SUMMARY OF ACCOMPLISHMENTS: Acted as contracts management lead on multi-discipline proposal team for LPD 26 and 27 capture. Member of contract negotiating
team. Responsible for statement of work and terms and conditions. Effort culminated in award of two $1.5B option contracts.
Led multi-discipline effort to plan and execute advance procurement (AP) on LPD 26 and 27. Effort spanned period from selection
of AP candidates, to include all subcontracting activity, through order close-out. AP value for Program averaged $180M per hull.
Jointly led Government and Contractor team to reorganize LPD Program change control board (CCB) structure, process,
management, and participation. Effort culminated in reduction of change order backlog from one-hundred change orders in-
process to twenty-five in-process and a reduction of change order cycle times from over two-hundred days to less than sixty days.
Acted as contracts management lead in multi-discipline effort to develop, submit, and negotiate USCG Deepwater Program and
National Security Cutter (WMSL 750) request for equitable adjustment. Coordinated red team and senior management reviews.
Culminated in $80M settlement for loss of profit, implementation creep, delay, and disruption.
Managed team of field engineers and subcontractors responsible for design, planning, and implementation of propulsion diesel
exhaust system redesign and retrofit on T-AKR 300 Class, Strategic Sealift ships. Effort culminated in successful installation on
all seven ships, three ships accomplished in line, two ships retrofit on-site, and two ships retrofit off-site. Total project value $28M.
Managed a 20-engineer, multi-discipline, post-design, project office. Responsible for design and field engineering activities and to
assure that all engineering support was delivered to the programs. Provided close support to operations and craft management.
Held positions of mid-level management responsibility including contracts manager and project manager on major NAVSEA
shipbuilding programs and technical director and project manager on a five-ship, commercial, VLCC tanker program.

solicitation review, bid/no-bid, proposal development, pricing, management authorization, submittal, etc. Acted as negotiator on
new business and change order proposals. Maintained contractual documents, correspondence, and history. Supervised and
mentored personnel.
CONTRACTS MANAGER, LPD PROGRAM (2010 to 2012): Responsible for multiple contracts concurrently including multiple LPD hulls under construction ($1.5B each) and LPD Lifecycle
Support ($100M) prime contract. Also responsible for subcontract administration of Raytheon C4ISR ($90M) subcontract.
Managed working group of 6-administrators. Responsible for staff development, mentoring, and evaluation. Assured program
compliance with contractual and other applicable requirements. Maintained contractual documents, correspondence, and history.
