The Center for Medicaid/Medicare Services (CMS) continues to refine the requirements for Meaningful Use, which includes some adjustments to the Core and Menu Objectives and Measures for reporting in Stage 1. Most of the changes were optional in 2013 and required in 2014. Some of the smaller changes were effective for the 2013 reporting period. 1Stage 1: Core Objectives Affected (of 1 through 7)Core Objective/Measure Affected

#1 Computerized Provider Order Entry (CPOE) for Medication Orders

#4 Generate and Transmit Permissible Prescriptions Electronically

In numbers 1 through 7, the Core Objectives and Measures affected by these changes include #1 concerning Computerized Provider Order Entry (or CPOE) for Medication Orders and #4 Generate and Transmit Permissible Prescriptions Electronically. The changes are relatively minor. 2

Stage 1 Core Objective #1 Review, ends 12/31/2012)

To review, the measure for CPOE is based on the number of unique patients with a medication in their medication list that was entered using CPOE. The provider entering the medication order into the computer must be someone who can exercise clinical judgment. The order must be entered when the prescription first becomes part of the patients record, before any action can be taken on the order. In January, 2013, an additional exclusion rule was provided.

In Stage 1, an EP may select either measure for this objective in to achieve Meaningful Use

This Alternate Measure will be required in Stage 2 Stage 1 Core Objectives #1 Changes (begin 1/1/2013)

Beginning in 2013, CMS added an optional alternate measure to the objective for CPOE. The new, alternate measure is based on the total number of medication orders created during the EHR reporting period. In Stage 1, an EP may select either measure for this objective in order to achieve Meaningful Use. 4

E-Prescribing is a prescriber's ability to electronically send an accurate, error-free and understandable prescription directly to a pharmacy from the point-of-care. It should allow the prescriber to access a patients prescription benefit information both formulary and eligibility; access the patients Medication History; and electronically route the prescription to the patients choice of pharmacy.
