DR. KAREN PURNELL Managing Director, ITOPF

Karen Purnell is a chartered chemist and a member of the Royal Society of Chemistry. Prior to joining ITOPF in 1994 she was a Project Manager involved in nuclear/toxic waste management and environmental remediation. She was promoted to Managing Director in May 2009.

ALFRED POPP QC, Administrator of the Ship-Source Oil Pollution Fund

Has enjoyed a long career as a successful lawyer, most of it devoted to the development of Canadian and international maritime law. He joined the public service of Canada in 1970. In 1975 he joined the Canadian delegation to the Legal Committee of the International Maritime Organization (IMO), becoming its chairman in 1993, a position that he held until his retirement from the public service in 2005. In his years as chairman, he also chaired several diplomatic conferences leading to the adoption of a number of international conventions, including the 1992 Protocols to Convention on Civil Liability for Oil Pollution Damage (CLC) and the Convention on the Establishment of an International Fund for Compensation for Oil Pollution Damage (IOPC Fund), the 1996 HNS Convention, including the Protocol adopted in April 2010, and the 2003 Protocol leading to the establishment of the Supplementary Fund. Over the years in the public service of Canada, he acted

as legal advisor on a number of maritime legislative projects, including the amendments to Canadian legislation that led to the establishment of the Ship Source Oil Pollution Fund. In 2006 he was awarded the prestigious International Maritime Prize by the IMO, as well as the Commissioner’s Commendation for outstanding contribution on behalf of the Canadian Coast Guard and the Distinguished Public Service Medal of the US Coast Guard. He is a titulary member “honoris causa” of the Comite Maritime International. He was made a Queen’s Counsel (QC) in 1986. In December 2007 he was appointed Administrator of the Ship Source Oil Polution Fund.

RICHARD JOHNSON Technical Director, ITOPF

Richard Johnson is a marine biologist and holds a Masters degree in Radiation and Environmental Protection. His previous employment included investigation of fallout from the Chernobyl accident and assessing radioactive contamination of the marine environment. He joined ITOPF in 1994 and was promoted to Technical Director in September 2009.

standpoint. ITOPF (International Tanker Owners Pollution Federation) has a role to play in this relationship.

ITOPF is funded by the global shipping industry with the aim of promoting effective response to spills of oil and chemicals in the marine environment. The Federation is usually invited to attend an incident by its shipowner Members or Associates and their P&I Clubs, or the International Oil Pollution Compensation Fund, and will work closely with the lead government and response agencies, victims and concerned stakeholders.

ITOPF is a small, but experienced team of well-qualified, practically-minded scientists and engineers that has attended nearly 700 incidents in 99 countries in its forty year existence. Assistance extends beyond advising on clean up activities, and includes helping to reduce any pollution-associated losses, for example in the fisheries/mariculture sectors, whilst we are also often asked to provide an objective assessment of the technical merits of claims for compensation. Other technical services include contingency planning & advisory work, training & education, research & development (R&D) and providing Information.

ITOPF Membership comprises some 6,000 tanker owners and bareboat charterers, representing 10,800 tank ships, which is virtually all of the world’s oil and chemical tank vessel tonnage (>320million GT). In addition, owners and bareboat charterers of non-tank ships can become Associates of ITOPF, and they account for a further 530 million GT.

DR PETER M SWIFT Managing Director, INTERTANKO

Peter Swift is Managing Director of INTERTANKO (The International Association of Independent Tanker Owners), whose members are 250+ oil and chemical tanker owners and 300+ associate members from related companies. INTERTANKO’s members are committed to continuous improvement in the Tanker Industry and are striving to achieve the goals of zero fatalities, zero pollution and zero detentions.

Swift is a member of the Advisory Board of the Green Award, is Chairman of the Korean Register’s European Committee, a member of the American Bureau of Shipping and a Director of the Maritime Industry Foundation.

He is a Naval Architect, with a doctorate in Marine Transportation Economics.

