Identification and measurement of “green” multilateral flows within DAC statistics OECD Task Team on Rio markers, 18 September 2014

description

Multilateral organisations also report their resource flows to the DAC. This presentation describes the treatment of their flows within the DAC statistical framework and explained current DAC work to collect climate finance data from multilateral development banks and to reconcile them with the general framework, which is essential to provide a complete picture of climate flows from both a provider and developing country perspective.

“Green” multilateral flows within DAC statistics

1. How are multilateral climate-related flows treated in DAC statistics?

2. Provider and partner country perspectives

1. How are multilateral climate-related flows treated in DAC statistics? Þ DAC statistics provide for two perspectives: donor

perspective and recipient perspective

• Do multilateral organisations also report to the DAC?

• How is double-counting avoided?

• Do members apply Rio markers to their contributions to multilateral organisations?

2. Provider and partner country perspectivesProvider perspective:• Donors report in DAC statistics their core contributions to

multilateral organisations;• They do not apply Rio markers to their core contributions;

=> Instead, « imputed multilateral contributions » are calculated, and added to donors’ bilateral climate-related aid.

Partner country perspective:• Multilateral organisations report to the DAC on their outflows;• MDBs do not apply the Rio markers, they have developed a Joint

Approach for tracking climate finance at component level;

=> Work in progress to collect these climate finance data from MDBs.

3. Next steps• One of the priorities of the Task Team is to improve the treatment

of multilateral climate flows:

Improve reporting to the DAC by MDBs on their climate finance data;

Disseminate the outflows collected and the imputed contributions online, integrating them to the existing tools for accessing Rio marked data.
