Overview The SRF Data Dictionary is part of an information package designed to aid users’ interpretation of settlement information. This package is designed to address how Settlement Reporting Facility reports are created, what they mean and how they should be used. The SRF Data Dictionary contains information regarding the data fields available when creating reports using the Settlement Reporting Facility (SRF). Each field heading has been defined followed by a brief instruction on how different criteria and filters can be used. Further to this, corresponding tables have been added which list all the individual data fields available. Further information on how to produce and interpret reports using the SRF is available in the following documents: Frequently Asked Questions
Country of Birth Tip Sheet; Settlement Target Group Tip Sheet; Settlement Date Tip Sheet; Visa Subclass and Migration Stream Tip Sheet; Location Tip Sheet; and Language Tip Sheet.
It is expected that the help documentation will be regularly reviewed and updated, where necessary, on a 6-monthly basis. This will allow for any developments or newly identified issues to be included.

Terms
A
Age on Arrival
Age on Arrival refers to a settler’s age when they arrive in Australia. Age on Arrival is calculated from the data collected from settlers about their date of birth, which is recorded by DIAC on a mandatory basis, and their recorded Arrival Date in the Settlement Database (SDB).
Age on Arrival Criterion Reports generated using the Age on Arrival Criterion will produce numbers of settlers for all of the Settlement Age Range fields/groups. Please see Settlement Age Range in Table 1 for a full list of these fields Age on Arrival Filter The Age on Arrival Filter can be used to filter reports by the specific Age Board Range fields, the specific Settlement Age Range fields or specific Ages. Using this filter allows for one or more of the Settlement Age Range fields to be selected and reported on. Reports will generate number of settlers for each selected field. Please see Table 1 for a full list of these fields.

Arrival Date
Arrival Date refers to the date of arrival to Australia by a settler who holds a Settlement Visa. For Settlement Visas that were granted onshore (in Australia), the Arrival Date refers to the latest date of arrival prior to the grant of that visa. For Settlement Visas that were granted offshore (outside of Australia), the Arrival Date refers to the first date of arrival after the grant of that visa.

Arrival Date is one of the two Date Type Criteria that can be selected in conjunction with the Date Range to generate a report. Arrival Date is the default and will collect information on settlers who arrived in Australia within the specified Date Range.
Australian Citizenship
A settler can apply for Australian Citizenship when they meet eligibility requirements. For further information regarding Australian Citizenship, please see http://www.citizenship.gov.au/ or call 131 880. For information on Settlement Reporting Facility (SRF) reports regarding Australian Citizenship please see Citizenship.
Australian Standard Geographical Classification (ASGC)
Geographic data in the Settlement Reporting Facility (SRF) is defined according to the 2011 Australian Standard Geographical Classification (ASGC) Main Structure and Local Government Area Structure, published by the Australian Bureau of Statistics (ABS). The 2011 ASGC Main Structure defines the spatial units Statistical Local Area (SLA), Statistical Sub-Division (SSD) and Statistical Division (SD). In the SRF, settler postcode data is used to allocate SLAs which then aggregate to form SSDs, these then aggregate to form SDs. The ABS 2011 ASGC Correspondences are used for this process. The 2011 ASGC Local Government Area Structure defines the spatial units Statistical Local Area (SLA) and Local Government Area (LGA). In the SRF, settler postcode data is used to directly allocate LGAs. The ABS 2011 ASGC Correspondences are used for this process. Figure 1 demonstrates how these two structures are applied in the SRF. Some postcodes may correspond to more than one SLA and/or LGA. In these cases, the Settlement Database (SDB) uses the appropriate ABS 2011 ASGC Correspondences file to allocate the postcode by determining that the SLA or LGA which receives the highest percentage of population for a particular postcode will receive all the data for that postcode. It should be noted that although efforts are made to keep up to date address information for settlers recorded in the SDB, not all location data can be considered as current and for many settlers, no location data is recorded. Calendar Year of Arrival
Calendar Year of Arrival refers to the calendar year in which a settler who holds a Settlement Visa arrived in Australia. A calendar year is defined as 1 January to 31 December inclusive, of any given year. In the Settlement Reporting Facility (SRF) calendar years can be selected starting from 1 January 1991. If a settler has more than one Settlement Visa recorded, generally the arrival date for the first visa is used.
Calendar Year of Arrival Criterion Calendar Year of Arrival Criterion generates reports which produce numbers of settlers who have arrived within the selected Date Range. When a report is generated using Calendar Year of Arrival Criterion, the results will be divided and shown in their respective calendar years.
Citizenship
In the Settlement Reporting Facility, Citizenship refers to settlers who have been granted Australian Citizenship. More information about Australian Citizenship can be found on the Citizenship website, http://www.citizenship.gov.au/
Citizenship Criterion The Citizenship Criterion generates reports which produce numbers of settlers who have acquired Australian Citizenship within a specific calendar year. A calendar year is defined as 1 January to 31 December inclusive, of any given year. In the Settlement Reporting Facility (SRF) calendar years can be selected starting from 1 January 1991.

