    late July, 15

    gun bills remained

    on the Governors

    desk awaiting

    action. O those,

    two were positive

    or gun owners,

    8 were neutral or

    neutralized through

    a m e n d m e n t s

    resulting rom gun

    owner input, and

    ve were blatant

    attacks on gun rights.

    It is critical that the Governors oce continue to hear

    rom gun owners on a sustained basis. Please do your part and

    keep urging the Governor to veto the ve anti-gun bills and

    sign the two positive bills (see bill descriptions below). Please

    call the Governors oce ASAP at (609) 292-6000, write himat P.O. Box 001, Trenton, N.J. 08625, or send an email using

    the online contact orm at www.nj.gov/governor/contact/ .

    The Governor generally has 45 days to act on legislation

    delivered to his desk. His options are to sign the legislation

    veto or conditional veto it, or do nothing (in which case the

    legislation automatically becomes law). During periods o

    legislative recess (like this summers recess), the 45-day deadline

    to act is extended until the house that originated the legislation

    comes back into sessionbut the Governor could still ac

    independently during a recess. The act that the Governor had

    not yet taken action as we went to press in late July ueled

    speculation by both sides about the Governors intentions

    making it all the more important or gun owners to make their

    voice heard with the Governor on an ongoing basis.

    The ve bills the governor needs to veto are:

    S2723 the awul Sweeney omnibus bill, which throws

    out existing FID cards and replaces them with either a

    privacy-invading driver license endorsement or other orm

    o ID; suspends Second Amendment rights

    LIMBO

    As I write this message mid-summer, 15 gun bills sit on

    Governor Christies desk, where they landed throughout

    May and June. With the Governors 45-day deadline

    to act temporarily suspended by a legislative recess that could

    end at any time and dangles like a guillotine, the uture o the

    Second Amendment in New Jersey is truly in a state o limbo.

    While the suspense awaiting gubernatorial action is

    agonizing ater 6 months o intense legislative battle, the act

    that the Governor has not yet acted is signicant.

    He already could have signed or vetoed the legislation regardless o the deadline,

    but he has not yet done so. While there is much speculation about the meaningo this delay, the only thing that can be said with certainty is that the Governor is

    being careul and deliberate in considering what he will doand it is critical that

    gun owners use every minute o this time window to make their voices heard in the

    Governors oce on a sustained basis, until he acts.

    It is a testimony to the unbelievably hard work o gun owners over the last 6

    months that the battle has extended this deep into the summer. Consider New

    Yorks overnight legislative steamroller in January, and the legislative juggernauts in

    Colorado and Connecticut this spring. New Jersey would have certainly suered a

    similar ate back then but or the iron will o gun owners, the deployment o several

    unique strategies, and an undeniable helping Hand rom above.

    While the ultimate outcome o the legislative process in the Garden State is ar

    rom certain, one thing is clear: now is not the time or gun owners to back o on

    their eortsnow is the time to give it everything weve got, with every ounce o

    heart and strength, right to the very end, however long that takes.

    The burden o deending reedom against the worst attacks in history has allen

    squarely on our shoulders. I we do not sustain our eorts or however long it takes,

    libertys torch will surely be extinguished.

    No matter what the odds, no matter how utile it might appear, no matter how

    weary o the process you might be, make the eort anyway. It is that attitude that has

    brought us this ar, and is that attitude that could make the dierence in the ate o

    the Second Amendment in the Garden State. n

    On Saturday, June 22, 2013, 12 o

    us arrived at Dulles International

    Airport in Virginia on our way

    to Arica. Six o us were hunting; my

    son and two grandsons, two riends

    and me. We went to the KLM airline

    counter. The KLM agent at the counter

    asked i we had ammunition with us. We

    said yes. We were then told to removethe ammunition and we did. The women

    agent then said you cannot fy with

    your ammunition because you did not

    notiy us 48 hours in advance that you

    had ammunition. We told her that we

    checked with our travel agent andwith

    KLM prior to purchasing our tickets to

    make sure there would be no problem in

    taking our rifes and handguns to hunt

    with in Arica. They both said it was

    ne. No one mentioned anything about

    a regulation on ammunition or about

    registering it 48 prior to fying.

