1.0 Executive Summary This annual Stack Emissions Management Plan (SEMP) Compliance Report is produced internally by NewGen Neerabup and covers the period from 1st July 2012 to 30th June 2013. The following is a summary of the key points in this report;

• NewGen Neerabup submitted a revision 2 of the SEMP to OEPA for approval in May 2013, OEPA approved the revision to the SEMP on the 15th August 2013. This report evaluates compliance with the requirements of the Stack Emissions Management Plan, June 2013 Rev 2.

• As required by the environmental licence, annual stack emissions testing was conducted by ECS Pty Ltd:

o Unit 11 – 8th January 2013 o Unit 12 – 8th January 2013

The results of these tests were within the defined limits.

• An internal compliance audit of the SEMP was conducted on 31st January 2013 found compliance with the SEMP.

• An external compliance audit for the 2011-2012 period (15Feb11 to 15Feb12) was completed by Strategen Environmental Consultants Pty Ltd on the 30th March 2012 for the banker’s compliance audit. This audit included a review of the SEMP and found compliance with the SEMP.

• Strategen conducted the 2012-2013 FY external audit on the 16th August 2013 and is currently being finalised and will be referenced in the next years SEMP report.

• Complaints procedures and register have been developed, however no complaints have been received to date. NewGen Neerabup also regularly completes (annually) pipeline landowner and other relevant third parties that are located within 500meters of the pipeline easement and power station (eg; all close neighbouring residences and business), no complaints have been received via this consultation process.

2.0 Key Recommendations / Future Work

• Nil action required.

3.0 SEMP Conditions This report evaluates compliance with the requirements of the Stack Emissions Management Plan, June 2013 Rev 2.0 (SEMP) as agreed with by the Office of Environmental Protection Authority (OEPA) and NewGen Neerabup. The key compliance requirements of the SEMP and comments on the status of these requirements are summarised in the table 1 below.

SEMP4 A complaints procedure shall be established to receive complaints from the community associated with air emissions. The power station operator shall investigate all complaints and implement measures to ensure that there is minimal risk of the incident recurring.

Internal Compliance audit of SEMP by the Operator ERM Power Limited for period 1 July 2012 to 30 June 2013. (this report), Also Internal Audit of the Operational Environmental Management Plan for the Neerabup Pipeline PL 75 and Also the Stack Emissions Management Plan was completed 31/01/2013 External compliance audit for the 2011-2012 period (15Feb11 to 15Feb12) was completed by Strategen on the 30th March 2012. On the 16th August 2013, Strategen conducted an external audit of the ministerial statement (MS759) and also a bankers audit for the period 15 Feb 2012 to 30th June 2013. Stategen are currently finalising the audit report and it will be referenced in the next years SEMP report.

The power station will utilise low NOx burners to ensure that emissions of oxides of nitrogen are minimised as far as is practicable. The design criteria in “General Turnkey Specifications, NEERABUP POWER STATION, March 2007, Commercial-In-Confidence, ERM Power”, which was supplied to prospective plant providers, includes NOx emission target of 25ppmv. Note: the design specifications precede the SEMP by over two years.

• Low NOx burners were installed on the commissioned units in 2009. • Annual stack test results refer SEMP3.

3.2 SEMP2 Action: The power station shall be maintained and operated in a proper and efficient manner and in accordance with the manufacturer’s operation and maintenance manual to ensure compliance is achieved with the emission concentration targets specified. Evidence: Maintenance: Maintenance planning schedules are in accordance with the manufacturer’s requirements (refer to attached Inspection Plan Schedule in Appendix 4).

The hardware component affecting gas emission i.e. fuel gas burners and combustion chamber hot gas path items are inspected during every minor inspection at 250 stars or 8,000EOH whichever is earlier. Based on current operating regime of Neerabup Power Station the 1st minor inspection for both GT units will be due in May-Oct 2014. However a preliminary inspection near similar to the minor inspection was performed in end of Aug / early September 2011 i.e. before the end of OEM 2-year warranty period. A more extensive inspection involving repair / replacement of some components of fuel gas burners and hot gas path items will be performed during a major inspection which is scheduled at every 1250 starts or 41,000EOH or 12 year time period whichever is earlier. Based on current operating regime of Neerabup Power Station the first major inspection will be due in Oct 2021, i.e. based on 12 year time period from the commissioning dates. A yearly maintenance programme is in place for checking and testing flame monitoring and protection circuitry. Running parameters of fuel gas combustion performance e.g. combustion chamber differential pressure, combustion chamber noise level, combustion flame intensity and gas turbine fuel gas inlet temperature are being regularly monitored online during gas turbine operation. These all provide normal operating parameters and deviation from these normal parameters are alarmed by the Turbine control SCADA system. Operation: The power station has conducted operations in compliance with the SEMP emission targets. Results from sampling and analysis of air pollutants, undertaken by Environmental Consultancy Solutions (ECS), are summarised below in table 3 below. 3.3 SEMP3 Action: Sampling and analysis of air pollutants shall be undertaken and reported as specified in section 7 of the SEMP and as summarised in table 4 below; Evidence: Sampling and analysis of air pollutants, as shown in Table 3 below, was undertaken during the period by NATA certified Environmental Consultancy Solutions (ECS) on the following dates:

