Lt-Gen Maung Bo inspects progress of Dawei Airport Construction Project In his instructions, Lt-Gen Maung Bo said that as the 12,000 feet long, 100 feet wide and 26 inches thick runway and the 600 feet long and 300 feet wide apron have been completed at Dawei Airport, officials of Department of Civil Aviation and Myanma Airways are to cooperate with local authorities to keep the airport lush and green. And, officials at different levels are to supervise the maintenance tasks for durability of the airport.     Establishment of three ASEANpillars and overcomingchallenges through cooperation

    The Association of South East Asian Na-tions (ASEAN) was established on 8 August1967 and now it has turned 40 years. Theassociation was formed with the aims of pro-motion on mutual cooperation on economic,social and cultural aspects among its mem-bers in the region and development of themember nations.

    This year marks the 10th Anniversary ofjoining of Myanmar to ASEAN. Myanmarjoined the association in 1997 with the expec-tation of cooperation and contributing to theregional peace and stability, prosperity anddevelopment in the region and beyond.

    South East Asian region gained economicprogress and it has been a haven of peace andharmony due to endeavours of the leaders ofall ten South East Asian nations.

    Now the ASEAN is working on its Char-ter to give the grouping its legal personalityas well as to further strengthen its coopera-tion through enhanced structure and deci-sion-making mechanism. The adoption ofthe ASEAN Charter will serve a firm foun-dation in achieving the ASEAN Communityand fulfil the aspiration and shared values ofevery member country and ASEAN as awhole.

    In the forty-year history, ASEAN notonly has successes but experienced manychallenges, natural disasters and hazardousproblems. However, it has shown its resil-ience and successfully met the challenges. Three pillars — ASEAN Security Com-munity, ASEAN Economic Community andASEAN Socio-Cultural Community serve asa strong foundation. The way of working insolidarity, consultation, consensus, mutualrespect and non-interference is the strengthof ASEAN. We are confident that the ASEANwill overcome the challenges through nobletraditions, solidarity and cooperation.

    Five US soldiers killed in bomb attacks in IraqBAGHDAD, 8 Aug —

    Five American soldierswere killed and 13 otherswounded in roadsidebomb explosions acrossIraq on Monday, the USmilitary said on Tuesday.

    A soldier was killedand another woundedwhen an explosively-formed penetrator, or EFP,detonated near his vehicleduring combat operations

    in western part of thecapital, a military state-ment said.

    EFP is a shapedcharge explosive designedto penetrate armoureffectively. They werefirst developed during theWorld War II.

    Previously, US offi-cials accused Iran ofproviding and trainingmilitants in Iraq with these

    deadly armoured-piercingroadside bombs, but Irandenied the accusations.

    UAE national airline records20% growth in seat load

    ABU DHABI, 7 Aug—Etihad Airways, thenational airline of theUnited Arab Emirates(UAE), registered agrowth of 20 per cent in itsseat load factor in the firsthalf of 2007 comparedwith the same period in2006, local newspaperGulf News reported onMonday.

    Etihad’s planes were onaverage 65 per cent full inthe first six months of2007, a figure oftenconsidered an industrybenchmark for an airline’sbreak-even point, thereport said.

    The Abu Dhabi-basedairline flew 90 per centfull in economy, 76 per

    cent full in business classand 49 per cent full in firstclass in the first half of2007.

    The results are animportant step forward forthe four-year-old Etihadthat is expected to becomeprofitable in 2010, evenas it makes significantinvestments in newaircraft and routes.

    “We are flying at fullspeed at the moment... Themajority of new aircraftare in and we can see themarket is picking up,” theairline’s executive vice-president Geert Bovensaid. Etihad has beenimplementing an ex-pansion plan to fly allroutes on a daily basis,

    with 35 of its 44 desti-nations now available.

    The cargo version of the TU-204 arrived in Havanaon Sunday and two passenger jets will be deliveredbefore the end of the year as Cuba upgrades its agingSoviet-era fleet, the paper said.

