental Professional Income* Allforms of professional income exclusive of sal-ary as defined above. This includes research,summer teaching, publications, consulting,etc.
(3) Total Professional Income* Salary plussupplemental professional income as definedabove.
( 4) Chart Data:a. MedianThe point in any array of data
above and below which half of the sf,riesis located, that is, the midpoint.
b. QuartileUpper Quartile: The point in any array ofdata above which one-quarter of the seriesis located and below which three-quartersof the series is located.Lower Quartile: The point in any array ofdata above which three-quarters of the se-ries is located and below which one-quarterof the series is located.
c. DecileUpper Decile: The point in any array ofdata above which one-tenth of the seriesis located and below which nine-tenths ofthe series is located.Lower Decile: The point in any array ofdata above which nine-tenths of the seriesis located and below which one-tenth of theseries is located.
EngineersThose holding a minimum of aBachelor's Degree in a recognized field ofengineering.
Years of ExperienceThe number of yearssince the baccalaureate degree was awarded.This places the different degree levels on anapproximately equal footing, because thoseengineers with advanced degrees start out withsalaries substantially higher, but they are, ofcourse, older.
(7) SupervisorsIncludes those whose duties areprimarily supervisory or managerial, whetheror not they are in specifically engineering posi-tions. (Many respondents, however, reportthat individuals in general management havenot been included in their returns.)
LIMITATIONS
Users of this report should apply salary curves withjudgment. EJC reports salary data exactly as furnishedby the survey respondents, but there is no way of know-ing whether respondents represent a "typical" crosssection of their industry group. No attempt has beenmade to adjust any group in terms of its weight in thenational employment picture. Note that our method ofreporting years of experience occasionally leads toanomalies at the zero years of experience point, andthat fluctuations frequently appear when only smallnumbers of engineers are included in a particulargroup.

Because information on the income of engineering teachers continues to bean important factor in the overall problem of adequately trained and utilizedengineers, the Engineering Manpower Commission of Engineers Joint Council, withthe cooperation of the American Society fcr Engineering Education, is conductingthe fifth in a series of special surveys on the salaries and income of engineeringteachers. The data obtained will be included in the report, "Professional Incomeof Engineers 1966."