3.4 SEMP4 Action: A complaints procedure shall be established to receive complaints from the community associated with air emissions from the power station. The power station operator shall investigate all complaints and, where the power station is found to be the cause of the incident, the operator shall take actions to ensure that the cause is rectified and implement measures to ensure that there is minimal risk of the incident recurring. Evidence: NewGen Neerabup has a complaints procedure and complaints register to meet the requirements of the SEMP- External Complaints Procedure [NPS-OPS-EXT-COMP]; External Complaints Register [NPS-REG-EXT-COMP]. NewGen Neerabup also performs annual Stakeholder consultations to meet the requirements of the Pipeline Licence (PL75) for the Department of Minerals and Petroleum as per Stakeholder Management Guidelines procedure [NPS-PL-ROW-14]. This procedure regularly (annually) prompts pipeline landowner and other relevant third party consultations that are located within 500 meters of the power station and pipeline easement (eg; all close neighbouring residences and business). During the reporting period no complaints have been received by the above processes as both require the complaints to be entered into the complaints register. Refer to appendix 3 for the complaints register for the reporting period (Nil or blank). Comments: Remains compliant.

3.5 SEMP5 Action: Annual internal audits and annual external audits will be conducted as specified in the Operational Environmental Management Plan. These audits will assess compliance with the SEMP. Evidence: Operational Environmental Management Plan states auditing is to be done in accordance with requirements of MS759 and other approvals. Strategen are currently completing the review and will prepare an external audit report that will subsequently referenced in next year’s SEMP report as the report will be published within the 2013-2014 FY SEMP reporting period.

At  the  request  of  NewGen/ERM  Power,  the  emission  source  was  tested  for  a  variety  of  parameters.  The following data  is presented to determine NewGen/ERM Power’s compliance with the site  licence conditions as stipulated  in  Department  of  Environment  and  Conservation  (DEC)  licence  document  L8356/2009/1.  The concentration  for  each  parameter  as  compared  to  the  site  environmental  licence  criteria  is  shown  in  the summary data below.  A brief summary of the compliance status of the site release points is presented.  Table 1: Summary of Source Emissions Criteria and Compliance Achievement.

2 INTRODUCTION 

ECS Stack Pty Ltd was requested to conduct stack monitoring for NewGen/ERM Power at the Neerabup Power Station, in Western Australia. Testing was conducted on the Gas Turbine Units 11 and 12 according to the Annual Compliance Program.  The methodology to be employed  for the annual compliance testing program  is consistent with USEPA CFR 40 Part 60 Methods, and where applicable Australian Standards. The methodology  to be employed  is consistent with the requirements of the WA Department of Environment and Conservation (DEC).    Further to this, ECS Stack provides NATA accredited test results for the sampling carried out under this program, unless where otherwise specified. Limits of detection will be aimed to achieve the best available under normal sampling conditions.  The following table outlines the variety of tests to be performed on the emissions sources at the NewGen/ERM Neerabup Power Station.  Table 2: Sampling Program ‐ Source and Methods

3 SAMPLING PLANE 

3.1 Non Ideal Sampling Plane 

GT Unit 11: The sampling plane is considered to be Non Ideal for the determinations for flow rate and particulate test parameters as detailed in AS4323.1‐1995 due to the following:  

1. The  upstream  stack  diameters  to  the  nearest  disturbance  being  5.0  stack  diameters  less  than  the requirement and the downstream stack diameters to the nearest disturbance being 1.7 stack diameters less than the requirement.  Due to the sampling plane not being the required distance(s)  from a  flow disturbance, the number of traverse points sampled across the sampling plane was increased from 36 to 54. 

