Afghan starts to close privatesecurity firms

Police officials say the blast struck the convoyof Fouad Al-Moussawi, a deputy minister ofsciences and technology, in an area of southeastBaghdad.

Census surveys vast body of global marine lifeLONDON, 4 Oct— Results of the first-ever global

marine life census were unveiled Monday, revealingan unprecedented view of life beneath the wavesafter a decade-long trawl through the murky depths.

The Census of Marine Life estimated there areone million-plus species in the oceans, with at leastthree-quarters of them yet to be discovered.

The 650-million-dollar (470-million-euro)international study found more than 6,000potentially new species, and found some speciesconsidered rare were actually common.

The research involved more than 2,700scientists, 670 institutions, more than 540expeditions and around 9,000 days at sea. Nearly30 million observations of 120,000 species weremade.

The census establishes a baseline against which21st-century changes can be monitored.

Samsung to unveilWiMax 2 Trial system

in JapanTOKYO, 4 Oct—Samsung Electronics plans to reveal

its latest Mobile WiMax wireless broadbandtechnology at the CEATEC Japan 2010 electronicsshow this week in Tokyo.

The company has partnered with UQCommunications to build a WiMax 2 network based onthe IEEE 802.16m standard, with a wireless networkspeed of 330M bps (bits per second). The two willdemonstrate simultaneous transmission of 16 full-HDvideos using the WiMax 2 trial system.

WiMax 2 is more efficient and faster system thanthe first generation of WiMax, Samsung said. Thattechnology operates at speeds up to 40M bps.

The WiMax 2 trial system uses Samsung MobileWiMax base stations already deployed globally bymajor Mobile WiMax operators, the company said.

Companies can upgrade current Samsung MobileWiMax base stations to WiMax 2 with new channelcards or system software. There’s also a benefit tosubscribers since they won’t have to make upgrades toconnect to the new systems, according to Samsung.

The first commercially available WiMax 2 productsfrom Samsung will be out at the end of 2011.

Samsung said WiMax 2 standards are expected tobe finalized by November of this year. The companyworked with UQ Communications to show that it’sleading the charge to rapid commercialization of thewireless broadband technology.

Education: The education system serving the interest ofthe human society will be practised to be able to turnout intellectuals and intelligentsia. The educationsystem will nurture the human resources. Health: Basic health policies will be adopted for ensuringhealth and fitness of the entire people and systematicimprovement of medical education. We will giveencouragement to doing medical research worksincluding traditional medicines.

Defence: There must be a modern national Tatmadawthat sacrifices lives for sageuarding the Independenceand sovereignty, lives and property of the people andthe Union against the dangers. We will try hard toconstantly modernize the national Tatmadaw.

Foreign Affairs: We will continue to practise the peacefulcoexistence Bandung five principles. We will practisethe independent foreign policy to strive for peacefuldevelopment of international human society. All-outefforts will be made for giving priority to ensureinternational peace and development. We will activelyparticipate in the global affairs in the United Nationssuch as security, peace and development of theinternational people.

Agriculture: The agricultural policy will be realized inconformity with the market-oriented economic systemfor ensuring free cultivation, harvest, storage andsales at home and abroad. Encouragement will be

given to implementation of the agriculture sector onlarge farm cultivation applying advanced technologyfor improvement of farmers from the rural areas.

When Myanmar regained her independence afterexperiencing the Second World War, there emergedsectarianism, ideological differences, personality cult andracism in the country instead of rebuilding the nation as aunited one. The nation faced civil war due to disintegrationof the national consolidation and outside interferences andthe people became innocent victims of the civil war. Thenation lagged far behind other countries in development.The nation experienced various forms of difficulties underthe rule of economically and politically centralized singleparty socialism. Finally, the nation faced violence andunrest in 1988. Due to lack of cooperation with the Tatmadawgovernment who practised market-oriented economic systemand multiparty system in the aftermath of the unrest, thenation has seen outside interferences and economic sanctionsagain. Then how do we strive for the nation to be a modernand developed one?

