Under the Special Plan Agreement, negotiated with the Faculty Association, there is a commitment on the University's part to recommend to Senate the appointment of a non-voting member

to represent the Faculty Associatio~who shall have speaking privileges and who may be selected by the Association's Council, at its discretion, from the Association membership.

MOTION: that Senate approve the appointment of a Faculty Association Representative on Senate who shall be a non-voting member with full speaking privileges and who may be selected by the Association's Council, at its discretion, from the Association membership.

(b) Information on Academic Misconduct

At the April 1982 (meeting of Senate,it was resolved that the Executive Committee of Senate present annually to Senate, a report which shall include:

(a) the number of cases of academic misconduct referred to the Deans for adjudication during the preceding year, and

(b) the disposition of these cases, and the penalties assigned, and

(c) after the first report, a comparison with the previous year's report.

In the consideration of the above motion it was suggested that if statistics were published regularly concerning the number of students found guilty of academic misconduct and the penalties that were assigned, then (1) Senate would know the extent of cheating, and would know from one year to the next whether it was increasing or decreasing, and (2) students would more likely be deterred from cheating since they would know that debarment or expulsion are actually used as penalties.

REPORT OF THE COMMITTEE ON UNIVERSITY PLANNING

A STRATEGIC BUDGETING SYSTEM FOR THE ACADEMIC UNITS OF THE UNIVERSITY OF GUELPH

NOTE: At the .June meeting, Senate received this Report and approved Recommendation A "that the general methodology for a strategic budgeting system outlined in the Report of Working Group I be endorsed and the findings be incorporated in the budget process.

The following recommendations are for the. resQluti<?Il_~of.S~enate.

FOR SENATE APPROVAL

Recommendation B

MOTION: that the determination of scholarly activity of departments continue to be based on data submitted by the faculty member.

Recommendation C

MOTION: that the assessment of quality of departments be reviewed on an on-going basis and that the next assessment of quality occur in 1986 and cover the period 1980-85. An assessment shall be conducted every 5 years thereafter.

Recommendation D

MOTION: that for those departments placed in the special category a report shall be submitted by the Dean of the College within six­months of officially being notified by the Secretary of Senate. The Report shall recommend what steps should be taken to improve the quality rating. These plans will be reviewed by the Committee on University Planning and a report on the review shall be submitted to Senate for approval.

Recommendation E

MOTION: that departments shall be free to submit data through the Dean of the College to Working Group I for a centrality reassessment if they feel they have a good case. The judgement of Working Group I may be appealed to the Committee on University Planning.

Recommendation F

MOTION: that Working Group I be made a sub-committee of the Committee on University Planning for the purpose of continuing the on-going review of data in connection with: the determination of scholarly activity; the periodic review of quality assessments; the review of plans for the special category departments; and consideration of departmental submissions on centrality.

Recommendation G

MOTION: that recommendation 3 of the Final Report of the President's First Working Group on Budget Priorities, endorsed by the Committee on University Planning, be the basis for determining how departments will receive resources, bearing in mind the existing resources in the departments.

NOTE:- Recommendation 3 of Working Group I reads as follows:

That first priority for funding purposes should be given to departments judged to be of very good quality and highly central under both methods, and that two other priority rankings should be established apart from the special category. The second priority group would include departments deemed to be of adequate quality and highly central under at least one method and departments judged of. high quality and moderate centrality under both methods. The third priority for funding would include departments of adequate quality and moderate centrality under both methods.

Recommendation H

MOTION: that recommendation 10 of the Final Report that the Vice-Presidents' Council have the responsibility for producing and maintaining a University-wide priority list to be used as advice on the commitment of funds associated with all new academic initiatives be endorsed. In addition the list of academic initiatives should be submitted to the Committee on University Planning for approval prior to commitment of funds.

FOR SENATE'S INFORMATION

Recommendation I

MOTION: that the College Deans retain the responsibility of managing the budget of their own college within the total allocations as determined by the process of recommendation A above.

Recommendation J

MOTION: that a recommendation be submitted to the President that Working Group I continue to function as an advisory body to the President.

NOTE:- No action is proposed by the Committee at this time on recommendations 4, 9 and 11 of Working Group I (pages 23 and 24 of Final Report).

LIST OF RECOMMENDATIONS TO SENATE FROM THE COMMITTEE ON UNIVERSITY PLANNING

FOR APPROVAL OF SENATE

Recommendation A

That the general methodology for a strategic budgeting system outlined in the Report of Working Group I be endorsed and the findings be incorporated in the budget process.

