As you may know, the City of Portland is facing a $25 million deficit for fiscal year 2013-14. Several factors have impacted this deficit including the Multnomah County Library District, the recent Department of Justice settlement, and budget notes from the FY 2012-13 Adopted Budget. With that, the Mayor and City Council have asked all City bureaus, including Parks, to develop a budget based on 90% of their current budget (the Current Appropriation Level). That means Portland Parks & Recreation (PP&R) faces up to a 10% cut in programs and services.

While we don’t know what PP&R’s final budget will be at this point, it is possible that certain programs will be changed, reduced or eliminated, or fees will increase to help cover costs.

Follow the process at www.portlandoregon.gov/parks/budget, and find out more about community budget forums where you can testify at www.portlandoregon.gov/cbo. The City’s final budget should be adopted in June and implemented on July 1, 2013, the first day of the new fiscal year.

The work of PP&R—its parks, natural areas, community centers, and programming—daily and directly affect the lives of Portland residents. Follow what’s happening and consider attending and testifying at public meetings about the issues important to you.

Biking Is Back Take a slow-paced, enjoyable & social ride on Portland’s paved car-free roads. Comfortable & stable three-wheeled bicycles will be ready & waiting. Helmets provided; please bring water.

Prerequisite: For all rides you must be able to comfortably get on & off a bike several times for proper bike adjustment & have the ability to push a bike uphill if you are unable to ride a section of the trail.

Location: Meet at Portland Parks & Recreation’s maintenance yard, 5669 SE 136th. Located between Foster & Harold, on the west side of the street, 1/4 block from the entrance to the Spring- water Trail. Park at the yard inside the first set of gates. Restrooms available.

The Senior Recreation hiking program is a progressive 3-level program, starting with the Metro Movers who walk the metropolitan area. As individuals gain strength & endurance they may choose to qualify & move on to longer & more difficult hikes out of the city with Hike for Health & Wilderness Hikes.

TransportationMetro Movers are responsible for their own transportation & meet at the designated parking place. A detailed description of the meeting place will be mailed with the confirmation receipt.

Hike for Health & Wilderness Hikes meet at NE 82nd & Siskiyou. Please arrive 15 minutes before departure time. Park facing 82nd Ave.

Miles/ElevationMiles are given for a round trip, except for loop or shuttle hikes, which are one-way.

There will be 2 strolls each week! Tuesday strolls are slower paced, while Wednesday strolls move slightly faster. Strolls showcase Portland’s great neighborhoods & are offered weekly beginning May 14 through early October. Strolls begin at 10:00 am at a location along TriMet routes.

Metro MoversEnjoy the natural beauty within the city & nearby.

Prerequisite: Must be able to walk a 20-minute mile (on uneven surfaces) without shortness of breath. Please sign up for walks that you are confident you can complete.

Requirement: The group stays together & no participant walks in front of the leader or falls behind the sweep.

To advance to Hike for Health, you must go on the Hike for Health Qualifier or a moderate Metro Mover.

4 401646 7/25 Eight Lakes Basin (Detroit) 14-rt/1800 7 am – 6 pm Difficult. Limit 12. Start on a level stretch through a deep forest, gradually climbing to Lake Ann & Marion Lake. Pass a few more lakes on our climb to Eight Lakes Basin.

5 401647 8/1 Olallie area PCT (Estacada) 8-rt/600 7 am - 6 pm Moderate. Besides Olallie & Monon Lakes there are many smaller lakes in this deep forest & burned out area. Also enjoy views of Mt. Jefferson.

INCLEMENTWEATHER:If the City of Portland public school districts (Portland, Parkrose, Da-vid Douglas, Reynolds & Centennial) are closed because of weather conditions, PP&R classes & youth basketball in those school districts are can-celled. However, some sites may be open for drop-in activities. Call the specific PP&R facility for information & opening/closing times. If inclement weather is forecast on weekends or holidays, call the PP&R facility or program for operating hours & activity cancellations. DONATIONS:Senior Recreation works cooperatively with Portland area Senior Centers & Loaves & Fishes. In support of these programs, participants who are financially able are encouraged to make a facility donation.

Anyone else is considered a non-resident (NR) and will be assessed a NR fee. NR fees do not apply to drop-in activities. Non-residents who wish to register for PP&R activities may choose one of these options:

The specific changes are not known at the time of this printing. Any changes to non-resident fees are expected to become effective for cus-tomers that register after June 30, 2013.
