Dear Fellow Motorcyclists:American Bikers for Awareness, Training, and Education (A.B.A.T.E.) of Minnesota is a not for profit, grass roots organization that is committed to educating motorcyclists and the general public about motorcycling. A.B.A.T.E. members ride many different types and brands of motorcycles. We are all people with a common interest in a common activity. The fact that we share an interest in motorcycling is more important than the type of motorcycle we ride. There are chapters of A.B.A.T.E. located throughout Minnesota. Each of these chapters is represented on the A.B.A.T.E. Board of Directors (B.O.D.). The B.O.D. also includes the A.B.A.T.E. state officers. The B.O.D. meets once each quarter to discuss the operation of the organization. In addition, each chapter holds a monthly meeting in their area of the state. A.B.A.T.E. is a member driven organization. Members are encouraged to participate in any of these meetings. A.B.A.T.E. seeks to promote the positive aspects of motorcycling and strives to

protect the rights of motorcyclists by being involved in the local, state and national political process. Safer motorcycling, reducing accidents and fatalities can be best accomplished by education and training of both the motorcyclists and the general public, not necessarily through additional legislation. Our ability to enjoy many freedoms while riding motorcycles in Minnesota is the direct result of the work done by motorcyclists in our state. These people have joined together to fight for our rights and freedoms. The efforts of these people have made Minnesota a leader in motorcycle safety. We have one of the toughest licensing standards in the nation, the best public awareness programs, and the most comprehensive rider education programs in the nation. These efforts have helped reduce motorcycle accidents, injuries, and fatalities in spite of the growing number of licensed motorcyclists in Minnesota. To continue these efforts we need your support and participation. Show

your commitment to protecting and preserving your rights as a motorcyclist in Minnesota. Participate in the meetings, rides, and the fundraising activities. You will be informed about the motorcycle activities in the state by receiving Road Noise, the A.B.A.T.E. monthly news publication. A.B.A.T.E. is fun, educational and a great way to meet people and make new friends with similar interests. With your help, we can continue to promote the positive image of motorcyclists. If you want more information about A.B.A.T.E., please attend any of our meetings, meet other members, and ask questions. We are pleased that you have decided your rights are worth protecting, that the positive aspects of motorcycling are worth promoting, that education is important, and that the cost of an A.B.A.T.E. membership is a small price to pay to preserve and promote these principles. Mother Nature was up to her usual tricks for Bikerday 2019. But when life gives you a lemon, the best thing to do is make lemonade! It was 24 degrees below zero when I walked into the State Capitol to set up for A.B.A.T.E. of Minnesota’s 14th annual Bikerday. There were many concerned that the event may be cancelled due to the extreme cold. In the two days leading up to Bikerday, I fielded many calls from legislators, staff, and our own members. I reassured them all that Bikerday is still on and we will be there. Our friends in the House of Representatives said they planned for business as usual as well. However the night before Bikerday I received a call from a senior senate staffer who said that all senate committee hearings were cancelled, but most Senators planned to be in their offices. Another lemon? No, actually it worked out quite well. Many very senior senators who in the past have not had the time to address our group in the Rotunda now had an open schedule. Yes, we had a number of attendees cancel, and I can’t blame them - it was a very cold day. But the number of bikers who showed up was an inspiration to everyone and I can’t thank them enough. The legislators were very impressed. One after another called us a hardy and tough bunch who are dedicated to our cause. I also want to thank our partners in the motor coach and bus transportation business. These folks did an incredible joy of making sure our members had a safe and timely trip from around Minnesota to the Capitol. By the time I got home it had warmed up to a sunny minus 14 degrees. But the lemonade we made from the lemons we were given still tasted very, very sweet. Yours in freedom — Mack

I do not have much to report this month so I am stealing from Bill Bish’s News Bytes. We have been watching the issue of patch forfeiture for over a decade, concerned what is the next step if they accomplish this. The unlimited bank account of the federal government has prevailed. They take the money from us to prosecute us. The heading should read Federal Government Against American Citizen Motorcyclists.