Recommendation B

That the determination of scholarly activity of departments continue to be based on data submitted by the faculty member.

Recommendation C

That the assessment of quality of departments be reviewed on an on-going basis and that the next assessment of quality occur in 1986 and cover the period 1980-85. An assessment shall be conducted every 5 years thereafter.

Recommendation D

That for those departments placed in the special category a report shall be submitted by the Dean of the College within six-months of officially being notified by the Secretary of Senate. The Report shall recommend what steps should be taken to improve the quality rating. These plans will be reviewed by the Committee on University Planning and a report on the review shall be submitted to Senate for approval.

Recommendation E

That departments shall be free to submit data through the Dean of 'the College to Working Group I for a centrality reassessment if they feel they have a good case. The judgement of Working Group I may be appealed to the Committee on University Planning.

Recommendation F

That Working Group I be made a sub-committee of the Committee on University Planning for the purpose of continuing the on-going review of data in connection with: the determination of scholarly activity; the periodic review of quality assessments; the review of plans for the special category departments; and consideration of departmental submissions on centrality.

Recommendation G

That recommendation 3 of the Final Report of the President's First Working Group on Budget Priorities, endorsed by the Committee on University Planning, be the basis for determining how departments will receive resources, bearing in mind the existing resources in the departments.

NOTE - Recommendation 3 of Working Group I reads as follows:

That first priority for funding purposes should be given to departments judged to be of very good quality and highly central under both methods, and that two other priority rankings should be established apart from the special category. The second priority group would include departments deemed to be of adequate quality and highly central under at least one method and departments judged of high quality and moderate centrality under both methods. The third priority for funding would include departments of adequate quality and moderate centrality under both methods.

Recommendation H

That recommendation 10 of the Final Report that the Vice-Presidents' Council have the responsibility for producing and maintaining a University-wide priority list to be used as advice on the commitment of funds associated with all new academic initiatives be endorsed. In addition the list of academic initiatives should be submitted to the Committee on University Planning for approval prior to commitment of funds.

That the College Deans retain the responsibility of managing the budget of their own college within the total allocations as determined by the process of recommendation A above.

INTRODUCTION

A STRATEGIC BUDGETING SYSTEM FOR THE ACADEMIC UNITS OF

THE UNIVERSITY OF GUELPH

In early 1981, the President established a Working Group on Budget Prior­

ities which was composed of the nine deans of the University with staff support.

The group, hereafter referred to as Working Group I, was charged with making

recommendations to the President on the development of a strategic budgeting

system that would be consistent with the academic priorities of the University

of Guelph. Although the starting point for the Group's discussion was the

strategic budgeting system developed at the University of Houston (the 'Houston

Plan'), it is clear from the document which Working Group I submitted, that the

final model which has emerged is very different from the Houston Model, except

for the retention of the concepts of quality and centrality - the two criteria

on which priorities have been based.

It is important to point out that the present report deals only with the

academic (departments, schools, etc.) units of the University. The President

has established another group (Working Group II) which is currently carrying

out a similar process for the remaining areas of the University.

An interim report from Working Group I was issued in the Fall of 1981 and

general reactions and comments on sections of the report were sought from depart-

mental chairmen and faculty. The final report, which was refined and modified,

was submitted to the President in December, 1982. At that time the President

referred the report to the Committee on University Planning (CUP).

The Committee on University Planning acknowledges the magnitude of the

review which was undertaken and commends Working Group I for the difficult

task it has accomplished, and for the lack of parochialism in its report.

The salutary effects on the university community should not be minimized.

Working Group I has taken the first step towards providing a more explicit

budget process at the University of Guelph. That this is only a first step

is emphasized on page 4 of the report where it is suggested that

to:

"Any budgeting system exists as a way of allocating limited resources to meet perceived needs and the; current system at Guelph inevitably involves an implicit system of priorities. A revised system as set forth in this document should make the system of priorities more explicit. It should also re­quire that the roles of departments, disciplines, and programs be carefully weighed against the institutional priorities. The resulting funding would then be based upon the outcome of this analys is '!

In part, the .terms of refereuce of .the Conuni,tteeon Univer~s:ity.Planning are

"review on a regular basis and make recommendations to Senate regarding the priorities in the distribution of resources within the University, in light of the University's Aims and Objectives and its long-term plan, to include the following:

a) undertake and maintain a long-term planning function for the University, providing Senate regularly with an overall plan for further University development" •.• (Senate Bylaws and Regulations, Revised, September, 1982, p.18.).