Country of Birth (COB)
Country of Birth (COB) refers to the country in which a settler was born. COB is recorded by DIAC on a mandatory basis for every person who is involved in a visa application. Within the Settlement Reporting Facility (SRF), COB data is structured into a four level hierarchy. These are: Settlement World Region, Settlement Sub-Region, Country of Birth Settlement and Country of Birth (Direct), where Settlement World Region is the largest grouping, followed by Settlement Sub-Region. Country of Birth Settlement and Country of Birth (Direct) are very similar listings and should be used with care. The differences between the two are that the Country of Birth (Direct) includes current, past and alternative names for some countries. For example both Burma and Myanmar are listed and can be reported on. The Country of Birth (Settlement) Criterion groups these countries under the one name. For example Myanmar cannot be selected and its number of settlers will be grouped under the heading Burma. Attachment A demonstrates which countries are affected by these groupings. Additionally these countries have been shaded in grey in Table 2.
Country of Birth (Settlement) Criterion The Country of Birth (Settlement) Criterion generates reports which produce numbers of settlers for all of the Country of Birth Settlement countries. A full list of Country of Birth Settlement countries is listed in Table 2. Country of Birth (World Region) Criterion The Country of Birth (World Region) Criterion generates reports which produce numbers of settlers for all of the Settlement Sub-Regions. A full list of Settlement Sub-Regions is listed in Table 2. Country of Birth (DIAC) Criterion The Country of Birth (DIAC) Criterion can only be used when a 2 Way report has been selected and the first criterion selected is the Country of Birth (Settlement) Criterion. The Country of Birth (DIAC) Criterion generates reports which produce numbers of settlers for current, previous or alternative country names. For example it will produce numbers of settlers for both Myanmar and Burma. A full list of the countries of birth available when using this criterion is included in Table 4 under the heading Country of Birth DIAC / Country of Birth (Direct). Country of Birth (Direct) Filter The Country of Birth (Direct) Filter can be used to filter reports by the Country of Birth (Direct) countries. Using this filter allows for one or more Country of Birth (Direct) countries to be selected and reported on. Reports will generate numbers of settlers for each selected field. A full list of the Country of Birth (Direct) countries is listed in Table 2. Country of Birth (Regions) Filter The Country of Birth (Regions) Filter can be used to filter reports by each of the specific Settlement World Regions fields, Settlement Sub-Regions fields and Country of Birth Settlement fields. A full list of the categories under each of these groups is listed in Table 2.
Please note that in order to generate a report which produces numbers of settlers by each individual Country of Birth Settlement grouped under a Settlement Sub-Region, the Country of Birth (Settlement) Criterion must be selected and the report must then be filtered using the Country of Birth (Regions) Filter.

Criteria
Criteria are selected based on the main data that the report will produce. Choosing a 1 Way Report will allow for the selection of one Criterion, selecting a 2 Way Report will allow for the selection of two Criteria. A list of Criteria within the external Settlement Reporting Facility (SRF) is listed in Table 3. Date Type
The Date Type option in the Settlement Reporting Facility (SRF) allows for the selection of either Arrival Date or Visa Grant Date to be applied to the selected Date Range. More information on Arrival Date, Visa Grant Date and Date Range can be found under their specific headings within this dictionary. For more information on running reports using the Date Type function, please see the Settlement Date Tip Sheet.
Date Range
Date Range is used within the Settlement Reporting Facility (SRF) to limit report outputs to selected date ranges. A start date and end date must be entered according to day, month and year. Furthermore, the Date Range selected can be applied to either settler Arrival Date or settler Visa Grant Date using the Date Type option. The earliest date which can be selected in the SRF is 1 January 1991. This is because this is when data was first collected by the Settlement Database (SDB). Data from the SDB is updated to the SRF on the fifth of each month. When generating a report requiring the most up to date information the most recent date which can be selected is the fourth day of the given month of the given year.