2. Isokinetic ratio highest to lowest velocity exceeds 1.6:1.

4 RESULTS 

ECS Stack Pty. Ltd. uses instrumentation that meets the United States (US) Code of Federal Regulations 40 Part 60 &  63 Appendix A &  I.   Results  are  representative of process  conditions during  the  sampling periods.  Full detailed descriptions  can be  found  in  the Summary Reports Section at  the end of  the document. For  further information please refer to Raw Data Appendices.    4.1 Volumetric Flowrates and Gas Velocities 

USEPA Method 2 was used for the measurement of gas flow rate. The velocity and gas flow rate was determined using a Pitot tube, manometer and thermocouple. Differential pressures and temperatures were measured from the predetermined traverse points from AS4323.1‐1995 from USEPA Methods 3A and 4 were also required to be used in conjunction with this method. The velocity was then used to calculate average flow rate so that the total emission mass rate on a volume per unit time basis could be determined.   For  the  determination  of  flowrate  from  sources  noted  in  Section  4  as  being  non‐ideal  sampling  locations, additional sampling traverse points were used in accordance with AS4323.1‐1995.   4.2 Determination of Combustion Gases Concentration 

 ECS  Stack  Pty.  Ltd.  used  a  Horiba  PG250  Portable  Gas  Analyser  (PGA)  for  the  measurement  of  gaseous parameters from the GT Units 11 and 12 emission sources.   USEPA  Method  3a  was  used  for  the  determination  of  combustion  gas  concentration.  A  gas  sample  was continuously  extracted  from  the  effluent  stream;  a  portion  of  the  sample  stream  was  conveyed  to  an instrumental analyser for the determination of Oxygen and Carbon Dioxide.   Additionally,  7e  and  10 were  used  for  the  determination  of Nitrogen Oxides  (reported  as NO2)  and  Carbon Monoxide, respectively.   Refer to the Summary Report Section Combustion Gases,  for detailed sampling and analysis results  for the GT Units 11 and 12.   4.3 Determination of Gas Moisture Concentration 

USEPA Method 4 was used  for  the determination of gas moisture  concentration. A  sample was  continuously extracted from the effluent stream using a heated probe and passed through chilled impingers containing water. The water component was removed by condensation and the amount collected was determined volumetrically and used to calculate moisture concentration.

5 DEFINITIONS 

5.1 Practical Quantitation Limit (PQL) 

Practical  Quantitation  Limits  (PQLs)  stated  in  the  following  report  have  been  derived  from  the  associated analytical laboratory reports.   5.2 Method Detection Limits (MDL) 

Method  detection  limits  (MDLs)  stated  in  the  following  report  are  derived  using  the  analytical  practical quantitation  limits  (PQLs)  and  field  test dry  gas  volumes.    This  is  the minimum detectable  limit  for each  run based solely on the PQL divided by the Dry Standard Cubic Metre (dscm) for each run. This value  incorporates analytical instrumental uncertainty only and does not include uncertainties due to manual sampling.   5.3 Result Codes 

Result  codes  are  assigned  to  each  result  to  illustrate  the  level  of  detection  that  each  specific  analyte  has achieved. The  two main  codes  that are assigned are  “D” and  “nd” which  represent  the  result being equal or above and below  the MDL  respectively. All  subsequent codes  (Noted  in brackets)  indicate where  laboratories have found analyte present  in one or more of the samples (Test or Blank). All combinations of codes are  listed and explained below:  

nd  Final result is below the MDL, has no detects in any of the Blanks or any of the Test samples. 

nd (D)  Final result is below the MDL, has no detects in any of the Blanks but at least one detect in one of the Test samples. 

nd (B)  Final result is below the MDL, has no detects in any of the Test samples but at least one detect in one of the Blank samples. 

nd (D,B)  Final result is below the MDL, has at least one detect in one of the Blank samples and at least one detect in one of the Test samples. 

D  Final  result  is  above  the MDL, has no detects  in  any of  the Blank  samples  and  at  least one detect in one of the Test samples. 

D(B)  Final result is above the MDL, has at least one detect in one of the Blank samples and at least one detect in one of the Test samples. 

  5.4 Average Calculation Methodology 

The Average Calculation (for a sample within a duplicate, triplicate or quadruplicate test) is calculated depending on one of the following:  

If all runs are detected, then the average is calculated based on the results of the detected compound and then divided by the number of runs; 

If a run  (or more)  in a sample set  is non‐detected then half of the respective MDL  is used  in the average calculation

5.5 Significant Figures 

All data  generated  from external  laboratories  is presented  to  two  significant  figures as  laboratory  results are typically supplied in this format. ECS results are consequently bound by this accuracy.  All  calculations  are  performed  on  unrounded  data.  All  physical  parameters  displayed  in  the  report  are unrounded.  All particulate date is presented to three significant figures.  All combustion gas data is accurate to two significant figures. Oxygen (%vol/vol) and Carbon Dioxide (%vol/vol) is reported to one decimal place accuracy.   5.6 Units of Measure