CUP has discussed in some detail the report of Working Group I, its implica-

tions for the long-range planning process at the University of Guelph, and

the judgements which have to be made.

The Committee on University Planning is strongly of the opinion that

the reports of Working Group I and Working Group II cannot be seen in iso-

lation from each other as they are interrelated issues and parts of the

same budgetary process. However, since the report of Working Group I is

available it was felt that the interests of the University community would

be best served by a discussion of this report now rather than waiting for the

completion of the report of Working Group II.

The Elements of a Strategic Budgeting System

The role of a strategic budgeting system is to allocate resources

within an institution according to its priorities. The budget, therefore,

becomes a fiscal translation of the mission and priorities of the institution.

In the University context, a strategic budgeting system makes explicit the

principles and mechanisms of allocating limited resources according to the

University's priorities. If, as expected, the University's revenues become

increasingly restricted in constant dollar terms, it is extremely important

that the allocation of resources to the various units of the University, both

academic and non-academic, be carried out as carefully and as judiciously

as possible so that maximum benefits can be obtained from these resources. It

is equally important that the underlying principles and mechanisms of resource

allocation be well understood and have the approval of the majority of the

University community.

The four essential elements in the strategic budgeting system devised

by Working Group I to deal with resource allocation among the academic units

are:

(a) A set of objective and subjective factors which reflect the mission

and aims and objectives of the University.

(b) An assessment of the contribution that each academic unit makes in the

achievement of these objectives. This process generates the assignment

of priority rankings.

(c) A determination of the resource needs of each academic unit in order

that it can carry out its responsibilities effectively. The estimated

resource needs are then compared with the actual resources located in

a particular academic unit.

(d) An allocation principle which determines the future distribution of

resources among academic units according to the assigned priority rankings.

The specific details of the proposed strategic budgeting system are

discussed below and several recommendations are suggested for Senate's

consideration.

The Assignment of Priorities

Working Group I assigned priorities on the basis of two criteria:

quality and centrality. The concept of centrality relates to the importance

of an academic unit to the achievement of one or more of the University's

objectives. The quality of a department is primarily a reflection of the

teaching and scholarship of the faculty and how well these tasks are done.

Centrality: The 'Aims and Objectives' document of the University

(which was reaffirmed in 1979) was a starting point for the assessment of

centrality, although this document was not originally designed to measure

the extent to which departments contributed to the set of directions chosen

by the University. Several other 'objective' and 'subjective' factors

were also chosen in order to make centrality judgements. Assessments of

centrality, in terms of two classifications (High and Moderate), on a

departmental basis appear in Table I of Working Group I (Appendix II, page 29).

The Committee on University Planning agrees that the concept of

centrality is ail importJarit"and appropriate criterion for assigning priorities

but wishes to emphasize that centrality assessment is extremely difficult to

define and quantify. Centrality ratings may, of necessity, involve a large

element of subjective judgement. After reviewing the factors used to make

centrality ratings, CUP agrees that all are appropriate for the assessment of

centrality and 'supports the judgements of centrality for each of the academic

units. In addition, the Committee on University Planning has agreed to consider

the appeal of any department which disagrees with its current centrality rating

if that department feels it has a good case for reassessment. Such an appeal

should be submitted to the Committee through the Dean of the College.

The concept of centrality is the most difficult aspect with which

Working Group I has had to deal. The task was made more difficult because~

although the Aims and Objectives document of the University "sets directions

for the University of Guelph as an institution",it was not "designed to

provide criteria for measuring the extent to which individual departments

contribute to the goals" (Working Group l, page 11).

Senate is reminded that the current statement of the Aims and Objectives

of the University of Guelph is scheduled to be reviewed in Fall 1983. Such

a review should also include the criteria used by Working Group I for the

determination of centrality. It is hoped, therefore, that the debate in

Senate would include-~disC:us5iofio-f thecr:tteria used to m~a.sure centrality~

Quality: The quality assessment covered the years 1976 to 1980 inclusive.

The list of factors taken into account for assessing quality appears on Page

8 of the Working Group I Report. Three quality classifications were desig~

nated: High, Adequate, and Not as Strong As It Should Be.

The Committee on University Planning agrees that quality is a fundamental

criterion for assigning priorities, but nonetheless recognizes some shared

concerns. First, the definition and quantification of equivalent quality

measures across departments, which differ substantially in their teaching and

scholarly activities ,are extremely difficult • However, we note that Working

Group I recognized this difficulty and the considerable subjective judgement

which would be required. To make the instrument mo.:t;e flexible the

criteria to be used in assessing quality were circulated to all academic units.

