Sal Ferreras, Provost and Vice-President, Academic provided a verbal report. He highlighted recentactivity regarding research, indigenization of curriculum, updates on the K-12 curriculum, and futureactivity regarding the Policy GV9 proposal for the Faculty of Academic and Career Advancement.

The Committee discussed the timeline and activities regarding the Policy GV-9 proposal,consultations with the Faculty of Arts, and the Faculty of Academic and Career Advancement, andthe process and documents required to proceed with the proposal.

Chris Traynor moved that a written GV9 proposal be presented to the Faculty of Academic andCareer Advancement Faculty Council before the proposal proceeds to the Senate StandingCommittee on Academic Planning and Priorities.

The Committee discussed the recording of votes, and option of amending the Senate by-laws inorder for individual votes to be noted.

Senate discussed the participation of faculty members in developing the proposal, circumstances that support deferring proposals, the outcomes of the Public Relations Program Review process, and the overhead budget for the department.

After debate, Jane Fee moved that Senate recommends that the Board of Governors approves the creation of a new academic department called Applied Communications and Public Relations effective April 1, 2019.

Chris Traynor, Chair, Senate Standing Committee on Program Review provided a report. Hehighlighted the number of reports completed, by the committee, report writers, and InstitutionalAnalysis and Planning. He overviewed the steps of the Program Review process for Senate. Hereported a number of requests he had received for additional institutional support for thosepreparing reports.

The Senate requested clarity regarding the discussion of aspects of diversity, indigenization anddecolonization, and universal learning related to programs, and editing the self-study guide toprovide direction. Senators discussed the structure of the Program Review policy and procedures,the reviews currently underway, and the process for policy and program reviews. Senatorsexpressed support for providing additional institutional support for departments preparing programreports.

Bob Davis moved that Senate request that a budgetary item of supports for the program reviewprocess be considered in the development and preparing for 2019 – 2020 University Budget andreport back to Senate on that item.

Report to Senate

Alan Davis, President and Vice Chancellor

The Provost Search Advisory Committee is on track with its work, and held initial interviews on December 4th and the 13th. The process continued on January 21st.

In the New Year, I had more formal meetings with our local MPs (Sarai, Aldag, Qualtrough, Hogg, and Wong), and with local MLAs: Ralston, Sims and Kahlon.

On January 14th I was pleased to welcome Jennifer Duprey as General Counsel at KPU. Later that day I met with Dr. Santa Ono, president at UBC regarding collaboration between the teaching and research universities.

On January 25th I attended the Music Showcase at KPU Langley, featuring current faculty join and former students in an evening of vocal quartets.

Provost’s Report to Senate

January 28, 2019

This report will encompass a number of events and items that were not featured in the December 17, 2018 Senate meeting. These items were at the time omitted in order to focus on the prepared statement regarding the proposed changes to the Faculty of ACA.

The Provost reports became a regular feature of Senate meetings in order to inform this governance group of developments related to the Senate-approved Academic Plan 2018. Over time the Provost report has expanded its scope to include internal and external items of importance to academic activity at KPU. Twice a year (usually January and June), the Provost takes the opportunity to address each strategy in the plan to monitor progress and momentum. The plan is to continue to deliver the regular wider scope updates, many of which mirror the Provost’s report to the Board of Governors.

Recent discussions and presentations leading to the development of the KPU 2019/2020 budget have raised questions about how a more restrictive financial environment will affect the implementation of the Academic Plan 2023. In the rather extensive table found on the Office of the Provost & Vice President, Academic’s SharePoint site (link below), the Provost indicates just how many activities are already underway or possible through existing and projected budget allocations. The table includes some notes referring to certain areas where new initiatives or planned activities may have to wait for a more favourable fiscal environment. KPU is forecasting an improved fiscal scenario achievable through prudent management of our limited resources, matching delivery to that which we are funded to deliver and enhanced enrolment management both domestic and international.

KPU industry partners from the Bosch multinational home appliance corporation visited KPU Tech in late November to introduce a new partnership agreement for training service appliance technicians on a whole new generation of smart home appliances. This partnership is the direct result of innovative thinking and partner development led by faculty members David Fengstad and Tom Westgate for the Faculty of Trades and Technology.

On December 1, The Wilson School of Design hosted the popular National Portfolio Day. The event turned out to be a huge success. Counting applicants, their parents, and the reviewers, KPU hosted over 1,300 people, including 832 registrants eager to show their work.

On December 6, the Post Baccalaureate Diploma in Technical Apparel mounted their Design Grad exhibit that showcased concepts, designs, and prototypes created earlier this semester. Graduates were able to bring their vision to reality following an intensive practicum in Hanoi, Vietnam, at Maxport Limited, a global leader in technical apparel manufacturing. The students worked directly with Maxport’s expert research and development team to advance their prototypes. Their direct access to leading edge technology and one-on-one mentorship accelerated their capstone projects and deepened their understanding of the range of possibilities in technical apparel design.