DAVID COTTERELL Director, OCIMF

Captain David Cotterell commenced a seagoing career with Shell Tankers (UK) Ltd in 1974 progressing to Master and gaining experience in the operation of Crude, Product, LNG, LPG, Chemical and Bulk Carriers. In 1993 David moved into tanker operations in London with Shell International Shipping Co. Ltd. and later held maritime roles in both upstream and downstream businesses. David joined the shipping leadership team of Shell International Trading and Shipping Co. Ltd. in 2005 as General Manager Maritime Standards (Governance) with responsibility for Independent Assurance of Maritime Assets and Interfaces, Tanker Vetting,

HSSE and development of marine skill-pool. During the following 5 years he led the development of Shell Group standards governing maritime operations across the Royal Dutch Shell Group.

David has enjoyed a long association with organizations promoting standards within the shipping industry. Formerly chairing the OCIMF SIRE Focus Group, OCIMF’s General Purposes Committee and the Greenhouse Gas Task Force.

David is a Freeman of the City of London and a Liveryman of the Honorable Company of Master Mariners through which he works to mentor cadet officers and promote careers in the merchant navy.

David joined OCIMF as Director in April 2010.

GRAHAM WESTGARTH President, Teekay Marine Services

Graham Westgarth joined Teekay in 1999 as President of Teekay Marine Services. In this role, he is responsible for the day-to-day operations of the Teekay fleet that is in excess of 150 vessels, and close to 5,000 multi-disciplined sea and shore staff. Graham’s mandate includes newbuildings, conversions, repair and maintenance, manning and training, procurement, marine, and last but by no means least, health, safety, environment, and quality. He has over 39 years of industry experience, 17 of which were at sea, including 5 years command experience. Prior to joining Teekay, Graham spent 12 years with the Maersk Company heading up its UK flag fleet. During this period, he established and

was the general manager of AP Moller’s FPSO operations in the UK sector of the North Sea. In 2006, Graham relocated to Norway for 8 months following the acquisition of Petrojarl ASA, and as interim CEO successfully led the company and integrated it into Teekay. In August 2007, he resumed his position in Vancouver. Graham has completed the Columbia Business School Senior Executive Development Program, and held a number of Board positions over the years, currently including North of England P&I Association, and the ABS Council. He is currently Chairman of INTERTANKO.

PROACTIVE ENVIRONMENTAL INITIATIVES FROM A SHIPOWNER’S PERSPECTIVE

The presentation will open by providing an overview of the environmental impacts of shipping, and its overall efficiency when compared to other modes of transport

Thereafter, the focus will be on outlining opportunities to improve the environmental footprint of vessels through various operational and technical measures, using real time examples and data to demonstrate proof of concept.

Finally, a brief overview will be provided of how, by using an innovative approach to design of vessels, even further gains may be achieved in the future.

DONALD ROUSSEL Director General, Marine Safety, Transport Canada.

Mr. Donald Roussel was appointed Director General, Marine Safety, Transport Canada, in October 2008. His responsibilities include developing, coordinating, enforcing

and managing national safety legislation, policies, standards and regulatory controls governing Canada’s marine transportation and pilotage systems and services; managing the Navigable Waters Protection Program; approving environmental response systems; regulating and licensing of vessels; examining and certifying seafarers; and, establishing and maintaining international liaison.

Mr. Roussel is Chairman of the Canadian Marine Advisory Council and the Canadian representative at numerous International Maritime Organization and International Labour Organization meetings for the Marine Sector.

Before joining Transport Canada in 1988, Mr. Roussel worked as a Marine Engineer for Canadian and foreign companies. From 1988 to 2000, he served as Senior Surveyor and Manager of the Transport Canada Centre in the Quebec region. He joined the Headquarters’ Marine Safety Directorate in 2000 as Manager, Marine Occupational Health and Safety and then became Director, Personnel Standards and Pilotage. In January 2007, he became Executive Director, Regulatory Services and Quality Assurance, until his recent appointment as Director General, Marine Safety.