They were asked to submit other indications or statements of their scholarly

activity. These statements were assessed by Working Group I~ as a whole,and

an agreed upon quality ranking was derived.

Second, and above all, the Committee on University Planning is very

much aware that the data on which quality assessments were based are for

the 1976-1980 period, and notes the strong possibility that some ratings

might be different if more recent data had been available. CUP, however,

believes that the factors established by Working Group I to assess quality

are useful and appropriate for the period considered, and accepts the judge­

ment concerning the current (1980) quality ratings for each of the academic

units.

The assessment of quality must of necessity be an ongoing process, since

quality will change, in either direction, depending on cha~ges in faculty and

resources. Therefore, the Committee on University Planning recommends that

the next assessment of quality occur in 1986 and cover the period 1980ai985

and, furthermore, that quality assessment be conducted every five years

thereafter.

The Committee on University Planning was particularly concerned about

those departments which had been placed in the Special Category (quality level 1)

by Working Group I since the University must demand that all of its departments

maintain a level of acceptable quality. It is recommended that the Deans sub­

mit a report to the Committee on University Planning for each of the depart­

ments in his/her college which has been placed in the Special Category within

six months of officially being notified by the Secretary of Senate. We under­

stand that such remedial activity may have already begun.

The report for each Special Category department would recommend that certain

steps be taken to improve the department's quality rating. Such plans will be

reviewed by the Committee on University Planning and a report on the review will be

submitted to Senate. CUP points out that, although the general methodology for

evaluation of departments has been accepted, some departments, because of

the character of their academic activities, may not be able to conform completely

to traditional requirements of the university model. Earlier in this

document we have addressed this issue.

It is difficult.to develop a budgetary system which will satisfy the

aspirations of all members of the University community. In an environment

of changing fiscal conditions, and in particular of declining funds, it is

appropriate, even urgent, that steps be undertaken to maintain the quality of

all academic units judged to be of high quality. It is hoped that quality

improvements in certain academic units can be achieved without major budget

reallocations or requests for additional funds. Possible strategies for

improvement consist of a reorganization of academic programs, a realignment

of faculty effort, and where possible, a reallocation of the internal budget

in an academic unit.

Priority Rankings: The priority rankings of Working Group I were obtained

by combining the quality and the centrality rankings. Equal weight is given

to centrality and quality. For example, the same priority ranking (2)

was assigned to a department which had High Quality and Moderate Centrality

and a department which had Adequate Quality and was Highly Central. Some

may question both the rationale and logic for equating quality and centrality,

particularly if there is some disagreement about the concept of centrality.

Alghough we recognize this difficulty, the Committee on University Planning

agrees with the scheme of priority ranking according to the two criteria

and accepts the judgement of Working Group I for the current priority ranking

of each academic unit. It is understood that the academic units currently

assigned to the Special Category may be reassigned to one of the three

priority rankings in the future.

Resource Allocation and the Budget Process

The determination of under- and over-funding is obtained from the results

of the 'Internal Model' of resource-allocation developed by Working Group I.

Over-'-funding refers to a situation in which the resources currently located

in an academic unit appear to be greater, by a significant margin, than

its resource needs as determined by teaching, service, and scholarly activities

of that unit. The principle enunciated in the report of Working Group I

is that academic units assigned to the First Priority should have first

claim on financial resources. Academic units in the lower Priority categories

would, therefore, have less claim on funding and would most likely be the

units to suffer funding reductions, if necessary.

The Allocation Model

In general, the total resource base of an academic unit consists of two

components, namely, (a) an allocation for faculty and (b) an allocation for

support (i.e., support staff, operating expenses and equipment). The

faculty allocation enables an academic unit to carry out its major responsibilities

in teaching (at both the undergraduate and·graduate levels), scholarship and

services. The faculty entitlement of an academic unit is "earned" through

the activities in these three areas.

In Appendix IV of its report, Working Group I describes the elements and

definitions of faculty resources and, more specifically, outlines the procedures

used to determine instructional allocations. Appendices V and VII describe

the criteria and mechanisms involved in determining an academic unit's

scholarly activity. In the case of MCU faculty this constituted about

one-quarter of the University's FTE's (full-time equivalents). In addition,

the model takes into account the special service component which is connected

with certain teaching programs. Approximately eighteen FTE's were allocated

among five academic units which ~qere involved in some aspect of service. This

is only an interim measure as Working Group I recognizes the incompleteness

of this aspect of the model and is undertaking further analyses.