“FEDERAL JURY DECIDES MONGOLS MUST FORFEIT LOGO

In a first-of-its-kind verdict with far-reaching legal implications, a federal jury ruled that the Mongols motorcycle club must forfeit the logo worn by its members, finding in favor of prosecutors’ novel claim that there is a direct link between the club’s crimes and its trademarked insignia. Last month, the jury in U.S. District Court in Santa Ana, California, found the Mongol Nation guilty of racketeering and conspiracy, classifying the group as a criminal organization, and their verdict on Friday, January 11, 2019 was the second phase of a trial that focused on forfeiture of assets in a decade-long quest by the government to dismantle the club. The verdict will lead to the forfeiture of the group's legal interest in the word "Mongols" and some of their patches, as well as Mongols items seized during the investigation, prosecutors said. If upheld, this will give the right to any law enforcement officer who spots a club member wearing the logo to stop him and confiscate the branded item. The trial next moves to a third phase, in which

U.S. District Judge David O. Carter will decide how the forfeiture is carried out. He declined to immediately order the logos forfeited and set a hearing next month to address possible First Amendment issues raised by the verdict, agreeing to solicit briefs from a variety of experts, including trademark attorneys, law school professors, civil rights organizations and think tanks. The judge’s decision highlights the new legal ground being broken in the unprecedented case, which has attracted national attention and is virtually guaranteed to go before the Ninth Circuit U.S. Court of Appeals and perhaps the U.S. Supreme Court.” Who is next your club, your local SMRO, your brand preference logos?” Pay attention folks they usually take little pieces of your freedom at a time, this time they got a big chunk. Welcome to March, a month of transition from winter to spring. Groundhog report says early spring; we'll see if Phil is pulling our leg or some other part of the body. I never had any trust in a groundhog in hiding. Current membership count as of February 10th is 3,502. Members are needed, whether new or renewals. The Donnie Smith Show, coming in March on the 23rd and 24th in St. Paul, is the motorcyclists’ annual pilgrimage for people watch-ing, renewing friendships, and making new friends. Metro Chapter has always had a membership table at this event that draws hundreds of riders in search of apparel and parts, with dreams of the coming riding season. We have volunteers but always welcome help manning the booth and talking with others about our cause. This year’s midterm elections are a very concerning change with our freedoms in mind. New officials in office need to be talked with or written to about their positions concerning motorcyclists’ rights and motorcycle parts and equipment. As I have said, we need more "strength in numbers". I hope each person reading this report can sign up a rider and remind them "Freedom is Not Free"! We must continue to stay the course and fight for our rights. Our country was founded on this very idea. Our forefathers fought for freedom and so should we. Our next meeting will be on March 16th at 10:30 am in Monticello at the Monticello VFW, off I-94 and Highway 25, behind Perkins. As always, everyone is welcome, and we look forward to seeing you there. Unfortunately, due to my comments in January's grapevine, the Entertainment Committee quit. This was not my intent, but what is done is done and the Rally Committee thanks them for their years of service. That being said, we are looking for some members to step up, so we can rebuild our Entertainment Committee to find bands for our future Rallies. After a lot of back and forth we have got an agreement for our Saturday night band. Unfortunately, I am unable to reveal who it is as we don't have a signed contract as of my deadline for this article. I would like to thank our District Directors for bringing us about 25 bands to fill out the rest of our weekend’s

Remember that in order for the chapter to receive any credit for sold tickets they must be postmarked by April 17th. Please remember to send them certified mail so that I need to sign for them. I still have plenty of tickets left. So if your chapter needs more let me know. We can keep selling all the way up until the time of the raffle. So if your chapter wants to hang on to the unsold tickets they may still have just let me know. You don’t have to mail in everything by the 17th.  All tickets need to be accounted for by the raffle. If there are any tickets still out there when we do the drawing, the chapter’s general fund will be charged for the missing tickets.  We are going to start talking about the state rally raffle. We are always looking for suggestion. So if you or your chapter has an idea feel free to send either myself or someone on my committee an e-mail.    Well not much else going on right now. I would like to encourage everyone that if you have any questions or concerns when it comes to gambling, please feel free to contact me. I have been in this position now for close to 15 years and if I don’t know the answer I can certainly find out the correct answer. I would much rather have a chapter come to me and ask the questions instead of just assuming that it’s OK to do something even if they don’t have a permit.  When there are activities done that are considered gambling without a permit that puts our gambling license in jeopardy. And it can also put the establishment’s liquor license in jeopardy. So illegal gambling doesn’t just affect A.B.A.T.E. of MN. And since all fundraisers are open to the public you never know who knows who. Anytime the gambling control board gets a call about illegal gambling (and they do) they have to investigate. So please keep that in mind when you are planning ways to raise money at your fundraisers.

