Northern Natural Gas Northern Lights 2017 Expansion Project (CP16-472-000) Biweekly Status Report No. 10 July 8, 2017 - July 21, 2017 PROJECT DESCRIPTION The project consists of a 2.0-mile Princeton branch line loop extension (Princeton Loop) in Sherburne County, a 2.8-mile St. Cloud branch line loop extension (St. Cloud Loop) in Isanti County, and the addition of a 15,900-hp compressor unit at the existing Faribault compressor station in Rice County, Minnesota. New valve settings will be installed at the end of each pipeline loop. FEDERAL AUTHORIZATION STATUS Northern Natural Gas Company (Northern) began consultation with the applicable agencies and tribes in September 2015. PIPELINE SEGMENTS One contractor will construct the two branch line loop extensions in sequence. The environmental training totals listed below reflect all training conducted on the pipeline segments. On-site Contractor: Michels Corporation, Inc. Overall Construction Start Date: 5/8/2017 Environmental Training Conducted: This reporting period: 19 Total to date: 49 St. Cloud Branch Line Loop Extension Construct a 2.8-mile extension of Northern’s existing 12-inch-diameter St. Cloud branch line loop (MNB77502) in Isanti County, Minnesota. Construction Status The crew installed silt fencing and then top soiled and graded the corn field at MP 1.7 and the pasture areas between MP 0.07 and 0.3 for the horizontal direction drill (HDD) pads. Access roads were constructed at MP 1.7. Two sound suppression walls were constructed at MP 1.7 for noise mitigation during the HDD. In addition, the contractor cleared trees and vegetation at MP 0.5. The contractor also installed silt fencing along the drag section in a bean field east of 6th Street but no grading has occurred in this area. Machinery and equipment for the drilling arrived and both drills are fully equipped and manned. On July 19, 2017, the drilling began at MP 1.7 heading westbound. On July 20, 2017, the Michels crew began drilling eastbound from MP 2.8 under the Rum River. Materials, including two vacuum trucks (one of which is a track operated Maruka), are strategically placed at opposing sides of the Rum River and wetlands for rapid mobilization in the event of an inadvertent release of drilling fluid. No releases have occurred to date. Pipe arrived and is being strung throughout the west end of the project and continued to the east. No welding has occurred to date. Construction Modifications No construction modifications occurred during this reporting period. Stream Crossings and Environmentally Sensitive Areas The Rum River was not been crossed by HDD during this reporting period. Rain Events Three rain events occurred this reporting period in excess of 0.50 inch. One on each of the following days July 10, 12, and 18, 2017. The weekly stormwater inspections found the project to be in full environmental compliance. To date, the project has received 4.4 inches of rain.

Princeton Branch Line Loop Extension Construct a 2.0-mile extension of Northern’s existing 8-inch-diameter Princeton branch line loop (MNB91902) in Sherburne County, Minnesota. Construction Status Welding, ditching, lower-in, and backfill activities are complete. Restoration activities, including decompaction, topsoil replacement, seeding, and mulching have been completed from MP 0.20 to MP 1.95. The north and south tie-ins are complete and backfilled. The areas near the beginning and the end of the project will be restored as soon as weather permits. The contractor dewatered the north tie-in location July 5 - 17, 2017, via a well point system. Water was metered and dewatered through a hay bale structure to a well vegetated, upland location. Construction Modifications No construction modifications occurred during this reporting period. Stream Crossings and Environmentally Sensitive Areas No stream crossings were conducted and no construction occurred within other environmentally sensitive areas during this reporting period. Rain Events Two rain events occurred during this reporting period in excess of 0.50 inch, one July 12, 2017 and the other July 18, 2017. The weekly storm water inspections found the project to be in full environmental compliance. To date, the project has received 9.00 inches of rain.

Two-Week Projection

1. Remove temporary erosion control devices where they are no longer needed. 2. Continue to decompact soils, replace topsoil, seed, and mulch areas where it is

applicable. 3. Remove mats and revert the project back to preconstruction contours and

conditions, including the ROW, extra workspace areas, and staging areas. 4. Demobilize from the project. 5. Monitor revegetation and check erosion control devices’ functionality weekly and

within 24 hours of a rain event in excess of 0.5 inch.

COMPRESSOR STATION One contractor will construct the Faribault compressor Unit No. 2 project. The environmental training totals listed below reflect all training conducted for the compressor station project. The training was conducted for Northern employees, survey crew members, third-party inspectors and contractor personnel in preparation for the start of construction. On-site Contractor: Michels Corporation Overall Construction Start Date: 3/13/17 Environmental Training Conducted: This reporting period: 10 Total to date: 159 Faribault Compressor Unit No. 2 Install an additional natural-gas-driven 15,900-hp Solar Mars turbine unit (Unit No. 2) at the Faribault compressor station located in Rice County, Minnesota. Construction Status

• Civil: The contractor continued hanging insulation and liner panel on the compressor building walls. Installation of the exterior unit exhaust stack is complete. Work on the unit exhaust and intake ductwork continued. The contractor completed the lube oil cooler and demister support structures, set the lube oil cooler and demister, set and epoxy-anchored the Unit #2 fuel gas heater and set the emergency generator on its foundation. The canopy over roll was installed up to the compressor building door. The contractor continued hydro-vacuum excavation of the 36-inch-diameter discharge header extension tie-in area and the 36-inch-diameter suction line from Unit #2 for tie-ins. Concrete was poured for the two rest blocks for the 36-inch-diameter discharge piping. Braun Intertec was onsite to test concrete for air to meet specification requirements. The contractor backfilled and compacted around the 36-inch-diameter discharge piping and around the gas coolers after electrical conduit was installed.

• Electrical: The contractor installed cable tray in the sub-floor/trough and the connecting vertical/rising section to the overhead cable tray on the west wall. Grounding conductors were terminated and the contractor continued to install land cables in the station control panel. Rigid galvanized steel conduit for lighting, fire and gas was installed in the Unit #2 compressor building. Polyvinyl chloride coated rigid galvanized steel conduit was installed for the fuel/gas skid. The contractor installed 1-inch, 1 1/2-inch and 2 1/2-inch polyvinyl chloride coated rigid

galvanized steel conduit for various valve yard gas operated valve applications near the gas coolers. Electrical conduit in the south workspace area was installed through the valve yard.

• Welding and Piping: Hydrostatic testing is complete for the 30-inch-diameter suction and discharge piping leading to and inside the compressor building and the 12-inch-diameter, 30-inch-diameter, and 36-inch-diameter piping with municipal water acquired from the City of Faribault. After hydrostatic testing, all pipe was dewatered and dried to -40 F dew point. Fabrication of 30-inch-diameter and 36-inch-diameter piping continued.

• Environmental: The contractor installed approximately 435 feet of silt fence along the outside south edge of the compressor station fence line. The west workspace area located just north of the existing compressor station access road was seeded and approximately 75 square yards of certified weed free erosion control blanket was installed.

Construction Modifications No construction modifications occurred during this reporting period. Stream Crossings and Environmentally Sensitive Areas No stream crossings were conducted and no construction occurred within other environmentally sensitive areas during this reporting period. Rain Events Two rain events occurred during this reporting period in excess of 0.50 inch July 10, 2017 and July 20, 2017. The weekly and rain event stormwater inspections found the project to be in full environmental compliance. To date, the project has received 15.36 inches of rain.
