ARUBA
No Laboratory. The only laboratory on the Island is operated by Valero Aruba Refinery. Purchased in 2004 by Valero, the Aruba Refinery has been through significant upgrades since it was re-commissioned in the early 1990s.
The Aruba refinery stopped refining in 2012 and is in process of converting into a storage facility for clean and black products. The refinery is still for sale and looking for potential buyers.
• Located on approximately 800 acres on the southern tip of the island country of Aruba
• Commissioned in 1929 by Standard Oil
• Shut down in 1985 by Exxon and restarted in 1990 by Coastal Oil
• Purchased by Valero from El Paso Energy in 2004
• Nearly $500 million invested since acquisition to improve safety, reliability and profitability
• Stopped refining in 2012.
• In process of converting in to a storage facility for clean and black products
• Excellent logistics, including two deepwater marine docks with capacity for ultra-large crude carriers, two docks for refined products and a truck rack for local sales 4 refined products docks and 1 deepwater marine dock are out of service undergoing repairs
• Sixty-three storage tanks with almost 12 million barrels of storage capacity
PORT INFORMATIONInner harbor Finger Pier:Valero Aruba have: 3 Piers. Called Finger Pier #: 1, 2 and 3. They are for products and LPG only at the moment. They also have 2 Reef Berths for Crude Oil and Residuals. One is out of service.
Finger Pier #: 1 and 3 are out of service subject to under go repairs depending on the demand. Only Finger Pier # 2 is operational.

Shore and sea lines remain full with product after discharging or loading.Minimum of three (3) inspectors required one on the shore side tank gauging and two (2) on the vessel. Side ullage / calculating and sampling. 24 / 7 Berthing operations may be restricted due to weather condition.

The Refinery was built in 1916 by the company SHELL. The quality of the harbor, the strategic location of Curacao and the safe political status of the island prompted Shell to establish Isla Refinery is situated in the Schottegat, a natural harbor, with a navigable channel to the sea called Santa Annabay. The Schottegat is a 150 acres body of water and the Santa Annabay is 1,400 yards long and minimum 90 yards wide.

The maximum draft for transiting is 42 feet.
The Refinery has a production capacity of approx. 320K Bbls per day, it’s owned by the government of Curacao and operated by PDVSA.
Whilst fully operational the Refinery handles an average of 65 vessels per month.
The Refinery is capable of delivering different types of Gasoline and also Gasoil , most cargoes are blended on board of the vessels via a white oil blender system.
Most of their storage tanks contain components in order to prepare their blends.
For Jet Fuel and Luboil it’s a different story because these are batch tanks . All products are analyzed in the Refinery lab which by the way is the only lab facility on the island of Curacao.
Isla Refinery has 9 operating berth’s and they import crude and export the full range of petroleum products and also LPG.• Berth # 1 is for loading or discharging of chemicals. Maximum draft 8.23 mts.
• Berth # 2 is for loading Gasoline/Gasoil/Jet Fuel/Fuel Oil/LPG Maximum draft 9.14 mts.
• Berth # 3 is for loading Gasoline/Gasoil/Jet Fuel/Fuel Oil/LPG Maximum draft 9.30 mts
• Berth # 4 is for loading or discharging Gasoline/Jet Fuel /Gasoil /Naptha /F.O./ Asphalt Maximum draft 11.58 mts.
• Berth # 5 is for loading or discharging Gasoline/Jet Fuel /Gasoil /Naptha /F.O./ Asphalt Maximum draft 13.71 mts.
• Berth # 6 is for loading or discharging Gasoline/Jet Fuel /Gasoil /Naptha /F.O./ Asphalt Maximum draft 11.43 mts
• Berth # 7 is for loading or discharging Gasoline/Jet Fuel /Gasoil /Naptha /F.O./ Asphalt Maximum draft 9.45 mts
• Berth # 8 is for loading or discharging Fueloil and Crude Oil Maximum draft 13.71mts.
• Berth # 9 is for loading Lubicrating Oils only. Maximum draft 10.21 mts.
Bullenbay TerminalBullenbay terminal better known as Curacao Oil Terminal (COT) , is an open spacious bay on the southwest side of Curacaowhere the bigger vessels can be docked safely.
Also built by Royal Dutch Shell , it is now also leased by PDVSA , and it’s used as a storage/supply facility for the Refinery at Curacao.
Bullenbay has 3 V.L.C.C. T-shaped berth’s . The largest berth is only 110 mts offshore and can accommodate vessels up to 550,000 DWT on full draft, whilst the smallest berth can accommodate vessels up to 70,000 DWT.
They have a storage capacity of 19 million bbls, 6 operating berth’s , and they store Crude Oil mostly and also some Alkylate /Naphtha and Diluent.
• Berth # 1 has a maximum draft of 21.05 mts
• Berth # 2 has a maximum draft of 12.80 mts.
• Berth # 3 has a maximum draft of 17.10 mts.
• Berth # 4 has a maximum draft of 28.70 mts.
• Berth # 5 has a maximum draft of 19.20 mts.
• Berth # 6 has a maximum draft of 28.70 mts.
The terminal handles an average of 30 vessels per month whilst fully operational.
Presently Bullenbay terminal is one of the Crude Oil vent sources for PDVSA.
The terminal does not have an operating lab facility , all analysis are carried out at Isla Refinery lab.
