SEP Idea List Pollution Prevention and Resource Efficiency Provide for better environmental protection, such as reducing the source of waste and emissions; ensuring more efficient use of raw materials, energy and water; and converting to greener technologies, products or services. At schools, libraries, municipal buildings, hospitals, etc.: Conduct an energy audit. Purchase and install solar panels. Purchase and install day lighting systems. Sponsor a pollution prevention workshop for local businesses. At facilities that may be subject to a SEP agreement: Install barriers to reduce noise. Pave roadways to control fugitive dust emissions. Utilize less-dangerous chemicals in the manufacturing process. Pollution Reduction Reduce pollution at a facility beyond current requirements by providing better treatment, control or disposal of a pollutant or waste. At facilities that may be subject to a SEP agreement, utilize better treatment and control technologies that go beyond current requirements to reduce the amount of pollution released. Green Schools Provide resources or assistance to help schools improve their indoor environment, reduce waste, save energy or minimize emissions from bus fleets. Purchase and install pollution control devices and/or cleaner fuels for local school buses. Help a school create a wildlife habitat. Assist a school in recycling outdated laboratory chemicals. Environmental Restoration and Protection Improve or restore the physical quality of the land, air or water damaged by environmental contamination. RRestore a local stream bank to reduce erosion and provide natural habitat. Remove garbage and other waste from a local stream. Support a project to restore or enhance a prairie. Fund restoration of a contaminated "brownfield" site. Purchase land for parks and natural areas. Emergency Planning and Preparedness Provide assistance to a responsible state or local emergency response or planning organization to enable these organizations to prepare for and respond to environmental emergencies, such as accidental spills or releases. Provide funds for hazardous materials training and backup coverage for local fire departments and other special response teams. Purchase protective clothing and equipment and/or monitoring equipment for the local fire department to use when responding to hazardous materials spills.

Technical Assistance and Outreach Facilitate technical support or training for other facilities to help improve environmental performance, such as energy audits, pollution prevention assessments, green design seminars and compliance assistance workshops. Develop an environmental program that provides compliance assistance and energy

efficiency training to local small businesses. Sponsor an environmental management system workshop for businesses. Fund environmental compliance audits for local institutions. Support the demonstration of an emerging environmental technology at a local facility. Sponsor a retired engineer or college graduate student to work on an environmental project at

a local school or hospital. Environmental Education and Public Awareness Contribute environmental education resources or provide for other environmental educational assistance to educators, such as teacher training and professional development programs. Conduct a public awareness program, campaign or event that promotes greater citizen or community involvement in environmental stewardship activities. Provide for environmental education materials and/or training for K-12 teachers in the

region. Provide funding to a municipality to increase public awareness of local recycling programs. Sponsor a program that recognizes outstanding local environmental projects. Fund school field trips to local recycling businesses, landfills, water treatment plants, or

waste water treatment plants. Build an outdoor environmental learning project. Sponsor participation at an ecology/environment workshop or camp. Special Waste Collection Events Conduct special events such as community household hazardous waste collections, school chemistry lab waste collections, or litter pickups along lakes, streams, rivers, or public properties. Provide for ongoing community waste management programs such as oil or paint recycling. Conduct a household hazardous waste or scrap tire collection event in the community or

county. Provide funds to construct a permanent household hazardous waste collection site. Support a mercury thermometer exchange program. Subsidize recycling efforts or a used oil or waste paint collection center for the community. Other Other acceptable SEPs include those that have environmental improvement merit but do not fit within the categories listed above. Sponsor Environment Department inspector training events.

has also evaluated whether there are steps it can take "beyond compliance" to further enhance its ongoing emission reductions efforts. has identified a·"hydrocarbon camera" as a way to enhance the detection and elimination of fugitive emissions from its facilities. The GasFinder camera from FLIR Systems is an infrared camera or thermal imager that finds VOCs. The camera is capable of scanning large areas and providing real-time thermal images of gas leaks. The leaks appear as "black smoke" onscreen allowing you to "see" fugitive gas leaks. The images are recordable to a video recorder for easy archiving. Operator training for the camera is a must in order to fully utilize the camera. The training covers how to best use the camera, what environmental conditions will require camera adjustments, how to create reports and documentation and steps to an infrared smart LDAR program. The camera could be used throughout the system to find and·minin1ize leaks. The cost of the GasFinder camera and training is approximately $100,000, which proposes as a SEP.

thus proposes a civil penalty of $105,000 and a SEP including the purchase of a hydrocarbon camera and training of staff in its use at a combined cost of $100,000. This provides the Bureau with a nominal penalty value of $205,000 and values the SEP on an approximate 2:1 ratio. believes that this is a very favorable settlement offer and hopes that the Bureau will accept it.
