The Philippine labor mar#et is one of the most highly regulatedmar#ets in the "orld. Data from the Bureau of *or#ing+onditions re!eal that from &'', to &''-$ the compliance rate

upon inspection (the ratio of establishments found to becomplying "ith minimum "age la"s at the time of inspectioncompared to the number of establishments inspected is,,.-,$ ,/.'0$ ,-.&1$ 22.3,$ 22.,' and 1/.32$respecti!ely. 4or &'5'$ the compliance rate upon inspection forthe first 3 months of the year "as ,2.-5. The inspection

procedure of the DOLE allo"s inspected establishments tocorrect the !iolations found at the plant le!el before the !iolationbecomes a fullblo"n labor dispute. (DOLE Data$ &'5'

The Training and Ad!isory 6isit team has been conductedinspections to the !arious establishments to chec# and assess

their compliance after the assistance has been gi!en to them.7et$ there are still establishments "ho sho"ed !iolations on thepolicies. The researcher "ants to find out the e8tent of theimplementation of the Training and Ad!isory 6isit and the le!el ofcompliance of the "age earners in Da!ao +ity. 9ence$ the study.