He holds a Master’s degree in Marit ime Resources Management, Marine Transportation, as well as professional certif ications as First-Class Certif icate Motor Vessel and Second- Class Certif icate Steam Vessel.

REAR ADMIRAL JAMES WATSON Deputy Commander, Atlantic Area and Defense Force East, USCG

Rear Admiral James Watson assumed duties as Deputy Commander, Coast Guard Atlantic Area Command in April 2010. Prior to that, he had served as Atlantic Area’s first Director of Operations, with operational assets that include 147 cutters, 97 aircraft and 1,106 boats in 26 Sectors east of the Rocky Mountains.

Rear Admiral Watson was promoted to flag rank in 2007. His first flag assignment was Director of Prevention Policy for Marine Safety, Security and Stewardship, Coast Guard Headquarters, Washington DC where he was responsible for Waterways Management, Boating Safety, Commercial Vessel Safety and Security, Ports and Cargo Safety and Security, Maritime Investigations, and Quality Traveling Inspectors.

He served as Chief of Staff of the Seventh Coast Guard District in Miami FL from 2006 to 2007. From 2004 to 2006 he was Chief, Office of Budget and Programs, Coast Guard Headquarters.

Prior field assignments include: Commanding Officer Marine Safety Office Miami (2001-2004), Commanding Officer Marine Safety Office San Diego (1995-1998), Executive Officer Marine Safety Office Savannah (1992-1995), Chief of Port Operations Marine Safety Office Puget Sound (1989-1992), and Engineering Officer/Student Engineer USCGC Bibb (1978-1980).

Headquarters staff assignments have included: Program Reviewer - Office of Budget and Programs (1998-2000), Staff Naval Architect - USCG Marine Safety Center (1986-1989), Staff Engineer – Marine Technical and Hazardous Materials Division (1980-1983).

Rear Admiral Watson graduated from the Coast Guard Academy in 1978 with a Bachelors of Science degree in Marine Engineering. In 1985 he earned two Master of Science degrees in Mechanical Engineering and Naval Architecture from the University of Michigan. In 2001 he graduated from the Industrial College of the Armed Forces with a Master of Science degree in Strategic Studies.

Rear Admiral Watson has been a member of the Society of Naval Architects and Marine Engineers since 1978. He was recognized as the International Propeller Club of the United States “Southeast Region Person of the Year” in 2004. His personal military awards include three Legions of Merit, two Meritorious Service Medals, and six Coast Guard Commendation Medals.

PANEL TOPIC – PREVENTION AND RESPONSE: GOVERNMENT & INDUSTRY PARTNERSHIP

History has shown disasters can occur anywhere, including the maritime environment. Establishing relationships before an event occurs and collaboration between Government and Industry is essential during any response. These principles were particularly evident during the Deepwater Horizon oil spill in the Gulf

of Mexico. One of the many challenges encountered during the Deepwater Horizon response was communicating with the public and other agencies the collaboration relationship the government must have with the Responsible Party to ensure a quick and effective response.

MICHAEL BROAD President, Shipping Federation of Canada

Michael Broad has been President of the Shipping Federation of Canada since January 1, 2004. Prior to assuming his position at the Federation, he was President of B & K Shipping Agency Ltd., a maritime agency with offices in Toronto & Montreal. He was also a member of the Federation’s Board of Directors from 1987 to 2003 and served as Chairman from 1997-1998.

He is a board member of several community organizations, including Mariners House of Montreal. Mr. Broad holds a Bachelor of Commerce from Loyola College and a Master of Business Administration from the University of Western Ontario.

Incorporated by an Act of Parliament in 1903, the Shipping Federation of Canada acts as the pre-eminent voice of shipowners, operators and agents involved in Canada’s world trade. Its main areas of activity are advocacy, education, information and operations, all of which are provided to members in the interests of achieving a safe, efficient, competitive, environmentally-responsible and quality-oriented marine transportation system.