    We asked the agent i we could

    speak to a supervisor. She said she

    was the supervisor. We asked to speak

    to someone over her. She let the

    counter, came back and said she called

    Amsterdam and said, You are not

    fying. This would have been 11:30

    Saturday night in Holland. She thenrepeated with a smile on her ace, You

    are not fying.

    I asked another agent i we could

    fy without the ammunition and he

    told me yes. We had 30-06, .308, 300

    WSM, .35 Remington and .284. We

    had approximately $750 worth o

    ammunition we were orced to leave

    behind. When we arrived in South

    Arica we called many gun stores, and

    we were only able to nd .308 and 30-

    06 ammunition. Because o the limited

    time we had and the area we were in, we

    were unable to nd the 300 WSM, the

    .35 Remington or the .284. We spent

    approximately $300 buying the new

    ammunition and we had to share the

    rearms or our hunt. We had a grea

    hunt and a good time.

    I am writing this to advise anyone

    fying with rearms or ammunition tocheck with their airline, and then check

    again, and then check again.

    KLM said it is listed on their

    website. I didnt see their website

    because I called my travel agent and

    KLM themselves via phone and was

    never inormed o this regulation.

    and ask questions.

    without proo o rearms training; ends private sales between

    background-checked licensed gun owners; eectively creates

    a registry o ammunition purchases and long gun sales; and

    imposes a 7-day waiting period or handgun purchases.

    A3659 the ty caliber gun ban, which in its nal version

    bans rearms that shoot centerre cartridges o any caliber

    that attain a muzzle energy o 12,000 t-lbs. or greater. Though

    limited grandathering has been added in response to gun owner

    concerns, the rearms must be registered, cannot be passed

    down to heirs, and owners will be civilly liable or damages i

    the rearm is used in a crime. Additionally, the bill has been

    amended specically to prevent anyone with a pending order

    or these rearms rom taking possession o them.

    A3687 Suspends Second Amendment rights without

    due process, based on a secret government list compiled

    by bureaucrats with no published standards, no identied

    procedure to correct errors, and potential or enormous abuse

    by those in power.

    A3797 Mandates that the State Police publicly disclose

    condential ATF gun trace data in violation o explicit ederal

    law limiting that data to law enorcement use only. This is an

    attempt by rustrated gun banners to circumvent the edera

    Tiahrt Amendment, so that idiosyncrasies o the ATFs trace

    system can be exploited and manipulated to alsely suggest

    that law abiding citizens are a source o crime guns. ATF has

    opposed similar eorts to circumvent condentiality, which

    could compromise ongoing investigations. Note: a conditiona

    veto by the Governor removing just the oending parts o

    A3797 would be sucient.

    A3717 Requires submission o certain mental health

    records to NICS without an explicit, stated requirement o

    due process within the legislation itsel. ANJRPC has no

    objection to the core purpose o this legislation, but believes

    that the legislation needs to explicitly state that only records

    o persons who have had judicial due process (with a right o

    appeal) should be submitted to NICS. Note: a conditional

    veto by the Governor requiring that due process be explicitly

    included would be sucient.

    The two bills the Governor needs to sign are:

    A3788 Prevents public disclosure o persona

    inormation o licensed rearms owners, including name

    address, and phone number. The legislation

    ThE GREaTEquaLIzER vS.RaCISM In aMERICa

    Recently our President came out about

    his eelings that America is a racist

    country. Apparently, despite having been

    elected twice, the President still eels that Americans are suspicious o Arican

    Americans.

    Within the past year we also heard Jamie Foxx declare that he lovedmaking the movie Django because at the end o the movie he got to kill all the

    white people. This Saturday Night Live monologue went out o the airwaves

    and there was no outrage at all rom the media! Clearly it was not a racist

    thing to say i the media didnt think so.