    Last year, Cuba received three Ilyushin IL-96-300slong-haul passenger jets used on routes to Europe andLatin America by Cuban carrier Cubana de Aviacion.

    A Russian diplomat said the sales to Cuba are one ofthe most important export contracts for Russia'scommercial aircraft industry since the collapse of theSoviet Union in 1991.

    Levi Ajuonuma, Gen-eral Manager of GroupPublic Affairs Divisionunder NNPC Group, saidthe two new refinerieswould be located in Nig-eria’s port city of Okrikaand Brass in oilrich south-eastern Niger Delta Area.

    The NNPC said in itsbrief sent to the Ministryof Energy that the cor-poration would inauguratethe new refineries by 2011

    or 2012. Ajuonuma saidthe additional refinerieswould bring the totaldomestic refining capacityto 845,000 barrels per day.

    The current demand ofabout 30 million litres ofpetrol daily required600,000 barrels refiningcapacity daily, he said,adding the domestic re-fineries’ limited pro-duction capacity could notsatisfy the country’s robustdemand for product oil,such gasoline and diesel.“Even if Warri and Kadunarefineries were to operateat 100 per cent capacity,there will still be need toimport the shortfall tosatisfy consumers,” Aju-onuma said.

    Six miners trapped in collapsedUtah mine

    LOS ANGELES, 7Aug— A minor earthquake occurred in the US western stateof Utah on Monday, causing a mine to collapse in which six miners were trapped.

    The mine was less than20 miles (about 32kilometres) from theepicentre of the 4.0magnitude earthquake,authorities said.

    Kayah State has witnessed unprecedented

    progress among the states in the country. It is situated

    in the eastern part of the nation. And its area is 4530

    square miles. Such national races as Kayah, Kayan,

    Mono, Kayaw, Yintale, Gekho Geba, etc reside in

    Kayah State together with Kachin, Kayin, Chin, Pa-

    O, Bamar, Mon, Rakhine, Shan and Intha. With a

    population of over 300,000, the population density of

    Kayah State is over 70 per square mile.

    Being a hilly region bordering with Shan

    plateau, Kayah State is between 2,950 feet and 6,000

    feet above sea level. The current of most rivers that

    flow from north to south is strong as they have to pass

    the hilly and uneven regions.

    Prevalence of peace is the basicrequirement of development. The Tarmadawgovernment extended olive branch to the nationalrace armed groups to give up the armed struggleline and to actively take part in nation-buildingendeavours together with local people. This is thegenuine goodwill of the government towards allthe national people. This being the case, efforts arebeing made to bring about equitable and

    With the prevalence of peace, unprecedented

    progress has been made in Kayah State. In 1988,

    Kayah State was unable to enjoy self-sufficiency inrice. In the time of the Tatmadaw governmentKayah State has undergone a great change with avast farmland facilitated with irrigation networks.Dawtacha Dam that benefits 1000 acres of farmland

    was built in Bawlakhe Township in 1997 and Loinanpha

    Embankment that benefits 2150 acres of farmland in

    Dimawhso Township in 2002. Moreover, steps have

    been taken to implement more river water pumping

    stations and to reclaim virgin and fallow land. As a

    result, the sown acreage in Kayah State has increased

    from 89,992 in 1988 to 276,106 in 2006.

    In the meantime, efforts have been made for

    supply of irrigated water to farmlands. So, there were

    seven reservoirs, lakes and embankments in 1988 and

    the number increased to nine in 2006. There were

    61,501 acres of monsoon paddy in 1988 and the

    number increased to 100,348 in 2006. And the per acre

    yield increased from 42.38 baskets in 1988 to over 60

    in 2006. The sown acreage of gram has increased from

    1,031 in 1988 to 41,480 in 2006 while that of maize has

    increased from 3,431 in 1988 to 17,467 in 2006. The

    sown acreage of groundnut has increased from 6,883

    in 1988 to 14,353 in 2006 while that of sesame has

    increased from 1,888 in 1988 to 13,947 in 2006. The

    sown acreage of sunflower has increased from 554 in

    1988 to 4,762 in 2006 and that of mustard from 62 in

    1988 to 320 in 2006.

