Directed and managed 107 full-time employees with six department reports.Responsible for preparing, proposing and administering a $22M adopted operating and capitalbudget for this rapidly growing 54 square mile municipality

Positioned the Town to a more prominent place in the region and state Restructured operating Departments to better meet the operational expectations of the

elected officials and the community at large. Initiated and completed a number of major projects that had been on the shelf for some

time. Among those projects were: Downtown Street Scape, new Law EnforcementCenter, Water and Sewer in newly annexed areas, construction of a new Public Worksfacility, and a major downtown park.

Silver Development Companies, Fredericksburg, VA2003-2008 - Property Acquisition and Development ManagerReported Directly to the President of the Commercial Division. Served as project manager andpolitical consultant for one of Virginia’s premier land development companies. My primaryresponsibilities were to locate, purchase, develop and manage commercial projects through thelocal government entitlement processes in Northern Virginia. Among other duties, I representedthe company on several local philanthropic boards such as the Chamber of Commerce EducationFoundation, Mary Washington University President’s Advisory Board and the Lt. Governor’s100 Ideas for the Future of Virginia Committee. I also represented the company at politicalfunctions throughout the state.

Spotsylvania County, Spotsylvania, VA (Population 106,000)2001-2003 County Administrator - Chief Executive and Administrative Officer of the County.

Hired, directed and managed 790 full-time and 200 part-time employees and directed all Countyoperations. Fourteen (14) Department Heads reported to and were accountable to me on a dailybasis. Responsible for preparing, proposing and administering the $329M adopted operating andcapital outlay budgets.

Upgraded Public Safety for Fire and Rescue by recruiting, hiring and training 40 new fire-fighter/paramedics.

Initiated a salary study for public safety employees that led to Board approved salaryincreases of 12% across the board.

Completed $41M Hunting Run Reservoir Project that included a Rapidan River intakeand raw water pipe lines for an 8 mgd water supply.

Successfully guided a $30M bond issue for public safety, capital improvements andequipment that was approved by a 76% majority of voters.

Initiated and developed a $19M debt issuance for school construction through analternative funding process.

Developed and devised a program for growth management resulting in the creation of theDepartment of Growth Management and Resources where all lands-use offices wereconsolidated under a Deputy Director.

Resolved very complicated contractual issue concerning multi-million dollar sewagetreatment bid by partnering and mediation process that saved more than $3M in legal feesand cost over-runs.

Implemented and developed a process for curtailing cost over-runs for capital projects,saving more than $700,000 over a two-year period.

Reconfigured and re-bid general liability insurance contracts resulting in a cost savings of$150,000 the first year.

Led Governing Body through a complicated re-zoning process that eliminated some30,000 lots from being developed thereby curtailing future educational costs ofapproximately $600M over 20 years.

directed and managed 507 full-time and 123 part-time employees and directed all Cityoperations. Nine (9) Department Heads reported and were accountable to me on a daily basis.Responsible for preparing; proposing and administering the $175M adopted operating and capitaloutlay budgets.

Implemented private/public partnerships leading to volunteer annexations that increasedthe City tax base by approximately $3M.

Developed and operationally implemented private/public partnerships for businesses andindustry for “peak shaving “generator program that saved millions of dollars for thebusinesses and the City.

Reconfigured and downsized the work force through a program of early retirements andwork-study analysis consolidation that resulted in more than $3M in savings over a 3-yearperiod.

Recommended, bid, developed and constructed a new Nature Center that served as aregional Tourist Center and brought tourist dollars into the Community.

Initiated a $17.5M water, sewer and electric facility revenue bond issue that closed themain electrical transmission loop around the City thereby insuring a constantuninterrupted electrical supply.

Recommended and implemented an “Early Retirement Incentive Program” resulting in a$250,000 savings the first year and the potential of $700,000 each subsequent year.

Created an Employee Health Program with base line physicals and a Wellness programfor all employees and their dependents.

Established Police Department “Sentinel Program” comprised of citizen volunteers whoconducted administrative and non-law enforcement tasks thereby allowing more officersto patrol the streets.

Facilitated a citizen “Fire Reserve Program” to enhance Community fire fightingcapability by offering paid hours and training to volunteers as additions to the paid careerstaff resulting in savings of overtime costs and improved fire coverage.

Initiated a unique program using non-violent prison inmates to build affordable andHabitat for Humanity Housing. This program resulted in providing much neededaffordable housing but more importantly provided job training and career skills for thesoon to be paroled inmates. Additionally while the Building Code employees supervisedand instructed the inmates, they improved their own building skills. I personallymentored some of these prisoners and was successful in obtaining employment with localbusinesses and contractors.

City of Winter Park, Winter Park, FL (Population 25,000)1989-1994 City Manager – Chief Executive and Administrative Officer of the City. Hired,

directed and managed 416 full-time and 54 part-time employees and directed all City operations.Five (5) Department Heads reported and were accountable to me on a daily basis. Responsiblefor preparing, proposing and administering the $45.5M adopted operating and capital outlaybudgets.

Initiated, coordinated and successfully implemented the privatization of the FleetMaintenance operation resulting in a cost savings of $513,000 the first year.

Reorganized all City Departments into a 5-member team oriented departmentalconfiguration that improved efficiency, productivity and team building of all operations.

Initiated, directed and implemented the right sizing of the workforce by reducing thenumber of full-time and part-time employees resulting in more than $1,613,000 in costsavings per year.

Implemented and edited a City Newsletter that was mailed to all citizens, an EmployeeNewsletter and weekly newspaper column providing the citizens and employees withnews about their local government.

Initiated and directed a telecommunications audit that enabled the partnering of the Citywith a statewide telephone system resulting in a cost savings of $40,000 the first year.

Created and implemented an employee Merit Bonus System that contained spiralingsalary costs to an affordable level.

Implemented fiscal budget controls that created a $4.6M Reserve Fund where nonepreviously existed.

Successfully operated the Civic Center on a net profit basis. Established a City Recycling Program that produced an annual operating savings of more

than $75,000 annually. Implemented Citywide self-funded Storm water Management System that treated storm

Purchased and implemented an 800 MHz radio system that made public safety operationsmore efficient and safer.

Led first citizen approved $30M general obligation bond issue campaign to fund variousCity infrastructure and capital projects with no tax increase.

Initiated, directed and published a Citizens’ Gift Catalog wherein tax exempt donationscould be used to purchase designated materials and capital outlay items for cityoperations resulting in the collection of $30,000 the first year.