English Proficiency (EP)
English Proficiency (EP) relates to a settler’s level of spoken English. This information is available only for settlers aged five years and over at the time of visa grant. EP data is collected from various sources depending on the settler’s visa Migration Stream. This can include formal English tests or self-assessments. Updated EP data is recorded from the AMEP Reporting and Management System (ARMS) for settlers who enrol in the Adult Migration English Program (AMEP) after arrival in Australia. Reporting on EP may result in a high proportion of ‘not stated’ results, particularly for the Skilled and Family Migration Streams. However, Humanitarian Migration Stream entrants tend to have more complete records for EP.
English Proficiency Criterion The English Proficiency Criterion generates reports which produce numbers on all of the English Proficiency fields. A full list of English Proficiency fields is included in Table 4.
English Proficiency Filter The English Proficiency Filter can be used to filter reports by each of the English Proficiency fields. Using this filter allows for one or more of the English Proficiency fields to be selected and reported on. Reports will generate number of settlers for each selected field. Please see Table 4 for a full list of these fields.

Ethnicity
Ethnicity provides a description of the ethnic background of settlers beyond the information available from Country of Birth and Main Language data. There are over 350 ethnic groups recorded in the Settlement Database (SDB). This information is most reliably available for Humanitarian Migration Stream entrants. For the Skilled and Family migration streams collection of Ethnicity data is not mandatory, hence data for these streams has a high level of ‘not stated’ or ‘unknown’ results.
Ethnicity (Direct Humanitarian Only) Filter The Ethnicity (Direct Humanitarian Only) Filter can be used to filter reports by each of the Ethnicity fields. Using this filter allows for one or more of the Ethnicity fields to be selected and reported on. Reports will generate number of settlers for each selected field. Please see Table 5 for a full list of Ethnicities.

Filters is an option within the Settlement Reporting Facility (SRF) which enables report results to be filtered according to specifically selected fields. Each filter option may be broken down into many layers of selectable information. Filters are grouped and displayed under general headings in the SRF. Financial Year of Arrival
Financial Year of Arrival refers to the financial year in which a settler, who holds a Settlement Visa, arrived in Australia. Financial Year of Arrival is determined by settlers’ recorded Arrival Date. A financial year is defined as the period from 1 July to the 30 June.
Financial Year of Arrival Criterion Financial Year of Arrival Criterion generates reports which produce numbers of settlers for all of the financial years within the selected Date Range. When a report is generated, the results will be divided and shown in their respective Financial Year of Arrival.

Gender
Gender information is collected from settlers when completing a visa application. Gender Criterion The Gender Criterion generates reports which produce numbers of settlers for all of the gender fields. A full list of the gender fields is included in Table 7. Gender Filter The Gender Filter can be used to filter reports by each specific gender field. Using this filter allows for one or more of the Gender fields to be selected and reported on. Reports will generate number of settlers for each selected field. A full list of the gender fields is included in Table 7.

Local Government Area (LGA)
Local Government Area (LGA) is a spatial unit defined in the Local Government Area Structure of the 2011 Australian Standard Geographical Classification (ASGC) published by the Australian Bureau of Statistics (ABS). LGAs aggregate to form the incorporated areas of State and Territories and as such do not cover the whole of Australia. In the SRF, LGA refers to the Local Government Area in which a settler resides. The Settlement Database (SDB) allocates which LGA a settler resides in based on settler postcode data recorded in the SDB. Some postcodes may correspond to more than one LGA. In these cases, the Settlement Database (SDB) uses the appropriate ABS 2011 ASGC Correspondence file to allocate the postcode by determining that the LGA which receives the

highest percentage of population for a particular postcode will receive all the data for that postcode.
It should be noted that although efforts are made to keep up to date address information for settlers recorded in the SDB, not all LGA information can be considered as current and for many settlers, no LGA is recorded.
LGA of Residence (Name) Criterion The LGA of Residence (Name) Criterion generates reports which produce numbers of settlers for all of the LGAs.