The Modern People Party will try our best to turn outmore and more national entrepreneurs, modern workers,farmers and intellectuals and intelligentsia for developmentof private sector. We will strive for lifting of the economicsanctions and to invite foreign investment. Especially,drive for development of rural farmers who make up 70 percent of the whole population of Myanmar is flourishing ofdemocracy in Myanmar. Democracy cannot flourish in apoor country.

At a time when the nation is put on the path todemocratization and market-oriented economic system,the Modern People Party will adopt the followingagricultural policy for increasing per capital income ofrural farmers, economic development, living standard andknowledge. They are as follows:-

- to ensure that every grower has a right to sell cropsas they like, to trade their crops and to enjoy theirprofit freely

- to develop private-owned agricultural businesswith the use of investments from sources inside thecountry and abroad

- to set up state andpr iva te -ownedagricultural banksin order to provideloans with long-term low interestfor development ofagricultural busi-nesses

- to encourage joint-ventured agri-cultural businessesout of own volition

- to improve the living standard of farmers inharmony with progress in agricultural production

- to promulgate laws preventing against tradingand pawning estate that can cause the emergenceof landlords who exploit growers and monopolizeagricultural farming to delay the latter’s progress

- to enjoy the right to export agriculture produce,rice, by farmers themselves or through the tradersassociation.

- to practise free competition system that can benefitboth producers and consumers in trading at homeand abroad and to promulgate law againstmonopolization of a certain association or agroup

- to set up market research groups to enable thefarmers to have information about crops that arein demand in international market and crop pricesand to send Myanmar farmers and growers tocountries achieving success in agriculture sector

- to encourage government and private sector inconducting research on high yield quality strains,agricultural methods and modern farm equipment

- First, in market-oriented agriculture, growersand farmers will be able to mass-produce andmass-distribute their crops only after being ableto engage in small-scale agricultural business.As a result, their crops will be distributed to theregion, then to the whole nation and then toglobal market. As today’s Myanmar farmershave had links with international markets, thetime has come for farmers to know socio-economic conditions in the local andinternational issues whether or not they have thedesire to do so.

The 21st Century is the threshold of the globalizationperiod. Most of the countries turned into the multipartydemocracy (capitalism) as the globalization is seen notonly for the economic sector but also for the politicalsector. In the developing world, all the countries arestriving for modernizing themselves.

Taking lessions from the bitter history, the people, thepolitical parties and the Tatmadaw as three nationalstrengths are to join hands in building the new democraticnation.

Our Modern People Party does not support theworks with terrorist acts against the culture that destroysmodern materials and knowledge because these activitiesretrogress the culture and civilization. We do not supportthe violation that occurs between downtrodden and upperclass societies because their conflict will not contributeto the achievement. Our party supports peaceful anddeveloped educative activity. We will practise the socialscience activity when theory becomes a material forcewhen it grips the masses.

DHAKA, 4 Oct — Tigers prowling thefamous mangrove forests of Bangladeshare nearly half the weight of other wildBengal tigers in South Asia, a study hasfound. The average weight of female ti-gers in the Sundarbans forests was76.7kg (170lb), according to the US Fishand Wildlife Service research.

But other wild Bengal tigers in the

region tipped the scales at 138.2 kg onaverage. Researchers said this could bebecause Sundarbans tigers ate smaller deer.The team believes the big cats found in themangrove forest, which stretches fromBangladesh to India, could be among theworld’s smallest tigers. YUNNAN, 4 Oct—Today’s cut flower businessis a multibillion dollar global industry, and nowhereis this more evident than in China’s YunnanProvince.

Interestingly enough, the land route connectingthe southwestern region of China to Bangkok isfast increasing Yunnan’s market share of fresh cutflowers in Thailand and Singapore.

Kunming, the provincial capital of Yunnan, isfamous for its year-round temperate climate. It isoften called the “City of Eternal Spring” and eventhe “Capital of flowers”.
