• Liquid fuels can be measured in Mass (e.g. Tons) and Volume units (e.g. Barrels)
• Conversion between Mass and Volume done through the specific gravity or density
• While IRES does not give recommendations for units to be used for national data collection, it recommends that Liquid fuels are disseminated in Metric Tons
IRES recommends that countries collect data in original units and data on specific calorific values
Measurement unitsMeasurement units
IRES recommends the use of net calorific values (NCV) when expressing the energy content of energy products rather than gross calorific values (GCV)
However, where available, countries are strongly encouraged to report both gross and net calorific values

IRES recommends the use of establishments and households as statistical units for energy statistics
For example, for energy industries:
Oil and gas extraction (ISIC 06 – Extraction of crude petroleum and natural gas)
Oil refineries (ISIC 19 – Manufacture of coke and refined petroleum)