    The point o all this is that I believe I have something in common with

    those two men who eel demeaned by American society despite their immense

    successes and great ortunes. Ater all, I am emale and grew up in the early

    days o eminism so I learned rom the eminists that I would have to ght or

    everything I wanted in a mans world. They told me that I would be viewed as

    a second-class citizen and in no way equal to men.

    By that time, my ather and brothers had already taught me that almost all

    men were aster and stronger than I. I learned that it was not wise to physically

    challenge boys or men in any way that required physical strength. But I hadalso already learned that I was just as smart as they were and in many ways

    and with dierent skillsets I could even outperorm boys and men. Maybe

    I was just lucky but by the time adulthood rolled around I had developed

    a pretty solid belie that in America, i a person wanted to do something,

    man or woman, black or white, there was almost always a way to get to that

    something i you were smart about it and willing to work or it.

    And now as a emale in a male-dominated sport I demonstrate that

    theory requently. Why did I get involved with shooting in the rst place?

    Well, somebody took me shooting and I was good at it, thats why. Due to the

    nature o the sport I ound I could compete strongly especially i I worked

    hard at it and learned the skills. I elt I was on equal ground.

    Firearms have been called the Great Equalizer. The concept o the Great

    Equalizer was originally intended to convey that with a rearm, a weaker

    person can deend himsel or hersel rom a stronger assailant as happened in

    the case reerred to our President in his speech. This use o rearms or sel-

    deense is a basic right o all Americans and the jury in this case, all women,

    clearly understood the concept o the Great Equalizer.

    Thankully, in my personal experience, the only equality I have had to rely

    on with rearms has to do with the ability to compete on a level eld. NRA

    pistol is very American sport. Many people are not aware that International

    and Olympic shooting competitions do not allow direct competition o

    women against men with rearms. Its also a very American sport because you

    have to work or your success. This is not a sport that requires continued on page 30

    A3796 Addresses an anomaly inNew Jerseys assault rearms statute

    that prevents those still in possession o

    banned rearms rom lawully disposing

    o them. This bill would reopen a

    compliance window or a short time

    during which banned rearms could

    be lawully disposed o. Although the

    compliance window is too short, and the

    bill ails to allow or lawul disposition o

    banned magazines and ammunition, it

    nonetheless oers a limited compliance

    opportunity that is a temporary

    15 at our Outdoor Bullseye seasons

    CJRPC in Jackson, the match helped

    select the NJ State Team or CMP

    National Matches at Camp Perry, and

    gave local shooters a chance to earnleg points. Thirty-ve shooters red

    90 rounds with hardball and 28 with

    Dave Lange o Glen Rock repeated

    as NJ State Champion in BOTH events!

    He was 1st overall in the Service Pistol

    900, ring 855-20X. Mike Soklaski o

    Ringoes and Ed Glidden o Old Bridge

    nished 4th and 5th overall, with 811-15X

    and 802-13 respectively, as the other top

    NJ shooters. Lange was also 1st overall

    ANJRPC PRESIDENT WINS NATIONALSERVICE PISTOLWOmAN CHAmPION

    TROPHY!

    The Service Pistol Championship

    or 2013 was held on July 13

    at Camp Perry Ohio National

    Guard Base, Red Horse Command, in

    Port Clinton, Ohio.

    ANJRPC President Kathy

    Chatterton won the title o High Woman

    in the Excellence in Competition Service

    Pistol Match. She competed against a

    eld o 476 military, police and civilian

    competitors to win the title or the

    second year in a row.

    The National Matches and Small

    Arms Firing Schools are annual

    national events established by Congress

    and President Roosevelt in 1903. The

    National Matches continue to be

    authorized by ederal law. Competitors

    rom all over the United States assemble

    to compete or the nations top honors on

    an open eld on Lake Erie. Completely

    exposed to the elements, shooters must

    brave the heat, rain and this year, ankle-

    deep water and mud.Its not just a match; its an

    adventure! said Kathy. We also had a

    tornado touch down and had to clear

    the ranges. One o the team matches

    was rescheduled and the preliminary

    match was shortened to the .22 caliber

    pistol only instead o the three calibers

    it normally includes. My husband,

    Dave Lange, won with a 299 16x out

    o a possible 300. Pretty impressive

    considering the wind we had that day.

