Greetings Homeowner,Tuesday October 6 this year, 6;00pm to 9:00pm is

designated "National Night Out". For the past severalyears, we have we observed this occasion with a gatheringin a neighbor's driveway, advertised by the Fairway Bend

HOA website. An average of 30 families have beenrepresented.

This year my suggestion is that residents take a walkthrough the neighborhood, meandering and stopping to

visit with others who will hopefully be doing the same.

From the standpoint of crime prevention, the idea is to get

to know your immediate neighbors a little better which will

promote our watching each other's properties for

suspicious activity and reporting same.

The "Fairways" are safe, but not 100% because on

rare occasions we experience theft of mail, vehicle break-

ins and on a couple of occasions two or three years ago,

home break-ins. Some homeowners have taken measures

to "harden the target" so to speak. Such measures asbeefing up our doors at the hinges and the latches to

prevent a kick-in of the door; better exterior lighting;

installation of locking mailboxes; securing vehicles in the

garage; and installation of security camerasThis booklet was put together and made available to

each resident by the Neighborhood Watch group toencourage steps be taken to harden the target in the hopes

that our neighborhood will become even safer and be amore secure place to live. We hope you will agree that the

enhanced feeling of security and peace of mind will beworth the effort.

Surveillance Cameras

Following is text from an email sent by Mike Ray to Biil Gray, April 5, 2015

Bill,

As promised, here's a write up regarding surveiilance systems from myperspective:

If a neighbor wouid like to add a surveiilance system, I wouldrecommend a 16 camera system that records 1080P high def. CCTV (bestvideo resoiution) or a 960H anaiog system (second best resolution). Wehave a 960H system with a backup battery to keep the system running if thepower is out. $1,600 at Costco plus the battery. I mounted the cameras andwiring. The wiring is in the attic with a drop to one room with the 16 cabiesconnected to the DVR. Any VGA monitor from an old computer can be

connected. Cameras hang from the eves with a few mounted in trees.We purchased some smaii signs on eBay to piace around the yard

that point out we have cameras. So hopefuliy a thief or UPS driver thinkingabout tossing a package wili think twice if they read the sign. That's onechaiienge with a iot of crooks however, surveiiiance is oniy a deterrent ifthey know what it is and/or read the signs. Another chaiienge has been iackof a iicense piate recognition. The Police and Postai Service are notinterested without that. A camera mounted close to the street would be an

improvement for daytime iicense piates. A speciaiized iicense platerecognition camera that fiiters out iight giare at night is the best iicense piatedetector. Those start at $650 and would be compatible with my anaiog

system. The ciosest source wouid be Apex CCTV. They have an office in□alias and were very helpful when I called with questions.

There are other benefits derived from the system. When someoneis at the front door, we can check the monitor to see who it is. i have aisocaptured video of wildlife and other family or friends activity worthy ofmaking a video funny ciip on occasion. We are giad to have the system.

A few years ago, we aiso researched hiring a consuitant to providesome cameras and monitoring service for the neighborhood. The vendorwouid provide the equipment for both entrances. The annual cost wouldaverage out to about $187 per house. The attached documents include anoverview of the service offered plus the quote I received.

Cars parked in the driveway overnight should not be programed to open agarage door with a factory equipped home-link button. We should also notplace a remote garage door opener in the ashtray or center console whichis an invitation to enter your garage at night, if a remote is misplaced orstolen, clear out the codes and re-code the replacement remote. Go on lineto figure that out or call a Crime Watch member for help. Of course thereare factory car alarms and aftermarket ones that can be installed. They canbe circumvented-silenced by some professional thieves. Key match thefront door lock with locking door between house & garage. Keep the latterlocked at night and when away.Surveillance Cameras: Included elsewhere in this report is a write-up from

Mike Ray that deals with surveillance cameras.

Home Alarm Svstems: If installed should be used and protection should

include garage doors. Ideally, the alai;m should be directed to the outsideof the home, possibly through a gable vent, so as to alert the neighbors. Besure to register same with the Police Dept. If you hear a neighbors alarmgoing off, take a good look outside, jot down vehicle descriptions and reportit to the police.

Street Lights: Although there are conflicting studies as to whether street

lighting reduces crime, they are required by our CC&Rs and the City of FortWorth. Dean Maskell has recently worked with the city to upgrade our

street lights to brighter LED bulbs, so we are on the list when city fundsbecome available. The Neighborhood Watch Committee cannot take creditfor this effort.

