Dear Friends: It is my honor and privilege to continue to serve this district in the New York State Senate. In spite of the economic crisis in this country, I have worked hard to preserve and restore programs and benefits that benefit my constituents. As the Chair of the Senate Aging Committee, I have secured $6.2 million in funding restoration and additions for senior programs in this year’s budget. This funding includes $2 million for SNAP, which provides home delivered meals for seniors, $2 million for EISEP, which provides in-home services for seniors, and $1 million for CSE, which provides shopping assistance, transportation and legal services for seniors. To create a NYS Prescription Medication Cost Containment Program allowing EPIC participants to voluntarily purchase their prescription medications from Canada, I introduced Senate Bill S1645A. This will allow New York State seniors not to have to choose between buying groceries and paying rent, or purchasing their prescription drugs! On this bill, in March, 2009 I held a well-attended Aging Committee Public Hearing. On May 14, for Senate Bill S.3340, which seeks to provide full funding for the Supplemental Nutrition Assistance Program, I held another Aging Committee Public Hearing. I look forward to the passage of both bills. I strongly opposed the MTA’s attempt to implement tolls over the East River and Harlem River bridges. By working with my colleagues in the State Senate, we avoided tolls on these bridges and permitted and slashed the proposed increase in the subway fares in half. We also now require more accountability in the MTA’s budget management. To require debit and credit card companies to pay their sales and use taxes directly to the State, I introduced Bill S2550A. This will guarantee that, unlike the current system, New York State does not continue to lose millions of dollars in sales tax already paid by the consumer. The State University of New York Administration needs an Office for Diversity and Educational Equity. Thus, I vehemently supporting the “Increasing Diversity in Higher Education Act of 2009”. In May, to preserve and strengthen our rent laws, I was proud to join many of my colleagues in Albany to preserve and strengthen our rent laws.