On the basis of the factors and criteria used to derive allocations for

teaching and scholarly activity, the largest allocation is derived from under-

graduate and graduate instruction. A significant feature of the Model is that , it divides the allocation to an academic unit into two parts.One part reflects

the teaching load of the unit, while the other is a reflection of its scholarly

activity. The overall inherent philosophy of the allocation model is that it

"seeks to place scarce resources where they will be used and give extra support

to departments displaying a high level of scholarship, at the expense of those

where less scholarly activity is undertaken" (likrrldng Group I, 'p.35).

The Committee on University Planning accepts this scheme of the resource

allocation and the implied redistribution of resources among academic units,

since it believes that the budget process of this University should reflect

these priority assignments when reallocations of resources are required. The

Committee feels that the Dean of each college should be responsible for the

allocation of resources within his/her own college and that any redistribution

of resources should be made with due consideration of the priority rankings

outlined in the report of Working Group I. This responsibility follows the

informal tradition of the current budget process at this University. In

addition, the Committee on University Planning strongly recommends that the

Budget Advisory Committee adopt the same principle of resource allocation as

part of the process of determining the allocation of resources among the

Colleges.

The Committee on University Planning recognizes that difficulties may

arise when academic units lose resources. It also recognizes that an academic

unit requires a~certain commitment of resources beyond which it cannot

any further reductions without endangering its ability to pursue its teaching,'

research, and service activities at a reasonable level of quality. It must be

emphasized therefore, that no sudden or dramatic changes in the resource alloc

tions to colleges and departments are envisaged or recommended. The process:ji;

of reallocation under normal conditions should be made gradually over a periodt

of years and with proper consultation.

The Committee on University Planning points out that the emphasis on

faculty resources in the Internal Allocation model does not, and ought not

to, imply a concomitant de-emphasis on support resources. Working Group I

is developing a model for the support component.

New Initiatives

The report of Working Group I recognized that the proposed allocation

model would not aid many new initiatives and therefore, "extraordinary

assistance ll outside the existing model would be needed if new initiatives

are to be encouraged and funded. The Committee on University Planning

supports the view that new initiatives are essential in order to sustain

the vitality of the University. These new initiatives, however, should not

be funded at the expense of the high-quality teaching and research programs

of the University. Imaginative and creative ways to fund these new initiatives

should be actively pursued and long-term planning goals for these new

initiatives developed.

Summary

The Committee on University Planning regards the proposed strategic

budgeting system as appropriate for the University of Guelph and recommends

it as the basis for long range planning and the establishment of priorities.

A. Amendment to the Bylaws of the Executive Committee (page 10)

On page 10 replace Bylaw 1 with the following:

1. The Executive Committee shall consist of the Chancellor, the President, who shall be Chairman, the Vice-President Academic, the Dean of each College or Faculty, the Dean of Research, the Chairmen of the following boards: Undergraduate Studies, Graduate Studies, Associate Diploma and Research; and seven elected members of Senate.

B. Amendment to the Bylaws of the Board of Graduate Studies (page 13)

On page 13 replace Bylaw I with the following:

1. The Board of Graduate Studies shall consist of the Chancellor, the President, the Vice-President Academic, the Assistant Vice­President Academic, the Dean of Research, the Chief Librarian, the Dean of Graduate Studies who shall be Vice-Chairman, seven members of the graduate faculty, one from each College, and two graduate students. The faculty members and graduate students shall be appointed by Senate. The Chairman shall be elected by the Board to a one-year term, renewable, from among members of Senate appointed to the Board. All Deans of Colleges and Division Committee Chairmen shall have the right to attend and speak at Board of Graduate Studies meetings and to receive agenda material. and minutes.

C. Amendment to the Bylaws of the Committee on Student Petitions (page 17)

On page 17 replace Bylaw I with the following:

1. The Committee on Student Petitions shall consist of ten members of Senate and a Chairman who shall be named by Senate. The Chairman shall be both a tenured faculty member and a member of Senate. A Vice-Chairman shall be named by Senate from among the tenured faculty members serving on the Committee. Of the ten members of Senate, five shall be students and five faculty. Members of the Committee shall not simultaneously hold membership on a Sub-Committee of a Program Committee whose responsibilities include the receiving and reviewing of marks or the deciding of progression or readmission of individual students.

