Tropical Storm Washi (known locally as Sendong) struck the northeastern coast of Mindanao on 16 December 2011, with over 142 millimeters of rain in just 12 hours. This triggered deadly flash floods from three major rivers, which killed over 1,000 people and displaced thousands of families – most of whom have sought refuge in makeshift evacuation centers.
Number of People and Area Affected
• Based on the January 23, 2012 report of the Regional Disaster Risk Reduction and Management Council-X, there are 69,666 families, equivalent to 384,431 persons, affected by the December 2011 disaster event.
• A total of three cities and 25 municipalities of four provinces, covering a total of 253 barangays experienced flooding of various levels of severity
• • 41 barangays were affected in Cagayan de Oro City and 32
barangays in Iligan City
Damage To Property
The reported damage is estimated at Php 4.989 billion The social sector comprised the biggest share at 45 percent which is for housing at Php 2.3 billion The infrastructure sector placed second at 34 percent due to damage to roads, bridges and other facilities The economic sector at 20 percent were mostly accounted by agriculture, fishery, followed by trade and industry

DSWD Assistance
• DSWD extended food and non-food items worth P 79,448,364.61 to 69,720 families who were Tropical Storm Sendong victims
• NGOs who channelled goods to DSWD provided P 46,762,725.63 worth of food and non-food items
Cash for Work
• As of Apr 25, 2012, 4091 IDPs were served and a total of Php 8,795,650.00 were released (60.72%) with P 14,484,550 for 6,737 IDPs in Cag de Oro City and P 11,870,150. For 5,521 IDPs in Iligan City
City Government Financial Assistance
The City Mayor, Hon. Vicente Y. Emano, revealed that after 12 phases of financial aid distribution, a total of P90,305,900.00 has been given to the victims of the flood caused by typhoon Sendong. The amount was sourced from the city’s 5% Calamity Fund. – reported May 7, 2012
Evacuation Centers and Transitory Evacuation Centers (Tents)
• DSWD update reports show that as of Dec 23, 2011 a total of 7,314 families composed of 33,363 persons were in 21 evacuation centers around the city
• DSWD reports that as of Apr 25 there are 3,151 IDP families in 40 evacuation centers and Transitional Sites in the City with 12,931 individuals.

• There is a need to build no less than 800 transitional shelter units to house the remaining IDPs in evacuation centers so that they will be in better living conditions while waiting for the permanent housing units that will provided to them.
• This will require at least 6 to 8 hectares of land that is made available for use for at least six months or more depending on how long the transitory site will be closed.

RemarksFamiliarity with the Cluster System for Emergency Response is Needed for the LGU and Line Agencies so that they can understand their role and participate in the relief operations. This can help in coordinating all the parallel relief operations initiated within the city early in the emergency and avoid duplication and facilitate the sharing of resources especially manpower and other logistics.The need to evacuate school classrooms forced the putting up of tents as additional emergency shelters and caused problems that could have been avoided if they were moved to transitional shelters. The experience of Cagayan de Oro in responding to Typhoon Sendong from emergency relief up to providing permanent shelter provides a rich source of learnings that could be effective if replicated in other cities that will face similar disasters.The availability of land owned by the LGU has facilitated a lot of solutions faced in the emergency like land to put up tents and transitory shelters to the immediate site development and building of permanent shelters.