At our January meeting, it was announced that registration for training  classes is open for the 2019 training season. We spent some time reviewing the Driver and Vehicle Services (DVS) Exam and Licensing Report. This report contains information and data regarding registered licensed motorcyclists, knowledge tests issued, and skill tests offered and pass rates for these tests. The Minnesota Motorcycle Safety Center does 77 % of these tests. For the knowledge or written test; 19,573 passed the test in 2017, compared to 18,015 in 2018. About 80% pass the written test. For the skills test; 1,914 passed the test in 2018, compared to 2,335 in 2017 for the two-wheeled motorcycles. Again, about 80% taking the driving test passed. For three-wheeled motorcycles, 84 people passed in 2018, compared to 99 people in 2017. Passing rate for three-wheeled motorcycles was about 90%. The term for the task force members expires this May. Current members are encouraged to reapply and we are looking for a few new members.  We meet every other month. Members must attend most of the meetings, ride a motorcycle a couple thousand miles a year, and attend at least one training course a year. I will put information in my article on how to apply for this as I get it. Please consider applying for this, as it is really important that we, as a group, have A.B.A.T.E. members on this Task Force. We need to have a presence, to have a say in laws and operations of motorcycles in our state. Our next meeting is March 21st at St. Paul College. Bikerday 2019, Brrrrrrrrrr. The fridge temps during Bikerday 2019 did cause some issues. But we still had a decent crowd, all things considered. I want to thank all of you who braved the cold to attend this important event. I also want to thank all of the chapters, individuals, and motorcycle clubs that helped make Bikerday possible. A huge thank you goes out to Mack and Mitch Backlund for planning the event. There were a lot of last minute schedule changes and a whole lot of cancellations to deal with but we pushed through and the elected officials that were there were impressed with our dedication on such a cold day. A quick note to those of who couldn't attend, please reach out to your State Senator and State Representative and ask them to support our issues. The talking points were circulated prior to Bikerday. Mack had some of the talking points in his pre Bikerday State Coordinator article and I sent the talking points before and after Bikerday to several chapter contacts and our District Directors. And I posted them on A.B.A.T.E. of Minnesota's Facebook page. So the talking points are out there. If you need any assistance with contacting your State Senator or State Representative please let me know. Some of the bills that we are supporting are getting good movement so we need to keep on pushing. For those of you that are paying attention to the day to day business at the State Capitol, you will notice that there are multiple groups that hold rallies at the State Capitol. We have some things in common with some of those groups and almost nothing in common with others. But we all do have two things in common. The first is we all find value in showing up at the State Capitol to voice our opinions and our concerns. The second thing we have in common with all of these groups is we hold some kind of large group gathering to help get our message across. Pro-gun groups rally on the Capitol steps or in the rotunda and anti-gun groups do the same. Teachers, unions, pro tax, anti-tax, pro mining, anti-mining, save the spotted owl groups, and cut

down the trees groups all hold rallies of some kind at the State Capitol in the rotunda. Let me make this clear, we do not pay one dime to rent the rotunda or any other space for that matter. We pay a small fee for the speaker podium, the sound system, and the chairs, that's it. Gathering in the rotunda gives us an opportunity to show elected officials our numbers and determination. That is why the other groups do it, it works for them, and we do the same. This gathering in the rotunda gives me a chance to discuss Bikerday protocol and the talking points with the group all at the same time so everyone gets the exact same message. The event in the rotunda also gives attendees a place to go while they are waiting for their appointments. So in conclusion, you're A.B.A.T.E of Minnesota Legislative Team believes there is great value in this gathering. If we are wrong, then bring your articulate argument to a B.O.D. and convince us otherwise. On a quick side note, just about every State Motorcycle Rights Organization around the country has large group gatherings on their lobby days. We need help promoting the event, volunteer to help make it bigger and better, and try to focus on the positive. The positive is simple, we hear zero complaints from the people that we are trying to influence about our event and we hear compliments from our elected officials all year long about our Bikerday event. If the very people that we are trying to influence like it, why can't we? Stand And Be Counted, Together As One Unified Voice. — Todd

