Land Management: A Primer“Land management” covers a range of services andresponsibilities managed by state and local govern-ment departments and agencies. Municipal assets,such as land, natural resources, buildings, and publicfacilities are tracked and monitored to managegrowth and enhance the livability of communities.Municipalities generate a significant portion of theirrevenues from issuing licenses and permits to managethese assets. Departments that have a need for landmanagement solutions include, but are not limited to:

Historically, these departments have maintained astaff of field personnel who spend most of their timein the field, where they must gather data using paperforms, monitor operations, or conduct inspections.Typically each inspector must travel to the mainoffice to receive the day’s schedule of calls, appoint-ments, and inspections. It’s not unusual for them tospend one to two hours in the office each morningbefore traveling to the first site. Throughout the day,they call in or are paged with schedule changes, newinformation, or other data. At the end of the day,they travel back to the office to submit data for entryor enter data themselves into main department appli-cations; file reports; pick up results; and handle anyother required paperwork.

High Travel Time

Field workers often spend two or more hours eachday simply traveling back and forth to the office topick up schedules, enter data, or manage paperwork.That time could be more effectively used in the field.

Paperwork Backlogs

Paperwork quickly piles up, creating a backlog oflicense and permit applications. The backlog delaysissuing licenses and approvals, which in turn, can costpermit applicants time and money as they must stopconstruction or other progress until they receive thenecessary approvals. In addition, paperwork backlogsalso delay valuable revenue that is generated by thesale of permits and licenses.

Increasing Costs

As personnel costs, fuel costs, and other costs con-tinue to increase, state and local government depart-ments must often make do with fixed budgets oreven budget cuts. Agencies’ budgets are often deter-mined at least a year in advance, and once set, cannotbe changed.