VIJA PORUKS ASSISTANT COMMISSIONER, CANADIAN COAST GUARDMs Vija Poruks became the Assistant Commissioner, Canadian Coast Guard – Pacific in June 2007. In this capacity, she is responsible to the Commissioner, Canadian Coast Guard for the management and direction of the Coast Guard fleet and all Coast Guard programs in Pacific Region.

Ms Poruks began her career in the Public Service in 1982 with Transport Canada, where she held several progressively more responsible positions with the Canadian Coast Guard, serving in the areas of contract administration and management, materiel and supply, real property, and project management. In 1991, she was promoted to Regional Manager, Materiel and Contracting and Facilities Services for Transport Canada. She remained in this position until 1997, when the Canadian Coast Guard moved to Fisheries and Oceans (DFO), and she became the Head of Accounting Operations for DFO.

In 1998, Ms Poruks returned to Canadian Coast Guard operations in the area of Marine Programs, and worked for brief periods of time on the modernization of lightstations and as Superintendent of Marine Communications and Traffic Services. In 1999, she was appointed Director of Technical Services, responsible for electronics engineering and maintenance, vessel repair, and facilities maintenance and construction. In 2001, Ms Poruks was promoted to Regional Director of Technical Services for Public Works and Government Services (PWGSC) in

Vancouver, and after several years, moved up to Regional Director-General for PWGSC in Toronto, Ontario before returning to the Canadian Coast Guard in 2007.

Ms. Poruks holds a Bachelor of Science degree from the University of Alberta, and a Senior Level Purchasing Certificate from the Government of Canada. She has completed numerous graduate courses in Business Administration, as well as specialized training in ships construction, contracting, labour relations, and project management.

Ms. Poruks is a highly motivated, results-oriented leader with an extensive track record that demonstrates a commitment to team building, people management, change management, and communication.

JO ESPINOZA FERREY Head of Policy and Planning Unit, Office of the Secretary General, IMO

A national of Nicaragua, Jo Espinoza has lived or worked in Africa, the Americas, Europe and the Middle East, becoming fluent in four languages (English, French, Portuguese and Spanish). He holds a B.A. (Honours) in Jurisprudence from Oxford University, and an M.A. (Distinction) in Latin American Studies from London University.

He began his professional career in Baghdad (Iraq) and Belo Horizonte (Brazil), with the Legal Department of a construction company, Mendes Junior International, before joining Gottesman Jones & Partners, a law firm in London (England) specializing in financial and capital markets.

In the IMO Secretariat since 1985, he has worked in the Marine Environment, Maritime Safety and Technical Co-operation Divisions, dealing with flag, port and coastal State implementation and related technical assistance projects. In his current post since January 2006, he is Chief of Staff to the Secretary-General of IMO and responsible for overseeing the development and implementation of IMO’s Strategic Plan.

CLAY MAITLAND Founding Chairman NAMEPA

Clay was born in London (a U.S. citizen from birth) in 1942, and has worked in the shipping industry since graduation from law school in 1968.

Clay has been employed by International Registries, Inc., for over 30 years and is now a managing partner of the company, which administers the Marshall Islands Ship Registry – the third largest registry in the world. He is President of the Trust Company of the Marshall Islands (TCMI), the statutory Maritime Administrator of the Republic of the Marshall Islands. Prior to the year 2000, Clay held similar positions with regard to the maritime administration of the Republic of Liberia.

Among his other affiliations: Director of the Coast Guard Foundation; former Chairman of the National Maritime Historical Society; former Chair of the Admiralty Committee of the New York City Bar Association, and of the Committee on Intergovernmental Organizations of the Maritime Law Association of the United States (MLA); Member of the

American Bureau of Shipping, and of the National Cargo Bureau; Founding Chairman of the North American Marine Environment Protection Association (NAMEPA); Convenor of the North American Maritime Ministry Association (NAMMA), Industry Advisory Board; Member of the Board of the New York Seamen’s Church Institute; Member, American Bar Association, New York City Bar Association and Maritime Law Association of the United States.