Upcoming Event(s): March 22nd-23rd, Heartland STEAM, Omaha, NE May 20th-21st, Bikers in the Beltway, Washington DC PROFILING: Despite the five-week government shutdown, your MRF representatives were on Capitol Hill kicking off our legislative agenda for 2019. As many of you are aware, we ended 2018 with an important victory for our anti-profiling resolution in the Senate. As far as I am concerned, the Senate has now spoken and unanimously passed a resolution “promoting awareness of motorcycle profiling and encouraging collaboration and communication with the motorcycle community and law enforcement officials to prevent instances of profiling.” We are now focusing our efforts on the House side. Congressman Burgess of Texas has agreed to once again co-sponsor an anti-profiling resolution in the House of Representatives. The November election results have DRAMATICALLY changed the playing field in the House. Not only is Nancy Pelosi now Speaker of the House, but there is a new Chairman of the House Judiciary Committee, Congressman Jerrod Nadler of New York. Last year the House version of the resolution was trapped in the Judiciary Committee, held up by a Chairman who had concerns about how law enforcement organizations viewed the language. With a new Chairman, there is new hope that the House will follow the lead of the Senate and go on record acknowledging motorcycle profiling. 

By early spring we should have an official resolution and will start pounding the pavement looking for co-sponsors and champions to stand with us on the issue. MRFA&E YOUNG ACTIVIST SCHOLARSHIP: Biker “Freedom Fighting” activists have recognized for some time that our membership and leaders are aging and that there is a need to encourage younger people to become involved in motorcyclists’ rights. To that end, the Motorcycle Riders Foundation Awareness and Education (MRFA&E) has created a scholarship fund to recognize deserving candidates who are a minimum of 18 years old and not over 30 years of age who otherwise may not be able to attend the MRF’s Meeting of the Minds conference. For more info go to mrfae.org. The MRFA&E is busy redesigning its website. Once the project is finished, there will be a much bigger and better section for memorials and tributes to our fallen brothers and sisters. And as part of that page, people will be able to make a memorial donation to MRFA&E in memory of someone and that donation will directly and 100% support rider awareness and education. We hope to have the project completed and launched by MOTM. MEMBERSHIP: Don’t miss the May 20th deadline for the dues increase and don’t wait! Renew or upgrade your membership today before the increase! LOBBYIST: We are still searching for a lobbyist, but the pool in our price range is kind of small. So we are signing a six-month contract with Rocky Fox from Husch Blackwell Strategies that helped get the profiling resolution passed. Also of note, Tiffany worked the hill on the resolution with great affect.

Fundraiser season is upon us in full swing and the Dial A Ride Board members have been out and about giving rides to fellow motorcyclists to let them have a great time and keep them safe. At the River Valley Chapters January Thaw 60 rides were given in one night alone. Monte gave 25 at Lake Chapters Grounded Hogs event. The Up North's Fever Reliever was the easy one because all I had to do was walk across the parking lot.

What I really enjoy about going to all these events the most is knowing that we are doing just a small part to help keep our friends and our biker families safe another day so we can all ride together some time later when the weather is warmer and nicer this spring and summer. — Just keep smiling, Jodi

