Our letter dated June 28, 2018, transmitted the tentative Order which would terminate the waste discharge requirements and NPDES permit for NRG California South LP, Mandalay Generating Station located at 393 North Harbor Boulevard, Oxnard, California. Pursuant to Division 7 of the California Water Code, the Regional Water Board, at a public hearing held on September 13, 2018, reviewed the tentative Order, considered all factors in the case, and adopted Order No. R4-2018-0130 ( copy attached) relative to the termination of Order No. R4-2015-0201 . Should any future activities at the subject site result in discharges of wastewater to surface waters, you are required to file a Report of Waste Discharge with this Regional Water Board prior to discharge. ·

TERMINATING WASTE DISCHARGE REQUIREMENTS AND

NATIONAL POLLUTANT DISCHARGE ELIMINATION SYSTEM PERMIT FOR DISCHARGE IN THE LOS ANGELES REGION

The California Regional Water Quality Control Board, Los Angeles Region (Regional Water Board), finds:

1. This Regional Water Board adopted waste discharge requirements for discharge to surface water wh ich also served as the National Pollutant Discharge Elimination System (NPDES) permit for the Discharger listed below.

2. The Discharger has eliminated discharge to surface water.

3. Therefore, the following waste discharge requirements and NPDES permit are no longer necessary and should be terminated.

4. The following Order is hereby terminated, except for enforcement purposes.

5. The termination of waste discharge requirements is exempt from the provisions of Chapter 3 ( commencing with Section 21100), Division 13, Public Resources Code, in accordance with Water Code Section 13389.

The Regional Water Board has notified the Discharger, interested agencies, and persons of its intent to consider termination of the following waste discharge requirements and has provided them with an opportunity to submit their written views and recommendations.

The Regional Water Board , in a public hearing, heard and considered all comments and testimony pertinent to this matter.

Order No. R4-2018-0130 Terminating Waste Discharge Requirements and NPDES Permit

IT IS HEREBY ORDERED that the following waste discharge requirements and NPDES permit be terminated:

Order No. R4-2015-0201 (October 8, 2015)

REASON FOR TERMINATION

The once-through cooling circulating system, including the ocean water cooling pumps and the associated conduits/piping, was disconnected and its ends terminated, eliminating the withdrawal of ocean water from the canal and the discharge of once­through cooling water and in-plant wastewaters to surface water. All steam boiler generation and associated steam boiler processes have been retired and discharges from all waste streams as well as storm water have been eliminated.

The Executive Officer of the Regional Water Board, is authorized and directed to certify and submit copies of this Order to the Discharger, and to such individuals and governmental agencies as may have need therefore, or may request the same.