    In the same way, the number of livestock

    being bred in Kayah State has increased over two times

    from 540,000 in 1988 to 1,432,000 to date while the

    acreage of fish breeding ponds has increased from 3 to

    359.74.

    In the forest sector, there were 74 square miles

    of reserve forest in 1988 and the number increased to

    270 in 2006. Although there was no protected forest

    in 1988, there were 2181 square miles of protected

    forest in 2006. Although there was no teak plantation

    in 1988 there were 3,410 acres of teak plantation in

    2006. Likewise, there were 200 acres of watershed in

    1988 and the number has increased to 3,085 in 2006.

    And there was no Thitseint (Belleric myrobalan)

    plantation in 1988 but there were 300 acres of the

    plantation in 2006.

    Agriculture, livestock breeding and forestry

    sectors are the backbones of the development of a

    country and the transportation sector should be

    implemented for the same purpose. Therefore, the

    Tatmadaw Government upgraded the transportation

    sector in Kayah State to bring about equitable

    development of the country.

    Transport and communication facilities were

    inadequate in Kayah State before 1988. There were

    Aungban-Pinlaung-Moebywe-Loikaw Road, Toungoo-

    Leiktho-Yado-Loikaw Road and Loikaw-Hopong Road

    in Kayah State. Toungoo-Leiktho-Yado Road was not

    serviceable all the year round before 1988.

    During the time of the Tatmadaw Government,

    the government upgraded roads in the state including

    Toungoo-Leiktho-Yado Road. In Kayah Sate, the185-

    mile long road was constructed, Loikaw-Ponchaung-

    Shadaw Road, Toungoo-Mawchi-Loikaw Road,

    Bawlakhe-Ywathit-Suitpaing Road and Hpasaung-

    Maesaenan-Maese-Nanman Road were upgraded.

    Moreover, over 180-feet-long Htise Kha Bridge and

    Htoochaung Bridge are under construction.

    Aungban-Loikaw Railroad linking Shan State

    and Kayah State was inaugurated on 27 March (Armed

    Forces Day), 1993. The railroad is 106.62 miles long

    with 25 railway stations on it.

    Similarly, the Tatmadaw Government has

    also upgraded the communication sector of Kayah

    (See page 9)

The number of telegraphoffices has increased from three in 1988 to 11 in 2006.There was no facsimilie, e-mail and advancedtelegraph service in Kayah Sate until 1988. KayahState got 29 facsimilie and e-mail offices and oneadvanced telegraph service in 2006. The number oftelephone offices has increased from three in 1988 to15 in 2006. There were three exchange offices, 558direct-call lines and 558 auto telephones in the state in1988. Now, there are nine exchange offices, 1937direct-call lines and 1937 auto telephones in the state.There were no microwave station and rural telephoneexchanges in Kayah State before 1988. In 2006, onemicrowave station and six rural telephone exchangeswere established in the state.

    Before 1988, there were only 168-MW-Beluchaung-2 Hydropower Plant and 0.108-MW-Hpasaung Hydropower Plant in Kayah State. Duringthe time of the Tatmadaw Government, BeluchaungHydropower Plant which generates 28 MW wasconstructed in the state. The consumption of electricityin the state has also increased from 4.405 MW in 1988to 21.17 MW in 2006.

    Kayah national people enjoy the fruits of thedevelopment of socio-economic life. Regarding theIndustrial Sector, there are 285 privately-ownedfactories and seven state-owned factories and 34cottage industries.

    Marble slabs and antimony have been producedat Mawchi Mine in Kayah Sate since 1988. Over 212matric tons of marble slabs and 260 matric tonnes ofantimony were produced at Mawchi Mine in 2006.These are fruits of efforts of the Tatmadaw Governmentin striving for development of socio-economic life ofKayah national people.