We got home from the January B.O.D. to excessive snow and a frozen drain, and when I remembered about the 5:00 pm Sunday deadline it was 9:30. Another month gone, wow how time flies. I want to thank everyone made it the biker day. It was a very low turn out because of the weather.  The ones we talked to thanked us for coming and braving the weather. This month is the abate elections both chapter and the state. Please make your meetings and vote. I hope you are getting out to the chapter events. Remember we have A.B.A.T.E. U coming up in April, which is always a good time and a good learning experience for the new officers. Then the riding season starts. As I told you last month this year I am riding to Bikers in the Beltway. Is there anyone else that wants to go? Contact me and let’s ride out there together. This will be my first time out there, for this event. I look forward to seeing the inside of the Capitol. material," attend meetings and support those we have elected. Help out in any way possible and speak up. Your idea might be just what the chapter needed to hear. And support those that support you. Speaking on support, have you stepped away from your comfort zone? Yes, we all attend our chapter event's (you do attend, don't you?). As I was leaving my driveway going to our "Heart On" fundraiser, I saw two robins fly into a tree next to my drive. This is a sure sign that spring is on the way. Our "Heart On" was a great success with people coming through the door and event participation as well. There was the chili cook off, apple pie moonshine, tattoo, candy in a jar and also Hammer Schlagon contests. The chili contest was won by Rod Gaynor and the apple pie had a tie between Shellee Collins and Shelly Nelson. Dee Tra won best of show in the tattoo contest and Dar Krutsch and Rod Gaynor won candy jar count guessing contest. Thank You to all participants and volunteers for this fundraiser event.  I also want to give a big Thank You to our sponsors; Star 95 Car Wash in Cambridge and Dee Tra Leatherworks! Thanks to John and Colliner, our hosts at the St. Francis Legion, for our annual Heart On event and Scottie for tending the bar and grill. Chapter meetings are held on the first Sunday of the month at 11:00 am at the St. Francis Legion Post 622, located at 73 Bridge Street, phone (763)753-4234. They have the best burgers and onion rings around town, with a full menu and banquet room. Meat raffle held every Friday and a band from 4:00-8:00 pm every Saturday. Lunch specials are from 11:00 am-2:00 pm during the week. Next time you are on a ride please stop in and patronize this wonderful establishment and tell them you are with A.B.A.T.E. University, Alexandria Hello all, No chapter events this last month so not a lot to report locally. Freaking cold ass weather as everyone’s aware. Bikerday was a success in spite of the weather. Kudos to the brave souls who went. I’ve heard lots of positive feedback from people who attended. We’re in the process of getting ready for our annual fundraiser. The Bunwarmer will take place at the River Inn in Scanlon on March 30th. A great band, Virgil Caine, will be rocking the house. Party starts at 7:00 pm with the band starting at approximately 9:00 pm. We have a block of rooms set aside at the AmericInn in Carlton. It’s a five mile drive, but nice rooms and a pool area reserved for A.B.A.T.E. members after the party. One queen and two queen rooms, $85 and $95 plus tax. Call (218)384-3535 and mention the A.B.A.T.E. block of rooms. Be sure to make your reservation before March 15th. There’s a small motel within walking distance of the party, the Golden Gate Motel. Not many rooms, no frills, they don’t do blocks of room and don’t have a common area for gathering after the party. They are less expensive at $74 a night for a queen room, (218) 879-8000. If you didn't make it to Bikerday at the State Capitol please write your legislator and remind them of our motorcycle topics we discussed that day. I want to thank everyone that came out to the Winter Fever Reliever. As always, the committee did an excellent job. I overheard them talking about plans for next year already. Remember that this fundraiser helps the chapter cover costs through the year. Are you planning on putting more miles on the bike this year? One of the events coming up that you could possibly ride to is A.B.A.T.E. U. This is a great weekend for training new officers and some other classes are offered that weekend as well, along with the B.O.D. The A.B.A.T.E. U raffle drawing is that Saturday night. Wouldn't it be great if you were present to win one of the prizes? You still have a chance to purchase a ticket. Let Jay know at the upcoming meeting. To receive chapter credit for the sale of a ticket you need to purchase one by the 17th of April. We’ve been cooped up ALL winter staring at those BIKES and wanting to Hit the Open Road! APRIL — April is the month that A.B.A.T.E. U happens and the new offers take their positions! I would like to THANK all officers who have served and the new officers that are going to! Thank you for giving YOUR time to the efforts to protect your freedoms of the road! and Chapter MRF Committee Chair. Cali wholeheartedly supports the mission of A.B.A.T.E. of Minne-sota! Cali is always willing to offer her time and talents where ever and whenever the Flatlanders have a need.