Clay received the Honorary Degree of Doctor of Letters from the State University of New York Maritime College in 2006.

PHILIP PASCOE General Counsel, OCIMF

Philip Pascoe joined OCIMF as the General Counsel in April 2007. Philip spent 10 years in the Royal Navy as a Seaman Officer where he specialised as a Hydrographic Surveyor. He served in many parts of the world including spending a year working with the United Nations in Cambodia.

After leaving the Royal Navy, Philip completed a Master of Science Degree in International Transport at the University of Wales College of Cardiff. He studied law attending the College of Law in Guildford. Philip qualified as a Solicitor in 1998 at the maritime law firm Constant & Constant in London. During his time in private legal practice he experienced a broad range of wet, dry, ship building and trade disputes. Philip left Constant & Constant as a salaried partner to join OCIMF.

PETER LAHAY National Coordinator, International Transport Workers Federation (ITF)

Peter Lahay is the National Coordinator of the ITF in Canada. He has been with the ITF in various roles since 1993. From 1998 - 2000 he served as the ITF Training and Development Coordinator, training ITF Inspectors and working with maritime affiliates around the world.

Peter first went to sea at the age of 15 on the coast of BC. He has been active in many seafaring human rights issues, personal injury and death claims, abandonment and legislative matters pertaining to criminalization of seafarers.

KAITY ARSONIADIS-STEIN, President and Secretary-General, International Ship-owners Alliance of Canada (ISAC).

Ms. Arsoniadis-Stein commenced her career in the shipping industry in the United Kingdom, where she obtained her LLB degree in English law and her Masters of Laws degree with honours in Maritime Law from King’s College, London University. After attending law school at The University of Victoria in Canada, she was called to the Bar in British Columbia, Canada in 1999.

Ms. Arsoniadis-Stein practiced maritime law in England, having worked for Gard Protection and Indemnity Club, and in Greece where she worked for ELDA, the National Oil Refineries of Greece. In

Vancouver, British Columbia she worked with the law firm, Bull Housser and Tupper as well as the shipping companies: Teekay Shipping Limited and Seaspan Container Lines.

In addition to her role at ISAC, she currently sits as Vice-President and Director of the Vancouver Maritime Arbitrators Association, Director of the International Maritime Centre, and Trustee of the Insurance Dispute Resolution Services of British Columbia.

Ms. Arsoniadis-Stein drives forward ISAC’s role to monitor relevant marine policy and legislative developments and represent ship-owners’ interests before the governments of Canada as well as other national and international organizations and regulatory authorities. In this capacity, Ms. Arsoniadis-Stein has appeared as a witness for the international shipping industry in the House of Commons and the Senate for the Government of Canada, and has participated with the Canadian delegation in the Marine Environmental Protection Committee meetings at the International Maritime Organization.

Colin Williams is a Director of Steamship Insurance Management Services Limited and is currently Head of the Club’s Americas Syndicate; having been with the Club for nearly 30 years. He is also the Chairman of the International Group’s Pollution Sub-Committee and is a Director of ITOPF.

Prior to joining the Club, he served at sea as a deck officer and has a degree in Nautical Studies.

THE REV. CANON JAMES D. VON DREELE Executive Director, Seamen’s Church Institute of Philadelphia and South Jersey and Vice President, NAMMA.

He is a member of the Area Maritime Security for the Delaware River and its Managing Board. He has served on the Board of the North American Maritime Ministry Association for the last eleven years, four as President and currently as Vice President. He is also a board member of the North American Marine Environment Protection Association (UN/International Maritime Organization).