    Land and acquatic resources are used forthe development of a country. Similarly, humanresources should also be nurtured to efficientlyexploit the natural resources.

    The Government opened more basic

    education schools and appointed more teachers.Hence, the number of students increased. Inaddition, school enrolment rate and adult literacyrate increased in the State.

    Thanks to the opening of an Arts and ScienceUniversity in Loikaw that is one of the 24 specialdevelopment regions, the local youth are able to pursuehigher education, and the education sector of KayahState will surely improve.

    Although there were only 333 schools in thestate in 1988, the number reached 388 in 2006. In 1988there were no multi-media classrooms and e-learningcentres but the schools across the state were installedwith 21 multi-media classrooms and 17 e-learningcentres in 2006. Likewise, the number of teachers was1,987 in 2006, up from 1,259 in 1988. The number ofstudents increased to 52,430 in 2006 although it was29,916 in 1988. The school enrolment rate ofkindergarten students was 53.26 per cent in 1988 butit was 95.92 per cent in 2006.

    In the higher education sector also, althoughthere was no university in the state in 1988, now anArts and Science University has been opened in thestate. With one e-learning centre, 40 teachingprogrammes, 140 faculty members and 2,939 universitystudents, Kayah State is trying to develop humanresources of the higher education sector.

    According to the national education promotionprogramme, the technological college and the computercollege in Loikaw have been upgraded into theuniversities and there are now about 400 basic educationschools in Kayah State including 35 schools openedunder the border area development programme.

    As a result, socio-economic life of the Kayahnational people has improved and the youth of thestate are now in a position to enjoy learningopportunities though its education standard waslow in the previous eras. Indeed, peace and stabilityand unity of Kayah State is fundamental for itsdevelopment.

    Therefore, Secretary-1 of the State Peace andDevelopment Council Lt-Gen Thein Sein, also

    Chairman of Myanmar Education Committee,delivered an address at the opening of the mainbuilding of Loikaw University in Kayah State on 5August 2007. In his address, he said:

    “Kayah State complete with universities inwhich arts and science, engineering, architectureand computer science and even master’s degreecourses are being conducted is a state where therewas no university and college in 1988. Hence, theemergence of such splendid building facilitatedwith modern teaching and learning aids is of greatsignificance.

    “Only when local people are fit and healthywill they be able to carry out development tasks intheir regions. And only when local youths arenurtured into intellectuals and intelligentsia willthey be able to maintain the already-achieveddevelopment. With this concept, efforts are beingmade to create opportunities to pursue highereducation in all parts of the nation and to fullyprovide health care services to the people ofdifferent regions.

    “Faculty members are to nurture thestudents to become intellectuals and intelligentsiain their own region who will maintain and furtherdevelop fruits of peace and stability and unity thathave been already achieved.”

    Hanoi capital alone, whichspecializes in cancerdiagnosis and treatment,has annually treated150,000 cancer patients,including 75,000 fatali-ties, over the past fiveyears, the paper quoted thehospital’s director NguyenBa Duc as saying.

    ICRC opens workshop on humanitarianlaw in mily operations

    GENEVA, 7 Aug—TheInternational Committeeof the Red Cross (ICRC)on Monday opened herean international workshopaiming to promote theintegration of humani-tarian law into militaryoperations.

    The two-week event,organized in collaborationwith the Swiss ArmedForces, are being attendedby senior officers from 60European, American,Asian and Middle Easterncountries, the Swiss-runhumanitarian agency saidin a statement.

    The workshop “aims topromote the integration ofhumanitarian law intomilitary doctrine andstandard operating pro-cedures”, the statementsaid.

    Addressing the openingof the workshop, ICRCVice-President Olivier

    Vodoz lamented the factthat in many armed con-flicts it is civilians whosuffer most.