    Kathy received the Distinguished

    Pistol award in 1998. At that time the

    service pistol was the 1911A1, .45 caliber

    pistol. Since the ocial U.S. service

    pistol was changed to the Beretta 92,

    competitors now have a choice o which

    pistol they preer to shoot. Kathy now

    shoots the Beretta. Its just more un to

    shoot, she said.

    The National Trophy Individual

    Matches were originally shot at Sea Girt,

    New Jersey, and moved to the current

    location between Toledo and Sandusky,

    Ohio, in 1907.

    Shooters who dream o attaining the

    coveted Distinguished Pistol award come

    year ater year to attempt to win the prize.

    In order to earn the award, a shooter

    must win 30 points. To win points one

    must place in the top 10% in match or

    a maximum o 10 points per match. The

    rearms used must meet specications

    and each gun is inspected and the trigger

    is weighed beore the match begins.When I was getting my distinguished

    badge match ocials handed the required

    ammo to make sure all competitors were

    using the same kind. It was very hard

    ammo to shoot with a lot o recoil.

    Most competitors use the sotest ammo

    possible to avoid recoil thereby allowing

    them to quickly re-acquire the target in

    sustained re matches such as rapid re.

    Rapid re is ve shots in 10 seconds at

    25 yards. Heavy recoil was part o the

    challenge then.

    Kathy also holds the Distinguished

    Revolver badge and numerous nationa

    records. She has placed in the Presidents

    Hundred (top 100 shooters in the

    country, men and women) numeroustimes. Thats a really nice award to

    win; there is a gorgeous medal with the

    Presidential Crest in gold on a white

    eld. I dont know o any sporting award

    that bears the seal o the President o the

    United States! I would be very interested

    to nd that out. Shooting was clearly

    valued as a sport at one time in the

    history o our country, enough so that

    the President created these matches. I

    love winning that medal.n

    AIR RIFLE 101 OPEN HOuSE AT RIDgEWOOD RIFLE CLuBC

    ompetitive shooting, whether it be smallbore rife or air

    rife, is the heart and soul o the Ridgewood Rife Club

    whose roots in Bergen County trace back to 1915. The

    club itsel is older than that. It is located on Chestnut Street,

    Ridgewood, New Jersey, and as dated by its cornerstone the

    range was built in 1951.

    As inconspicuous as it may appear, it is an important rite o

    passage or present day national and Olympic smallbore and air

    rife competitors rom New Jersey and beyond. While smallbore/

    air rife is a close community, it is not a closed community. To open

    this sport to the general shooting community, whether civilians

    interested in learning about rearms, or high power shootersinterested in keeping their eyes

    sharp during the winter months,

    or juniors interested in learning

    about air rife shooting, the

    RRC is hosting an open house

    entitled Air Rife 101 to be

    held on Saturday, October 5.

    The program is scheduled to

    begin at 9:00 a.m. and run or

    about three hours or until the

    pizza delivery arrives. Saety

    will be eatured rst, ollowed

    by the dierent types o rifes available or competitive shooting

    pump versus compressed air, manuacturers, sights, etc.; the

    two organizations/governing bodies presently oering nationa

    air rife competition matches and rankings: the NRA and USA

    Shooting; basic rules, course(s) o re, targets and scoring; basic

    equipment; college and scholarships, and Q/A period prior to

    range time.

    It is the hope o Rich Clark, the president o the

    Ridgewood Rife Club, that amiliarity will generate interest

    and possible participation in one or more o the three air rife

    matches that RRC presently runs during the winter season, or

    other matches run by ANJRPC member clubs.From the shooters perspective, this event presents the

    opportunity to see the club, learn the course o re, and then

    put it all to work on one o the clubs match dates. These

    matches consist o 60 shots ohand (standing) at 10 meters

    and can benet any rife shooter whos shooting and training

    opportunities are limited over the winter months. The event

    will be open to 14 participants to ensure that all get appropriate

    coaching and sucient range time to test re all air rifes,

    and though all are invited, prior registration is required. Call