Main Language
Main Language refers to a settler’s recorded main language in the Settlement Database (SDB). In the SDB there are approximately 300 different languages recorded. Main Language data is obtained from a number of different sources. For settlers who enrol with the Adult Migrant Education Program (AMEP) after arrival in Australia, main language data comes from the AMEP Reporting and Management System (ARMS) database. Main Language is not recorded for all settlers in the SDB. It may be missing for portions of settlers in the Skilled and Family migration streams. However, this variable is captured well for the Humanitarian migration stream, particularly for more recently arrived settlers.
Main Language Criterion The Main Language Criterion generates reports which produce numbers of settlers for all of the Main Language fields. A full list of Main Languages is listed in Table 8. Main Language (Regions) Filter The Main Language (Regions) Filter can be used to filter reports by each of the Language Broad Range fields, Language Sub-Groups fields and individual Language fields. Using this filter allows for one or more of these fields to be selected and reported on. Reports will generate numbers of settlers for each selected field. Table 8 shows the structure of how individual languages and Sub-group Languages fit into the Language Broad Group fields. Main Language (Direct) Filter The Main Language (Direct) Filter can be used to filter reports by each of the individual languages listed under Language in Table 8. Using this filter allows for one or more languages to be selected and reported on. Reports will generate numbers of settlers for each selected language. Further to the list of languages listed in Table 8, the Main Language (Direct) Filter also allows for the selection of ‘Non Verbal So Described’ and ‘Inadequately Described’.

Marital Status
Marital Status refers to a settler’s personal relationship status. Marital Status information is collected at time of visa application, however, it will be updated if the settler informs the Department of a change in status The collection of Marital Status data has a high level of ‘not stated’ or 'unknown' results; therefore, interpretation of this data should be conducted with care.
Marital Status Criterion The Marital Status Criterion generates reports which produce numbers of settlers for all of the Marital Status fields. A full list of the Marital Status fields is located in Table 9.

Metro/Regional (Place of Residence)
Metro/Regional (Place of Residence) refers to the geographical break down of Australia into Metropolitan and Regional areas. Metropolitan and Regional are terms defined by the Settlement Grants Program (SGP) for the purposes of defining SGP service areas. The geographical areas Statistical Division (SD), Statistical-Sub Division (SSD) and Statistical Local Area (SLA), defined in the Main Structure of the 2011 Australian Standard Geographical Classification (ASGC), published by the Australian Bureau of Statistics (ABS) are used to define regional and metropolitan areas. Please see Table 10 for a full listing of Metro/Regional definitions.
Metro/Regional (place of res) Criterion The Metro/Regional (place of res) Criterion generates reports which produce numbers of settlers for both Metropolitan and Regional places of residence. Metro/Regional Filter The Metro/Regional Filter can be used to filter reports by either Metropolitan or Regional. Using this filter allows for the selection of either Metropolitan or Regional fields. Reports produced will give numbers of settlers for the selected field. Please see Table 10 for a full list of Metro/Regional definitions.

Migration Stream
A Migration Stream is a collection of related visa subclasses, grouped together by their purpose of entry. At present there are four primary migration streams – Skilled, Family, Humanitarian and Other. For further information on the migration streams, see:

