Background: WA workers' compensation scheme
Context for this report
During 2012/13, 24% of total payments were made
for medical, allied health and vocational rehabilitation
services, as shown in Figure 1.
To provide context for these payments, Figure 2
(below) shows the number of new claims received by
insurers each quarter. In the last four quarters
(2012/13 Q3 to 2013/14 Q2), the number of claims
slightly decreased although overall the figure has
remained stable over the past four years.
WorkCover WA is the government agency responsible for overseeing the workers' compensation and injury management
system in Western Australia (WA). WA operates a privately underwritten workers’ compensation scheme. This means that
private insurance agencies are approved by WorkCover WA to provide workers’ compensation insurance to WA employers.
Additionally WorkCover WA also exempts large employers, who have the material and financial resources to cover their own
liabilities from any workplace injuries that may occur, from having to obtain workers' compensation insurance from an
approved insurer. Exempt employers are commonly referred to as self-insurers. Currently there are eight approved insurers
and 27 self-insurers who manage claims within the WA workers’ compensation scheme.
The WA workers’ compensation scheme is a fixed benefits scheme. Injured workers are able to access entitlements to assist
with covering expenses for a work-related injury or disease. This includes medical, allied health, external vocational
rehabilitation and other health care services as part of injury management and return to work processes.
This report details all payments associated with medical, allied health, vocational rehabilitation and other related services
provided within the WA workers' compensation scheme. The report is produced biannually and includes indicators related to:
total and average payments associated with each service group
number of active claims with services
breakdown of medical, allied health and vocational rehabilitation service payment types.
Report structure
The report is presented in three parts:
1. Key indicators: a high-level overview which summarises long and short term trend changes.
2. Charts and graphs: detailed views of service groups and sub groups and illustrates quarterly trend development.
3. Data tables: details of annual and quarterly values are included for reference.

Allied health services
Summary of changes between December (Q2) 2011/12 and December (Q2) 2012/13
From December 2011/12 to December 2012/13, total service payments slightly increased (1.2%) as did the average payment
per service (0.8%).
Notes for reader
Payments in this report are adjusted for inflation to allow for meaningful comparisons over time.
Some indicators are subject to further development as claims mature. For example, the figure for the most recent quarter
(December 2012/13) of the average allied health service payment will only consolidate when additional service information
is collected from insurers.
Total 'other services' payments decreased by 3.4% for the reference period.
Total service payments for pharmacy, home help services and alternative therapies decreased significantly by 11.2%,
21.9% and 48% respectively for the reference period (see page 40). It should be noted that due to the small number of
claims that utilise these services, payments can fluctuate widely over quarters.
Other services accounted for 5.6% of total service payments for the December (Q2) 2013/14 quarter.
Total allied health service payments remained stable for the reference period.
There were substantial decreases in payments for non-clinical psychology (-32.2%) and ambulance services (-21.2%)
while payments for clinical psychology and occupational therapy increased by 19.6% and 15.3% respectively (see page 25).
Please note that variations in payments for ambulance services can fluctuate widely over service periods as payments
include Royal Flying Doctor services for rural/regional areas.
The average service payment for allied health services remained stable (+0.8%) during the reference period.
Allied health services accounted for 22.1% of total service payments for the December (Q2) 2013/14 quarter.
Vocational rehabilitation services
Total vocational rehabilitation service payments increased by 8.7%. The main increases in payments were attributed to
placement activities (18.9%), 'other vocational rehabilitation' services (17.4%) and travel (13%). Vocational assessment was
the only component that experienced a decline (-4.3%) for the reference period (see page 33).
The average payment for vocational rehabilitation services remained stable (-0.1%) for the December (Q2) 2013/14 quarter.
There were notable decreases in average service payment for reports-general (-6.3%) and vocational assessment (-9%).
Vocational rehabilitation services accounted for 19.2% of total service payments for the December (Q2) 2013/14 quarter.
The vocational rehabilitation referral rates decreased by 3.7% for the reference period. The vocational rehabilitation referral
rate was 10.4 referrals per 100 finalised claims for the December 2012/13 quarter (see page 32).
Other services (includes pharmacy and supply of aids and appliances)
Medical services
● Overall medical service payments remained stable for the reference period (-0.5%). There were notable decreases in
payments for medical procedures (-6.6%) and 'other medical' services (-8.8%) (see page 18).
● The average service payment for medical services has slightly increased (1.9%) for the reference period.
● Medical services accounted for over half of all service payments (53.1%) for the December (Q2) 2013/14 quarter.

Total service payments have slightly increased over time (Indicator 1.1.1). In relation to service types, allied health and
vocational rehabilitation payments have increased over time while medical and other service payments have remained
stable.
Four year summary: (March (Q3) 2009/10 to December (Q2) 2013/14)
The number of services has increased over time (Indicator 1.1.4). From 2010/11 to 2011/12 there was a 3.5% increase
in service numbers and between 2011/12 and 2012/13 a 2.8% increase.

Section 1: Key indicators
Summary:
Indicator 1.1.2 shows the average service payment is slowly decreasing over time. The average service payment for
December (Q2) 2013/14 has increased marginally in comparison to the same quarter last year (December (Q2) 2012/13).
As shown in Indicator 1.1.1, total payments for medical, allied health, vocational rehabilitation and other services have
gradually increased over the past four years. The amounts peaked at $42.0 million in June (Q4) 2012/13 but have since
slightly dropped to $39.7 million in the most recent quarter (December (Q2) 2013/14).
This section provides an overview of payments relating to all medical, allied health and vocational rehabilitation services
within the WA workers' compensation scheme. Payments are analysed at different levels (total, proportion, average) to
provide an overall picture of service utilisation. It should be noted that payments are adjusted for inflation over time.