The eleven graduates, from across Canada and around the world, brought their unique perspectives and design ideas to fruition at the school. Some notable projects included:

Cycling jacket with barcodes for driverless cars to detect them

A rain jacket with panels that keep the wearer’s whole body dry

Body armour for equestrian jumping

Protective jacket for arborists

Indoor climbing pants for competitive climbers.

The growing interest in KPU’s programs across institutions in the Middle East was once again evident last December when KPU International hosted a delegation from the Sultanate of Oman who were in Canada exploring possibilities for sending students into a variety of programs. The delegation is keen to support further discussions that may lead to recruiting students to undertake diploma, degree, post-baccalaureates and grad diplomas at KPU.

On December 11 the KPU Foundation approved four outstanding projects to be funded through the Dr. Irving K. Barber Endowment Fund. The four successful projects were:

Inside-Out Prison Exchange Program – presented by Faculty of Arts Associate Dean Dr. Wade

Deisman

Open Doors, Open Minds – presented by Associate Vice President Academic, Dr. Steve Cardwell

Wellness In Action – presented by Sports, Health and Recreation Manager Shalini Vanan

Including All Citizens Project - Faculty of Arts Sociology instructor Fiona Whittington-Walsh.

The last month of 2018 saw the appointment of Associate Dean Dr. Greg Millard, Faculty of Arts, Sharon Leitch and Loren Coutts, Associate Deans, School of Business and the much-anticipated new Dean of the School of Business, Stephanie Howes. The School of Business will embark on the search process to search for the third Dean at the School in the very near future.

KPU was very pleased to welcome its new Associate Vice President of Research, Dr. Deepak Gupta in early December to oversee the Office of Research and Research Services as well as to steer the wide and diverse range of research activities at our polytechnic university.

Our new year, 2019, got off to an excellent start with the beginning of classes at the brand new, quite impressive and long-awaited, KPU Civic Plaza campus. The lower three floors of the KPU facility will house Post-Baccalaureate and Grad Diplomas in Business as well as new programming led by our Continuing and Professional Studies division. The fourth floor will house the new Assessment and Testing Services centre as well as some select offices. A newly created joint partnership between KPU, the City of Surrey and Simon Fraser University, titled the Surrey Community Safety Office will be housed on the fifth floor. This campus will encourage and support the exploration of new modes of educational technology and delivery and will live up to its original intention to become a place of exchange and interaction between students, faculty, industry, community organizations and the public. Congratulations to the whole KPU facilities and IT team, especially Executive Director of Facilities, Andrew Chisholm, Chief Information Officer, Reza Khakbaznejad, Director of Planning and Construction, Trevor Wong, Director of University Space, Terri Chanyungco and Special Advisor to the Provost, Wayne Tebb for a well-executed job planning, installing, equipping and launching KPU Civic Plaza.

KPU’s Intellectual Property Policy is under active development with recent consultations taking place led by KPU’s new AVP Research, Dr. Gupta and a task force of internal researchers and scholars. The development of the policy is an essential step to accessing the considerable allocation of federal and provincial funds that have been announced and become available in the past few years. While there is still work to do to harmonize the intent of the new policy with the language in the present KPU-KFA Collective Agreement, there is much work being done on both sides to bring this policy to the governance process in the near future.

At the December 17th Senate meeting, the Provost raised the concept of proposing the discontinuance of the Faculty of ACA in favour of a different model wherein the existing departments would be integrated in a yet-to-be proposed structure within the Faculties of Arts and Faculty of Science and Horticulture. Any changes of this magnitude must be handled through Policy GV9. The Provost made a commitment to follow the Policy and its corresponding procedures. This is now underway. The Provost has thus far engaged with the Faculty of ACA Faculty Council, potentially affected departments, the Senate Standing Committee on Academic Planning and Priorities, Senate, Academic Council and the Polytechnic University Executive. The Provost also presented the concept to the Board Governance and Board HR committees to ensure Board remain apprised of the process underway. The Provost will carry out the procedures as outlined in Policy GV9 and present the Preliminary Proposal for the Discontinuance of the Faculty of ACA to SSCAPP next February 8 for their consideration. Should SSCAPP members agree that there is sufficient evidence and a demonstrated case to suggest the need for a full proposal, as per policy, the Provost will immediately engage a Task Force to prepare a full proposal that would be brought to Senate at the earliest on February 25th Senate meeting. The Provost will also next update the aforementioned Board committees prior to the March 27th meeting of the Board of Governors.

KPU has applied to the National Science and Engineering Research Council (NSERC) for a five -year funding allocation for a KPU Technology Access Centre focused on Agrifoods and Sustainable Agriculture. A site visit team from NSERC visited our campus for a highly focused examination of our proposal, our connection to local and national agricultural/horticultural partner industries and our capacity to undertake the operation of the project. Kudos to all staff, faculty, institute and lab directors Dr. Deborah Henderson and Dr. Paul Adams and especially, James McCartney, KPU’s Manager of Business Development and Innovation who led the application process and organized the visit of the site team.

On a similar topic of federal funding, KPU, through the diligence of Samudra Dissanayake, Special Advisor on Business Development and Innovation managed to secure two new funding allocations that will further boost KPU’s research capability and propel applied research to a new level at the university.