Place of Residence
Place of Residence refers to the last known residence of a settler. In the Settlement Reporting Facility (SRF), Place of Residence information can be reported according to a settler’s State of Residence, Statistical Division (SD) of residence, Statistical Sub-Division (SSD) of residence, Statistical Local Area (SLA) of residence, or Local Government Area (LGA) of residence. Each of these statistical areas is defined in the 2011 Australian Standard Geographical Classification (ASGC), published by the Australian Bureau of Statistics (ABS). In the SRF, a settler’s recorded postcode is used to determine each of these spatial units. Postcodes are used to form SLAs and LGAs. SLAs then aggregate to form SSDs and SDs Some postcodes may correspond to more than one SLA or LGA. In these cases, the Settlement Database (SDB) uses the appropriate ABS 2011 ASGC Correspondence file to allocate the postcode by determining that the SLA and/or LGA which receives the highest percentage of population for a particular postcode will receive all the data for that postcode.
It should be noted that although efforts are made to keep up to date address information for settlers recorded in the SDB, not all location data can be considered as current and for many settlers, no location data is recorded.
Place of residence (State, SD, SSD, SLA) Filter The Place of Residence (State, SD, SSD, SLA) Filter can be used to filter reports by State, Statistical Division (SD), Statistical Sub-Division (SSD) or Statistical Local Area (SLA) geographical areas. Using this filter allows for one or more of these geographical areas to be selected and reported on. Reports will generate number of settlers for each selected field. Place of residence (State, LGA) Filter The Place of Residence (State, LGA) Filter can be used to filter reports by State or Local Government Area (LGA) geographical areas. Religion
There are about 140 different religions recorded in the Settlement Database (SDB). For the Family and Skilled migration streams, the collection of this data commenced in April 1994 and is not mandatory. It has been collected from Humanitarian migration stream entrants since the start of the 1999–2000 financial year, and is mandatory.
Religion Criterion The Religion Criterion generates reports which produce numbers of settlers of all the individual Religion fields. It will also include number of settlers for fields ‘Not Stated’ and ‘Inadequately Described’. A full list of Religions is included in Table 12.

Religion (Groups) Filter The Religion (groups) Filter can be used to filter reports by each of the Religion fields. The Religion (groups) Filter is structured in three tiers. The top tier, Religion Broad Group, contains broad group headings, under which are listed narrow group headings. These then break down into individual religions. Using this filter allows for one or more Religion Broad group, Religion Narrow Group and individual religions to be selected and reported on. Selected broad group fields will produce numbers of settlers for the associated narrow groups, selected narrow groups will produce number of settlers for associated individual religions and selected individual religions will produce numbers of settlers for each selected religion. A full list of Religion Broad Groups, Religion Narrow Groups and individual Religions is included in Table 12.

Settlement Database (SDB)
The Settlement Database (SDB) has been developed to provide statistical data for government and community agencies involved in the planning and provision of settlement services. It brings together data from various departmental systems and a number of external sources including Medicare Australia. The SDB is a repository of information on permanent, and some temporary, settlers who have arrived in Australia since 1 January 1991. Data from the SDB is uploaded to the Settlement Reporting Facility (SRF) on the 5th day of every month.
Settlement Date
The Settlement Date refers to the date in which a settler is deemed to have settled in Australia. Settlement Date is derived from either a settlers recorded arrival date or visa grant date. For settlers who were granted their current SDB visa offshore, the Settlement Date is their first recorded arrival date into Australia after the grant of that visa. For settlers who were granted their current SDB visa onshore, The Settlement Date is their current visa grant date. Settlement Pathway
Settlement Pathway refers to settlers who have been granted more than one Settlement Visa before permanently settling in Australia. These settlers will have two visas recorded in the Settlement Database (SDB); one is their most current Settlement Visa while the other is their previous Settlement Visa. There are a number of reasons why a settler may have more than one Settlement Visa recorded. These are:
• Often there will be one or more temporary visas issued prior to a permanent visa.

• Sometimes a settler will have been granted a visa, but it expires before they travel, and they are then granted a new visa.
• Sometimes, a settler will have been granted a visa, then leave Australia for a number of years, prior to embarking on a new path to permanent settlement.
• Sometimes, a settler will have been granted a Settlement Visa, travel to Australia, remain in Australia on non-Settlement Visas, then continue their path to permanent settlement.
If the settler has not had an in-effect visa (of any type) for any time between the grant date of the current Settlement Visa and the grant date of the new Settlement Visa, then the settler is deemed to have commenced a new permanent Settlement Pathway.
Settlement Reporting Facility (SRF)
The Settlement Reporting Facility (SRF) is a web-based interface that accesses a range of information from the Settlement Database (SDB) and allows the production of statistical reports of settler data. Data from the SDB is uploaded to the SRF on the 5th of each month. The SRF is available to the public via the Department of Immigration and Citizenship website.
Settlement Target Group
Settlement Target Group is a group of settlers eligible for settlement services. It consists of settlers who meet the following criteria:
• permanent Humanitarian stream settlers; • permanent Family stream settlers with low English proficiency; • some temporary Family stream settlers with low English proficiency living in rural/regional
locations; • dependants of permanent Skilled settlers with low English proficiency living in rural/regional
locations; • dependants of some temporary Skilled settlers with low English proficiency living in
rural/regional locations; • some permanent Other stream settlers.
Settlers are considered to have low English proficiency if:
• their English Proficiency is recorded as Good, Poor or Nil in the Settlement Database (SDB); or
• their English proficiency has not been recorded in the SDB, and their Birth Country is classified in the SDB as EP3 or EP4 (see English Proficiency (EP) Country Group for details).
All locations are regarded as rural/regional, except for the following Statistical Divisions (SDs): • Sydney SD • Melbourne SD • Brisbane SD • Gold Coast SD • Perth SD • Adelaide SD • Canberra SD
and the following Statistical Sub-Divisions (SSDs):