    He emphasized that“nothing can justify menand women, elderly peopleand children who havenever borne arms — orcombatants who have laidthem down — being theprimary victims in armedconflict or other situationsof violence. Nothing canexcuse murder, rape,looting or humiliatingtreatment”. He pointed outthat legal standards mustbe converted into explicitrules and concrete action,and into orders and pro-cedures that can be under-stood by all combatants.

    According to ICRC, theworkshop on internationalrules governing militaryoperations is intended forhigh-ranking officers —from lieutenant colonel tobrigadier — with respon-sibility for training or fordrawing up operatinginstructions, or involvedin the conduct of militaryoperations.

    “This workshop repre-sents a new step in theefforts the ICRC has beenmaking for 30 years tohelp governments andarmed forces fulfil theirobligations under inter-national humanitarianlaw,” ICRC said in thestatement.

    Vietnam to enhance supervisionof OTC market

    HANOI, 7 Aug—Vietnam will strengthen regulatingthe over-the-counter(OTC) market in order to reduceinvestor’s risks on the market, local newspaper VietnamNews reported on Monday.

    A draft plan drawn up by the State SecuritiesCommission is expected to be issued later this month.Under the plan, the country will apply a new tradingsystem and create a more professional OTC market,and the Hanoi Securities Trading Centre will play amore active role in monitoring the market, said thepaper.

    According to the new rules, all public companies arerequired to deposit OTC shares with the SecuritiesDepository Centre. Similarly, investors trading in OTCshares will also have to deposit their shares withdepository members and place all buy and sell ordersthrough accounts with securities companies.     JINAN, 7 Aug—Floodwaters caused by continuousrains have damaged levees on the Yellow River andaltered the course of the river by more than 100 metresin east China, say flood control authorities.

    The runoff in the section in Shandong Province was3,600 cubic metres per second on Monday.

    Rocks had been flushed out from the bases of sevenlevees in Yuncheng County since Thursday and thelevees had collapsed in places, said an official with theShandong bureau of Yellow River ConservancyCommittee.

    With shortage of aircraftaffecting its services onlong haul routes, Air Indiahas charted out plans toinduct leased planes tomaintain its internationalschedules and launch newroutes.

    The current fleet wasshort by one aircraft andthe airline was operatingwithout a standby plane,severely affecting itspunctuality and schedule

    To handle the situation,Air India has recently heldnegotiations to leaseplanes after it receivedoffers for wet-lease oftwo Boeing 747-400s andtwo Airbus A340-300s.

    number one Lorena Ochoa claimed her first major titlewith a final round 74 at the Women's British Open onSunday.

    The 25-year-old from Guadalajara, who had ledfrom round one, finished on five under par, four shotsahead of Sweden's Maria Hjorth and South Korea'sLee Jee-Young.

    They both shot 71 to share second place with Ameri-can Reilley Rankin in fourth on level par after alsoshooting 71.

    Olympic Champion Manaudousacked by Turin club

    PARIS, 7 Aug — World and Olympic championLaure Manaudou has been sacked by the Italian clubshe joined three months ago.

    Marco Durante, president of Turin club LaPresseNuoto, said she was fired because of her disrespectfulbehaviour towards coach Paolo Penso and towards hernational team. “I called Laure this morning to tell hermy decision,” Durante said in a statement.

    “If she apologizes to Paolo Penso and to the Frenchnational team after returning from her holidays, shewill be able to re-join the team. But there is only onechance in a million that Laure will understand (whatshe has done) and turn back.”

    Poland needs more time tobuild Euro 2012 stadiums

    WARSAW, 8 Aug — Poland wants to set a newdeadline for the construction of their Euro 2012 stadi-ums, Sports Minister Elzbieta Jakubiak said on Mon-day.

    Since Poland won the right in April to co-host theevent with Ukraine, early euphoria has been replacedby growing concerns it may not prepare new groundsand upgrade inadequate infrastructure in time.

    European soccer’s governing body UEFA saysthe tournament co-hosts must build the necessarystadiums by mid-2010.

    “We need additional time and the year 2011 willbe the most suitable,” Jakubiak told a news conference.