Fr. Von Dreele graduated from Drew University (Madison, NJ), 1968 and Berkeley Divinity School at Yale University, 1971. He was ordained to the Episcopal Priesthood in 1971. He also has a graduate certificate in Strategic Planning from the University of Delaware 2001.

April 2010, The Rt. Rev. Rodney Michel, Assisting Bishop for the Diocese of Pennsylvania, appointed Fr. Von Dreele as Canon for Seafarer Ministry in the Diocese of Pennsylvania.

NAI M NAZ HA Director, Marine Personnel Standards and Pilotage, Marine Safety, Transport Canada

Mr. Naim Nazha is the Director for Personnel Standards and Pilotage of Marine Safety. He is the Chairman of the Standing Committee on Personnel of the Canadian Marine Advisory Council and Member of the Marine Safety Executive Committee. Mr. Nazha is the Canadian representative at numerous meeting of the International Maritime Organization and International Labour Organization meetings for the Marine Sector.

After attending the Maritime Institute of Québec in Rimouski, where he obtained a college degree in Nautical Science, Mr. Nazha obtained a Bachelor of Science with a major in Maritime Transportation and a minor in Administration at the Université du Québec in Rimouski. In addition, he possesses a Master’s Business Administration in Logistic and Transportation. M. Nazha holds Professional certification as Master Mariner.

Before joining Transport Canada in 1989, Mr. Nazha worked as a Master for foreign companies. Mr. Nazha has occupied positions with Marine Safety in the National Capital region from 1989 to 2003, as Senior Surveyor and as Manager of the Nautical certification and Manager of the inspection divisions. In 2007 he became the Director, Personnel Standards and Pilotage.

CAPT. STEPHEN BROWN President, Chamber of Shipping of British Columbia

Stephen Brown spent 21 years at sea where he served as Master for the last 5 years, latterly with Gearbulk Shipping. After coming ashore, Stephen worked in various levels of operational management for Gearbulk in South Africa, Indonesia, China, UK and Vancouver. In China, Stephen was stationed in the Port of Tianjin where he attended the construction, and managed for three years, a joint venture break bulk terminal. Prior to accepting the appointment of COS President, Stephen chaired various Chamber Committees, served on the COS Board for eight years and was Chairman of the Board from February 2007 to July 2008.

PANEL SESSION - ATTRACTING AND RETAINING QUALITY SEAFARERS

Stephen Brown will address the need for international co-ordination in seafarer training and recruitment and issues which deter potential seafarers from undertaking a career at sea. As well as issues which drive experienced seafarers ashore.

CAPT HOWARD N. SNAITH Director, Marine, Chemical, Ports, Terminal & Environmental Section, INTERTANKO

Captain Snaith first went to sea in 1979 and during 17 years at sea, sailed in various ranks on Oil, Chemical & Gas Tankers, Dry Bulk, Container & Passenger vessels, eventually sailing as Master on IMO Type II Chemical Parcel Tankers.

He is a UK Qualified Class 1 Master Mariner and was elected a Fellow of the Nautical Institute in 2008, in recognition of having made a significant contribution to the advancement of nautical science. He is also a member of the Baltic Exchange.

He was Team Leader with the UK Marine Pollution Control Unit (MPCU) which headed up a short notice strike force to handle chemical incidents in UK waters; he also spent time in Saudi Arabia as a quality/quantity surveyor for Oil, chemical and gas products with Caleb Brett.

Since coming ashore he has undertaken a variety of roles including Fleet Manager with MOL Tankship Management Ltd: Fleet Supervisor with Zodiac Marine; Expert Witness in Arbitration and Admiralty Law Courts; A Marine Consultant; Salvage Master; Offshore Heavy Lift Surveyor; Warranty and Towage Surveyor.

He has also been one of the Merchant Navy Liaison Officers on part time secondment throughout 2009 at The Maritime Security Centre Horn of Africa, (MSCHOA) as part of the EU Operation ATALANTA.