Statistical Sub-Division (SSD) is a spatial unit defined in the Main Structure of the 2011 Australian Standard Geographical Classification (2011) published by the Australian Bureau of Statistics (ABS). SSDs consist of one or more SLAs and aggregate to form SDs. In the SRF, SSD refers to the Statistical Sub-Division in which a settler resides.

The Settlement Database (SDB) allocates which SSD a settler resides in based on settler postcode data recorded in the SDB. Postcodes are allocated to Statistical Local Areas (SLAs) which aggregate to form SSDs. Some postcodes may correspond to more than one SLA. In these cases, the Settlement Database (SDB) uses the appropriate ABS 2011 ASGC Correspondence file to allocate the postcode by determining that the SLA which receives the highest percentage of population for a particular postcode will receive all the data for that postcode.
It should be noted that although efforts are made to keep up to date address information for settlers recorded in the SDB, not all SSD information can be considered as current and for many settlers, no SSD is recorded.
Statistical Sub-Div (Name) Criterion The Statistical Sub-Div (Name) Criterion generates reports which produce numbers for all of the SSDs within Australia. The Place of Residence (State, SD, SSD, SLA) filter can be used to filter reports by specific SSDs.

Visa Grant Date
Visa Grant Date refers to the date on which a Settlement Visa was granted to the visa holder. Visa Grant Date is one of two Date Type criteria that can be selected in conjunction with the Date Range filter to generate a report.

Visa Subclass
A Visa Subclass is a three digit code which identifies the visa holder’s purpose in Australia. The Settlement Database (SDB) only collects data on permanent visas and settlement pathway temporary visas. Some visa subclasses are no longer available. However, reports can be generated for all historical and current visa subclasses. When producing a report by visa subclass from the Settlement Reporting Facility (SRF) the data produced will be for a settler’s most current SDB visa subclass. The SRF cannot produce numbers for a settler’s previously held visa subclasses.
Visa Subclass (Code) Criterion The Visa Subclass (Code) Criterion generates reports which produce numbers of settlers for all of the visa subclasses recorded in the SDB. A full list of visa subclasses recorded in the SDB is listed in Table 14.

Years of Education
Years of Education refers to the number of completed years a settler has attended at school and tertiary institutions (i.e., university or technical/trade colleges) as of the date the visa application was lodged. This information is obtained from several sources, on both a mandatory and voluntary basis. Data is valid as at the time of visa lodgement, and does not include any education that may have been undertaken after the settler arrived in Australia. One exception to this is if a settler registers for Adult Migrant English Program (AMEP) tuition. In such cases further updates are made to the Years of Education data via the AMEP Reporting and Management System (ARMS) database as the settler undertakes AMEP tuition.
Years of Education Criterion The Years of Education Criterion generates reports which produce numbers of settlers for all of the Years of Education (Individual) fields. A full list of the Years of Education (Individual) fields is listed in Table 15. Yrs of Education Filter The Yrs of Education Filter can be used to filter reports by either the Years of Education Broad Groups or by Years of Education (Individual). Using this filter allows for one or more of the Years of Education Broad Groups and Years of Education (Individual) fields to be selected and reported on. Selection of the Years of Education Broad Groups will produce numbers of settlers for each of the associated Years of Education (Individual). Selection of Years of Education (Individual) fields will produce numbers of settlers for each selected field. A full list of Years of Education fields is listed in Table 15.