Firstly, we were fortunate to obtain a $1.5-million commitment of funding from Western Economic Diversification for the outfitting of a Brewing Innovation Centre. The funding is contingent upon the raising of an additional $1.5 million in matching funds. The Business Development and Innovation Office, under the leadership of Olen Vanderleeden, has secured another $500,000 from the Craft Brewery Association members and is busy pursuing many potential partners to match the remaining funds necessary to release the federal funds to outfit the centre.

Secondly, the National Research Council-Industrial Research Assistance Program (NRC-IRAP) approved up to $200,000 to support KPU Research for projects operating until the end of fiscal 2018/2019. More funding will be made available throughout 2019/2020 to further support KPU’s pursuit of research and scholarship as outlined in Vision 2023 and the Academic Plan.

The Provost recently completed a visit to Vietnam to promote KPU projects, research and programming relating to Design and Sustainable Agriculture/Horticulture and Food Security. Meetings were held with the Canadian Trade Commission at the Consulate and with Royal Melbourne Institute of Technology (RMIT), an innovative, private Australian design and engineering university operating in Ho Chi Minh City. The visit to Vietnam included a tour and meetings in Hanoi and Nam Dinh with our partner Maxport Limited, a global leader in technical apparel manufacturing (mentioned above in this report) and the signing of an MOU with the Hanoi University of Industry. The MOU seeks to explore mutually beneficial programs and exchanges in the areas of garment technology and fashion design. The visit was capped by a two-day conference in the city of Hue hosted by the BC Council for International Education (BCCIE) where the Provost was able to meet and discuss possible partnerships with compatible colleges and universities in Vietnam.

THAT Senate approve the program change to the Bachelor of Science in Physics for Modern Technology, effective September 1, 2019.

Senate Standing Committee Report:

On January 16, 2019, the Senate Standing Committee on Curriculum recommended that Senate approve the program change to the Bachelor of Science in Physics for Modern Technology, effective September 1, 2019.

Context & Background:

The Physics for Modern Technology [PMT] degree requires a number of business breadth electives of which ACCT, BUQU, BUSI and MRKT courses are currently named in the Academic Calendar. A number of PMT students have recently requested course substitutions so that their ECON courses can count towards the business elective requirement. Physics has been approving these course substitutions, recognizing that ECON should have been included on the original list of approved courses. This program change to include ECON courses as acceptable business electives has been recommended by the Associate Registrar.

Chair’s Report to Senate

SSC University Budget

January 18, 2019

Three items from the recently held joint meeting with SSC Academic Planning and Priorities are worth

noting.

First, we received a preliminary presentation on the upcoming Draft Budget (which will be presented in

full at our next meeting in February). While the details of the coming budget are still to be presented, it is

clear that the University currently sits within a window of opportunity for positive change. I encourage

any faculty members with ideas for curricular revision that could make their programs easier to access,

more sustainable, or more flexible, to discuss these with your Departmental colleagues. Simpler, more

open progression through our programs is far more sustainable in the long term.

Second, a formal proposal to combine this committee with the Senate Standing Committee on Academic

Planning and Priorities will be considered by both committees in February, and will (if successful at that

level) proceed to SGNC and Senate shortly thereafter.

Third, the current budget outlook is far more optimistic that was the case prior to the winter break. This

is in large part due to the extraordinary efforts of the KPU Finance team over the break. I would like, in

particular, to thank Joe Sass and Wendy Ip.

Senate Standing Committee on Academic Planning and Priorities

January 18, 2019

In a joint meeting of SSCAPP/SSCUB, Jon Harding, Vice President, Administration and Finance, introduced

the draft budget by highlighting the constraints to KPU growth and the need to optimize activities across

the University to balance the budget. Joe Sass, Executive Director, Financial Services, highlighted the new

budget model developed to report revenue generation and fund allocation, and the difference between

the capital and operating budgets. SSCAPP discussed the alignment of the SSCAPP/SSCUB priorities with

the proposed budget. Members asked questions about centralized reporting for revenue generated by

programs, departments and continuing and professional studies, and the uncertainty of forecasting and

monitoring in a balanced budget context. The full draft budget will be reviewed at upcoming joint

meetings of SSCAPP/SSCUB.

Chair’s Report to Senate

SSC Teaching and Learning

January 10, 2019

The SSC Teaching and Learning was referred by SSC Curriculum the issue of high failure rates in Pathway

courses. As part of its subsequent inquiry the SSCTL received two presentations during its January meeting

– both of which are included in the package at KPU.ca/Senate under the SSCTL. The first, prepared by

Christina Page, examines supplemental instruction programs as one possible tool with which to address

“high risk courses.” The second, a presentation by Director Benn of the Learning Centres, summarizes the

wide range of support offered by the TLCs. While the Committee will continue its consideration of this

issue, we would like to draw attention to the excellence of this work by our colleagues in the Learning

Centres, and to the concrete, existing support on which faculty teaching these courses can rely.