Indicator 1.1.5 illustrates that medical services represent more than half (53%) of total service payments made in the
December quarter (Q2) of 2013/14. This is a fairly consistent trend across service quarters for the past two years.
All medical, allied health and vocational rehabilitation services
Section 1: Key indicators
As shown in Indicator 1.1.3, the number of active claims with services has remained stable over time. Between December
(Q2) 2012/13 and December (Q2) 2013/14, the number of active claims slightly decreased by 3.7%.
Indicator 1.1.4 shows the number of services has been steadily increasing over time. Recently, it reached a peak of
295,087 in September (Q1) 2012/13 then fell to 274,972 (a decrease of 6.8%) in the following quater.

Summary:
Indicator 1.2.1 shows the total medical service payments are slowly growing over time, although the amounts have slightly
decreased over the last three quarters.
This section details payments relating to medical services only. Analysis of payments includes: total medical service
payments by service quarter, average payment and proportion of medical service payments as a proportion of all service
payments. Additionally, in Figures 1.2.5 to 1.2.7, medical service payments are classified into schedule and non-schedule
items to provide a more detailed analysis.
Average medical service payment has been relatively stable over the past four years. The average service payment for the
most recent quarter (December (Q2) 2013/14) was $222.60.

Indicator 1.3.1 shows an overall rising trend for the total allied health services payments over the past four years. However
the allied health service payments have slightly decreased by 4.3% over the past two quarters.
The average allied health service payment has been stable over time (Indicator 1.3.2). The average allied health service
payment was $90.70 in the most recent quarter (December (Q2) 2013/14).
This section reports on allied health service payments and different service utilisation trends. Allied health includes
physiotherapy, exercise therapy, occupational therapy, ambulance services, clinical psychology and speech pathology

Vocational rehabilitation services
As shown on this page, total vocational rehabilitation service payments have slowly increased while the average payment
has been stable over the past four years.
The average vocational rehabilitation service payment decreased marginally between the December (Q2) 2012/13 and
December (Q2) 2013/14 quarters.
More recently, total vocational rehabilitation services payments rose to $8.2 million in June (Q4) 2012/13 then continued
to decline in the ensuing two quarters. In the most recent quarter (December (Q2) 2013/14), the payments dropped to
$7.6 million.

Summary:
● As demonstrated in Indicator 1.5.1, total other service payments have slowly declined since a peak at $2.8 million in
June (Q4) 2010/11. In December (Q2) 2013/14 the total payments were $2.2 million, down by 4.3% from the same quarter
in 2012/13.
● Indicator 1.5.2 illustrates that average payment for other services is steadily decreasing over time.
This section details “other” payments related to medical, allied health and vocational rehabilitation services. Other payments
include pharmaceutical supplies and aids and appliances (e.g. hearing aids, artificial limbs) to assist with injury management.

Active claims Refers to a claim with one or more service payments in a financial year/quarter.
Average payment
per service
This represents the total cost of payments divided by the number of services incurred
during a service quarter/year (see definition for service quarter/year below).
Allied health
service payments
Refers to payments made under Clause 17(1) and (3) of Schedule 1 of the Workers'
Compensation and Injury Management Act 1981. Payments are adjusted to allow for
meaningful comparison over time. Service payments in this category include:
physiotherapy
ambulance
psychology.
Medical service
payments
Refers to payments made under Clause 17(1), (3) and (5) of Schedule 1 of the Workers'
Compensation and Injury Management Act 1981 . These payments are made to
Medical/General Practitioners who treat the injured worker. It includes consultation and
treatment expenses. It also refers to total payments made to Specialists to whom the
Medical/General Practitioner refers the injured worker. It includes consultation and
treatment expenses rendered by Specialists. Payments are adjusted for inflation to allow

Non-schedule
items
Refers to procedures which are not included in the schedule of medical items for which
WorkCover WA sets prescribed fees.
Other service
payments
Refers to payments made under Clause 17(1), (3), (4), (5) and (6) of Schedule 1 of the
Workers' Compensation and Injury Management Act 1981 . Payments are adjusted to
allow for meaningful comparison over time. Service payments in this category include:

A percentage change represents the relative change between the current reference
period in comparison to the previous reference period (i.e. [current - previous] / previous
value * 100).
For example, if the average payment for March (Q3) 2011/12 quarter is $138.6 million and
$138.8 million for June (Q4) 2011/12 quarter, then [138.8 - 138.6] / 138.6 * 100 = +0.1%.
Schedule items Refers to defined medical procedures and the associated fee payable.
Service payment Is collated based on the financial year or quarter the service was provided as part of injury
management for the injured worker. Payments are adjusted for inflation to allow for
meaningful comparisons over time.
Service year/
period/quarter
Refers to the year, period or quarter when services were provided as part of the injury
management for a worker's compensation claim, irrespective of when the injury occurred
or when the payment was made.
Vocational
rehabilitation
service payments
Refers to payments made under Clause 17(1a) of Schedule 1 of the Workers'
Compensation and Injury Management Act 1981. These payments are in relation to the
progressive and co-ordinated use of measures for counselling, occupational and
vocational training and retraining, work assessments and the use of aids, appliances,
services or other means to facilitate the restoration of those workers to their fullest
capacity for gainful employment for which they are capable. Payments are adjusted for
inflation to allow for meaningful comparisons over time.