D. Amendment to the Regulations Governing Election of Faculty to Senate (page 30)

This arrangement will be only temporary until we can make proper arrangements to support the work of the Secretary of Senate on an ongoing basis.

1984-85 has been approved. My plans ca 11 for me to spend about a year (August 1984 to July 1985) in London, England. Consequently, I won't be able to participate in Senate during that period. The purpose of this note then is to tell you officially that I wish·to resign from Senate effective June 30, 1984.

I have enjoyed the last four years on Senate and its committees and have learned a lot about the working of the university.

There are a number of items that were approved at the November meeting ofSenate last evening about which you may wish to inform the Board of Governorsat its November meeting next week.

Associate Vice-President Academic

The Executive Committee of Senate submitted a proposal to change the positionof Assistant Vice-President Academic to that of Associate Vice-PresidentAcademic. After some debate, Senate resolved that the position of AssistantVice-President Academic be changed to that of Associate Vice-President Academic,effective July 1, 1984.

Plant Biotechnology Centre

As part of the Report of the Research Board, Senate approved in principle theestablishment of a Plant Biotechnology Centre. In the discussion of the proposal,Dr. W.E. Tossell stressed to Senate the importance of approving the establishmentof the Centre at the November meeting of Senate since this would permit theUniversity to submit a proposal to NRC for an infrastructure grant during the nextfew weeks.

Senate Committee to Review the Aims and Objectives of the University

Senate approved the establishment of a committee to review the Aims and Objectivesof the University. The composition of the committee includes one member of theBoard of Governors and I expect it would be useful if this person were identifiedby the Board at its November meeting. Also in this regard I would advise that Iwill schedule a meeting of the Senate Striking Committee to develop a proposal forthe December meeting of Senate of the names of persons to serve on this committee.

Recommendations on Molecular Biology and Genetics

Senate approved the recommendation of the Committee on University Planning for theestablishment in the College of Biological Science of a Department of MolecularBiology and Genetics, to become operational 1 July, 1984. Senate also approved therenaming of the Department of Botany and Genetics as the Department of Botany, thechange in name to become effective 1 July, 1984.

I would advise you that the Striking Committee of Senate, on thebasis of responses to a memorandum from me, supported the proposal thatProfessors J.B. Boehnert, Psychology and E.L. McFarland, Physics serve asthe two faculty members appointed by Senate to the Selection/Review Committeefor the Director of the Office for Educational Practice. These two nameswere contained in the Report of the Striking Committee to Senate thatwas considered yesterday morning by the Executive Committee of Senate aspart of the Agenda material for the October meeting of Senate. Because ofthe small number of agenda items and the lack of urgency attached to anyof them, the Executive Committee resolved to cancel the October meetingof Senate. The Executive Committee did, however,resolve to approve theappointment of Professors Boehnert and McFarland to the Selection/ReviewCommittee on behalf of Senate.

As you know the Senate of the University at its June and September meetingsapproved the nine recommendations of the Report of the Committee on UniversityPlanning concerning a strategic budgeting system for the academic units ofthe University of Guelph. The fourth recommendation of the Committee's Reportstated "that for those departments placed in the Special Category, a reportshall be submitted by the Dean ot the College within ,six months of officiallybeing notified by the Secretary of Senate. The report shall recommend whatsteps should be taken to improve the quality rating. These plans wi 11 bereviewed by the Committee on University Planning and a report on the reviewshall be submitted to Senate for approval". The departments and schools inthe Special Category are identified under the heading Levell in Table 2 on page27 of the Report of Working Group I (i .e., the President1s First Working Groupon Budget Priorities). As is indicated in the Report, the determination of thelevel of quality was based on applying the criteria listed on page ~ of theReport of Working Group I to the data for the calendar years 197b to 1980inclusive.

I am pleased to advise you that Senate, at its meeting on Tuesday, 20 September 1983, resolved to "approve the appointment of a Faculty Association Representative on Senate who shall be a non-voting member with full speaking privileges and who may be selected by the Association's Council, at its discretion, from the Association membership". I would be grateful, if you could supply the Senate Office with the name of the Association's appointee so that it can be added to the mailing list.

Appendix 1 of the Memorandum of Agreement does not indicate the length of term this person will serve on Senate and I am assuming it is an annual appointment by the Association each year. It would be helpful in subsequent years if the Association could provide to the Senate Office the name of the Faculty Association Representative on Senate by June I each year. This would enable the person's name to be included in the Annual Report to Senate by the Striking Committee of the names of members for the subsequent session of Senate beginning I September.