Lighting on Lots: The Fort Worth Police Department urges residents to use

exterior lighting and our own NPO believes our neighborhood is too dark.Motion activated lights which many of us have, are a smart and inexpensiveoption. Precaution- Quoting from our CC&R's "Exterior lighting will beoriented so as not to cause unreasonable light intrusion into adjacent lots.

Article Vlll, Sec. 2.g.2." It is difficult to observe suspicious activity aroundyour neighbor's house, if his exterior light casts an unshaded glare in youreyes

Landscaping: Shrubs obscuring a window could allow a burglar additional

time to enter your home unseen through that window.Prime Targets: Homes without a neighbor directly across the street canafford a burglar a better chance of breaking-in unseen. An accumulation ofnewspapers in the yard and/or circulars on the door knob signal that thehomeowners are away and thereby increases the risk of a break-in.Help with installing Security Measures: To residents who may need help to

install longer strike plates and longer screws, please let Bill Gray know. Helpis available within the neighborhood at no iabor cost to the homeowner.

Lockable Mail Boxes: There are several already installed in ourneighborhood. Jim Eckart recently ordered one on-line for about $200 alockable steel mailbox measuring 13" high X ll"wide, and installed it himselfafter being quoted $900.00 for essentially the same thing by Brick DoctorCorp. (infotSbrickdr.com). The Cadillac of the vacation type lockablemailboxes for our brick enclosures is the Mailkeeper cast aluminum,manufactured in Springfield, MO. Model 100 is offered on eBay for $574

with free shipping. There are several in the neighborhood. (Example:

Maskells) It allows street side access to retrieve mail. The mail carrier needsno key to access the drop door. http://themailkeeper.com/?page=modelsLowe's and Home Depot also offer lockable mailboxes. Installation would

require a bricklayer such as 'Brick Master', Brick Doctor.Off-site Mail Box Rental : The Post and Parcel Company is a very close and

convenient location (Albertson's shopping center). Their mail boxes for rent

are accessible during shop hours: 9-6 Mon-Fri, 10-3 Saturday. Cost for the

small residential size 4"x3.5"x 12" is $12.50 per month. They have two

larger sizes at $14.50 and $17.50/mo. Sandy is the manager there and canwalk you through the do's and don'ts of mailbox rental.

Outbound Mali: Not a good idea to use our mailboxes for outgoing mail

because of the risk of theft.

Printed Check Supply: All banks are aware of the problem of boxes of checks

being stolen from mail boxes. They should not be mailed to us from theprinter, but rather picked up at the Bank.Reporting Mail Theft: It's a federal crime. Notify both the Fort Worth Police

Prices are updated to June 2015.Vehicle Security: If you do not wish to make room to park your vehicles inthe garage, they would be somewhat safer overnight parked in the drivewaythan on the street (the latter being prohibited by our HOA CC&Rs). in allcases, we should remove valuables from the vehicle and lock it. Those who

make their living by stealing usually carry small high intensity flashlights tocheck the inside of locked cars. So throwing a shirt or jacket over a cellphone or camera on the floorboard or seat is not failsafe. They look for that.

MEASURES TO STRENGTHEN A DOOR AGAINST KICK-IN

The average exterior door jam is 6" to 7" thick. However, when considering a horizontal force such as a hard kick or body slam against the door, the inside1 to 1 y^ inches thickness of this jam, including the inside soft pine molding, is the only thing that is resisting the strike plate screws and door dead bolt frombreaking through this thickness. That is true when the strike plates are secured with the normal I to VA inch screws. Replacement of these short screws with 3"long screws that penetrate the 2x4 framing stud behind the soft pine door frame, both at the lock side and the hinge side, increases the resistance to kick-in. Onthe other hand, a professional thief could pry open most any door regardless of measures taken so there are no absolute guarantees.

Another possible deterrent to a kick-in is to install on the outside of the door a lockable storm door having a safety glass insert. (Item 8) The Storm Door isresting against the full six to seven inch thickness at all 4 sides of the door frame providing extra resistance to kick-in.

Other ways for an intruder to enter through the exterior door:1. Breakable side light close to door where the deadbolt is single cylinder. Consider replacing deadbolt with double cylinder dead bolt, (item 9)2. Door with glass insert: Tempered glass can be broken and will shatter, falling completely out of the insert opening. Safety glass will also break but will

not shatter and it will remain difficult to penetrate. This option can be very expensive.
