The Committee on Health and Human Services, Health Insurance Reform, Economic Development and Senior Citizens convened a public hearing on Monday, May 6, 2013 at 9am in I Liheslatura's Public Hearing Room.

Senator Tony Ada: I just want to thank Ms. Yasuhiro in taking a stand by becoming a member of the Advisory Council. If there is anything the legislature can do, please do not hesitate to contact us.

Senator ben pangelinan: Congratulations and thank you for accepting the nomination for the Guam Behavioral and Wellness Center. I notice that you wanted to follow the lead that the Systems of Care has provided. I was just curious if they have empanelled the Systems of Care council as well?

Virginia Yasuhiro: I am a part of the Systems of Care Advisory Council.

Senator pangelinan: Do you have a full compliment there?

Virginia Yasuhiro: Yes, we do.

Senator pangelinan: if you don't, I was going to suggest to merge the Systems of Care Council and the Advisory Council so we can move forward along with the dedicated members of these Councils. What would you suggest or propose to take away the stigma? What would the Council do to increase the outreach program?

Virginia Yasuhiro: I know that the department has brought in training, such as Mental Health First Aid. That educates the public what mental health and mental illness. When I speak about mental health, I am not only talking about the illness, but also regular citizens who need care and someone to voice their concerns on family issues without any wrong door. I think that is what's important. We, in the Service Members, Veterans, and their Families group, have also looked into that. It is also important to have consumers speak out and openly.

Senator Duenas: as a Director in DY A, I really enjoyed your input and participation in the PEACE Council. I just want to congratulate you on your accomplishments and your advocacy and you will definitely serve this Council well.

Chairman Rodriguez: I know a lot of what you have discussed today is something we have discussed in the conference. Thank you very much for accepting the nomination and we will continue to get the Council in its full body. Ill. FINDINGS & RECOMMENDATIONS

Testimony of Virginia W. Yasuhiro on the appointment to the Council on Mental Health and Substance Abuse

Buenas yan Hafa Adai Mr. Chairman and Members of the Committee on Health & Human Services,

Insurance Reform, Economic Development and Senior Citizens.

Thank you for the opportunity to provide testimony today, as you consider my confirmation as a

member of the Council on Mental Health and Substance Abuse. My name is Virginia Williams Yasuhiro.

I have a Masters in Social Work from the University of Wisconsin-Milwaukee in 1981 and I am licensed

by the Guam Board of Allied Health to practice individual, marriage and family therapy (Guam license

#024). I have worked for the Government of Guam since 1982, first as a social worker with Child

Protective Services and then with the Judiciary from 1983 as an Assistant Family Counselor, a Senior

Therapist and currently as the Administrator for the Client Services and Family Counseling Division. I

have worked hand in hand with the Department of Mental Health and Substance Abuse in a clinical

capacity with shared cases, and in a public policy capacity as I have served in numerous mental health

related councils/committees to include, the Mental Health Advisory Council from 1987-1993, past

member of the Technical Assistance and Advisory Committee of Project Karinu, current member of the

Guam Systems of Care Council, the PEACE Council, the Guam Service Members, Veterans and their

Families lnteragency Planning Team. I believe that my experience, not only as a clinician and

administrator, but also in my various roles in collaboration with the department and other agencies,

will be of benefit when I as a council member review the plans, programs and services of the

department. I think it is an exciting but critical time for the department. Although District Court has

returned control back to the management of the department, they continue to report back to District

Court on progress.

I applaud members of this legislature for passing Bill 73 to rename the Department of Mental Health

and Substance Abuse to the Guam Behavioral Health and Wellness Center. This alone is monumental

in helping to reduce the stigma that has long been held by many generations of our people with regard

to mental health treatment. This name change is not enough and must be coupled with a strong public

information and stigma reduction campaign to undue the "mentar stereotypes and negativity that is

so pervasive in our community. We need to foster a culture of acceptance of diversity and strength of

character in each individual's ability to recognize challenges, whether it be a mental illness or life

(challenge) and to seek help. There has been much emerging data that recognizes the importance of

peer provided outreach and interventions in helping other peers seek and participate in treatment and

services.

SAMHSA The Substance Abuse and Mental Health Servlces Administration, a branch of the U.S.

Department of Health and Human Services, developed a draft position paper describing a modern

addiction and mental health system ("Description of a Modern Addictions and Mental Health Service
